County through miscellaneous landscape architectural services contracts such as this one. Our staff is made

yours, on projects ranging from small landscaped medians to large regional community parks. Our commitment

Beach, and Broward counties.
Furthermore, while employed by a previous firm, I acquired direct knowledge and experience working with the
City of Sunny Isles Beach on the landscape architectural design of projects including Heritage Park and Parking
Garage, Pelican Community Park and Community Center, and Collins Avenue Beautification. In addition, Kimley-
Horn is currently working with the City as a sub consultant to Perkins + Will on the design of the new City of
Sunny Isles Beach Municipal Facility at 18080 Collins Avenue.

Heritage Park and Parking Garage, Sunny Isles Beach, FL – George Puig, PLA, served as project manager
and senior landscape architect responsible for the landscape, hardscape, site furniture, site lighting, and site
planning design from concept through construction administration of a four-acre urban park and six-level,
500-space parking garage within an urban coastal site. Key elements included an interactive water feature,
performance stage, multi-use event lawn, amphitheater seating, memorial wall and plaza, playgrounds, and
exercise paths.

Pelican Community Park and Community Center, Sunny Isles
Beach, FL — George Puig, PLA, served as project manager/ landscape
architect responsible for the design and coordination of a 2.5 acre active
park project that provided a two-story recreation building, gymnasium, little
league baseball field, and playground, and related site amenities. Prepared
conceptual plans through construction documents and coordinated with
in-house disciplines as well as sub-consultants.
Collins Avenue Beautification, City of Sunny Isles Beach, FL — George Puig, PLA, served as project
manager for a City of Sunny Isles Beach Heritage Park project adjacent to Collins Avenue (SR A1A). The
beautification improvements to Collins Avenue included paver sidewalks, street trees, and street furniture that
met the aesthetic standards of the City, and required coordination with FDOT staff during the design and
permitting stages of the project.

Kimley-Horn’s Experience
City of Sunny Isles Beach Municipal Facility at 18070 Collins Avenue, City of Sunny Isles Beach, FL
Kimley-Horn is working as a subconsultant to Perkins + Will on this government center complex that will add
a separate grades 6-8 school, a civic/senior center, commercial office space and some expansion space for
City government offices on the north side of the existing government center. Kimley-Horn is providing site civil
engineering services, including storm water management design, and paving, grading, water, and sewer design
for the mixed used building.
Ingraham Park, City of Coral Gables, FL – As a subconsultant, Kimley-Horn served as Project Manager
and Landscape Architectural design lead responsible for overseeing the design of the landscape, hardscape,
fountain, site furniture, irrigation and architectural improvements at Ingraham Park, a 1.5 acre park at the
intersections of Le Jeune Roadway and Ingraham Terrace in Coral Gables, Florida.
Ingraham Park has been a passive park for the City of Coral Gables for many decades but does not include any
significant recreational features or amenities to be enjoyed by residents and visitors. The inclusion of walking/
exercise trails, outdoor exercise equipment, trellises and fountains and site furniture using the historic Coral
Gables architectural vocabulary prominent throughout the City as inspiration, provides residents and visitors with
the opportunity to enjoy many additional passive activities within the park.
General Engineering and Architectural Services,
City of Doral, FL – As part of this contract, Kimley-Horn
prepared the conceptual plan for Doral North Park, a 22-
acre park located on the southwest corner of NW 97th
Avenue and the future NW 77th Terrace in Doral, Florida.
The park contains both active and passive recreational
activities arranged around a large proposed lake with
recreated wetlands and a 6,000-square-foot multi-purpose
building and Nature Center with a large viewing terrace. All
of the active sports such as multi-use fields, tennis courts,
basketball courts, and playground are located toward the
western portion of the park, while the passive activities such
as the kayak launch, walking/exercise trails, picnic shelters,
wetland boardwalk, fishing pier, and educational boardwalk are located toward the eastern portion of the site
surrounding the lake. Support facilities such as a maintenance building, on-street parking, and surface parking
lot are also part of the plan.
This park, which will be surrounded by future single-family residential communities, will provide a much needed
additional recreational destination for the City of Doral.
Doral NW 114th Avenue Park, Doral, FL – Kimley-Horn
prepared the conceptual plan and construction plans of an
18-acre park located on the corner of NW 82nd Street and
NW 114th Avenue. The concept for the park consists of
two adjacent sites with both active and passive recreational
amenities. Park amenities include the following recreational
components, community center building, baseball fields,
tennis courts, basketball courts, sand volleyball, soccer
fields, playground, multi-use field, walkways, boardwalk, and
wetlands. Project in design and permitting.

City of Miami Miscellaneous Landscape Architecture Services, City of Miami, FL – Kimley-Horn is
providing the City of Miami with landscape architecture services at various project sites throughout the City.
Services include the design of landscape architectural components including hardscape, landscape, site
furniture, site lighting and irrigation for different project types including parks, streetscapes, and other related
urban public realm areas from concept through construction. The contract is being funded through The City of
Miami Capital Improvements Program (CIP).
Regatta Park, City of Miami, FL – Regatta Park in the City of Miami is a new 15 acre
waterfront passive park that will transform the underutilized waterfront into a more
cohesive and vibrant public space that will help connect the general public to the
waterfront. The main features of the park include the Expo Lawn, Regatta Lawn,
Tropical Gardens, Promenade, Multi-use Path Connector, Tree Alee and Children’s
Play Area. Kimley Horn was tasked with the landscape architectural and civil
engineering design of the park from concept through construction administration.
This project is being performed under our City of Miami Miscellaneous Landscape
Architecture Services contract.
Coral Way Medians, Miami, FL — Kimley-Horn is providing conceptual plans and exhibits for the landscape
improvements within 2.5 miles of existing Coral Way medians between SW 12th Avenue and SW 37th Avenue.
Key to the design is the preservation of the existing historic Banyan Trees and the integration of proposed shrubs
and groundcovers around them in order to create an iconic look for this important roadway within Miami Dade
County. This project is being performed under our City of Miami Miscellaneous Landscape Architecture Services
contract.
Village of Palmetto Bay General Landscape Architectural Services, Village of Palmetto Bay, FL –
Kimley-Horn is providing the Village of Palmetto Bay with landscape architecture services, including the design
of landscape architectural components including hardscape, landscape, site furniture, site lighting and irrigation
for different project types including parks, streetscapes, and other related urban public realm areas from concept
through construction.
U.S.1 Medians Landscape Design, Village of Palmetto Bay, FL – Kimley-Horn provided landscape
architectural services to the Village of Palmetto Bay related to the redesign of the landscape and hardscape of
approximately 24 existing medians within 6 miles of the portion of U.S. 1 that bisects this municipality. Kimley-
Horn’s first task for this project was to assist the Village staff with the preparation of grant documents which
lead to the successful acquisition of funding from the Florida Department of Transportation. Once funding was
awarded, Kimley-Horn prepared conceptual plans followed by construction documents.
City of South Miami, South Miami Intermodal Transportation Plan, City of South Miami, FL – Kimley-
Horn is preparing the South Miami Intermodal Transportation Plan (SMITP). The City of South Miami desires to
enhance the existing transportation system and mobility choices available to residents, workers, and visitors to
the City. An integral component of this effort is to establish and implement the SMITP, which identifies an

interconnected network of mobility and safety improvements based on smart growth and complete streets
principles. The goal of the SMITP is to identify and prioritize pedestrian and bicycle projects throughout the City,
as well as to enhance access to public transportation.
One of the innovative ideas undertaken for this project was
a public meeting on bikes. The public bicycling tour was
held on March 8th so that members of the public could
show the study team areas and streets of the City that need
improvements for better bicycling and walking. Creative
collaboration occurred all over town between members of
the public, City staff, and the consultant team. In addition,
a workshop was held with the South Miami Green Task
Force to brainstorm potential projects to include in the Plan.
Almost 100 members of the community attended a public
charrette working session to draw the future bicycling and
walking network of the City and provide input regarding the
potential prioritization.
Some of the improvements included in the Plan are bike paths, neighborhood greenways, sidewalks, crosswalks,
on-street bike lanes, buffered bike lanes, enhanced shade landscaping and tree canopies, traffic calming to help
make streets safer, and improving the timing for pedestrian crosswalk signals. In addition, Kimley-Horn included
important regional connections in the network plan including greenway trails such as Snapper Creek Trail
Segment B, Ludlam Trail, and improvements to the M-Path.
Kimley-Horn prepared detailed recommendations for pedestrian facilities, bicycle facilities, intersection design,
and sustainability. We developed an implementation plan that respects the limits of affordability and provides a
strategy that the City could potentially follow to maximize the user benefit while keeping costs within reason of
available funding sources.
Miami River Greenway Project, Miami-Dade
County, FL — Kimley-Horn was retained for the
development of a master plan for six sites owned
by Miami-Dade County. Two design options
were developed for each site and presented to
the public and the Miami River Committee for
discussion and concurrence for the recommended
alternative to proceed with the design phase.
Design included site development, drainage,
permitting (DERM and FDEP), lighting, structural
design new seawalls, and repairs of existing
landscape and irrigation.

2. 54th Street Metromover Station
3. Miami Avenue Bridge
4. Beneath County Metrorail, adjacent to FPL riverwalk
5. Beneath County Metrorail, adjacent to “Neo Vertika”
6. M-D WASD pump station and connection to North River Drive
Previously, Kimley-Horn had been retained to redesign North and South River Drives in the City of Miami to
incorporate a continuous greenway along the Miami River. In addition to landscape architecture and urban

planning, Kimley-Horn also provided civil engineering, roadway design, and stormwater retrofitting services
for this project. With these in-house capabilities, the design team was able to produce high-quality 30 percent
construction drawings for the City within the anticipated timeframe.
Building on these efforts, the firm also worked with the City of Miami to prepare design guidelines for the entire
corridor that establishes a set of standards for properties and segments of the Miami River Greenway. These
guidelines will ensure that as sections of the greenway and adjacent properties are developed over time, a
consistent theme will be maintained that is unique to the character of the Miami River Greenway.

agencies to which it is currently providing, or has provided services in Florida within the last five
years. Only one reference may be used for projects completed for the City.

Background and Organizational Structure
Kimley-Horn was founded 49 years ago, in 1967, in Raleigh,
North Carolina, by Bob Kimley and Bill Horn. Kimley came
out of the NC State Highway Commission and Horn was an
engineering professor at North Carolina State University. The
expertise of the firm was initially focused on traffic planning and
public transportation projects. In the ensuing 49 years, the firm
has expanded both geographically and in the variety of planning,
engineering, and consulting services that it provides. Today,
Kimley-Horn is a full-service, multidisciplinary consulting firm with
2,612 employees in 73 offices nationwide offering a full range of
consulting services to local, regional, and international clients. In
Florida alone, there are 525 employees in 14 offices. Additionally,
many of our employees are former municipal engineers and

Roadway Landscaping
The basic tenet of roadway landscaping is to provide an enjoyable
driving experience while recognizing the importance of safety and
maintenance. Kimley-Horn has designed many roadway landscapes and
each represents the challenges associated with limited space, water
conservation, plant survivability, utility conflicts, and traffic congestion.
Our landscape design approach is to use plant material in a manner
that creates a “rhythm” or “theme” for the roadway corridor. Varying tree
heights, combining different plant species for textural interest, and spacing
plant material are methods of creating aesthetically pleasing vehicular
corridors. Practical restrictions related to City of Sunny Isles Beach
standards for plant selection, application of Xeriscape principles, and
roadway design and road lighting will often dictate design. The effective
use and placement of vertical features including trees, signs, and light
poles will result in a landscape treatment that provides optimum safety,

Traffic Calming
Kimley-Horn’s team of roadway designers, traffic engineers, and planners
knows how to design roadways that accommodate a defined volume of
through-traffic, while also serving as a corridor for business/residential units and
pedestrian/bicycle usage. All reasonable efforts are made to restore a balance
between automobiles and pedestrians. When addressing the functional and
aesthetic needs of municipal road corridors, Kimley-Horn’s team emphasizes a
wide variety of traffic calming principles.
Project Approach
Kimley-Horn understands that a successful design process requires direct input and involvement from the City,
as well as effective and constant communication with the City throughout all phases. The daily management
effort conducted under this contract will flow through and be directed by the project manager, George Puig,
PLA, who will work with City staff in preparing or obtaining a scope for each work assignment, and then
coordinate and assign the appropriate staff to perform each task. George will oversee the performance of the
tasks to ensure high quality is maintained without impacting the scope or the schedule and will ensure that the
quality control process is completed before the final submittal to the City.
In addition, George will communicate with City staff in order to make sure they are fully aware of the status of
each task. Each landscape architectural assignment under this contract will be designed and implemented in
accordance with not just the landscape, tree protection, and other regulatory requirements of the City, County,
and applicable state and federal agencies, but with a “best practice” approach that emphasizes cost-effective
design, ease of contractibility and maintenance, and sustainability. Finally, we will approach each assignment
with a keen interest in the community’s expressed desires for the project and will work with stakeholders and
City staff to effectively solicit, respond to, and incorporate public input, as appropriate for each project. A sample

Task 1 - Project Initiation: Upon notification to proceed, the project team will meet with the City staff to review
the proposed scope of work, project design objectives, schedule, and budget requirements. We will review
available site and background data and will identify, with the City staff, any additional information necessary for
the project. We will also visit the project site in order to become familiar with its context, site character, existing
vegetation, and other opportunities and constraints. Finally, we will determine, with the City staff, the preferred
methodology for any public input to the design process.
Task 2 - Program Confirmation & Concept and Schematic Design: We will develop drawings and other
documents that confirm the required elements of the project design. These deliverables may include a Concept
Plan or Schematic Design and a statement of program and budget parameters which will serve as the basis for
subsequent design.
Task 3 - Permitting Process: The KHA team recognizes the importance of expediting the permit approval
process. Therefore, our team includes members who are able to identify regulatory requirements and fast-track
the permit process in South Florida. At the initial design stage, it will be appropriate to secure initial review and
approvals from the City, as well as from any agencies. We will contact regulatory agencies during the preliminary
engineering phase of the project, attend pre-application meetings to elicit agencies’ concerns, permitting
constraints, and required approvals/permits for the project.
Task 4 - Final Design & Construction Documents: This task will include the design phases consistent with
AlA standard documents, although these may be modified to fit each project. Design Development may be a
discrete subtask or be combined with Contract Documents. During this stage of the project, submittals for City
review, comment, and approval will be made at milestone intervals, which typically include Design Development,
50%, 90%, and Final Contract Documents. All submittals will be subject to KHA’s rigorous QA/QC reviews. Upon
completion of the contract documents, a final “permit dry run” will be conducted, to address any outstanding
permit issues prior to bidding.
Task 5 - Bid/Negotiation Phase Services: During this phase, we will assist the City with Pre-Bid Conference,
responses to bidder inquiries, preparation of any Addenda, and review and evaluation of bids received and
bidder qualifications.
Task 6 - Construction Phase Services: These services will commence upon award of a contract for
construction and will conclude upon issuance of a Certificate of Final Completion, City acceptance of the project,
and sign-off of all necessary regulatory agencies. Services provided during this phase include on-site progress
of the work observations; progress meetings with Contractor and City; review of Contractor’s Construction
Schedule, Schedule of Values, materials submittals, shop drawings and pay applications; review of planting
bed layouts; review of installed materials; inspection and punch list at Substantial Completion and at Final
Completion. In addition, we will provide follow-up after construction is completed, typically in the form of follow-
up inspections prior to the expiration of warranties approximately 1 year after completion of the project. Finally,
if requested by the City, opinions of probable costs and CSI format written specifications will be developed for
each project.

George Puig, PLA – Project Manager/Landscape Architecture
With more than 25 years of professional practice in South Florida, George is a registered
landscape architect with experience on a number of both public and private sector projects
throughout the United States, Latin America, and abroad. George’s project knowledge has
been built by his critical involvement in master planning, urban design/streetscape, site
development, conceptual and final design for resorts, hotels, single family, multi-family, mixed
use, and entertainment/recreational facility projects. His responsibilities include management
of designers and planners, marketing, recruiting, team leadership, and project management,
as well as ensuring that our clients receive the best possible service. His past responsibilities
within another firm includes Director of Operations for the Miami Beach office (Legacy
EDAW), Director of the Urban Public Realm Practice Line for the East Region, and Co-
Director of the US Resort Practice Line.
Aaron Buchler, P.E. – Principal-in-Charge
Aaron has 20 years of experience in land development, utility systems, and drainage design.
He also has extensive experience with the entitlements, regulatory agencies, and permitting
processes in South Florida, including South Florida Water Management District (SFWMD)
and Department of Environmental Resources Management (DERM) permits. Aaron has
served as principal-in-charge for more than 20 urban mixed-use projects within Miami,
many located on approximately two acres of land. Kimley-Horn’s work has typically included
detailed grading due to space constraints, drainage well design, and off-site improvements,
including roadway redesign, water and sewer extensions, and entitlements.
Jonathan Haigh, PLA – Quality Assurance/Quality Control - Landscape Architecture
Jonathan is a native of Palm Beach County and has 18 years of experience as a practicing
professional landscape architect. He is proficient in incorporating sustainable principles
in the design of Florida native plantings and water efficient irrigation systems. His project
management skills include public presentations, preparation of master plan documents and
graphics, cost estimating, and directing staff in the production of construction documents
and specifications His experience is strongest in applying a practical and budget- friendly,
yet creative design approach to each project. He has thoroughly embraced the application
of sustainable principles in project design and incorporating the design of Florida-friendly
landscapes and water-efficient irrigation systems.
Justin Rietema, PLA - Landscape Architecture
Justin has more than 10 years of professional experience working in various sectors of the
design and development industry. His range of experience includes critical involvement
in high end hotel, resort and amenity projects from concept design though construction
administration. His career includes extensive international experience.
Kimberlee A. Misek, ASLA –Senior Landscape Architecture Analyst
Kim has eight years of experience as a landscape architectural analyst. She is experienced
with landscape design, site planning, construction document preparation, and in preparing
presentation graphics — both digitally and by hand. She has provide landscape design for
numerous streetscape projects including Palmetto Park Road Improvements and Downtown
Boca Raton Pedestrian Promenade, 24th and 25th Streets in West Palm Beach, and Lincoln
Road Closure in Miami Beach to name a few.

Michelle Latte, ASLA – Landscape Architecture Analyst
Michelle joined the Kimley-Horn Coral Gables office recently after receiving her Master
of Landscape Architecture degree from Florida International University. Prior to that she
receive her Bachelor of Landscape Architecture degree from Rafael Urdaneta and she
worked as a professional architect in Venezuela. Her project experience includes developing
design concepts, technical drawings and details, technical specifications and illustrative
presentations. Cost estimating, submittals, concept design, client meetings, bidding, paving
design, planting design, site specifications, code compliance, construction documents,
site visits, custom detailing, design documents, hand rendering, digital rendering, planting
installation, site analysis, and hardscape design. She has working knowledge of South
Florida plant material and the use of ‘Florida Grades and Standards for Nursery Plants.
Ben Johnson – Landscape Architecture Analyst
Ben has more than one year of experience. His project experience includes cost estimating,
submittals, concept design, client meetings, style imaging, paving design, planting design,
site specifications, code compliance, construction documents, site visits, custom detailing,
design documents, digital rendering, planting installation, site analysis, and hardscape

Victoria Mancini – Landscape Architecture Analyst
Victoria has more than two years of experience as a landscape architectural analyst. She is
experienced with cost estimating, submittals, concept design, client meetings, style imaging,
bidding, paving design, planting design, site specifications, code compliance, construction
documents, site visits, custom detailing, design documents, hand rendering, digital
rendering, planting installation, site analysis, and hardscape design.
Brady Walker – Environmental Scientist
Brady has 12 years of experience conducting endangered species surveys, delineating
wetlands, designing wetland mitigation and restoration areas, and permitting projects
throughout Florida and California. He has excavated more than 250 gopher tortoise burrows
and successfully relocated over 125 gopher tortoises with the assistance of a backhoe. He
has also permitted and conducted subsequent monitoring events to ensure the success of
several mitigation areas (both creation and habitat enhancement) associated with commercial
land development. In addition, he has worked on environmental assessments for several
large PD&E studies in Florida and achieved environmental clearance under CEQA for large
transportation projects in San Diego and the Bay Area of California.
Manny Vera, Jr., PSM – Survey
Manny a registered Land Surveyor has over 31 years of experience with M.G. Vera &
Associates, Inc., and throughout the state of Florida. He has managed a variety of survey
contracts and projects for the Florida Department of Transportation, Miami – Dade County,
Miami-Dade Expressway Authority, City of Miami, and numerous Engineering and Design
firms. Mr. Vera has performed and managed all types of surveying services including: Design
Surveys, Right-of-Way Control Surveys, Right-of-Way Mapping, Platting, Construction
Layout, As-built Surveys, Drainage Surveys, etc. Mr. Vera is a Senior Surveyor and Mapper
as well as our Senior Project Manager. He has extensive experience in the management
and coordination of survey projects involving a variety of surveying techniques such as Aerial
Surveys, Conventional Ground Surveying, Utilities designation, etc.

Lisa H. Hammer – Horticulture Consultant
Lisa is a sole proprietor who has been in private practice since 1987. She is the only
employee of the firm and provides all services herself. She specializes in tropical and
subtropical horticulture, with particular expertise in arboriculture, landscape maintenance,
integrated pest management, plant nutrition, tree management during construction, plant
appraisal, and tree risk analysis. Her clients include property owners and managers,
landscape industry professionals, developers, architects, and engineers, and municipalities.

and senior landscape architect responsible for the landscape, hardscape, site furniture, site

Miami Worldcenter, Miami, FL — Served as project manager. Kimley-Horn partnered with
a private developer, the City of Miami, the Miami Community Redevelopment Agency (CRA),
and other stakeholders in preparing typical sections for streetscapes for the City’s largest
proposed downtown project. Kimley-Horn also partnered with numerous utility companies to
determine existing underground conditions. Once this information was obtained, we worked
with multiple stakeholders to develop and evaluate various streetscape options for roads and
avenues within the multi-block project limits.
Brickell City Centre, Miami, FL — Project manager. Located at the core of the City’s
financial district, Brickell City Centre is a nine-acre mixed-use development—and one of
the largest active projects in the City of Miami today. The site comprises approximately three
city blocks. At completion, this $1.05 billion project will include 2.9 million square feet of
retail, office, residential, and entertainment space. The parking demand for this proposed
development will be satisfied by the construction of a two-level subterranean parking garage,
which will extend beneath the right-of-way for full connectivity between the three blocks.
This LEED Neighborhood Certified project will also include sustainable elements such as a
climate ribbon, green roofs, and cisterns for irrigation use. As the engineer of record, Kimley-
Horn is providing an array of civil engineering, transportation planning, and traffic engineering
services. The scope of work includes design, permitting, and construction administration
for the installation of more than 7,000 linear feet of new water and sewer utilities within
an extremely congested utility corridor; full roadway reconstruction including drainage
improvements; traffic signalization; and on-site stormwater management.
Midtown Miami, 56-acre Urban Mixed-Use Development, City of Miami, FL
Project manager for civil construction documents, including roadway, utilities, signals, soils
management, and streetscape; also coordinated entitlements and served as the Midtown
Miami Community Development District Engineer. Responsibilities include the review and
coordination of a bond budget in excess of $100 million while simultaneously serving
four clients on this major redevelopment project. Midtown Miami is the largest urban infill
redevelopment project in Miami-Dade County and is located on a 56-acre Brownfield site
previously owned by the FEC Railroad. The project involved planning, design, and construction
of all public and private infrastructure to serve 3,500 residential units, 800,000 square feet
of commercial, and 15,000 square feet of office space. Some of the major infrastructure
components included FPL and telecommunications duct banks, storm drainage wells, traffic
signals and roadways, and street car system. Infrastructure also included 12,500 linear feet
of new 12-inch water distribution mains and 6,500+/- linear feet of new 8-inch to 20-inch
sanitary sewer mains, which required a 100-linear-foot bore-and-jack beneath the FEC
Railroad and interconnection with existing 72-inch live interceptor at Biscayne Boulevard.
Kimley-Horn designed water and sewer service connections for future parcel developments.
Miami Children’s Hospital, Miami, FL — Served as project engineer. Kimley-Horn

Palmetto Park Road Improvements and Downtown Boca Raton Pedestrian Promenade,
Boca Raton, FL — Landscape architect. For this retail district through the downtown area,
Kimley-Horn provided full roadway and streetscape design and landscape architectural design
to create a pedestrian friendly downtown with emphasis on a promenade connecting Plaza
Real with Mizner Park. Intersections were redesigned to reduce pavement crossing width,
minimize turn lanes, emphasize pedestrian crossings and modify signal timing to improve the
pedestrian and downtown environment. Special emphasis was placed on providing an inviting
pedestrian experience along retail businesses and providing on-street parking. Improvements
include brick paved intersections, introduction of curbless streets along NE 1st Avenue,
reconstruction of Boca Raton Road with an inverted crown roadway with wider sidewalks and
on-street parking. Curbless streets were introduced to enable their use for special events
when streets can be closed for fair events. Landscape and hardscape improvements include
planter islands and wide brick paver sidewalks on both sides of the roadways. Improvements
along Palmetto Park Road include construction of wider brick paver sidewalks, raised brick
paver intersections, lighted bollards, and new decorative street lighting.
24th and 25th Street Improvements, West Palm Beach, FL — Landscape architect
for the Kimley-Horn team retained by the City of West Palm Beach to provide streetscape
improvements in the Northwood neighborhood area. This project is a joint effort between the
City of West Palm Beach and the West Palm Beach Community Redevelopment Agency (CRA)
to reconstruct each of the two-lane roadways with on-street parallel parking on both sides,
thus creating a main street through the District. The project included extensive landscape
and hardscape plans, renderings, decorative street lights, drainage, signing and marking, and
traffic control plans; 24th and 25th streets were also designated as SR 5 and are owned and
maintained by the Florida Department of Transportation (FDOT). Therefore, permitting and
close coordination with FDOT were necessary. Due to local agency participation, funding was
provided by state and federal governments.
Lake Worth Streetscape Design-Build (includes 10th Avenue North/6th Avenue South
Enhancement Project), Lake Worth, FL — Landscape architect for construction phase.
Kimley-Horn developed a series of streetscape beautification guidelines, as well as private
sector setback and building massing guidelines for the two primary east/west corridors
connecting downtown Lake Worth to I-95. The project consisted of more than 8 miles of
streetscape design guidelines, including landscape material, decorative lighting, street
furniture, hardscape palette gateway features, intersection layouts, and special signage.
The blocks abutting the roadways were studied to provide appropriate setbacks to maximize
pedestrian usage along the corridor.
Martin Luther King, Jr. (MLK) Drive Beautification, Delray Beach CRA, Delray Beach, FL
Project manager on the Kimley-Horn team. Provided landscape architectural master planning
services for the design of landscape, lighting, and hardscape enhancements for the entire
length of Martin Luther King, Jr. (MLK) Drive in Delray Beach. This 1.5-mile corridor will also
incorporate MLK commemorative design elements placed in the right-of-way. The design
concept included the continuation of an existing sidewalk network; decorative lighting; right-
of-way plantings with flowering trees, palms, and other landscaping; a program for live oaks
to be planted outside of the right of way; and artwork on existing utility poles. The master

to budget. Similar to other community enhancement master plans, public involvement is a

Wynn Hotel and Resort Casino, Las Vegas, NV — Served as the Director of Architecture
and Design for the future 20 acre Crystal Lagoon that is planned for the extension of the Wynn
Hotel and Casino. The lagoon will be the showcase centerpiece amenity of the existing hotel

DSK Crystal Lagoon, Pune, India — Served as the Director of Architecture and Design for
what is planned to be the first Crystal Lagoon in India. It will also be the first in the Crystal
Lagoons portfolio that will be a canal design used for water transportation only. The 14 acre
lagoon incorporates electric boats used to transport residences from their units to retail and
restaurant centers. Key elements include large fountain features, a first ever 4’ deep lagoon

Breathless All-inclusive Resort, Riviera Maya, Mexico — Served as the project manager
/ landscape architect responsible for design and coordination of AM Resorts flagship 526
room young adult resort. Prepared conceptual plans through construction documents and

Horn team. Kimley-Horn partnered with a private developer, the City of Miami, the Miami
Community Redevelopment Agency (CRA), and other stakeholders in preparing typical sections
for streetscapes for the City’s largest proposed downtown project. Kimley-Horn also partnered
with numerous utility companies to determine existing underground conditions. Once this
information was obtained, we worked with multiple stakeholders to develop and evaluate
various streetscape options for roads and avenues within the multi-block project limits.
North Bay Village Baywalk Plaza Area Design, North Bay Village, FL — Served as
landscape architecture analyst for the Kimley-Horn team - As prime consultant, Kimley-
Horn and Associates Inc. provided North Bay Village with landscape architecture and civil
engineering services for the site improvements to separate plaza areas and connector
boardwalk under the east bridge along JFK Causeway. Services include the design of
landscape architectural components including hardscape, landscape, site furniture, site
lighting and irrigation from concept through construction. Part of the design elements of the
project includes an iconic “sail structure” to serve as a focal point.
Design Place, Miami, FL — Served as a Landscape analyst for this project to provide a site
design and design vision package. Design Place is centrally located within minutes of South
Beach, Brickell and Coconut Grove. Avoid Miami’s commute hassles by being just blocks away
of the Julia Tuttle Causeway and I-95. The new improvements will include residence, retail and
hospitality areas. Connection to a metro platform and complex planning design.
Flamingo Garage Lanai, South Beach, FL — Served as a Landscape analyst for the
conceptual design and technical drawings on the renovation of the pool deck and outdoor

Siesta Key Beach Park, Sarasota County, FL — Production designer aiding in the creation
of multiple presentation graphics. While the project is in its early stages, future involvement
will include LEED® coordination and construction document creation of planting and
hardscape plans. Design components will include a beachfront esplanade to connect key park
components, improved traffic circulation and parking; way finding and signage; bioswales,
pervious pavement, and other sustainable design techniques.
Capital Cascades Trail, Segments 3 and 4, Blueprint 2000, Tallahassee, FL — Serving
as project landscape analyst. Kimley-Horn was selected to provide services relating to
the design of this stormwater pollutant load and sediment abatement greenway, including
effective community participation and consensus building; environmental evaluation,
stormwater management, landscape, and park amenities that provide a unifying community
concept; and greenway and trail connectivity improvements.
The Skyhouse at Channelside (Tampa) (fka Channel District Tower), Tampa, FL
Serving as project landscape analyst. The Skyhouse at Channelside is a mixed-use residential
in-fill development within the Channelside District Community Redevelopment Area (CRA)
east of Tampa’s urban core. The project is located mid-block between 11th and 12th streets,
south of Washington Street and north of Whiting Street, and consists of 320 apartment units
above a ground floor concierge, services, and retail footprint. The tower site development
is complemented with an internal service court and separate parking garage housing 560
parking stalls and artist studio space affronting the 11th Street corridor. The development
will implement the newly developed District Streetscape Standards and provide a public
art installation on the garage facades. The 23-story tower and five-story parking garage
completes the block redevelopment within the surrounding residential, commercial, and
open-space dog park. Kimley-Horn led the rezoning, site development, agency coordination,
standards implementation, utility extensions, and stakeholder involvement as the local team
member for the Atlanta-based development team.
Elan Audubon Park, Orlando, FL — Serves as landscape analyst providing hardscape and
irrigation design. The park is situated on 19.5 acres of the former Orlando Naval Training

Lloyd Estates Streetscape and Drainage Improvements, Oakland Park, FL — Analyst
for the Kimley-Horn team that provided professional engineering services for the design
and construction of the Lloyd Estates Residential and Industrial Area Drainage Project. The
project involves phased drainage and water distribution system improvements consisting of
the construction of a stormwater collection system with water quality treatment measures
and possible upgraded outfalls, as well as replacement of select existing water mains within
the project area. The professional services include surveying, stormwater analysis, civil and
electrical engineering design, landscaping and irrigation, permitting, coordinating with utility
providers for adjustments and or relocations, preparing quantity calculations, and engineer’s
estimates of probable costs.
Royal Palm Boulevard Improvements (Royal Palm Blvd. Bridge over Margate Canal),
Margate, FL — Environmental analyst for this project that involved realignment of the
roadway, east- and westbound left turn lanes, access management modifications, renovation
of an existing bridge and medians, construction of pedestrian bridges, base enhancements,
milling and resurfacing, providing new asphalt areas, swale improvements, drainage
improvements, landscaping, irrigation, and lighting improvements. The work included design
of a roadway bridge and two pedestrian bridges, roadway and turn lanes, drainage, signing
and pavement markings, government agency approvals, coordinating with utility providers
for adjustments and or relocations, preparing detailed quantity calculations and engineers
estimates of probable costs, and providing resident project representation and incidental

Oakland Park Environmental Services (Cherry Creek Environmental Assessment and
Dredging & Sleepy River Dredging), Oakland Park, FL — Served as project analyst.
Provided project management, environmental assessment, and permitting services for the
City of Oakland Park. Environmental services included conducting an alternatives analysis

analyst. Kimley-Horn is preparing plans and permits for the widening of 12 miles of I-75
from north of the Hernando County line to south of CR 470 for FDOT District Five. The project
includes widening in the median of I-75, and reconstruction of the SR 48 interchange and the
northbound off ramp to SR 476B. The project also includes off-site drainage ponds and right-
of-way acquisition.
Mowry Drive Roadway Improvements, Homestead, FL — Served as project analyst for
for the new construction and widening of Mowry Drive (SW 320th Street) from SW 157th
Avenue to SW 152nd Avenue. The existing roadway consisted of a one-lane paved road and
was proposed to be converted to a four-lane divided urban section with bike lanes on both
sides. The project included design and preparation of roadway, drainage, signing and marking,
lighting, water main extension, landscaping and irrigation plans. As part of the project,
environmental and drainage permits were obtained from SFWMD, RER and USACE. The
project also included preparation of bid documents and construction supervision.

Served as project manager. Kimley-Horn partnered with a private developer, the City of Miami, the Miami Community
Redevelopment Agency (CRA), and other stakeholders in preparing typical sections for streetscapes for the City’s largest
proposed downtown project. Kimley-Horn also partnered with numerous utility companies to determine existing underground
conditions. Once this information was obtained, we worked with multiple stakeholders to develop and evaluate various
streetscape options for roads and avenues within the multi-block project limits.

Project manager. Located at the core of the City’s financial district, Brickell City Centre is a nine-acre mixed-use development—
and one of the largest active projects in the City of Miami today. The site comprises approximately three city blocks. At
completion, this $1.05 billion project will include 2.9 million square feet of retail, office, residential, and entertainment space.
The parking demand for this proposed development will be satisfied by the construction of a two-level subterranean parking
garage, which will extend beneath the right-of-way for full connectivity between the three blocks. This LEED Neighborhood
Certified project will also include sustainable elements such as a climate ribbon, green roofs, and cisterns for irrigation use. As
the engineer of record, Kimley-Horn is providing an array of civil engineering, transportation planning, and traffic engineering
services. The scope of work includes design, permitting, and construction administration for the installation of more than 7,000
linear feet of new water and sewer utilities within an extremely congested utility corridor; full roadway reconstruction including
drainage improvements; traffic signalization; and on-site stormwater management.

Project manager for civil construction documents, including roadway, utilities, signals, soils management, and streetscape; also
coordinated entitlements and served as the Midtown Miami Community Development District Engineer. Responsibilities include
the review and coordination of a bond budget in excess of $100 million while simultaneously serving four clients on this major
redevelopment project. Midtown Miami is the largest urban infill redevelopment project in Miami-Dade County and is located on
a 56-acre Brownfield site previously owned by the FEC Railroad. The project involved planning, design, and construction of all
public and private infrastructure to serve 3,500 residential units, 800,000 square feet of commercial, and 15,000 square feet of
office space. Major infrastructure components included FPL and telecommunications duct banks, storm drainage wells, traffic
signals and roadways, and street car system. Infrastructure also included 12,500 linear feet of new 12-inch water distribution
mains and 6,500+/- linear feet of new 8-inch to 20-inch sanitary sewer mains, which required a 100-linear-foot bore-and-jack
beneath the FEC Railroad and interconnection with existing 72-inch live interceptor at Biscayne Boulevard.

hotels with more than 5,000 rooms and two residential towers with up to 1,000 units; a luxury retail galleria; a 3.6-acre rooftop
lagoon and natural sand beach; more than 50 restaurants, lounges, bars, and nightclubs; a high-tech multimedia entertainment
area showcasing music and culture of Florida and South America; and 700,000 square feet of convention and meeting space.
The resort will help develop the 3-mile BayWalk, which highlights a 150-acre leisure and entertainment area in Downtown
Miami. Tasks include due diligence, parking studies, underground utility design, preparation of a Special Area Plan (SAP) traffic
study consistent with City of Miami 21 Zoning Code, environmental site assessment, and potential remediation planning.

Landscape architect. For this retail district through the downtown area, Kimley-Horn provided full roadway and streetscape design
and landscape architectural design to create a pedestrian friendly downtown with emphasis on a promenade connecting Plaza
Real with Mizner Park. Intersections were redesigned to reduce pavement crossing width, minimize turn lanes, emphasize
pedestrian crossings and modify signal timing to improve the pedestrian and downtown environment. Special emphasis was placed
on providing an inviting pedestrian experience along retail businesses and providing on-street parking. Improvements include brick
paved intersections, introduction of curbless streets along NE 1st Avenue, reconstruction of Boca Raton Road with an inverted
crown roadway with wider sidewalks and on-street parking. Curbless streets were introduced to enable their use for special events
when streets can be closed for fair events. Landscape and hardscape improvements include planter islands and wide brick paver
sidewalks on both sides of the roadways. Improvements along Palmetto Park Road include construction of wider brick paver
sidewalks, raised brick paver intersections, lighted bollards, and new decorative street lighting.

Landscape architect for the Kimley-Horn team retained by the City of West Palm Beach to provide streetscape improvements in the
Northwood neighborhood area. This project is a joint effort between the City of West Palm Beach and the West Palm Beach
Community Redevelopment Agency (CRA) to reconstruct each of the two-lane roadways with on-street parallel parking on both
sides, thus creating a main street through the District. The project included extensive landscape and hardscape plans, renderings,
decorative street lights, drainage, signing and marking, and traffic control plans; 24th and 25th streets were also designated as SR
5 and are owned and maintained by the Florida Department of Transportation (FDOT). Therefore, permitting and close coordination
with FDOT were necessary. Due to local agency participation, funding was provided by state and federal governments.

Landscape architect for construction phase. Kimley-Horn developed a series of streetscape beautification guidelines, as well as
private sector setback and building massing guidelines for the two primary east/west corridors connecting downtown Lake Worth to
I-95. The project consisted of more than 8 miles of streetscape design guidelines, including landscape material, decorative lighting,
street furniture, hardscape palette gateway features, intersection layouts, and special signage. The blocks abutting the roadways
were studied to provide appropriate setbacks to maximize pedestrian usage along the corridor.

Project manager on Kimley-Horn team. Provided landscape architectural master planning services for the design of landscape,
lighting, and hardscape enhancements for the entire length of Martin Luther King, Jr. (MLK) Drive in Delray Beach. This 1.5-mile
corridor will also incorporate MLK commemorative design elements placed in the right-of-way. Design concept included
continuation of an existing sidewalk network; decorative lighting; right-of-way plantings with flowering trees, palms, and other
landscaping; a program for live oaks to be planted outside of the right of way; and artwork on existing utility poles. Master plan
addressed prioritization and phasing of proposed improvements with respect to budget. Public involvement is a key element in the
success of this project. The Kimley-Horn team coordinated closely with a committee of community representatives to identify
community assets and to solicit their ideas and preferences for incorporation into the master plan.

UIA Management, LLC. The 1000-1100 Block of Lincoln Road was closed to vehicular traffic to allow for the extension of the
Lincoln Road Pedestrian Mall. The mall was extended west, from Lenox Avenue to Alton Road, to include a new pedestrian
plaza. The design also included four water gardens, and streetscape and infrastructure improvements. Kimley-Horn provided

Serving as project landscape analyst. The Skyhouse at Channelside is a mixed-use residential in-fill development within the
Channelside District Community Redevelopment Area (CRA) east of Tampa’s urban core. The project is located mid-block
between 11th and 12th streets, south of Washington Street and north of Whiting Street, and consists of 320 apartment units
above a ground floor concierge, services, and retail footprint. The tower site development is complemented with an internal
service court and separate parking garage housing 560 parking stalls and artist studio space affronting the 11th Street corridor.
The development will implement the newly developed District Streetscape Standards and provide a public art installation on the
garage facades. The 23-story tower and five-story parking garage completes the block redevelopment within the surrounding
residential, commercial, and open-space dog park. Kimley-Horn led the rezoning, site development, agency coordination,
standards implementation, utility extensions, and stakeholder involvement as the local team member for the Atlanta-based
development team.

Kimley-Horn is preparing the South Miami Intermodal Transportation Plan (SMITP). The City of South Miami desires to
enhance the existing transportation system and mobility choices available to residents, workers, and visitors to the City.
An integral component of this effort is to establish and implement the SMITP, which identifies an interconnected
network of mobility and safety improvements based on smart growth and complete streets principles. The goal of the
SMITP is to identify and prioritize pedestrian and bicycle projects throughout the City, as well as to enhance access to
public transportation.
One of the innovative ideas undertaken for this project
was a public meeting on bikes. The public bicycling tour
was held on March 8th so that members of the public
could show the study team areas and streets of the City
that need improvements for better bicycling and walking.
Creative collaboration occurred all over town between
members of the public, City staff, and the consultant
team. In addition, a workshop was held with the South
Miami Green Task Force to brainstorm potential projects
to include in the Plan. Almost 100 members of the
community attended a public charrette working session
to draw the future bicycling and walking network of the
City and provide input regarding the potential
prioritization.
Some of the improvements included in the Plan are bike paths, neighborhood greenways, sidewalks, crosswalks, on-
street bike lanes, buffered bike lanes, enhanced shade landscaping and tree canopies, traffic calming to help make
streets safer, and improving the timing for pedestrian crosswalk signals. In addition, Kimley-Horn included important
regional connections in the network plan including greenway trails such as Snapper Creek Trail Segment B, Ludlam
Trail, and improvements to the M-Path.
Kimley-Horn prepared detailed recommendations for pedestrian facilities, bicycle facilities, intersection design, and
sustainability. We developed an implementation plan that respects the limits of affordability and provides a strategy that
the City could potentially follow to maximize the user benefit while keeping costs within reason of available funding
sources.

Kimley-Horn prepared the conceptual plan of a 22-acre park located on the southwest corner of NW 97th Avenue and
the future NW 77th Terrace in Doral, Florida. The park contains both active and passive recreational activities arranged
around a large proposed lake with recreated wetlands and a 6,000-square-foot multi-purpose building and Nature
Center with a large viewing terrace. All of the active sports such as multi-use fields, tennis courts, basketball courts,
and playground are located toward the western portion of the park, while the passive activities such as the kayak
launch, walking/exercise trails, picnic shelters, wetland boardwalk, fishing pier, and educational boardwalk are located
toward the eastern portion of the site surrounding the lake. Support facilities such as a maintenance building, on-street
parking, and surface parking lot are also part of the plan.
This park, which will be surrounded by future single-family residential communities, will provide a much needed
additional recreational destination for the City of Doral.

Center, and Collins Avenue Beautification. In addition, Kimley-Horn is currently working with the City as a sub consultant to Perkins + Will
on the design of the new City of Sunny Isles Beach Municipal Facility at 18080 Collins Ave nue.

6. Standard Schedule of Fees
The Kimley-Horn team proposes to undertake the general tasks outlined in Section 3.1 Scope of Services from
the RFQ. The fees provided will be refined based on the final, agreed upon scope of services; however, will be
consistent with the information below.
We look forward to the opportunity to discuss the specific needs associated with this contract and will work
with the City to modify our cost estimate to specifically meet your needs and expectations. Our best cost and
schedule control resource—our staff—has several tools for helping them control cost and schedule. The team
selected for this project has the experience to develop appropriate targets, tailor a suitable course of action, and
provide timely decision-making for any unexpected challenges that may arise.
Working with the City, and under the assumed start date and preliminary schedule, it is anticipated that services
would be performed during fiscal years 2016 and 2017.

Kimley-Horn maintains a focus on selecting subconsultants who share common

Kimley-Horn emphasizes the value of building structured working relationships to
obtain the greatest combination of skills and professionalism to offer dependable,
quality service to our clients. For this contract, we have identified several local
subconsultants with whom we have a close affiliation and successful performance
history to provide additional support in the areas outside of our service lines. Our
specialty subconsultants add further depth to our abilities and the opportunity to
meet the City’s M/WBE requirements.
Manuel G. Vera & Associates Inc. (MGV)
Manuel G. Vera & Associates Inc. (MGV) is qualified as DBE, SB, and MBE.
Their main office is located in Miami-Dade County, their Central Florida office is
located in Orange County and another in Jupiter Florida. MGV was established
in Miami-Dade County in 1973, since then survey is what they have specialized
in and is all they do. In their 43 years of existence there hasn’t been a survey
task, terrain, or problem we have not seen. MGV is a unique firm in that it has the capability and technology of
our competitors but our principles are patterned by a family business with a service oriented and sound quality
control ideology. This ideology is the reason MGV has been awarded District Wide Miscellaneous Survey and
Right of Way Mapping Contracts for the Florida Department of Transportation for more than 35 years and why
they support as SubConsultants hundreds of Engineering and Construction firms throughout the State of Florida.
In addition to their Florida Department of Transportation experience, their firm has been and is currently providing
Miscellaneous Survey and Right of Way Mapping Services to a number of Cities, Counties and Municipalities
throughout South Florida as well as State and Federal Agencies such as South Florida Water Management
District, South Florida Rail Transit Agency, All Aboard Florida, FEMA, Miami Dade County, MDT just to name a
few and countless of private engineering clients providing survey support for miscellaneous engineering Design
and Design Built Projects. As part of their Miami-Dade Expressway (MDX) GEC Survey Contract, MGV has been
and is currently providing and coordinating all survey and right of way services for MDX roadways.
Manuel G. Vera & Associates Inc. is dedicated and committed to providing excellent service and complete client
satisfaction. MGV has a highly-trained staff of professional surveyors and associates with extensive experience
in a wide range of surveying and mapping services. Their staff is the foundation of their firm, they employ a staff
of over 30 skilled survey personnel; of which 6 are registered PSM’s which combined have over a century and
a half of survey experience, 6 Survey Technicians and 7 fully staffed and equipped crews. MGV key personnel
range from 10 years to more than 30 years of experience in surveying and more importantly with their firm. MGV
has been providing in-house consulting staff to the Florida Department of Transportation for more than 10 years.
Their in-house support reviews incoming consultant design surveys, prepares fieldwork and processes the
FDOT field crew data collection for internal design projects, establishes survey criteria, attends project meetings
and various training sessions to stay abreast of FDOT software and changing technologies. As a result, their
knowledge of FDOT Survey requirements, methodologies, work flow and standards is second to none.
MGV has the ability to perform all survey tasks using either traditional methodologies such as EFB data
collection, Electronic Total Stations/levels, hydrographic [sonar/GPS], GPS/RTK, and the latest in 3D Lidar
Static Scanning. Recent advances in scanning technologies have opened the door to the future in 3D surveying.

3D, FDOT Hector and EFBP, Pedds, Electronic Signatures and will continue to parallel the industries software

Lisa H. Hammer, RCA
Lisa H. Hammer, Horticultural Consultant, is a sole proprietor who has been in
private practice since 1987. She is the only employee of the firm and provides
all services herself. She specializes in tropical and subtropical horticulture,
with particular expertise in arboriculture, landscape maintenance, integrated
pest management, plant nutrition, tree management during construction,
plant appraisal, and tree risk analysis. Her clients include property owners and managers, landscape industry
professionals, developers, architects, and engineers, and municipalities. She provides on-site consultations,
prepares technical reports and specifications, provides project oversight, forensics and expert testimony in legal
cases.
