This project requires a management plan designed to specifically address the staffing, monitoring, planning, and communications challenges that our experience indicates are common with this type of contract. It also calls for a management plan that deals with the need for well-documented and understandable procedures so staff can be efficiently managed. Specifically, our management plan provides: • An efficient management system, with clearly defined roles and responsibilities for scope, schedule and budget; • A Contract Manager as the primary point-of-contact for the City; • Quick-turnaround capability,as well as,long-term program and personnel continuity; 4) • Depth of staff which allows the team to timely respond to multiple assignments simultaneously,if necessary; • Compliance with individual task schedules and budgets; • Flexibility to respond to changes in scope and direction;and • Quality assurance and quality control throughout all phases of a project. K&S is a firm dedicated to the timely and cost-efficient delivery of services. In fact, in 2007,when the FDOT released its annual summary of design overruns (time and money),K&S ranked among the best of the over two hundred firms surveyed. In the six-year period studied, K&S designed and surveyed twelve projects with a construction value in excess of $120 million dollars. No other firm selected by FDOT in that six-year period completed this volume of work, and maintained such low overruns in cost and time. At Keith and Schnars,we attribute this success to our personnel and project management. Additionally, numerous members of the team proposed for this contract have either worked directly for a governmental agency or have performed duties as an extension of a governmental agency for many years. K&S believes our clients, our profession, and our projects deserve the highest quality product that can be produced. Therefore, there is an established quality control plan that is implemented on all our projects. Our Quality Control Plan is based on the philosophy that • Quality is achieved by proper planning, coordination, supervision, and the appropriate use of skilled personnel; • Quality is controlled through checking, reviewing and monitoring of work activities by individuals outside of the Team; • Quality is verified by having a senior manager performing QA/QC functions;and • Quality is assured through independent reviews by qualified staff through each stage of project development. STAFFING HIGHLIGHTS • • Our corporate structure and chain of command is similar to the City's in that we maintain executive level staff, which serve as a backstop and point of responsibility and accountability for the management of projects. We emphasize accountability for budget and schedule in our projects and we encourage open informal and formal communication as a tool to collectively work to meet the objective, budget, and schedule of the project. With this management structure, it is our belief that a partnership with City staff and our carefully selected staff is crucial to a successful outcome for this contract. Therefore, given our successful project management track record for previous contracts with the City, the selected management team for this contract that satisfies these objectives will continue to be our Assistant Director ofTraffic Engineering(Eric Penfield,P.E.) and Director of Transportation Planning (John Krane,RE.). Faced with traffic impact concerns due to the limited Engineers on-site space, Mr. Penfield, as Project Manager, devised a series of Transportation Demand Management strategies to minimize the school's impact upon the adjacent neighborhoods co and Collins Avenue. Walk-To-School and Bike-To-School programs, coupled with school bus service within the School Board's 2-mile exclusion radius, were examples of tools employed to reduce vehicular demand. Effective use of police and traffic control personnel at key street locations next to the school allowed for an orderly flow of automobiles during the school's arrival and dismissal periods. BUS U-TURN LANE EVALUATION AT COLLINS AVENUE AND 193RD STREET, SUNNY ISLES BEACH, FL: A traffic safety review, a traffic operations assessment, and a feasibility evaluation were conducted for the existing bus U-turn lane on Collins Avenue at 193rd Street. The site is unique as the bus U-turn lane is located in the far right lane of the northbound approach of the intersection. Four alternate locations were evaluated as part of the feasibility study to modify or relocate the current U-turn configuration, leading to a recommendation to relocate the bus U-turn lane north to Hallandale Beach Boulevard. ;1S SPECIFIC TRAFFIC ACCESS MANAGEMENT STUDY, SUNNY ISLES BEACH, FL: A detailed traffic management plan was evaluated at three site specific locations within the City of Sunny isles Beach. The feasibility of replacing the unsignalized intersection of 178th 110 Street and Atlantic Boulevard with a roundabout as well as using flexible bollards on 183rd Street west of Collins Avenue and on 178th west of Collins Avenue was evaluated.
