CB&I has the ability to meet and exceed all of the
City of Sunny Isles Beach minimum requirements for
shoreline surveying and mapping consulting
services.
3.1 State of Florida Professional
License for Surveyors and Mappers, a
Certificate of Authorization, and a
Certificate of Status for the Florida
Department of State
CB&I has provided copies of State of Florida
professional licenses for our surveyors and mappers,
a Certificate of Authorization, and a Certificate of
Status from the Florida Department of State
immediately following Section 3.3.
3.2 Experience in Full Surveying and
Mapping Consulting Services
CB&I is a full service coastal engineering firm that
employs surveyors, marine scientists, geologists,
and engineers. Our multidisciplinary background
allows us to provide a wide range of in‐house
surveying and engineering services. Our staff
routinely performs data collection activities and
quantitative analyses of Florida beaches.
The collection of high accuracy survey data plays a
vital role in assessing beach condition. Our survey
staff continually trains with and uses the newest
technology, methods, and computer software to
provide precise data sets for use by our in‐house
engineers, clients, and regulatory agencies.
Our high level of confidence starts with our use of a
Real Time Kinematics Global Positioning System
(RTK GPS) for all phases of data collection. CB&I
spearheaded the use of RTK GPS rover data
collection in water depths up to 10 feet. This
innovative data collection method surpasses
traditional rod and level methods allowing for true
horizontal positing within the surf and nearshore
zone, the most dynamic section of the profile where
survey errors and or the complete lack of data is
typical. RTK also provides fast and accurate
collection relative to the datum used for data
collection on the vessel and uplands.
The use of RTK GPS on land and sea allows for
seamless profiles that transition smoothly from the
offshore segments through the upland beach. The
smooth transitions allow for higher levels of
confidence and capture important changes in the
dynamic littoral system of the beach. Our survey
vessels are equipped with survey grade digital
sounders with hull‐mounted transducers, dynamic
motion compensation to correct for heave, pitch
and roll of the survey vessel, vector GPS systems,
and RTK GPS system. The use of RTK GPS onboard
the survey vessel provides centimeter‐accurate
positioning as well as real time water level (tide)
corrections to every sounding collected. RTK tides
eliminate the problems associated with static tide
gauges including wind driven water levels, dynamic
sea surface height, and inlet influences. The use of

Captiva and Sanibel Island Annual Monitoring Topographic and
Hydrographic Surveys and Report

Project Description:
Since 1988, CB&I has provided all required services
for the construction of the original beach
nourishment and two subsequent renourishment
projects of a 6‐mile long beach constructed on both
Captiva and Sanibel Islands on the Gulf Coast of
Florida. CB&I conducted the initial feasibility study;
designed, permitted, and supervised the
construction; and developed a beach and inlet
management plan for Captiva and Sanibel Islands.
Tasks included coastal process analysis and
sediment budget development, management
alternative evaluations, coastal structure design and
permitting, beach nourishment design and
permitting, surveys, as well as hydrographic and
offshore geotechnical investigations.
Monitoring surveys are still under way with the
most current survey completed in 2015. CB&I
conducted the monitoring survey between Florida
Department of Environmental Protection (FDEP)
monuments R‐83 through R‐105 and R‐119 through
R‐123 in Lee County per FDEP physical monitoring
plan for the Captiva Island and Sanibel Island Beach
Renourishment Project. The physical monitoring of
Captiva and Sanibel Islands included topographic
and hydrographic surveys of the beach and offshore
areas. The monitoring data is necessary in order for
both the CEPD and the FDEP to continually observe
and assess beach conditions. Monitoring surveys are
further needed to continually observe the
performance of the nourishment project as well as
assess affects of said project on adjacent shorelines.
In addition, Captiva Erosion Protection District
contracted with CB&I to submit the survey data and
quantitative monitoring report to the Florida
Department of Environmental Protection (FDEP).
The deliverables included one complete certified
survey report, signed and sealed by CB&I’s Florida
Registered Professional Surveyor and Mapper and a
quantitative engineering monitoring report, which
detailed physical processes shaping the beach and
nearshore environment. We completed all project
work within FDEP’s required 90 days from
completion of fieldwork.

City of Delray Beach Three‐Year Post‐Construction Physical

Project Description:
Delray completed its fifth beach renourishment
project in 2013, and a Hurricane Sandy storm repair
beach renourishment project was completed in
2014 for the north end of the City, outside of the
2013 project area. The State of Florida project
permit requires that a comprehensive post‐
construction physical beach monitoring study be
conducted as a permit condition, including an
engineering evaluation of the monitoring results
with a report
Three Years Post‐Construction Physical Monitoring
Survey
In compliance with the Physical Monitoring Plan of
the Florida Department of Environmental Protection
(FDEP) permit for the project, topographic (onshore)
and bathymetric (offshore) surveys of the beach and
offshore in Delray Beach was conducted during the
summer of 2016. We used the monitoring data to
assess, with quantitative measurements, the
performance of the beach replenishment projects.
The monitoring data provides the City and the FDEP
information necessary to plan for the next
renourishment project, evaluate the beach
performance and optimize the design of the next
beach renourishment project.
The three‐year post‐construction monitoring event
consisted of topographic and bathymetric surveys of
the beach including both the 2013 and 2014 beach
replenishment areas, and to approximately one mile
north and south of the combined project limits, as
required by the FDEP permit. All work activities and
deliverables was conducted in accordance with the
March 2014 BBCS Monitoring Standards for Beach
Erosion Control Projects, Sections 01000 and 01100.

Anna Maria Island Physical Monitoring & Permit Compliance Services

Project Description:
In accordance with the Physical Monitoring Plans,
CB&I conducted topographic and bathymetric
surveys of the beach, offshore, and sand shoals
areas. The monitoring data is necessary in order for
both Manatee County and the Florida Department
of Environmental Protection (FDEP) to assess, with
quantitative measurements, the performance of the
project annually. The monitoring process also
provides the County and the FDEP information
necessary to plan, design, and optimize subsequent
projects.
Topographic & Bathymetric Surveys (Beach Profile
Surveys)
CB&I conducted topographic and bathymetric
profile surveys of the beach and offshore in the
summer of 2015. The monitoring surveys will
included published FDEP reference monuments
extending from R‐1 to R‐41+305. All profile surveys
will extended a minimum of 3000 feet offshore of
the FDEP monument or the ‐20 ft (NAVD) contour,
whichever is closer to shore. We also conducted all
work activities and deliverables in accordance with
the latest update of the BIPP Monitoring Standards
for Beach Erosion Control Projects, Sections 01000
and 01100.
Borrow Areas & Ebb Shoal Complex Bathymetric
Surveys
CB&I conducted bathymetric surveys of the two
borrow areas and the ebb shoal complex of Passage
Key Inlet including any attachment bars. Survey grid
lines across the borrow areas and ebb shoal
complex shall be spaced to provide sufficient detail
for accurate volumetric calculations but not more
than a maximum of 500 feet apart, and shall extend
a minimum of 500 feet outside the boundaries of
the borrow site.
All work activities and deliverables shall be
consistent with the BIPP Monitoring Standards for
Beach Erosion Control Projects, Section 01200.

Anna Maria Island 2014 Annual Monitoring Topographic and

Project Description:
CB&I was contracted by Manatee County to provide
annual survey services for the 2014 Anna Maria
Island Annual Monitoring Topographic and
Hydrographic Survey in compliance with Joint
Coastal Permit (JCP) Number 0281452‐001‐JC and
the post construction survey of Coquina Beach
Nourishment Project in compliance with Florida
Department of Environmental Protection (FDEP)
Permit Modification Number 0281452‐005‐JN. CB&I
conducted the monitoring survey between Florida
Department of Environmental Protection (FDEP)
monuments R‐1 through R‐7 and intermediate
monuments R36.5‐ R41+305. The U.S. Army Corps of
Engineers (USACE) collected data from Florida
Department of Environmental Protection (FDEP)
monuments R‐8 through R‐41. Surveyors from CB&I
conducted the topographic and hydrographic survey
from 23 June 2014 to 26 June 2014. CB&I surveyors
conducted the Borrow Area and Longboat Pass Ebb
& Flood Shoal hydrographic surveys from 24 June
2014 to 26 June 2014.
The physical monitoring of the Anna Maria Island
included topographic and hydrographic surveys of
the beach and offshore areas. This data is required
for Manatee County and FDEP to continually
observe and assess beach conditions. CB&I used the
monitoring data to quantify the performance of the
nourishment project and prepare a permit required
engineering monitoring report.

Project Description:
One of the most successful beach maintenance
programs in Florida, the Delray Beach, has
conducted seven beach nourishment projects, plus
two emergency restorations, since 1973. Before the
beach program was implemented, Highway A1A was
falling into the ocean and the beach was more akin
to a seawall.
CB&I has worked with Delray Beach to develop a
coastal program that has resulted in a renowned
beach destination. It has also become an important
economic asset to both the City and the State.
Delray Beach now provides a storm protection for
upland roads and property, a recreational beach
area for residents and tourists, and environmental
habitat for nesting sea turtles and shorebirds.
Today, many residents and visitors do not realize
that the vegetated dune system was not always
present but the result of years of dedicated work.
CB&& provided all of the services required for each
of the seven projects, including project design,
geotechnical investigation, environmental
assessments and monitoring, state and federal
permitting, surveying, bidding and construction
oversight. To develop a plan that addressed hot spot
areas of erosion, we reviewed an extensive record
of past beach monitoring data. As the beach
evolved, the time interval between nourishments
has increased and the volume of sand necessary for
each project has decreased. Our geologists have
identified beach for use in the renourishment
projects, which provide for efficient and cost
effective construction. Our biologists have also
mapped the offshore reefs to assure buffer areas
are implemented around the reefs to avoid
accidental damage. During mapping, a gap in the
reef formation was identified, which is now used for
ingress and egress to avoid potential damage to the
reef.
In 2005, CB&I assisted the City with implementing
an emergency project that was completely
reimbursed by the federal government. The project
won the 2005 Coastal Project Award from the
American Shore 7 Beach Preservation Association. In
support of the 2013 renourishment, CB&I prepared
an Environmental Assessment (NEPA) and a
Biological Assessment.

CB&I is one of the most experienced shoreline‐
mapping firms in the nation. Over the past 30 years,
we have conducted coastal erosion mapping and
physical beach monitoring for over 75 major beach
nourishment projects on the East and Gulf Coasts of
the U.S. We are proud of our history of maintaining
long‐term clients. As an example, the survey staff in
Boca Raton have been working with several clients,
such as Manatee County and the City of Delray
Beach since the formation of the office in 1984.
CB&I is also a pre‐qualified survey firm with Miami‐
Dade County. We have performed beach profile and
shoreline surveys for Dade County Beaches since
2004. CB&I has performed the yearly permit
required shoreline survey, which included Sunny
Isles, seven (7) times during our time under contract
with the County. As pre‐qualified survey firm with
Miami‐Dade County, we have the contacts within
the county to coordinate to minimize the
duplication of services and we have in‐house county
data collected by the Miami‐Dade County both
current and historic.
CB&I will conduct all surveys to meet the Bureau of
Beaches and Coastal Systems (BBCS) technical
specifications stated in Section 01000 for Beach
Profile Topographic Surveying and Section 01100 for
Offshore Profile Surveying and will be in accordance
with Chapter 5J‐17, Florida Administrative Code
(F.A.C.) Minimum Standards of Practices established
by the Florida Board of Professional Surveyors and
Mappers pursuant to Chapter 472 of the Florida
Statutes. We will conduct all work under the direct
supervision and responsible charge of a Professional
Surveyor and Mapper (PSM) registered in the State
of Florida. In addition, we will conduct all
hydrographic surveying under the direct supervision
of an American Congress of Surveying and Mapping
(ACSM) Certified Inshore Hydrographer (CIH). All
services provided will adhere to the FEMA Disaster
Assistance Fact Sheet DAP9580.8, entitled, “Eligible
Sand Replacement on Public Beaches” to ensure the
City’s eligibility for FEMA funding.

51. Providing Quantitative

surveying and engineering services. Our staff
routinely performs data collection and quantitative
analysis of Florida beaches.

newest technology, methods, and computer
software to provide precise data sets for use by our
in‐house engineers, clients, and regulatory agencies.

5.2 Providing Data in a Format
Compatible with Current Standard of
Coastal Engineering Practices
CB&I has a vast amount of experience dealing with
large amounts of data in continually changing digital
and traditional media formats. CB&I works hand in
hand with federal and state agencies on a daily basis
and is thoroughly versed in types and formats of
data required for every coastal engineering
application.

Data sharing and interoperability is vital for current
coastal engineering practices. The ability to use data
in a variety of applications is bolstered by having all
survey data collected relative to state plane
coordinates that can be incorporated into geospatial
software including AutoCAD or GIS depending on
the needs of the client or individual agency.
In addition to digital and geospatial deliverables,
standard survey deliverables are included with every
survey project. A complete survey report is signed
and sealed by a Florida Licensed Professional
Surveyor and Mapper and satisfies all relevant
permit requirements and meets or exceeds
guidelines set forth in the Monitoring Standards for
Beach Erosion Control Projects as published in May
of 2014 by the Division of Water Resource
Management within the Florida Department of
Environmental Protection. Further, all reports are
certified to adhere to the Standards of Practice as
outlined in chapter 5J‐17 of the Florida
Administrative Code. CB&I is fully proficient in FDEP
reporting standards and we recently participated in
a conference call with FDEP to discuss how to have
others in the industry follow the strict reporting
guidelines.
5.3 Providing Background Data for the
Evaluation of Future Beach Projects
CB&I has performed numerous beach designs
projects from commencement to completion over
the 30‐year history of the firm. CB&I has access to a
wealth of topographic/hydrographic survey data,
geotechnical data, and geophysical data to aid in the
evaluation, design, and implementation of any
future beach project.
Beach profile data from Sanibel Island is held in‐
house from surveys conducted by CB&I for the City
of Sanibel from 2006 through 2008. The data is
formatted for immediate use in‐house or at the
agency level.
Further, CB&I has a team of Professional engineers
and support staff with beach project experience in
variety of settings, including the southwest coast of
Florida, available to evaluate any project. CB&I will
have the staff and experience necessary to lead the
City of Sunny Isles Beach through any possible
project including feasibility, planning, permitting,
implementation, and monitoring.

changes, shoreline position changes, berm height
changes, and other project specific parameters that
can be addressed to answer beach performance and
stability concerns. CB&I uses several tools and
methods to quantify beach changes including
proprietary programs, AutoCAD Civil3D, ESRI
ArcMap, ESRISpatial Analyst, Delft3D, and other
methods. Every situation is unique and CB&I has the
flexibility and expertise to handle any situation.
5.4 Maintaining Horizontal and
Vertical Control
CB&I has performed several geodetic and tidal
control surveys throughout the southeastern United
States. Survey control and geodesy is continually
evolving and CB&I surveyors strive to maintain
cutting edge survey practices and stay current on all
geodetic advancements made by the National
Geodetic Survey.
CB&I surveyors use both Trimble Business Center
and NGS OPUS‐Projects to process and document
control surveys. Static GPS methods are employed
when published high order monuments are not
located within the project area or the stability of

NGS OPUS‐Projects is a powerful tool that allows for
session based GPS static processing. As such, CB&I
surveyors always deploy multiple GPS receivers that
log satellite data simultaneously. This simultaneous
collection allows for fully constrained horizontal and
vertical adjustments to the control points relative to
NGS Continually Operating Reference Stations
(CORS). This results in highly accurate control
relative to the current datum and geoid. Further,
OPUS‐Projects can transform control points to
alternative datum and geoids allowing for
comparison to preceding data sets or control
tabulations that may be relative to a previous
datum.
5.5 Related Engineering Services, As
Needed
The behavior of beaches, inlets and coastlines can
be complex and sometimes dramatic. To overcome
these complexities and test a wide range of
solutions, CB&I bases each project design on proven
engineering principles with the added benefit of
cutting‐edge numerical models.
CB&I engineers are on the forefront of coastal
modeling. We own and operate one of the most
advanced coastal modeling suites available today:
Delft3D. We use these models to increase ease of
federal and state permitting of beach nourishment
and coastal structures projects. Our team of
experienced physical oceanographers and coastal
engineers, who are strongly grounded in coastal
process theory and applications, develop our
modeling projects. In doing so, we review our model
results in the context of overall project objectives,
and incorporate them into designs and analysis as a
tool to improve performance and longevity of the
project and minimize environmental impacts.

At CB&I we take pride in our permitting capabilities,
which are the cornerstone of any shore protection
project. We have permitted over 75 successful
beach restoration projects. Our marine scientists,
biologists and engineers have a close working
relationship with agency personnel from both the
state of Florida and the federal government. This
relationship allows our professionals to successfully
navigate through the permitting process in order to
obtain the appropriate authorization for our clients.
From the FDEP Joint Coastal Permit to the United
States National Environmental Policy Act’s
requirements, CB&I has extensive experience
preparing the necessary documents and applications
to receive coastal regulatory permits. We have
successfully worked with FDEP representatives
through the RAI (Request for Additional
Information) process to qualify our client projects
for Joint Coastal Permits. We have also successfully
applied for other state permits, such as the species
specific Marine Turtle Permit issued through the
Florida Fish & Wildlife Conservation Commission.

Jeffrey Andrews has directed bathymetric and

Brazil and the Bahamas. He has prepared all
hydrographic and topographic survey reports,
including technical writing and supervision of data
analysis. Mr. Andrews has over 30 years of
conducting bathymetric and topographic surveys,
and providing navigation/positioning for numerous
offshore projects.
Michael Lowiec, PSM, Project Manager
Michael Lowiec is a registered Florida Professional

Dr. Robertson has more than 15 years of experience
conducting scientific research and managing coastal
projects. Since joining CB&I in 2007, Dr. Robertson
has participated and managed several engineering,
geologic, biologic, and geodetic projects in the Gulf
of Mexico and US East Coast. He uses the skills that
he developed during his studies to create high
resolution DEMs utilizing voluminous data sets,
quantify and predict morphologic change, and
identify sediment sources and benthic habitats for
CB&I.
Thomas Pierro, PE, D.CE, Coastal Estuary
Advisor
Thomas Pierro, PE, D.CE, will serve as a Coastal
Estuary Advisor for your program. He has designed,
permitted, and supervised construction of
numerous beach nourishment projects in Florida.
Mr. Pierro is the coastal engineering lead on all of
our Florida beach projects. He directs complex
analysis of beach/inlet processes to design programs
that control high erosion near coastal inlets and
passes.

Jeffrey Andrews has been with CB&I since the early 1980s performing
marine sand resource investigations and offshore geotechnical
geophysical and hydrographic mapping. During his career, Mr.
Andrews has conducted more than 50 marine sand resource
investigations and mapped more than 200 million cubic yards of
beach and marsh compatible sediment within estuary and on the
continental shelf. He has unique experience and knowledge about
existing sand resources and about techniques of sand resource
prospecting and mapping. Mr. Andrews also serves as an Operations
Manager for projects with state and federal agencies in which existing
information about sand resources along the East and Gulf Coast is
used.

Thomas Pierro, PE, D.CE, is a Senior Project Manager and Coastal
Engineer with broad experience in project management, planning,
design and permitting, engineering and modeling, plans and
specifications, field investigation, construction oversight, and
feasibility studies of coastal engineering projects. Since 2001, Mr.
Pierro has worked on many shore protection, beach nourishment and
marine structure projects. In 2011, the FSBPA awarded Mr. Pierro the
Jim Purpura/T.Y. Chiu Award for outstanding contribution to coastal
engineering in the State of Florida.

Project Manager and Senior Engineer, Federal Storm Damage
Reduction Project, City of Delray Beach, Florida
Mr. Pierro was Project Manager and Senior Engineer for Delray
Beach’s federal storm damage reduction project. CB&I is responsible
for all aspects of project design, permitting and construction on a
reimbursable basis with the US Army Corps of Engineers. Tasks
include contractor selection, construction observation, fill volume
verification, permit compliance, pay recommendation, conduct
marine environmental studies, and incorporate environmental
safeguards into the project design to protect offshore reefs for the
renourishment design. Additionally, Mr. Pierro was the Project
Manager and Senior Engineer on the design and permitting of the
Fifth Periodic Beach Renourishment Project constructed in 2013.
Project Manager and Senior Engineer, Central Palm Beach County
Comprehensive Erosion Control Project, Palm Beach County, Florida
Mr. Pierro was Project Manager and Senior Engineer for the Central
Palm Beach County Comprehensive Erosion Control Project. The
project was designed to hold a moderate beach with structures based
on results from two numerical models: the BOUSS2D breaking wave
model and the Delft3D morphologic (sand transport) model. The
modeling effort included development and testing of several
alternatives including beach nourishment and coastal structures to
evaluate the effects of the coastal structures on the local surfing
environment. The results suggested a recommended plan of sand
nourishment and groins to achieve the project objectives. The Delft3D
model was then applied to determine sand placement quantities,
refine structure sizes and locations, and to quantify effects on the
coastal system.

Project Manager and Senior Engineer, Coastal Engineering Program, Town of Palm Beach, Florida
Mr. Pierro has worked on many facets of the Town’s coastal program since 2006. He performed permit
required physical monitoring and Town‐wide analyses including an updated sediment budget and littoral
transport evaluation. He designed a 0.8‐acre limestone boulder artificial reef, developed plans and
specifications, and managed construction in 2007, which was completed on time and under budget. Recently,
Mr. Pierro performed a comprehensive coastal structures peer review and independent assessment for the
Town’s planned rehabilitations, which supported adding this component to the Beach Management
Agreement. Currently, Mr. Pierro is actively working with CB&I staff on the Southern Palm Beach Island
Comprehensive Shoreline Stabilization EIS as Senior Project Manager under the direction of the USACE.
Senior Project Manager, Southern Palm Beach Island Comprehensive Shoreline Stabilization Project, Palm
Beach County, Florida
This project addressed erosion concerns by providing additional storm protection to upland property while
minimizing impacts to nearshore hardbottoms. Due to the potential for adverse impacts to hardbottom
resources, an Environmental Impact Statement is being developed as required for permitting of the project.
Mr. Pierro provides coastal engineering support and oversight in evaluating project alternatives, reviewing
numerical modeling results, developing report and permit documents, and coordinating with stakeholders.
Principal Engineer Longboat Pass Inlet Management Study, Manatee County, Florida
The study was prepared to facilitate and integrate the ongoing management of the Pass and the adjacent
Gulf shore beaches. The main objective of the study was to develop a plan for both maintenance of a
navigable pass and to identify the most effective method of restoration and preservation of the adjacent
beaches on Longboat Key and Anna Maria Island. Developed project alternatives and provided guidance,
direction and oversight for development of a comprehensive morphodynamic model using Delft‐3D. The
study resulted in specific recommendations for comprehensive management of Longboat Pass, including
restoration and preservation of the adjacent beaches, and was submitted for review to the Town of Longboat
Key, Manatee County and the FDEP.
Principal Engineer, Indian River County Beach Preservation Plan – 2014 Update
The County’s Plan was updated to assess the condition of its coastline, performance of prior management
activities, and evaluate the continued use of beach nourishment versus implementation of coastal structures
as future management strategies. Numerical modeling assessed project performance. A storm impact
analysis coupled with GIS quantified reduction in property damages with a project in place. A recreational
benefits analysis assigned an economic value to the beaches. Design, permitting, construction, and
monitoring costs were optimized to develop long term, cost effective management strategies for the next 30
years. Mr. Pierro was responsible for providing technical oversight for the Delft‐3D numerical modeling and
general coastal engineering analyzes.
Principal Engineer, Blind Pass Inlet Management Study, Lee County, Florida
Under Mr. Pierro’s guidance, his team is developing an updated sediment budget for the inlet and evaluating
strategies of inlet sediment management with the objective of balancing the sediment budget between the
inlet and adjacent beaches and maintaining Blind Pass as an open inlet. The study includes gage deployment
and bathymetric survey collection in addition to gathering of existing data needed to execute the numerical

York
Dr. Robertson was Project Manager for a study determining FEMA
flood zone mapping in Bronx, NY. The net direction of tidal flow past
the property is from the Long Island Sound toward New York Harbor.
The proximity of the property to the East River and its potential risk of
flooding from storm surge have led FEMA to designate the property a
"V" zone.
Project Manager, Gulf of Mexico and Florida LiDAR Elevation Change
Analysis, US Army Corps of Engineer (USACE) Joint Airborne LiDAR
Bathymetry Technical Center of Expertise
Dr. Robertson was Project Manager for a volume change
quantification project using LiDAR data. USACE's Joint Airborne LiDAR
Bathymetry Technical Center of Expertise (JALBTCX) selected CB&I to
quantify volume change from multiple LiDAR data sets on the Gulf of
Mexico and east Florida coastline. Final products included all
quantified changes along with large format plots displaying the
change for the studied time period.
Project Manager, Benthic Habitat Mapping, Marquesas, Florida
Dr. Robertson was Project Manager of a benthic habitat mapping
project interpreted from satellite imagery in the Marquesas and
Quicksands area offshore of the Florida Keys. CB&I mapped more
than 1,300 km² of benthic habitats that are essential for developing
management strategies that balance the protection of these habitats
with their use. Habitats were mapped using “heads‐up” digitizing on
a large format Smart Board displaying pan‐sharpened color IKONOS
satellite imagery by identifying color and texture patterns that were
confirmed in the field using GPS‐linked drop and dive supported
cameras. Map interpretations were based on NOAA’s classification
scheme for mapping shallow‐water coral ecosystems of southern

Project Geoscientist, Panama City Beach Shoreline Protection Program, Panama City Beach, Florida
Dr. Robertson participated in multiple projects for Panama City beaches. The most recent project involved
utilizing existing LiDAR data to generate DEMs and contours of the beach and surrounding dunes. This
required application of various types of custom filters to ensure that the beach morphology was preserved
while non‐ground objects were removed. The bare earth contours were used to help design locations for
dune planting and fence installation. Other projects include geophysical and geotechnical data collection,
analysis, and reporting.
Project Geoscientist, Nearshore Edge Multi‐beam Survey, Broward County, Florida
CB&I was tasked to collect multi‐beam data along the nearshore edge of the offshore hardbottom to get a
better idea on how where sand would migrate following a beach nourishment project. After data were
processed, Dr. Robertson generated DEMs and performed QA/QC by comparing surfaces to previous LiDAR
data, beach profiles, and three‐dimensional visualization. The multi‐beam data were then combined with the
LiDAR data to provide a more complete surface for coastal models.

Professional Qualifications
Christopher Walker has a masters and bachelor degree in geology
with a background in geophysics and fluvial/coastal geomorphology.
He has topographic surveying experience utilizing RTK GPS, and
hydrographic surveying experience collecting offshore bathymetrical
data with single beam, multi‐beam, and interferometric sonar
systems.
Mr. Walker has experience leading land, small vessel, and large vessel
surveys. His experience includes topographic and hydrographic data
reduction and interpretation and is skilled at using ArcGIS 10.3 and
AutoCAD Civil 3D to produce desired maps, charts, and DEM’s for
report submittal. He is also highly organized and is experienced with
the management of large data sets.

Department contracted with CB&I to provide survey services for the
NE 16th Avenue Corridor Right of Way Verification and Topographic
Survey. The work included verification of the NE 16th Avenue Right of
Way as well as location of all improvements, overhead utilities, and
location, inverts, and material for storm and sanitary sewers. All work
was conducted underneath the direct supervision of a Florida
Registered Surveyor and Mapper. Mr. Walker was responsible for
survey data acquisition using RTK and Total Station system. He also
assisted with data reduction and map preparation.
Survey Technician, Miami‐Dade Annual Beach Profile Survey, Miami‐
Dade, Florida
Under the direct supervision of a Florida Registered Surveyor and
Mapper, Mr. Walker was responsible for hydrographic survey data
acquisition using RTK, Motion Compensator, and Digital Echo Sounder
as well as topographic data collections using RTK GPS. He also assisted
with data reduction and report preparation. CB&I, is a pre‐qualified

recently completed this survey again in April of 2014. Surveys were conducted at each Florida Department of
Environmental Protection (FDEP) R‐monument (R‐1 to R‐113) located at approximately 1000 foot intervals
throughout the project area. Additional intermediate profiles were surveyed from theoretical control points
at the halfway point (straight line distance) between major monuments. A total of 154 profiles stations were
surveyed.
Survey Technician, Broward County Mean High Water and Erosion Control Line, Broward County, Florida
Olsen & Associates (J/V) contracted CB&I to provide, in part, survey services for the 2014 Mean High Water
survey and preparation of an erosion control line. Surveyors from CB&I performed the survey and prepared
all required drawings, public notices, and other platting items as required by Chapter 161.141 of the Florida
Statutes. Under the direct supervision of a Florida Registered Surveyor and Mapper, Mr. Walker was
responsible for collection of survey data using the RTK GPS system. He also assisted with data reduction and
map preparation.
Survey Technician, Broward County S.R. A1A Emergency Repair, Broward County, Florida
Broward County selected CB&I to provide a topographic and hydrographic surveys. The survey area was
located along A1A from FDEP monuments R‐63 to R‐71. CB&I collected profiles at 200 foot spacing and at
each FDEP monument. CB&I utilizes state of the art survey technology to perform all tasks including Real
Time Kinematic Global Positioning Systems, dynamic motion compensators, and highly accurate digital
sounders to ensure a top quality product for the County. The survey was conducted as an emergency
response to the damages caused by Hurricane Sandy. CB&I conducted pre and post construction surveys as
well as additional monitoring surveys of the affected area. Under the direct supervision of a Florida
Registered Surveyor and Mapper, Mr. Walker was responsible for hydrographic survey data acquisition using
RTK, Motion Compensator, and Digital Echo Sounder as well as topographic data collections using RTK GPS.

Matthew Andrews

Matthew Andrews has been working in the area of coastal and
oceanographic geophysical survey since 1982. Mr. Andrews has been
the field supervisor for more than 40 marine sand searches for beach
restoration projects throughout the Gulf coast and eastern United
States including Alabama, Texas, Louisiana, Florida, New York, New
Jersey, Delaware, Massachusetts and North Carolina. He is
responsible for supervising the field operations and reviewing the

The Port of Miami contracted with CB&I to provide hydrographic
survey services in support of current port expansion and
improvement projects. Surveys included a detailed multi‐beam
survey, a sidescan sonar survey, and a Coda Echoscope survey of
several areas of the Port.
Field Operations Manager, Nearshore Edge Multi‐beam Survey,
Broward County, Florida
Broward County Environmental Protection Department contracted
CB&I to conduct a multi‐beam and interferometric survey. CB&I
surveyed approximately 15 miles of shoreline, from water depths of
approximately 5 feet to 30 feet. The survey targeted the nearshore
hardbottom edge and was used for ground truthing and relief
measurements. CB&I collected over 100 survey line miles and
incorporated findings from bathymetric, seismic, side scan sonar,
magnetometer surveys, jet probes and vibracores.

Field Operations Manager, Beach Restoration Project, Florida, Collier County, Florida
Mr. Andrews coordinated and provided field operation supervision for the phases of a comprehensive marine
geotechnical and geophysical investigation in support of the Collier County restoration project. The marine
investigation consisted of three distinct phases. Phase I included research and analysis and critical evaluation
of historical information and data for the areas offshore Collier County. Phase II consisted of collecting
offshore geotechnical data which included 50 sediment jet probes, 39 surface samples and hydrographic
survey. Potential sediment deposits were identified during this phase. Phase III included more detailed
geotechnical and geophysical investigations of the potential areas identified during Phase II investigations
and a cultural resources investigation of the selected deposits using magnetometers and sidescan sonar. A
total of 50 geotechnical vibracores, detailed seismic and sidescan data, were collected during the Phase III.

Benjamin Alcocer is a marine technician specializing in hydrographic

conduct survey control reconnaissance before field activities began. Single‐beam sonar data was combined
with RTK GPS and heave pitch and roll data to produce high accuracy soundings of the navigation channel. All
data was reduced and presented on a final survey map. Underneath the direct supervision of a Florida
Registered Surveyor and Mapper, Mr. Alcocer was responsible for taking tide measurements using RTK GPS
system as well as operation of the survey vessel.

Curtis Park Boat Ramp Topographical Survey, Miami‐Dade County, Miami‐Dade, Florida
CB&I was contracted to provide a topographic and boundary survey of the Curtis Park Boat Ramp in Miami‐
Dade County. Surveyors from CB&I located all improvements and ground elevation for the park. CB&I also
located all storm drains and adjacent open areas to support storm drain designs. All work was conducted
under the direct supervision of a Florida registered surveyor and mapper. The cost of these services and
associated engineering work was $55,000. Mr. Alcocer assisted in survey data collection using the RTK GPS

Professional Qualifications
Evan Cook has 6 years of experience working with LiDAR, GIS, CAD
and GPS, utilizing various platforms and in a diverse range of
applications. He has extensive knowledge of GIS, from digitizing to
database management, spatial data analysis, GIS based web/mobile
applications, metadata creation, and interoperability between
software platforms. Mr. Cook has worked on a number of surveying
projects throughout the state and the southeast, with experience
working offshore of the Atlantic Coast of the United States. He is
heavily involved with survey data processing, map production, and
report writing. He is trained and approved manager to utilize the
National Geodetic Survey’s OPUS‐Projects for the establishment of
GPS networks and control monuments. Mr. Cook formerly worked as
a Research Associate in the GIS Center at Florida International
University, and still maintains and collaborates with his former
colleagues.

Francis Stankiewicz

Francis Stankiewicz is a marine geologist and survey technician
located at the Tampa Bay Regional office in St. Petersburg, Florida.
This office is responsible for the planning and executing geophysical
operations, including the deployment and operation of sidescan
sonar, seismic sub‐bottom, and magnetometer systems. In addition,
the office also assists with project management and construction
observations of west‐ central Florida projects.
Since joining CB&I in 2011, Mr. Stankiewicz has been conducting
coastal and marine geophysical, geotechnical and hydrographic
surveys and coastal construction observations. He has conducted full
geologic mapping studies (including both field operations and office‐
based data processing and interpretation), full geologic stratigraphic
evaluations, sediment search investigations and cultural resource
investigations utilizing sidescan sonar, seismic subbottom,
fathometer, and magnetometer surveys, together with vibracore
collection and analysis, in support of large‐scale seafloor mapping
projects. In addition, Mr. Stankiewicz has conducted numerous
surveys to locate hardbottom habitat areas, artificial reefs, pipelines,
outfalls, shipwrecks, and cables.

Energy Administration, Ocean City, Maryland
During the summer of 2013, CB&I personnel conducted a high‐
resolution geophysical survey of the Outer Continental Shelf offshore
Maryland in an area designated by the U.S. Department of Interior as
the Maryland Wind Energy Area. The goal of this project was to
compile a comprehensive geophysical data set as well as identifying
potential hazards and submerged cultural resources to support the
future development of a large utility‐scale wind farm that has the
potential of supplying the population of Maryland with clean
renewable energy. Mr. Stankiewicz was the sonar operator.

The Port of Miami contracted CB&I to provide hydrographic survey services in support of current port
expansion and improvement projects. Surveys included a detailed single beam and multi‐beam hydrographic
survey, a sidescan sonar survey, and a Coda Echoschope survey of several areas of the port. RTK GPS was
utilized for positioning and on the fly tide corrections of the data. Mr. Tillman was responsible for navigation
and safety of the survey vessel as well as the set‐up of the RTK GPS and tide measurements.
Curtis Park Boat Ramp Topographical Survey, Miami‐Dade, Florida
CB&I was contracted to provide a topographic and boundary survey of the Curtis Park Boat Ramp in Miami‐
Dade County. Surveyors from CB&I located all improvements and ground elevation for the park. CB&I also
located all storm drains and adjacent open areas to support storm drain designs. All work was conducted
under the direct supervision of a Florida registered surveyor and mapper. The cost of these services and
associated engineering work was $55,000. Mr. Tillman assisted in survey data collection using the RTK GPS
system.

Angela Belden
Manager – GIS/CAD Services
Professional Qualifications
Angela Belden has over 21 years of experience working with various
GIS, CAD and engineering programs. She directs all GIS operations for
CB&I’s coastal restoration offices, and is responsible for the
management of personnel, software, and resources that provide GIS
and Computer Aided Engineering/Drafting (CAE/CAD) service and
product support to all of our regional offices and clients. She advises
the groups Remote Sensing and Spectral Analysis Applications,
including geoprocessing, archival in spatial databases and the creation
of maps and visualizations.
Ms. Belden possesses a broad range of experience with geospatial
technologies ranging from database design, integration, data
validation and integrity, specializing in complex GIS file translations
between widespread digital formats. She also directs all CAD
documentation development and software applications. She has
successful project and resource management experience and has
provided both geospatial and information management technical
support on numerous projects.
Ms. Belden has served as a Project Manager for GIS‐oriented projects
where responsibilities included proposal preparation, scope of work
development, level‐of‐effort and pricing determination, and
scheduling and budget oversight. She has authored and presented
papers at multiple GIS conferences.
Ms. Belden is experienced in a variety of information technologies,
from ESRI’s suite of GIS products to graphic design packages such as
Adobe Illustrator and Photoshop. Her project management
experience began in 2000 with environmental resource mapping in
Broward County, and has extended to more than 17 GIS benthic
habitat mapping projects from Texas to North Carolina. Ms. Belden
specializes in customized GIS products that clients require for public
distribution.

GIS Project Lead, Broward County Shore Protection Project: Environmental Resource Mapping and GIS
Product Development, Broward County, Florida
Ms. Belden served as the GIS Project Lead. CB&I mapping personnel and GIS Analysts developed a GIS
database utilizing legacy data, nearshore characterization from a 2001 baseline survey, and monitoring event
data collected on multiple spatial and temporal scales from 2004 to present. A combination of hot‐linked
cross shore digital video transects and an offshore gradient of biological monitoring stations are being used
within the GIS to assess potential changes in epibenthic community composition and biodiversity. The
cumulative effects assessment is being prepared using ESRI ArcGIS 10.1 database structure. This database
includes raw bathymetric and biological survey data, graphic representations of data and still/video hotlinks.
GIS Project Coordinator, Benthic Habitat Mapping of the Marquesas/Quicksands Area of the Florida Keys
Monroe County, Florida
Ms. Belden oversaw the creation of the mapping units and digitization efforts for this project. CB&I
conducted GIS‐based image analysis and visual interpretation of the color and texture pattern signatures
using “heads‐up” digitizing of ortho‐rectified, high resolution, pan‐sharpened color IKONOS satellite imagery.
Shallow‐water benthic habitats were delineated based on these attributes: large biogeographic zones that
are comprised of smaller geomorphological structure, and biological cover. Image enhancement techniques
like color band subtraction and application of various filters were applied to the images with positive results
especially in deeper environments. The mapping process was conducted using heads‐up digitizing on a large
screen LCD display equipped with a SmartBoard.
Database Architect/Custodian, CB&I Enterprise Database, Data Structure and Management, Boca Raton,
Florida
Ms. Belden directs GIS and Data Management staff supporting GIS and data management needs of five
regional offices. She has designed and developed workflows for editing and data processing in SDE for
concurrent editing, multiple projects, and phased versioning schemes. She has been responsible for
advancing and implementing technical solutions to the challenge of managing large datasets. These
innovations are designed to improve efficiency, reduce costs, and improve the quality of the data. She
researches new technology and suggests future database management direction. She directs in‐house
training and assists with the development of user documentation.
GIS/CAD Director, Lido Key Beach Renourishment Program, City of Sarasota, Florida
CB&I has performed engineering, environmental and survey services to the City of Sarasota since 1988
resulting in the construction of four beach renourishment projects. CB&I provided all design and permitting
services for construction of the most recent 2009 FEMA funded hurricane repair project. Ms. Belden’s role in

Heather Vollmer, GISP

Heather Vollmer is a GIS Analyst with CB&I. She has over 15 years of
GIS data creation, maintenance, remote sensing analysis, ground
truthing and GPS field experience. She designed, implemented and
performed habitat delineations for various projects within Florida,
North Carolina and New Jersey in the field and using remote sensing.
Ms. Vollmer is CB&I’s coastal resource database librarian. She
reformats and performs all QA/QC for database uploads as well as
data mining for additional beneficial database information. She
researches new technology and suggests future database
management direction. She provides all in‐house training and assists
with the development of user documentation.

GIS Analyst, Beach Preservation Plan – 2014 Update, Indian River
County, Florida
The County’s Plan was updated to assess the condition of its coastline,
performance of prior management activities, and evaluate the
continued use of beach nourishment versus implementation of
coastal structures as future management strategies. Numerical
modeling assessed project performance. A storm impact analysis
coupled with GIS quantified reduction in property damages with a
project in place. A recreational benefits analysis assigned an economic
value to the beaches. Design, permitting, construction, and
monitoring costs were optimized to develop long term, cost effective
management strategies for the next 30 years. Ms. Vollmer was
responsible for maintaining a GIS database of County parcel
boundaries and values, project features, and the landward extents of
modeled storm impacts in order to estimate costs associated with
storm damages.
GIS Analyst, 2015 Hard Bottom Delineations, Indian River County,
Florida
The County’s 2014 update to its Beach Preservation Plan
recommended that the edge of hard bottom extending throughout
the County be digitized based on aerial photography to establish a
historical baseline. Following collection of the aerial photography,
Heather was responsible for incorporating rectified aerial
photography into a GIS database and digitizing the landward edge of
exposed hard bottom along approximately 12 miles of coast. The
digitized edge of hard bottom was displayed in user‐friendly figures
that were accompanied with shape files to facilitate incorporation

GIS Analyst, Interactive GIS Database, Town of Palm Beach, Florida
The goal of the Town of Palm Beach, Interactive GIS database was to provide the client with a functional tool
to explore the data that pertained to the Town’s renourishment projects. Ms. Vollmer served as the GIS
Analyst on this project. She was in charge of creating the interactive interface, creating database structure,
QA/QC the database, writing FGDC compliant metadata, performing data analysis for impacts and
persistence of hardbottom resources.
GIS Analyst, Benthic Habitat Mapping, Marquesas, Florida
This project used remote sensing techniques to map large areas of the Florida Keys National Marine
Sanctuary. Ms. Vollmer served as the GIS analyst on this project. Her main role was digitizing interpreted
habitats from IKONOS satellite imagery. She created codes for complex units, allowing end users to display
units in their entirety or as simplified units. By utilizing additional remote sensing software she was able to
improve the interpretation of offshore reef benthic features within the imagery. She worked on in‐situ video
collection for verification of mapping units.
GIS Analyst, Coastal Vulnerability Geodatabase, Florida International Hurricane Research Center, Miami,
Florida
Ms. Vollmer researched how to utilize GIS methodologies to validate the many different types of storm surge
model. By utilizing field data and the model outputs in reference to in situ debris lines and high water marks,
she was able to show how each model performed in determining historical storm events.
