Miami Beach Standard Tidefler Outfall Structure Barrier island stormwater management design is a unique, specialty consulting service provided by Coastal Systems. With in- house civil/coastal/waterfront engineers, the team is experienced in designing challenging drainage systems on Miami-Dade County's barrier islands for both private and public sector clients. Coastal Systems has completed over 10 Right-of-Way paving/grading/drainage design projects for the nearby City of Miami Beach with similar groundwater and elevation conditions as Sunny Isles Beach. All of these projects required a combination of drainage systems common in South Florida, including drainage wells, exfiltration trenches, and outfalls to Biscayne Bay. Coastal Systems pioneered a unique outfall structure that is now a standard for the City of Miami Beach as shown in the graphic on this page. This structure incorporates a Tideflex valve that is fully serviceable within a concrete drainage structure. Due to local tidal conditions, the outfall elevation is critical for the performance of the drainage system, and the Tideflex valve prevents the influx of bay water into the storm drains. RFQ No.: 12-04-02 Page 6 Design Calculations Coastal Systems regularly prepares drainage calculations in the standard format required by Miami-Dade County and/or the South Florida Management District. Hydrology and runoff calculations are completed, and the treatment and conveyance designed _ accordingly. Coastal Systems regularly prepares calculations for local drainage projects, so the firm understands the requirements and limitations of the agencies relative to each type of system. Construction Plans and Specifications Coastal Systems prepares detailed construction plans based on the engineering design and the required standards of the municipality and/or the County. Miami Beach Standard Tideflex Outfall Structure Drainage System Design The drainage design needs to be completed in accordance with engineering industry practice and environmental regulatory requirements. Standard runoff curves and rainfall intensity curves need to utilized to estimate runoff under the existing conditions scenario along with the proposed site plan. The South Florida area is typically flat and at lower elevations, therefore the design of the conveyance system has to be completed carefully with appropriate piping and structures to ensure proper drainage flow. Normally a combination of drainage systems are utilized that may include drainage wells, outfalls, retention ponds, exfiltration trenches, or swales. The design can further optimized to reduce construction costs. Force Main Analysis As development increases in South Florida, so do the sanitary sewer requirements. Many sites are redeveloped with higher density commercial and residential developments. Coastal Systems has extensive experience working with Miami-Dade WASD to evaluate the capacity of sewage pump stations and force mains. Coastal Systems has coordinated WASD service agreements, and sewage loads have been prepared for pre/post development conditions to negotiate impact fees in accordance with WASD ® standards. These ponds can be simulated in software programs such as MODRET or CASCADE that are accepted by the regulatory agencies. Similarly, the 16h Street extension is approximately 400 feet long, and required an 8-inch water main extension as well as the slip lining of an existing 8-inch sanitary sewer line. Both street ends were low in elevation and adjacent to 't' the bay and presented challenges for the drainage design. Litigation Summary M.K.Contractors vs. Main Highway Development, LLC Coastal Systems International-M.K.Contractors vs. Main Highway Development, LLC Coastal Systems International was named as a co-defendant in the litigation, M.K. Contractors vs. Main Highway Development, LLC., Zyscovich, Inc., Louis J. Aguirre & Associates, P.A., DDA Engineers, P.A., Kaderabek & Barreiro Consultants, Inc., and Coastal Systems International. The case number is 10-01409 CA25 as filed in the Circuit Court of Eleventh Judicial Circuit in Miami-Dade County. The General Contractor, M.K. Contractors, for the Project filed a claim against the developer and the architectural/engineering consultants on the project on January 12, 2010. The construction for the project was completed in 2007. Coastal Systems filed a motion to dismiss the claim on January 29, 2010 for failure to state a cause of action on the professional negligence and violation of Florida statute counts. M.K. Contractors is an incidental third-party beneficiary to the work performed by Coastal Systems.The design work completed by Coastal Systems was limited to the site/civil engineering and underground utilities, and therefore Coastal Systems was not involved in any structure of the Condominium, therefore making the Building Code claims inapplicable. As of June 21, 2010 the Plaintiff filed a Notice for Hearing and then cancelled Motions to Dismiss filed by Coastal Systems, Zyscovich and Louis Aguirre and Associates. The Plaintiff also filed a Motion for Clerk's Default against Main Highway Development.The Clerk of Court previously entered a Default on May 20, 2010 against Main Highway for failing to file any paper. Since filing the suit, a hearing for the Motion to Dismiss is being re-scheduled. Coastal Systems is also involved in litigation relative to liens as filed on properties relative to fee collections.
