SGM understands that rooftop equipment is subjected to high wind loads during Florida's hurricane • season. SGM carefully makes design recommendations to prevent equipment failure during Florida's hurricane • season. The result of equipment failure during Florida's hurricane season not only effects mechanical equipment it also may result in openings within the roof of the facility creating water infiltration. Detached mechanical equipment • may also result in threats surrounding the equipment under high wind load conditions. I • Energy/Daylight Modeling SGM promotes integrated design analyzing multiple options for building features, including the building envelope, • HVAC equipment and lighting systems to identify the most effective energy saving strategies. SGM has extensive experience with 3D energy modeling software packages to demonstrate the value of energy saving strategies. • Additionally, we utilize daylight modeling to evaluate fenestration, types of glazing and architectural features. Assisting the City of Sunny Isles Beach to meet or exceed the 50% energy savings target for "The 2030 Challenge" Opportunities exist to determine 30 and 50% savings, SGM takes steps by first: 1. Define the architectural-program characteristics for a typical municipal facility by defining a single prototype model. 2. Create baseline energy models for the particular climate zone that are elaborations of the prototype model and are compliant with Standard 90.1-2004 • 3. Create low-energy models for the particular climate zone by applying a list of energy design measures to the prototype model. SGM utilizes industry feedback to strengthen the energy design measures chosen for application. 4. Simulate the baseline and low-energy models for the particular climate zone to show that 50% (or greater)energy savings are achieved when the energy design measures are applied to the prototype model. • • For example the following energy design measures were used to attain 50% energy savings on a municipal facility: • Reduced lighting power densities. • • Day lighting sensors in applicable perimeter zones. • • Occupancy sensors in applicable zones. • More insulative envelope (opaque exterior and fenestration). • • Overhangs on south-facing fenestrations. • A multi-zone variable air volume dedicated outdoor air system with zone-level water-to-air heat pumps. The ® heat pumps shared a common condenser loop whose temperature was maintained though the use of a • chiller and boiler. • High-efficiency chillers, boilers, and water heaters. • • Demand controlled ventilation. • • More efficient pumps. • Reduced infiltration through tighter envelope construction. • Integration of subsystems to achieve whole-building performance. SGM has demonstrated success in Continuing Service Contracts with our extensive experience in existing and new • construction of municipal facilities using latest means & methods to exceed the design and energy efficiency guidelines established by the client. Our expertise is in: • Vigorous energy efficient designs for showcased facilities ® • Central Utility Plants (chillers, boilers and thermal energy) • Campus-wide power distribution e • Trouble shooting of building MEP systems-such as IAO, fire alarm, power, etc. • • Systems, Audio, CC-N, Fire alarm and fire protection • Commissioning & LEED • • Feasibility study and cost estimating • SO• MMCompliance with Federal Grants such as ARRA and other stimulus packages • ® ENGINEERA u Co ,u..,.c i.c,.,,., 9 • •• sown,% . The approach we utilize for a specific project and for a continuing service contract such as this is an ® integral part of our Design Quality Management Plan. We know that Total Quality Management is accomplished by implementation of a Design Quality Management Plan and the continuous improvement of ® activity processes, involving everyone in the organization in order to accomplish a high standard of quality in o the final product. SGM's management plan establishes the methodology to ensure that quality is the driving force in the phases of all operations of SGM and particularly on a continuing service contract as this one. Our end goal is to provide only high quality services to the City of Sunny Isles Beach, free of errors and 0 omissions, delivered on time and on budget. To achieve this, we have established a companywide ® methodology whereby the appropriate people make the correct decisions, based upon asking the right questions at the right time. Based on our understanding of the Scope of Services and past experience with similar O contracts we have developed a management plan for processing task orders. The steps in this approach are as follows: ® Project Kick-Off:The initial project activity will include a project kick-off meeting with the City of Sunny Isles Beach and project stakeholder agency representatives. 0 Define the Project: For these projects, the first step is to define each project and prepare a scope of services and Q fee proposal. SGM will then review the available information related to the project, visit the site, discuss the issues ® associated with the project with involved stakeholders or agencies, and identify the project issues, needs, and constraints. 0 ® Scope, Schedule, and Contract Documents: Based on our review of the available information, and an identification of the issues, needs and constraints, we will prepare a detailed written project approach or scope of ® services, and schedule. ® Once the scope and schedule have been reviewed and approved by the City of Sunny Isles Beach staff, Purchasing ® will prepare the work order for the project. This will be transmitted to SGM for signature and returned to Purchasing for signature. Once the Work Order is executed, the City will issue a written Notice to Proceed. In some cases, a ® kickoff meeting with key stakeholders may also be held. ® Data Collection:This process is to gather the available existing information such as existing construction plans (as- ® builts), right of way maps, utility location maps, wastewater flow data, topographic information, existing and future development information, engineering data (architectural, mechanical, electrical, utility lines) soils data, a listing of ® affected agencies and individuals, and other data as the specific project may dictate. For renovation and alteration projects, on-site will be conducted to verify the as-built documents and assess the existing systems and equipment. ® This engineering analysis will ultimately identify potential savings to the City, along with providing valuable input to the construction phasing plan. Communication with the Owner's engineering staff, maintenance staff and other long-time employees is critical during this data collection phase. SGM will contact members of the Owner's staff ® and/or hold project information meetings to obtain input. From these meetings/conversations, Owner preferences, expectations and goals are also identified and can be ® incorporated from the beginning stages of the project. This phase would conclude with a technical memorandum. ® This document would serve as the basis for design and identify the ultimate facilities to be designed and constructed. First, although each individual assignment may be relatively small, project management is a challenge because a number of tasks will • likely be underway simultaneously. Second, the range of building types the City owns/operates is broad, spanning from simple "anyone can design that" projects to complex projects involving specialized design expertise. Third, the • sophistication of some City buildings may necessitate expertise in complex 11VAC and electrical system design or special ® skills in the areas of building automation, data/communications, or electronic security. Fourth, in order to provide timely response to the City, the Project Manager must have immediate access to all disciplines. Finally, the Project Manager ® must have redundant resources in each major discipline to allow concurrent delivery of Project Tasks. • Approach to the Project as it related to Quality Control • SGM is a quality driven organization. Quality is an integral part of the scheduling and production process. For Continuing Service Contracts; SGM Engineering has a multi-tiered approach to quality that will be is formally • documented in our Continuing Services Quality Control Plan. Key components include completion of a detailed ® Project Management Manual and communication of that plan to the City of Sunny Isles Beach, assigning qualified staff to designated design tasks; assigning qualified senior personnel as quality control approvers to review and • approve design quality production, both discipline, inter-discipline, and constructability; identifying a separate Independent Technical Review (ITR) team from qualified personnel who are not otherwise working the project; • regularly review LEED scorecard; use the detailed work plan that outlines the work tasks, budgets, and milestones • to measure performance; use guide details, specifications and software programs to maximize efficiency; and resolve any conflicts. • SGM ensures that there will be documented and constant communication between the City and our design team. • We will involve the facility end users, City of Sunny Isles Beach personnel, throughout the entire design process. ® This will start in pre-design through identification of all key personnel in the Project Outline with name and contact information, along with areas of responsibility correlated to the project's work breakdown structure. • ® Everyone identified in the Project Outline is considered part of the design TEAM. A Project Initiation Conference will be held for each project with all team members included. Regular team meetings will be held throughout the • entire design process. The regularity of these meetings will be based upon the size and complexity of the particular project. • ® Our experience is that often times the RFP does not address all the needs and concerns of the owner. It is important these issues are discovered to save the City of Sunny Isles Beach unwanted costs, value engineering, • and efficiency of design. SGM will ensure that scheduling is an ongoing cooperative issue. SGM will ensure that all lead engineers will ensure that all design submittals meet the City's Construction Standards, receive ongoing • feedback from the City of Sunny Isles Beach's construction and facilities planning division, answered all questions • and comments and ensure the design takes construction cost and efficiency into account. • This approach will start in pre-design through identification of all key personnel in the Project Outline with name and contact information, along with areas of responsibility correlated to the project's work breakdown structure. • Everyone identified in the Project Outline is considered part of the design TEAM.
