Intersection Design • A roadwayintersection is a critical buildingblock in C '` 'ez /z/ ' ' • any transportation infrastructure. EveryIIZ • intersection has a unique combination of elements— > , / / z/r / '" acct// i. i ® roadway layout, signal equipment, and mix and volume of vehicles, pedestrians, and bicycles. As a result, every intersection requires careful study prior to designing • the various intersection design elements to produce a safe and efficient intersection. • A good intersection design also allows the intersection, when signalized, to adjust timing automatically to • changes in traffic volumes and travel patterns. Kimley-Horn is committed to this type design and approaches this • project with a "large toolbox" and a clear understanding of regional and local intersection planning and design. ® Traffic Calming ® Kimley-Horn's team of roadway designers, traffic engineers, and planners knows how to design roadways that accommodate a defined volume of through traffic and pedestrian/bicycle usage while serving as corridors I• for business and residential development. The basic approach to any project begins with an effective project manager • who understands the project requirements and is committed to developing a project team that contains the ® right staff for the right job and maximizes the expertise and experience of each professional. • Once the proper team has been assembled for any given project, it is easier to anticipate problems before • they occur. Kimley-Horn project manager Adam Kerr, P.E. will develop detailed work plans that include specific task items for the duration of all projects with associated team members' responsibilities and • corresponding time. The work plan defines who, what, when, where, and how for all project tasks with clearly • defined channels of communication. This level of detail requires that the project manager and team members • think the project through and develop a plan that they are responsible for implementing. • Identify Key Issues • During the planning and design process, it is important to identify and resolve key issues as early as possible. • Issues addressed during the preliminary design phase often impact existing systems, levels of service, ® budget, and ease of operation and maintenance. Kimley-Horn's approach to design has always been to emphasize creativity while minimizing construction costs and maximizing functionality. • ® Design Phase • Whatever the task, Kimley-Horn will begin with a comprehensive team effort to work with the City during the • very critical preliminary design phase. It is vitally important that all major decisions are thoroughly examined and consensus is reached before subsequent designs and construction drawings are prepared. We will use • our experience in planning, design, construction, and operational assistance on all elements of any project. • Our same team of engineers is involved in every step of the design and construction phases from beginning ® to end. This allows staff to communicate their desires throughout the design process and eliminates surprises during construction, startup, and long-term operation and maintenance of the facility. • • Construction Administration • If required during a project, Kimley-Horn can provide construction administration and observation • services, including assisting in the bidding process, providing a full- or part-time construction observation • representative, reviewing monthly pay estimates, evaluating equipment delivered as compared to shop drawings, coordinating punch list observations, and coordinating materials testing. • • Construction Documents and Specifications • Preparation of the construction documents requires careful attention to detail and a thorough understanding • of the issues identified in the initial phases. Each piece of equipment must be specified so the City knows what to expect during the construction phase. Materials, products, and equipment must be able to provide • long-term, trouble-free service. On the other hand, over specification can lead to significant cost increases. • The Kimley-Horn team has in-depth experience with the types of material selections that work best. Our • design team has practical experience during construction and equipment startup. This experience allows us to design facilities that will be easy to construct, easy to operate, and easy to maintain—resulting in significantly • reduced costs to the City. These documents must be complete and thorough—not vague or contradictory. Any • dispute that occurs will be resolved by the contract documents, which must clearly support the City's position. • Procurement Phase 1 Kimley-Horn has been successful on past projects in using multiple contracts and direct purchase of major • equipment items. The City can realize cost savings by avoiding contractor markups on the direct purchase of • major equipment items and by taking advantage of your sales tax exempt status, which general contractors • must build into their costs. Kimley-Horn understands the importance of being responsive during the bid phase. Answering contractor questions and issuing clarifications or addenda in a timely manner during the bid phase can mean the difference between delivering a successful construction project on time and within • budget or navigating through a project riddled with disputes. Our contractor evaluation procedures will also • help the City in identifying the contractor who will best suit your needs. • Construction Phase • Unlike other firms that separate the construction phase team from the design team, our philosophy is to • maintain the continuity of the design staff during construction. Because these individuals are the most familiar ® with the design of your project, there is no learning curve during its construction. Kimley-Horn's professional staff has extensive experience in construction administration and will keep the contractor on task, on time, and • within budget. Our experience will result in the delivery of a quality project that will make the City and Kimley- • Horn proud. • Project Field Representative • Our on-site project field representative will observe contractor operations throughout the construction ® process. This is particularly important for components that will be buried or otherwise hidden from view at • the conclusion of the project. Pipelines, foundations, pumps, conduit, and internal components must be ® inspected prior to installation and comprehensively photographed for future reference. All of these activities will be documented in daily reports and photographs prepared and cataloged by the field representative. • Any deviations will be brought to the City's and contractor's attention as they are discovered so they can be • resolved quickly. Paramount to the success of any project is a continued partnering throughout the project to adapt as necessary to unforeseen circumstances. We will • include critical decision making points in our work plans so that the project team and the City can agree upon • the best course of action to keep projects on track. We know there will always be unexpected challenges that are distinct to any given project, so it is critical to develop and follow an approach that can be controlled while ® building in mechanisms for managing the unexpected. • Equally important is project communication with key stakeholders. KHA will prepare a project-specific • program to identify opportunities for stakeholders to participate in a project's development. Approaches to • encourage stakeholder participation include public meetings, a project website, open houses, newsletters, • news releases, and weekly project status reports. We will proactively solicit stakeholder participation and 8 respond to their input. At Kimley-Horn, we believe that broad participation is attainable through a plan that is proactive, impartial, understandable, visually informative, and thorough. • • Ability to Meet Desired Timelines and Deadlines • Kimley-Horn is committed to providing the City of Sunny Isles Beach with the highest quality staff and service • to meet your project schedule and budget requirements. Meeting your schedule for deliverables is not just a • goal to us—it is a mandate. • To assist our project managers in efficient administration of projects, Kimley- • Horn maintains a detailed, integrated management information system (MIS). Meeting your! This system, designed primarily to focus on schedule adherence and cost scheduleQ7lj . ® control, has proven to be a valuable tool. Schedule control begins with the deliverables&mice .} • preparation of a detailed schedule that includes milestone completion dates ftifeQgoal r=; for specific tasks and the overall project. We will develop for this project, as QiiMmandate. ' we do for every project we undertake, a work plan that allocates person-hour • commitments by individual for each task. The MIS generates a Project Effort • Report twice each month showing the effort that has been expended for each task. This internal control allows ® us to make, on a timely basis, any adjustments that may be necessary to maintain your schedule and stay within your budget. O ® Kimley-Horn also uses a proprietary program and workload forecasting technique called "cast-aheads" which is our primary means of tracking and evaluating our staffing needs and availability for a particular • contract. Updated monthly by project managers, the cast-ahead system is used to define specific staffing • needs for the next month and for the next six months. All project managers reserve staff or request specific e personnel to work on their projects for a certain number of weeks of the month. The combined input from all project managers is compiled and distributed in the form of a report to all project managers and regional • management for review and discussion at the monthly cast-ahead meeting. Work overloads and/or shortfalls • for specific personnel, individual offices, and disciplines are tabulated and addressed at the meeting. Where • possible, any imbalances are resolved through internal shifts of personnel between offices. The objective is to balance the workload in a manner that maximizes the utilization of production staff, while ensuring that all • project requirements and client deadlines are met. This system ensures that the right people are working on • your project when they need to be in order to complete the project within your schedule. This • was a roadway widening project that involved careful construction adjacent to conservation lands with ® endangered burrowing owls and user-occupied buildings which needed to remain open and accessible ® throughout construction. Jason and his team worked hand-in-hand with myself, other FAU staff, and•the contractor to ensure that the project was completed on schedule and to everyone's satisfaction. • • While the scope of Kimley-Hom's design for a new entry and parking area at the Louis and Anne Green Memory and Wellness Center differed from other larger scale work they've completed on the FAU, • campuses in Boca Raton and the Harbor Branch Oceanographic Institute in Fort Pierce, Jason and his • team showed the same level of care and detail on this project and were in-there-with-us from the beginning.
