AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, AMENDING THE CITY OF SUNNY ISLES
BEACH COMPREHENSIVE PLAN TO PROVIDE FOR THE STATE
OF FLORIDA MANDATED REQUIREMENTS FOR A TEN-YEAR
WATER SUPPLY FACILITIES WORK PLAN BY AMENDING THE
INFRASTRUCTURE ELEMENT,THE CONSERVATION ELEMENT,
THE INTERGOVERNMENTAL COORDINATION ELEMENT,AND
BY UPDATING THE WATER SUPPLY FACILITIES WORK PLAN
SUB-ELEMENT; PROVIDING THAT A TRANSMITAL AND
ADOPTION PUBLIC HEARING WILL BE HELD;PROVIDING FOR
ADOPTION; PROVIDING FOR SEVERABLITY; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach initially adopted its first Water Supply Facility
Plan pursuant to Ordinance No. 2009-330 passed and adopted on July 16, 2009; and
WHEREAS, Section 163.3177 (6) (a), Florida Statutes, requires coordination of the local
Comprehensive Plan with the South Florida Water Management District's regional water supply
plan; and
WHEREAS,Section 163.3177(6)(c)Florida Statues,requires local governments to update
its 10-Year Water Supply Work Plan ("Work Plan")and to amend their comprehensive plans within
eighteen(18)months after the water management district approves a regional water supply plan or its
update; and
WHEREAS,the City of Sunny Isles Beach,Florida,has carefully prepared amendments to
its Comprehensive Plan pursuant to Section 163.3177 (6) (c), Florida Statutes, in order to adopt
amendments or revisions in conformance with the adopted Work Plan; and
WHEREAS,the City Commission desires to transmit the updates of 10-Year Water Supply
Plan updates along with amendments to the current comprehensive plan to guide and control the
future development of the City to the State Department of Economic Opportunities and its required
agencies, to preserve, promote and protect the public health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing "WHEREAS" clauses are ratified and confirmed as
being true and correct and are made a specific part of this Ordinance.

Section 2. Amendments to the Comprehensive Plan. The Report-Based Amendments to the
City of Sunny Isles Beach Comprehensive Plan, attached as Exhibit "A" to this Ordinance and as
recommendations and comments to be provided to the Department of Economic Opportunities and
review agencies, for their review.
Section 2. Transmittal. The City Manager or designee is hereby directed to transmit the
updates of 10-Year Water Supply Plan updates along with amendments to the current comprehensive
plan, in accordance with Section 163.3184(7), Florida Statutes.
Section 3. Severability. The provisions of this Ordinance are declared to be severable and if
any section, sentence,clause or phrase of this Ordinance shall, for any reason, be held to be invalid
or unconstitutional, such decision shall not affect the validity of the remaining sections,sentences,
clauses,and phrases of this Ordinance,but shall remain in effect,it being the legislative intent that
this Ordinance shall stand notwithstanding the invalidity of any part.
Section 4. Repeal of Conflicting Provisions. All ordinances,or parts of ordinances in conflict
herewith be, and the same, are hereby repealed.
Section 5. Effective Date. This Ordinance shall become effective ten(10)days after adoption on
second reading.

1.0 INTRODUCTION
The purpose of the City of Sunny Isles Beach 2015 10-Year Water Supply Facilities Work
Plan Update adopted on April 21, 2016 is to continue to identify and plan for the water
supply sources and facilities needed to serve existing and new development within the
local government's jurisdiction.
Chapter 163, Part II, F.S., requires local governments to prepare and adopt Work Plans
into their comprehensive plans within 18 months after the water management district
approves a regional water supply plan or its update. The City of Sunny Isles Beach is
located in the South Florida Water Management District region in southeast Florida
(Figure 1). The 2013 Lower East Coast Water Supply Plan Update was approved by the
South Florida Water Management District (SFWMD) on October 10, 2013. Therefore,
local governments within the South Florida Water Management District Lower East Coast
jurisdiction should amend their comprehensive plans within the referenced timeframe.
The City of North Miami Beach (NMB Utility) is the designated supplier of potable water
for portions of northeast Miami-Dade County, including the City of Sunny Isles Beach
(Figures 2 and 3). In that capacity, North Miami Beach supplies the City's residential and
commercial customers with potable water on a retail basis. The NMB Utility received
Water Use Permit No. 13-00060-W from SFWMD on June 11, 2012. The permit, allows
the Utility to withdraw 14,009 mg average annual raw groundwater (Florida Aquifer
System - 4,406 mg, Biscayne Aquifer System - 9,603 mg).
The City recognizes that in order to maintain a water supply system and conservation
program there must be effective coordination with NMB Utility, Miami-Dade Water and
Sewer Department (MDWASD) and the South Florida Water Management District
(SFWMD). Sunny Isles Beach enjoys an excellent working relationship with NMB Utility
in ensuring compliance with all regulations and guidelines. In accordance with the service
agreement, Sunny Isles Beach staff coordinates with NMB Utility to ensure enough
capacity is available for existing and future customers and supporting infrastructure is
adequately maintained.
As part of established intergovernmental coordination efforts, the 2015 Work Plan Update
was developed in coordination with the North Miami Beach 10-Year Water Supply Work
Plan Update, adopted June 16, 2015, and the Miami-Dade 2015 Water Supplies Facilities
Work Plan Update, adopted February 4, 2015. According to state guidelines, the Work
Plan Update and the comprehensive plan amendments must address the development
of traditional and alternative water supplies, bulk sales agreements and conservation and
reuse programs that are necessary to serve existing and new development for at least a
10-year planning period. In order to ensure consistency with adopted regional, county,
and city planning efforts, the City of Sunny Isles Beach 2015 Water Supply Facilities Work
Plan Update will coordinate its planning efforts with the water supply work plans adopted
by the City of North Miami Beach 10-year Work Plan, Miami-Dade County (2015) and
SFWMD (2013) 20-Year Work Plan Updates.

The City's Work Plan Update is divided into six sections:

Section 6 — Goals, Objectives, Policies
1.1 Statutory History
The Florida Legislature has enacted bills in the 2002, 2004, 2005 and 2011 sessions to
address the state's water supply needs. These bills, especially Senate Bills 360 and 444
(2005 legislative session), significantly changed Chapter 163 and 373 Florida Statutes
(F.S.) by strengthening the statutory links between the regional water supply plans
prepared by the water management districts and the comprehensive plans prepared by
local governments. In addition, these bills established the basis for improving
coordination between the local land use planning and water supply planning.
1.2 Statutory Requirements
The City of Sunny Isles Beach has considered the following statutory provisions when
updating the Water Supply Facilities Work Plan (Work Plan Update):
1. Coordinate appropriate aspects of its comprehensive plan with the South Florida
Water Management District's Regional Water Supply Plan, [163.3177(6)(a), F.S.I.
2. Ensure that its future land use plan is based upon availability of adequate water
supplies and public facilities and services [s.163.3177(6)(a), F.S. Data and
analysis demonstrating that adequate water supplies and associated public
facilities will be available to meet projected growth demands must accompany all
proposed Future Land Use Map amendments submitted for review.
3. Ensure that adequate water supplies and facilities are available to serve new
development no later than the issuance by the local government of a certificate of
occupancy or its functional equivalent and consult with the applicable water
supplier to determine whether adequate water supplies will be available to serve
the development by the anticipated issuance date of the certificate of occupancy
[s.163.3180 (2)(a), F.S.J.
4. For local governments subject to a regional water supply plan, revise the General
Sanitary Sewer, Solid Waste, Drainage, Potable Water, and Natural Groundwater
Aquifer Recharge Element (the "Infrastructure Element"), within 18 months after
the water management district approves an updated regional water supply plan,
to:

a. Identify and incorporate the alternative water supply project(s) selected by
the local government from projects identified in the updated SFWMD
Regional Water Supply Plan or the alternative project(s) proposed by the
local government under s. 373.709(8)(b), F.S. [s. 163.3177(6)(c), F.S.];
b. Identify the traditional and alternative water supply projects, and the
conservation and reuse programs necessary to meet water needs identified
in the SFWMD Regional Water Supply Plan [s. 163.3177(6)(c), F.S.]; and,
c. Update the Work Plan for at least a 10-year planning period for constructing
the public, private, and regional water supply facilities identified in the
element as necessary to serve existing and new development. Is.
163.3177(6)(c), F.S.].
5. Revise the Five-Year Schedule of Capital Improvements to include water supply,
reuse, and conservation projects and programs to be implemented during the five-
year period [s. 163.3177(3)(a)4, F.S.).
6. To the extent necessary to maintain internal consistency after making changes
described in Paragraph 1 through 5 above, revise the Conservation Element to
assess projected water needs and sources for at least a 10-year planning period,
considering the SFWMD Regional Water Supply Plan, the applicable District Water
Management Plan, as well as applicable consumptive use permit(s). [s.163.3177
(6)(d), F.S.]. The plan must address the water supply sources necessary to meet
and achieve the existing and projected water use and demand for the established
planning period, considering the SFWMD Regional Water Supply Plan
[s.163.3167(9), F.S.].
7. To the extent necessary to maintain internal consistency after.making changes
described in Paragraphs 1 through 5 above, revise the Intergovernmental
Coordination Element to ensure coordination of the comprehensive plan with the
SFWMD Regional Water Supply Plan [s.163.3177(6)(h)1., F.S.).
8. While an Evaluation and Appraisal Report is not required, local governments are
encouraged to comprehensively evaluate, and as necessary, update
comprehensive plans to reflect changes in local conditions. The evaluation could
address the extent to which the local government has implemented the need to
update their Work Plan, including the development of alternative water supplies,
and determine whether the identified alternative water supply projects, traditional
water supply projects, and conservation and reuse programs are meeting local
water use demands [s.163.3181(3), F.S.).

2.0 BACKGROUND INFORMATION
2.1 Overview
The City of Sunny Isles Beach is a municipality of 21,954 residents (Table 1) according
to the Miami-Dade County Water and Sewer Department Wholesale Customers
spreadsheet. This closely mirrors the University of Florida Bureau of Economic and
Business Research (BEBR) data. The City of North Miami Beach has projected that the
2015 population is 22,800.
Encompassing 2.63 square miles, Sunny Isles Beach is located on a barrier island in the
northeast corner of Miami-Dade County. The City is bounded by the Atlantic Ocean to
the east, the Town of Golden Beach to the north, unincorporated Miami-Dade County to
the south (Haulover Park), and the Cities of North Miami Beach and Aventura to the west.
The City celebrated its 18th anniversary on June 16, 2015.
The City's convenient location—halfway between the major metropolitan centers of Miami
to the south and Ft Lauderdale to the north—attracts nearly one million vacationers each
year. Visitors and residents alike are attracted by the City's two-mile long fine-sand beach
and water-based outdoor activities such as water sports, boating, and fishing. The City's
historic Newport Fishing Pier (Sunny Isles Fishing Pier) is a local favorite while Samson
Oceanfront Park provides a children's play area, and space to relax, socialize, and view
the sun rise over the Atlantic.
Originally developed as a tourist resort in 1920 by land investor Harvey Graves in 1920,
the City was designed to be the "Venice of America". Developers transformed the sleepy
beach into a desirable beach front community with islands, canals, inlets, and water front
properties that faced the Biscayne Bay and Intracoastal Waterway. The City grew steadily
through the later part of the 1900's as the area became known as a beach playground for
the rich and famous. Today the area boasts a diverse housing stock with three distinct
single-family neighborhoods, a variety of new and redeveloped luxury waterfront
condominiums, and visitor based hotels.
According to projected population per local government (Table 4-4, NMB 10-year Water
Supply Facilities Work Plan) data the NMB Utility the City's estimated population in 2015
is 22,800. By 2020 the Utility projects the population to increase to 25,800, to 27,400 by
2025 and to 29,600 by 2030.
It should be noted that the NMB Utility's population projections differ from the projections
from both Miami-Dade County and BEBR. This is due to a difference in methodology
used to determine the population projections, with the Utility factoring the maximum
density possible. Since this Water Plan Update utilizes the water supply calculations
made in accordance with the Utility's population projections, the Water Plan utilizes the
higher NMB Utility projections. However, since the City is built out and the only new
population will result from infill and redevelopment efforts, the City does not believe the

higher NMB Utility projections will be attained. Despite this difference in population
projections, the report finds that there will be sufficient water supply to meet the current
and future needs of its residents.
As shown in Figure 3, the water distribution service area for the City is managed and
operated by the City of North Miami Beach and includes portions of the Cities of Aventura,
Miami Gardens, and unincorporated Miami-Dade County as well as the Cities of North
Miami Beach and Sunny Isles Beach, and Town of Golden Beach.
The Sunny Isles Beach City Charter provides for a City Commission that is vested with
all legislative powers of the City. The Mayor and four commissioners are elected at-large
to serve four-year terms. Each year the members of the Commission elect one of the
Commissioners to serve as Vice-Mayor for a period of one year. Each of the four
commissioners is elected to represent four designated residential areas.
2.2 Relevant Regional Issues
Regional issues that affect the City of Sunny Isles Beach include minimizing pressure on
the Everglades and Biscayne Bay ecosystems and, Biscayne and Florida Aquifers. To
that end, the Comprehensive Everglades Restoration Plan (CERP) is providing the
foundation for one of the largest ecosystem restoration projects in the world. The SFWMD
and the US Army Corps of Engineers have partnered in order to restore, protect and
preserve the water resources of central and southern Florida, including the Everglades.
Various projects under CERP help ensure the proper quantity, quality, timing, and
distribution of waters to the Everglades and all of South Florida. The goal of CERP is to
capture fresh water that now flows unused to the Atlantic Ocean and the Gulf of Mexico
redirect it to areas that need it most.
The South Florida Water Management District is the state agency responsible for water
supply in the Lower East Coast planning area which includes the jurisdictional boundaries
of Sunny Isles Beach. SFWMD plays a pivotal role in resource protection, through criteria
used for Consumptive Use Permitting. As pressure increased on the Everglades
ecosystem resource, the Governing Board initiated rulemaking to limit increased
allocations dependent on the Everglades system. As a result, the Regional Water
Availability Rule was adopted by the Governing Board on February 15, 2007 as part of
the SFWMD's water use permit program. This reduced reliance on the regional system
for future water supply needs, mandates the development of alternative water supplies,
and increasing conservation and reuse.
Even with an ever increasing population, withdrawals from the Aquifers will be limited,
greater conservation will be required to reduce per capita use; and, reclaimed water must
continue to be an important alternative water source per the 2008 Leah G. Schad Ocean
Outfall Program.

The Lower East Coast's 2013 Plan Update notes that a number of utilities have diversified
their water supplies, including treatment and storage technologies, and water
conservation programs. These alternatives include constructing brackish Floridan aquifer
wells and reverse osmosis treatment plants, reclaimed water treatment and distribution
facilities, and aquifer storage and recovery systems. Between 2007 and 2009, 41 MGD
of potable water supply capacity was added. From 2010 to 2013, nine utilities built potable
water supply (PWS) projects with a capacity of 49 MGD. Approximately 14 percent of the
current PWS allocation is now from an alternative water source, primarily brackish
groundwater.
Through Conservation Objective 2 and its implementing policies supports the protection
of surface and ground waters and, maintains required surface water quality standards
and serve to recharge the groundwater aquifer. Additionally, Intergovernmental
Objectives 1 and 3 require coordination with MDWASD, North Miami Beach and SFWMD.

3.0 DATA AND ANALYSIS
The intent of the data and analysis section of the Work Plan is to describe the information
that local governments need to provide to state planning and regulatory agencies as part
of their proposed comprehensive plan amendments, particularly those that would change
the Future Land Use Map to increase density and/or intensity.
3.1 Sunny Isles Beach Population Information
Existing and future population data for the City of Sunny Isles Beach was derived from
Miami-Dade County Regulatory and Economic Resources Department and BEBR
through the NMB Utility (Table 1).

As discussed in the Overview section, these NMB Utility's population projections differ
from the projections from the Shimberg Center for Affordable Housing (BEBR). This
difference is due to different methodologies used to determine the population projections,
with the Utility factoring the maximum density possible.
The City is mostly built out, the only new population will result from infill and
redevelopment efforts. As a result, the City does not believe the higher NMB Utility
projections will be attained. However, since this Water Plan Update utilizes the water
supply calculations made in accordance with the Utility's population projections, the Water
Plan utilizes the higher NMB Utility projections. Regardless of this difference, the City of
Sunny Isles Beach 10-year Water Supply Facilities Work Plan Update finds that there will
be sufficient water supply to meet the current and future needs of its residents.
The NMB Utility, as part of its analysis of water supply demand, adjusted BEBR population
projections, as shown in Table 1, in order to account for known and projected
development activities.
3.2 North Miami Beach Utility Service Area Water Demands and Projections
As depicted on Figure 3, the City of North Miami Beach Utility is a multi-jurisdictional water
service provider in northeast Miami-Dade County. In addition to the City of North Miami
Beach, the NMB Utility serves portions of the Cities of Aventura, Miami Gardens, and
unincorporated Miami-Dade County as well as the City of Sunny Isles Beach and Town
of Golden Beach.

The NMB Utility determined future potable water demands by first determining population
projections for the entire NMB Utility service area. As shown in Table 2, the Utility has
determined as the Utility's service area population increases, so too will demands for
water supply demand.

3.3 Potable Water Level of Service Standard
Infrastructure Element
Policy 2A: To assure an adequate level of service, potable water and sanitary sewer
shall meet the following level of service standards:
1) Potable Water Supply:
a) The regional treatment system shall operate with a rate maximum
daily capacity that at a minimum is 144 gpcpd based.on average
annual flow.
b) Water shall be delivered to users at a pressure no less than 20
pounds per square inch (psi) and no greater than 100 psi. Unless
otherwise approved by the Miami-Dade Fire Department,
minimum fire flows based on the land use served shall be
maintained as follows:

3.4 Water Supply Distribution Provided by the City of Sunny Isles Beach
The City of Sunny Isles Beach does not provide or distribute potable water to the City's
residents or businesses. The City of North Miami Beach services the entire City. For
informational purposes, there are no areas of domestic self-supply within the City of
Sunny Isles Beach.
3.5 North Miami Beach Utility Water System
NMB Utility is a sub-regional water and wastewater utility that furnishes potable water
service for a variety of residential, commercial, and industrial customers in northeast
Miami-Dade County. The Authority's service area, which covers approximately 25 square
miles, consists of certain unincorporated areas of Miami-Dade County, and the
incorporated areas of the Cities of Aventura, Miami Gardens, and Sunny Isles Beach and
Town of Golden Beach. The NMB Utility owns, operates, and maintains both separate
and interconnected potable systems to meet regional potable water supply needs.
The Utility has eight interconnection sites with MDWASD which provide for pressure
sustaining valves (PSV's), emergency connections, and/or control valves (CV's) that can
be used to add water into the storage tanks at the Norwood-Oeffler Water Treatment
Plant or Operations Center. Additional information concerning the North Miami Beach
Utility Water Facilities are incorporated by reference of the City of North Miami Beach 10-
Year Water Supply Facilities Work Plan dated June 15, 2015. A summation of the NMB
Utility list of Capital Improvements may also be found in this report in Section 5.0
CAPITAL IMPROVEMENTS Table 3.
The information contained in the Miami-Dade County Comprehensive Development
Master Plan Amendments adopted February 4, 2015 and the Miami-Dade WASD 20-year
Water Supply Facilities Work Plan (2014-2033) Support Data (November 2014) and, the
2013 Lower East Coast Water Supply Plan Update (LEC) approved by the South Florida
Water Management District (SFWMD) on October 10, 2013 are herein incorporated by
reference.

3.6 Conservation
As shown in the North Miami Beach 2015 10-Year Water Supply Facilities Plan Update,
the NMB Utility recognizes the intrinsic link between water quality, water availability, and
water conservation for both human and natural populations. In 1999 the NMB Utility
worked collaboratively with the SFWMD to develop an effective water conservation
program which included a combination of educational, financial, operational, and
regulatory initiatives. Additionally, the Utility works with its local (including the City of
Sunny Isles Beach), regional and state partners to support other water conservation
initiatives including protection of vital natural resources and ecosystems, water demand
management, regional water storage, reduction of raw and treated water losses, and
alternative supply or offsetting of water usage. Currently, reclaimed water is not available
from the City of North Miami Beach.
The City of Sunny Isles Beach in coordination with the NMB Utility have identified and
utilized numerous techniques in order to conserve water. It should be noted that the City
of North Miami Beach has an award winning conservation program. Specific operational
resources utilized as part of this comprehensive conservation effort include:
- Prevention of undue water loss by:
o Tracking non-revenue water.
o Accurately meter water and preventing backflow into the system.
o Utilizing leak detection instruments.
- Improve and maintain water quality by:
o Employing five Hydro Flushers.
- Promotion of personal water conservation by:
o Utilizing a tiered conservation-based rate structure.
o Supporting the County's and SFWMD's landscape irrigation practices and
policies.
o Exercising water restrictions as needed to address severe water supply
issues.
o Enforcing Florida Building Code requirements regarding water-efficient
water fixtures and plumbing devices in building construction.
o Implementing proactive education, outreach, and demonstration projects
which teach, support, and encourage the public to exercise effective water
conservation in their homes and businesses.
o Promoting the use of low-flow water fixtures through showerhead exchange
and reduced fixture cost programs.
o Encouraging xoriscaping Florida Friendly and low-water water irrigation
practices.
o Actively teaching the community about water conservation through public
speaking outreach.
o Promoting Water Conservation Month and Drinking Water Week.

Additionally, and to further these goals the City has updated its Water Conservation Plan
to continue to further its Best Management Practices, such as: Reduce and/or control per
capita water demands; reduce and/or control peak water demands; low unaccounted for
water loss; greater accountability for water produced/sold; overall efficient development
of existing water supplies and infrastructure; extend functional life of utility infrastructure;
lower treatment, energy and capital costs; utility revenue stability; more effective drought
response; improved consumer confidence and awareness and educating customers of
all ages.
3.7 Reuse
Currently, reclaimed water is currently not available to the NMB Utility from MDWASD
NMB Utility continues to have discussions with Miami-Dade and SFWMD regarding the
potential use/feasibility of reclaimed water in the future. Additionally, NMB Utility has
conducted a feasibility assessment which recommended a more in-depth study for
providing reclaimed water resources to its customers, including those in Sunny Isles
Beach.
3.7.1 Regional and County-wide Reuse Issues
State law supports reuse efforts. For the past number of years, Florida's utilities, local
governments, and water management districts have led the nation in implementing water
reuse programs that increase the quantity of reclaimed water used and public acceptance
of reuse programs. Section 373.250(1) F.S. provides that "water reuse programs
designed and operated in compliance with Florida's rules governing reuse are deemed
protective of public health and environmental quality." In addition, Section 403.064(1),
F.S., provides that"reuse is a critical component of meeting the state's existing and future
water supply needs while sustaining natural systems."
The City of Sunny Isles Beach supports water reuse initiatives under consideration by
both the SFWMD, Miami-Dade County and the City of North Miami Beach Utility as stated
above.
Section 4.5 Water Conservation and Reuse of the Miami-Dade WASD 20-year Water
Supply Facilities Work Plan (2014-2033) Support Data (November 2014) outlines
additional MDWASD efforts (pages 4-6 and 7).
Presently, water utilities are saving substantial amounts of water through strategic water-
efficiency programs and Best Management Practices (BMP) included in their Water Use
Efficiency Plan. The savings from water conservation often translate into more potable
water available for residential and non-residential use, capital and operating savings,
which allow systems to defer or avoid significant expenditures for water supply facilities
and wastewater facilities.
While the City is not responsible for the Comprehensive Everglades Restoration Project,
it is supportive of the regional water conservation efforts related to this regional

rehydration of the Florida Everglades. The City is also supportive of mandating yard
water restrictions that have been directed by the South Florida Regional Water
Management District. There are no water conservation projects identified in the City's CIE
or CIS.
The City will continue to coordinate future water conservation efforts with NMB Utility and
SFWMD to ensure that proper techniques are applied. In addition, the City will continue
to support and expand existing goals, objectives and policies in the Comprehensive Plan
that promotes water conservation in a cost-effective and environmentally sensitive
manner.
3.7.2 City Specific Actions, Programs, Regulations, or Opportunities
The City will support the NMB Utility, SFWMD, and Miami-Dade County water reuse
projects, and implementation of new regulations or programs designed to increase the
volume of reclaimed water used and public acceptance of reclaimed water. See
Conservation Policy 2M; Intergovernmental Coordination Policy 3Y. Objective 5 and
Policies 5A., 5B. and 5C.
3.7.3 Identify any Local Financial Responsibilities as Detailed in the CIS
The City does not currently have financial responsibilities for reuse projects.
3.8 Alternative Water Supplies
The NMB Utility actively pursues the use of alternative water resources. It was the first
utility in Miami-Dade County to establish an Alternate Water Supply Program. Through
this program the Utility, in coordination with its intergovernmental partners, is taking the
lead to help ensure it protects and preserves valuable water resources while providing for
the needs of current and future populations. The City's CUP requires that the Floridan
Aquifer wells operate to withdraw a minimum of 10 percent of the quantity of water
withdrawn from the Biscayne Aquifer on an annual average basis.

4.0 INTERGOVERNMENTAL COORDINATION
The provision of water supply needs in City of Sunny Isles Beach is achieved in
coordination with local, county, and regional partners including the North Miami Beach
Utility, Miami-Dade County, and South Florida Water Management District. NMB Utility is
Sunny Isles Beach's primary water partner as they provide the City its water service
utilities. Miami-Dade County works in coordination with the City and NMB Utility to ensure
that water supply services are provided to all residents of Miami-Dade County in the most
efficient and effective manner. SFWMD acts to protect the region's water supply
resources and coordinates the implementation of state water regulations and policies
through local water planning efforts and water supply services.
In this update of the original Water Supply Plan, the City has reviewed its water supply
related Objectives and policies and updated them as necessary. Changes to the
Objectives and policies are outlined in Section 6.0. Policies are included which detail
coordination efforts with the City of North Miami Beach, MDWASD and SFWMD. As a
retail customer, the City must coordinate the adequate supply of water and conservation
practices with the referenced agencies. In its capacity as a water supplier to the City of
Sunny Isles Beach, NMB Utility, is made aware of all new development and
redevelopment of properties located within the City and ensures adequate water capacity.
As such. the City coordinates with NMB Utility in development permitting and capacity
allocations and through the resources provided by North Miami Beach. Additionally, any
Comprehensive Plan amendments affecting densities and intensities is submitted to
North Miami Beach.
The result of this LOS coordination is that the City through the NMB Utility has been able
to provide its residents and businesses the water resources they need in the most efficient
and effective manner possible. In doing so, the City has been able to effectively maintain
its adopted level of service for potable water.
Moreover, by coordinating with the North Miami Beach Utility on the implementation of
the Work Plan Update outlined in the North Miami Beach 20145 10-Year Water Supply
Facilities Work Plan Update, adopted June 16. 2015,the City will continue meeting these
needs. Through this coordinated effort, the City will be able to ensure that the water
demands of both current and future residents and business are met.

5.0 CAPITAL IMPROVEMENTS
5.1 Work Plan Projects
Since the City of Sunny Isles Beach is not responsible for the maintenance, expansion,
and operation of the potable water system that serves the community, the City does not
implement any water improvement or construction work projects. Such projects are
implemented as a result of the user fees, development impact fees, and other fees
associated with receiving services from the Utility.
The City received Water User Permit No. 13-00060-W from the SFWMD on August 9
2007. with latest modification to limiting condition 28 and 30 issued on June 11, 2012.
The permit expiration date is August 9, 2027.
The creation of conservation programs, alternative and traditional water supply projects
were results of requirements by the SFWMD found within the referenced Permit and the
City's desire to better manage its water resources. The NMB Utility works closely with
MDWASD and the SFWMD in order to provide information on projects and which are
included in the appropriate update of the LEC Water Supply Plan Update.
The NMB Utility has proposed the following projects needed to ensure adequate water:
Leak Detection
Water Production/Distribution & Pipeline System leaks can be identified as main
breaks or during other operational practices and miscellaneous occurrences. The
City on a quarterly basis performs a leak survey of a portion of water distribution
system to identify any leaks in piping network. At the end of the survey a report is
prepared to quantify the leaks with estimated amount of water loss identified. The
City also piloted a leak detection program in 2014 to pinpoint hard to detect leaks
in large diameter water transmission mains. The City conducted the pilot project
on two subaqueous mains and the project was successful in identifying two small
leaks.
Norwood-Oeffler WTP
While the current WTP capacity is 32.0 mqd, the City had originally planned for an
additional 5.5 mqd of treatment capacity at this location as follows:
• Adding a new NF membrane skid (3.0 mqd).
• Adding new vessels to the existing RO skids (2.0 mqd).
Q Creating another 0.5 mqd in blended raw water.
This approach has since been altered due to the Biscayne Aquifer restrictions
imposed by SFWMD under their Water Availability Rule.

New Floridan Well
A new well, Floridan Well F-5, is proposed and to be funded through Impact Fees
during the 2021-2023 planning period.

5.2 Capital Improvements Schedule
Table 3 (Table 6-3 of City NMB Plan Update) on the next page details the portable water
improvements listed as part of the City of North Miami Beach Capital Improvement
Schedule.
5.3 Funding
The costs of operating, maintaining, and improving the water system are offset by water
and sewers fees. The volume of water sold to customers is measured by water meters
that are installed at each customer's address. The System is an enterprise fund of the
City of North Miami Beach, separate from all other funds of the City of North Miami Beach.
The rates that are charged to customers are reviewed annually and adjusted as needed
in order to provide sufficient revenues to offset the administrative, operation and
maintenance, debt service and other expenses set forth in the Department's annual
budget.

6.0 GOALS, OBJECTIVES AND POLICIES
The following lists the Goals, Objectives and Policies included in the City's adopted
Comprehensive Plan to ensure consistency between the elements in the Plan and the
2016 10-Year Water Supply Facilities Work Plan Update.
Infrastructure Element
Objective 5: The City of Sunny Isles Beach shall comply with must adopt by reference
into its Comprehensive Plan its 2016 10-year Water Supply Facilities Work
Plan Update (Work Plan Update) te-be adopted on July 16, 2000 April 21 ,
2016, as required by section 163.3177(6)(c), F.S. within 18 months after the
governing board of the South Florida Water Management District approved
its 2013 Lower East Coast Water Supply Plan Update on February 15, 2007
October 10, 2013. The Work Plan Update will be updated, at a minimum,
every 5 years. The City's Work Plan Update is designed to: assess current
and projected potable water demands; evaluate the sources and capacities
of available water supplies; and, identify those water supply projects, using
all available technologies, necessary to meet the City's water demands for
a 10-year period.
Policy 5A: The City of Sunny Isles Beach must comply with the City of North Miami
Beach 10-Year Water Supply Facilities Work Plan Update, adopted March
19, 2000 June 16, 2015 and incorporate such Work Plan Update by
reference into the City of Sunny Isles Beach Comprehensive Plan.
Policy 5B: Coordinate appropriate aspects of its Comprehensive Plan with the South
Florida Water Management District's regional 2013 LEC Water Supply Plan
Update adopted February 15, 2007 on October 10, 2013 and with the
Miami-Dade County 20-Year Water Supply Facilities Work Plan (2014-
2033) adopted April 24, 2008 on February 4, 2015. The City shall amend its
Comprehensive Plan and Work Plan as required to provide consistency with
the District and County plans.
Monitoring Measure: The Work Plan Update shall remain consistent with the Miami-
Dade County 20-Year Water Supply Facilities Work Plan Update and with
the City of North Miami Beach 10-Year Water Supply Facilities Work Plan
Update, which are compatible with their respective Water Use Permit
renewals and with the projects listed in the South Florida Water
Management District's 2013 Lower East Coast Regional Water Supply Plan

every 5 years. The City's Work Plan Update is designed to: assess current
and projected potable water demands; evaluate the sources and capacities
of available water supplies; and, identify those water supply projects, using
all available technologies, necessary to meet the City's water demands for
a 10-year period.
Policy 5A: The City of Sunny Isles Beach must comply with the City of North Miami
Beach 10-Year Water Supply Facilities Work Plan Update, adopted Marsh
19, 2000 June 16, 2015 and incorporate such Work Plan Update by
reference into the City of Sunny Isles Beach Comprehensive Plan.
Policy 5B: Coordinate appropriate aspects of its Comprehensive Plan with the South
Florida Water Management District's regional 2013 LEC Water Supply Plan
Update adopted February 15, 2007 on October 10, 2013 and with the
Miami-Dade County 20-Year Water Supply Facilities Work Plan (2014-
2033) adopted A^ci"�,,l-24-2000 on February 4, 2015. The City shall amend its
Comprehensive Plan and Work Plan as required to provide consistency with
the District and County plans.
Monitoring Measure: The Work Plan Update shall remain consistent with the Miami-
Dade County 20-Year Water Supply Facilities Work Plan Update and with

the City of North Miami Beach 10-Year Water Supply Facilities Work Plan
Update, which are compatible with their respective Water Use Permit

Update. The Work Plan Update will be updated, at a minimum, every 5
years and within 18 months after the South Florida Water Management
District's approval of an updated Lower East Coast Regional Water Supply
Plan.

Policy 2F: Implementation of the 2016 10-year Work Plan Update shall ensure that

Policy 2G: The City shall coordinate the planning of potable water and sanitary sewer
facilities, water supply sources, demands, other services and level-of-
service standards with the City of North Miami Beach, South Florida Water
Management District, and through the 2013 Lower East Coast Water Supply
Plan Update, as necessary.
Policy 2M: The City will participate, when warranted, in the SFWMD's Water Savings
Incentive Program (WaterSIP) for large-scale retrofits as recommended by
the 2013 Lower East Coast Water Supply Plan Update.

WASD, Miami-Dade County Department of Environmental Resource:,
Management Regulatory and Economic Resources, South Florida Water
Management District, and through the 2013 Lower East Coast Water Supply
Plan Update, as necessary.
Policy 3Y: The City will coordinate with the South Florida Water Management District
concerning its jurisdictional authority as necessary and support its efforts
concerning the 2013 Lower East Coast Water Supply Plan Update,
ACCELER8 Everglades and CERP and the Biscayne Bay Coastal
Wetlands Project to protect an Outstanding Florida Water— Biscayne Bay.
Objective 5: Support climate change and sea level rise initiatives.
Policy 45k Support the M-D Water and Sewer Department and South Florida Water
Management District in any efforts to evaluate the consequences of sea
level rise, changing rainfall and storm patterns, temperature effects, and
cumulative impacts to existing structures and existing legal uses.
Policy 258 : Participate in the Southeast Florida Regional Climate Change Compact to
support regional planning efforts and initiatives to adapt to rising sea level
in the LEC Planning Area.
Policy 35C: Work collaboratively with the NMB Utility, M-D Water and Sewer
Department, other utilities and South Florida Water Management District to
identify the utility wellfields and other users at potential risk of saltwater
intrusion within the LEC Planning Area.
Monitoring Measure: The City may enact legislation supporting the efforts of the
MDWASD and SFWMD to evaluate climate change and its impacts.

otherwise achieve the goals, objectives and policies and/or ensure the

RE: Adoption of the City's 2016 10-Year Water Supply
Facilities Work Plan
RECOMMENDATION:
It is recommended that the City Commission Adopt and Transmit the
2016 10-Year Water Supply Facilities Work Plan and related
Comprehensive Plan amendments to the Department of Economic
Opportunity and other review agencies.
REASONS:
At the public hearing and regular meeting of the City Commission on
January 21, 2016, the Commission passed a motion to transmit the
Water Supply Facilities Work Plan to the Florida Department of
Economic Opportunity and other review agencies with a favorable
recommendation. Since that time agency comments were received
and incorporated into the documents from the various review agencies
(highlighted in yellow).
Pursuant to State Statute each municipality must update its water
supply plan every five years and within 18 months of the adopted
update to the water supply plan of its respective Water Management
District. In the City's case the applicable District is the South Florida
Water Management District which adopted the Lower East Coast
Water Supply Plan Update(LEC)on October 10,2013.
The Miami-Dade County Comprehensive Development Master Plan
Water Supply Plan Update related Amendments were adopted
February 4, 2015 along with the Miami-Dade WASD 20-year Water
Supply Facilities Work Plan (2014-2033) Support Data (November
2014). The City's water is supplied by North Miami Beach Utility which
adopted its updated Plan on June 15,2015.
With the adoption of the Water Supply Plan Update and the water
supply related amendments to the Comprehensive Plan the City will
be in compliance with state requirements and will be consistent with
the above referenced plans.
CHANGES TO WATER SUPPLY FACILITIES WORK PLAN
The proposed major changes/amendments to the existing Water
Supply Facilities Work Plan and Comprehensive Plan consist of the
following:
