Currently under design is Phase 1 of that Master Plan which involves a new e Courthouse Building and Plaza fronting SE 6th Street in Downtown Ft. Lauderdale. The Plaza hos been designed to function as a public space for large and small civic gather. ® ings, and for the groups that typically gather in front of this institution, including vendors ® and families with children. Shade is provided by a grove of Royal Palms on the west side O of the walkway that open up and climb a double set of stairs to the Courthouse Plaza. There is o small simple structural space for children to play in and shaded seat- ® ing for parents. The plaza includes a smaller scale, shaded space to provide ref- ® uge from the activity in front of the courthouse which also provides handicap ac- ® cess to the building. The project site has been filled and prepared for develop. ® ment, however through careful planning we propose to remove some of this fill and 0 restore and regenerate the previously lost ecosystem. This new landscape environment ® will serve to connect the undeveloped portions of South Florida,with the local commu- nity, by nestling this new Federal Building within this context. The landscape elements ® of the project are critical in that they will serve multi-faceted roles, the reestablishment ® of the relationship between the natural processes and the human activity, the treatment of storm water and its release to replenish lost wetlands, provision of habitats for 0 plants and animals therefore contributing to the ecological diversity and contributing ® to the physical and mental well being of the users through their interaction with nature. ® Curtis + Rogers is pleosed to have conceived the "Everglades Landscape" con- ® cept for the GSA, Federal Office Building in Miramar Florida which was devel- ® oped during the alternative concept phase of the project. The approach will not ® only greatly assist in successfully achieving credits for the sustainable sites initia- tive, but will create a unique and exciting approach to landscape design in South ® Florido. The following GSA Design Review Comments speak to their enthusiastic ® endorsement of the concept and their desire to see its successful implementation. O "The wetlands approach is fantastic—suggest looking at this even more, sort of like the ® silent icon. If we successfully pull this off then we can show the entire Stote of Florida 9 how this can be done successfully. Push this concept further and integrate it into the ® building, so that it becomes intrinsic with the building. This plan was preceded by work done for the City in 2003 by the BNV Cor- ® poration. The Capital Improvement Plan built on the recommendations of BNV who ® suggested the following improvements: 1) address the park's "empty heart"; 2) make the Baywalk a "pleasurable walk" by decreasing the scale and adding much needed shade; 3) investigate the feasibility of creating a restaurant/retail space at the base ® of the nonfunctioning "laser light tower"; 4) connect the amphitheater to Bayside ® Marketplace, the Baywalk and the hotel to the south; 5) enhance the good features like the Rock Garden and the lawns; 6) address the need for shade by planting shade ® . trees; 7) address the existing paths which "frustrate" the desire for direct functional (10 access, particularly between the downtown area and the bay; 8) improve the horticul- 0 ture; 9) address the perimeters of the park which tend to be "parched and dull" and/ or "complicated and ugly"; and 10) provide informational and wayfinding signage. ® Curtis + Rogers along with their sub consultants produced three documents for the ® "Capital Improvements Plan." Running approximately 10.5 miles in length, the project cor- ridor is one the most heavily used roadways in Broward County which connects the west side of the county to the east side. Some of the improvements include revers- ® ible express lanes that change direction based on peak travel demands, braided en- ® trance and exit ramps, construction of the New River Greenway and Bus Rapid Transit. ® Curtis + Rogers developed an Aesthetics and Landscape Master Plan for the corridor ® and will also provide landscape construction documents. As the corridor connects the ® Everglades in the west to the ocean in the east,we created a concept of Sawgrass to Seo- grass. This theme emphasizes that the roadway corridor traverses several typical South ® Florida ecosystems traveling west to east from the Everglades through uplands to the ® coast.Three areas will be highlighted beginning with the Everglades in the west,continu- ® ing east through Land and higher ground,and eventually reaching the Ocean and coast- al areas. Project Scheduling ® Curtis + Rogers Design Studio believes that a systematic communication process is essential to maintaining the • project schedule. At each initial project kick-off meeting, the project scope, schedule and personnel roles are estab- lished. Following this meeting, a series of coordination meetings or conference calls with the client are established to review the work in progress, and to ensure that the project is proceeding according to the scope, desires of the client ® group and in accordance to the established schedule. Meeting notes are taken and distributed to all project partici- ® pants via email. ® In addition, the Curtis + Rogers managing principal (Ms. Lee) and the project coordinator (Mr. Green) will organize the work into a series of critical tasks. These tasks are evaluated as to the level of effort required, the available data ® and the anticipated scheduling impacts. This work effort is distributed to all team members, and tracked periodically ® with completion dates, anticipated delays or additional tasks needed. The project manager will continually update ® the task list and track the scope and schedule modifications. We prepare cost estimates from schematic design and through- ® out the process we continuously update them and back check them to reflect current market conditions and trends. ® At the end of each design stage- we review project budget vs. program to make sure our original assumptions and program have not been altered to affect the final outcome. During the construction documentation process, the ® C+R team will submit updated cost estimates with all progress submittals, as well as a final bid tabulation set. We CO continuously hold a percentage of the budget as a contingency during all estimates which begins at 20% during schematic design and is progressively reduced as elements and construction documents are developed. In addition, we generally recommend a series of additive alternates, so that if the bids come in more favorably, more elements ® can be added to the project. We involve our consultants in all aspects of the development of estimates to make ® sure each element is properly budgeted. We maintain a database of projects recently bid so we can continuously compare and update our cost assumptions. ® Our quality control process focuses on eliminating omissions and confusion within the construction documentation ® process, thereby minimizing addendums and change orders during bidding and construction. ® Design Process ® The design process that we have outlined as part of this response is one that we repeatedly use for our public and ® private clients. It enables early dialogue with all relevant governing agencies, analysis of codes and regulations and workshops with the City officials and residents. In these workshops we will be discussing these regulations within the ® context of finding the most cost effective, time effective and successful solution to the established goals. We are proposing to follow this process for the development of the all tasks assigned to our team. We of course are 0 open to changes from the City's staff to tailor the process to more specific goals which we may not be aware of at ® this point. ® Public Participation c(I Our team believes in the collaborative process, in which the citizens and other affected parties can create strategic ® vision plans and resolve complex land use issues. We propose a process by which we establish an effective corn- ® munication system, enable the interested parties to assess and synthesize data, and provide them with the tools to generate and direct settlement options. ® For each project task our team proposes a series of early interviews with key stakeholders to assess their interest and understand their concerns. Depending on the scale and schedule for the task — public workshops can be conducted ® to seek broader input, or the team can work within the framework of a steering committee representative of the • project stakeholders. O Our approach builds upon these steps and proposes the following Scope of Services.
