The following narrative and documentation are provided to demonstrate that Maser Consulting P.A. has the necessary qualifications to perform Shoreline Surveying and Mapping Consulting Services needed by the City of Sunny Isles Beach. Section 2.4.A:  Maser Consulting P.A. is registered as a business entity in the State of Florida and is licensed to provide survey services through the State of Florida Department of Agriculture. Copies of the Sunbiz information for Maser Consulting P.A. and Maser’s Survey Business license (LB-8020) are attached.  Several key members of the proposed project team are licensed surveyors in the State of Florida; a copy of the Professional Surveyor and Mapper license for each of the following individuals is attached:  John Liptak, PSM No. 5664  Aimara Diaz la Rosa, PSM No. 6796  Michael Ehrhart, PSM No. 6941 Section 2.4.B:  The professionals at Maser Consulting have provided quality survey services in the South Florida area since 2005; those services have included topographic mapping of upland, beach and dune areas as well as hydrographic mapping of canals, ponds, and near shore areas. The survey techniques and methodology utilized for these projects conform to those outlined for use in the Florida Department of Environmental Protection Bureau of Beach Protection publication “Monitoring Standards for Beach Erosion Control”. Specifically, these have included topographic mapping using conventional survey (total station and optical survey instruments) and Global Positioning System (GPS) methods. National Geodetic Survey, Florida Department of Environmental Protection and Florida Department of Transportation monuments were used for horizontal and vertical control for these projects, and were referenced to North American Vertical Datum of 1988 (NAVD’88) and to the North American Datum 1983 adjustment of 1990 (NAD 83/90). Maser Consulting provided topographic surveys of the beach area both before and after the placement of sand materials to determine volume of material placed as well as conformance to design plans.  Intercoastal Waterway  MCZ Development  2007 to 2008  $10,000  This project included soundings and hydrographic survey of the Intercoastal Waterway form Hallandale Beach Boulevard to approximately 2,000 feet north of the bridge. The purpose of this document is to define and compile technical standards and specifications for project-specific data acquisition and processing and to provide a standard for systematic physical data collection for the monitoring of erosion control projects We have used the techniques prescribed in the “Monitoring Standards for Beach Erosion Control” to prepare topographic mapping of seawalls and piers, locate and stake the Coastal Construction Control Line (CCCL), and compile transects on beach and water front properties. Additionally, we have prepared Digital Terrain Models (DTM) of beach and dune areas; the DTMs were used to determine sand depths and volumes placed as part of beach replenishment projects and beach walk installation and renovation projects. In order to perform hydrographic surveys, Maser Consulting owns and operates a 19 foot aluminum Monark Survey Boat equipped with a 150hp Johnson outboard. This boat is used for hydrographic surveys of bay bottoms, the Intracoastal Waterway, harbor and marinas, and ocean/beach nourishment survey Projects. We also have 16 foot and 12 foot aluminum jon boats for canal work and cross-sections. All are maintained and reside at the Miami office of Maser Consulting P.A. located at 8290 NW 64th Street, Miami, FL 33166. Horizontal and Vertical Control will be maintained by our experienced Survey crews operating our Trimble and Topcon Survey Grade GPS and Total Stations. Hydrographic Survey Data will be collected via Multi-beam and Side Scan hardware in conjunction with HYPACK Hydrographic Survey and Processing Software. The Federal Emergency Management Agency (FEMA) Disaster Assistance Fact Sheet DAP9580.8 “Eligible Sand Replacement on Public Beaches” outlines the eligibility criteria for public assistance funding through the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The Act authorizes FEMA's Public Assistance (PA) Program to fund replacement of sand on damaged public beaches under certain conditions, with eligibility divided into two areas: emergency work and permanent work. Emergency work on beaches typically includes the construction of a temporary sand berm to protect against additional damage from a five-year storm. The work must be cost-effective as defined in the Code of Federal Regulations (44 CFR §206.225(a)(3)(ii)) and eliminate or lessen LOR Page 11 of 52 Engineers Planners Surveyors Landscape Architects Environmental Scientists Customer Loyalty through Client Satisfaction 8290 N.W. 64th Street Miami, FL 33166 T: 305.597.9701 F: 305.597.9702 www.maserconsulting.com immediate threats to life, public health, or safety; or eliminate or lessen immediate threats of significant additional damage to improved property. Grants for the repair, restoration, reconstruction, or replacement of public facilities are available through FEMA provided that the beach was constructed of imported sand and is included in an established maintenance program involving periodic re-nourishment preserving original design. The maintenance program should include periodic measurement of beach profiles to monitor depletion or accretion of sand; these measurements must be performed in accordance with the criteria outlined in the “Monitoring Standards for Beach Erosion Control”. When applying for grant funding, the City must prepare and submit copies of design studies, plans, construction documents, and as-builts for the original nourishment and any subsequent re-nourishments. Additionally, pre-and post-storm profiles that extend at least to the seaward edge of the sub-aqueous nearshore zone (closure depth, usually -15 to -20 feet) should be also submitted if available. If not available, the amount of material placed the sand lost due to a storm event can be estimated from the design study and re-nourishment history. LOR Page 12 of 52 Engineers Planners Surveyors Landscape Architects Environmental Scientists Customer Loyalty through Client Satisfaction 8290 N.W. 64th Street Miami, FL 33166 T: 305.597.9701 F: 305.597.9702 www.maserconsulting.com PROJECT APPROACH AND METHODOLOGY All work shall be conducted in accordance to Section 01000 (Beach Profile Topographic Surveying) and 01100 (Offshore Profile Surveying) of the March 2004 Bureau of Beaches and Coastal Systems Monitoring Standards for Beach Erosion Control Projects including field methodology and final deliverables. (http://www.dep.state.fl.us/beaches/publications/pdf/standard.pdf) Data collected for the monitoring of the project shall include beach profile surveys and inlet area surveys. These data will be collected by Maser Consulting for the topographic & bathymetric survey information. Prior to the start of the survey a reconnaissance of FDEP second order monuments is required to confirm that survey control is in place and undisturbed using Real Time Kinematic Global Positioning System (RTK GPS). In order to achieve required accuracy, the survey shall be controlled using FDEP 2nd order monuments. All accessible 2nd and 3rd order FDEP control monuments in the project area shall be located using RTK GPS. Topographic and Hydrographic profile surveys will be collected. All data seaward of the dune shall be collected using RTK GPS technology. Upland areas inaccessible to RTK GPS shall be collected using robotic total station techniques. Upland topography shall extend approximately 150 feet landward of the vegetation line or until an obstacle is encountered. An ACSM Certified Hydrographer shall oversee all hydrographic surveys for nearshore, offshore and inlet surveys. Hydrographic portions of the profile line shall be collected from a survey vessel equipped with RTK GPS technology and a dynamic motion sensor to provided instantaneous tide and motion corrections. Manual tide readings will be taken while conducting the onshore portion of the profiles to verify onboard tide readings. Standard hydrographic procedures shall be followed including all necessary quality control checks. Horizontal and vertical positioning checks will be conducted at the beginning and end of each day using second order FDEP monuments located in the project area. The fathometer will be calibrated via bar- checks and a sound velocity probe at the beginning and end of each day. The DIGIBAR PRO sound velocity meter or equivalent which provides a fast additional calibration for sound velocity as compared to the traditional bar check shall be used. More specifically, bar checks will be performed from a depth of five feet to a maximum depth of twenty-five feet. Analog data showing the results of the bar check calibration will be displayed on the fathometer charts at five foot increments during descent and ascent of the bar. This software shall provide horizontal position to the sounding data allowing real-time review of the profile data in plan view or cross section format. The navigation software shall also provide navigation to the helm to control the deviation from the online azimuth. The landward limits of the hydrographic survey shall be based on a minimum of fifty feet beyond the seaward extent of the beach profile. Profiles shall extend seaward beyond the depth of closure (11 ft NAVD88), or 2,500 feet offshore, whichever is further. A Professional Surveyor and Mapper (PSM) shall sign and seal the required DEP survey reports which shall include field survey notes, profile plots, GIS plan view maps, photographs in both directions along the beach and towards the dune also a close-up of the monument when found as well as all other required deliverables included in Section 01000 and 01100 of the FDEP Monitoring Standards for Beach Erosion Control Projects. Four copies of the report along with a CD version will be provided to the County. Aerial imagery will be collected in accordance with FDEP section 02100 Environmental Acquisition specifications. Color flight photos using a precision aerial camera will obtain negatives for preparation of raster imagery. The photos will use ground-truthed control points to process and ortho-rectify the imagery. Imagery will be supplied in AutoCad, TIFF/TFW format with 0.5 ft pixel resolution. A flight report and metadata will accompany 1” = 100’ scale raster image files. EHRHART, PSM Geospatial Regional Manager EXPERIENCE Mr. Ehrhart is a Project Manager with nearly a decade of experience with a wide array of survey projects, including providing topographic surveys; tunnel verification surveys; geographic information system (GIS) based structure inventory; property line restoration, public records research; and department of transportation (DOT) surveys. Mr. Ehrhart has extensive expertise with integrated surveying including RTK GPS, real-time GIS database creation with simultaneous asset collection to provide synchronized analysis of existing infrastructure. Mr. Ehrhart’s current professional focus involves implementing and leveraging advanced technologies into current survey operations to control cost, reduce scheduling, and increase safety in all survey operations. He specifically utilizes this technology in 3D Hi-Definition Laser Scanning (HDS) and Mobile LiDAR technologies for infrastructure analysis, design survey, and 3D modeling. Laser Scanning uses infrared laser technology to capture 3D point clouds of data to recreate project sites in survey grade location for 3D modeling as well as a host of other data formats. PROJECTS Diplomat Golf Course LiDAR Survey Hollywood City, Broward County, FL Project Manager supporting Triangle Survey and Mapping with full 3D mapping of this 100-acre private golf course. The course is redesigning its layout and Mobile LiDAR was the most efficient and effective means of data collection, while not inhibiting access by the general public. Tasks included collecting the LiDAR data and producing Civil 3D topographic maps to aid in the design efforts. Florida Power & Light Cooling Pond LiDAR Survey Manatee County, FL Project Manager providing services to AMEC Foster Wheeler and Florida Power & Light to support the mapping and redesign of the concrete retaining walls surrounding an existing 4,000 acre cooling pond in Manatee County, FL. Services include performing static LiDAR scanning around portions of the pond that are not accessible LOR Page 20 of 52 by boat. The resulting point cloud data was used to create a detailed Digital Terrain Model of the concrete walls for the redesign. SEPTA “West to Arsenal Interlocking” LiDAR Survey City of Philadelphia, Philadelphia County, PA LiDAR Extraction Manager supporting HNTB during the redesign and rehabilitation of this stretch of SEPTA railroads running into downtown Philadelphia. The survey scope included Mobile LiDAR collection of more than four miles of track, including Amberg measurement of specific track geometry elements. Submittals included full topographic survey of the rail corridor and 3D cross-sections of over 50 overhead catenary structures to assist in clearance design for the new track alignment. Florida State Route 54 Design-Build Scanning FDOT District 7 Pasco County, FL Project Manager responsible for providing Mobile LiDAR scanning services and survey support for the creation of design-build documents during the reconstruction of State Route 54 from the Suncoast Parkway to U.S. 41 in Pasco County, Florida. The highway was expanded from four lanes to six, with additional improvements including roadway, drainage, walls, signing, pavement markings, signalization, lighting, landscaping, and geotechnical and subsurface utility engineering. Median opening locations, driveway connection spacing, and turn-lane storage lengths were maintained during the design-build process. Duties included managing and coordinating all surveying and mapping services necessary to complete this project, including Mobile LiDAR data collection, processing, and extraction of roadway features for creation of a standard deliverable in full compliance with Florida Department of Transportation (FDOT) standards. Data Fusion was performed using conventional survey data in areas obscured from the Mobile LiDAR scans while integrating conventional survey data provided by FDOT from a previously surveyed corridor, as well as aerial LiDAR information. Our professionals also provided QA/QC services using aerial LiDAR and aerial imagery. All Aboard Florida, State Route 528 Mobile LiDAR Orlando City, Orange County, FL Project Manager for an intercity passenger rail project, known as All Aboard Florida, being developed by Florida East Coast Industries, LLC (FECI) that will connect Miami to Orlando with intermediate stations in Fort Lauderdale and West Palm Beach. Responsibilities included performing Mobile LiDAR acquisition and subsequent design survey creation for a seven mile stretch of the planned rail corridor. After the final data was adjusted and outputted, TopoDOT extraction software was utilized to compile 3D planimetrics and topography. 3D line and point features were then traced and draped directly over the point cloud. In addition, survey data for off pavement and obstructed areas was collected using conventional survey techniques and merged with the LiDAR information to create the final digital terrain model and Microstation design survey files. Eisenhower-Johnson Memorial Tunnel LiDAR Survey City of Denver, Denver County, CO Project Manager on a team contracted by Colorado DOT to develop an as-built of the historic Eisenhower- Johnson Memorial Tunnel, in order to design a fire suppression system routed through the tunnel’s current ventilation system. Responsibilities included utilizing Mobile LiDAR on the roadway portion of the tunnel and HDS Laser Scanning in the ventilation shafts to create full 3D models of the existing tunnel infrastructure and utilities that will be used in the new design effort. Tampa International Airport HCAA Main Terminal Transfer Level Expansion and Concession City of Tampa, Hillsborough County, FL Survey Task Manager working closely with the architecture group to develop a comprehensive work plan, which minimized disruption to the airport as well as expedited the 3D modeling turnaround schedule. The project was to provide a schematic design of the transfer level expansion, terminal refurbishment, and concession redevelopment program elements at all terminal facilities at TPA. The survey scope of services for the transfer level expansion included HDS laser scanning of the 268,000 SF terminal and creation of an as-built three- dimensional Revit model from the resulting point cloud data. The survey scope of services for the concession redevelopment program included a topographic survey of the 15-acre new warehouse property utilizing integrated surveying and laser scanning to develop a digital AutoCAD Civil 3D drawing of the project area. Project involved utilizing a variety of techniques for the surveying of 25 towers, including RTK GPS for main control and section corner locations, robotic total stations for locating ground features and traversing corridor and digital differential levels for the vertical bench line. This information was all processed and combined to form a highly detailed data set. Once combined, the final deliverable was created in AutoCAD Civil3D. As part of the QA/QC process, the final deliverable was overlaid with the HDS point cloud to confirm the terrain features that existed within the corridor. 30th Avenue North Bicycle Facility Design Services City of St. Petersburg, Pinnellas County, FL Project Manager responsible for field crew management, HDS scanning data reduction, Micostation drafting, and property restoration. Utilized HDS scanning to collect all topographic features along the corridor without traffic interruption. The project called for the provision of roadway design services for a design-build contract to the City of St. Petersburg, Florida. This project consisted of a four-mile corridor streetscape of one of the most trafficked pedestrian roads in the City. The City desired non-intrusive survey support to created topographic plans and Right-of-Way maps for the construction of pedestrian travel facilities and bike lanes spanning the corridor. Venice Landfill & Bee Ridge Landfill Sarasota County, FL Provided topographic mapping of two of the County’s landfills: Venice and Bee Ridge. Utilizing an aerial mapping sub-consultant, Mr. Ehrhart managed and coordinated the collection of existing site information to develop contour maps and planimetric data for the County. This project was successfully completed under an accelerated time table of three weeks from receipt of a NTP, due to the year-end financial calendar for this client. Hard Rock Casino Laser Scanning Survey City of Tampa, Hillsborough County, FL Project Manager responsible for collecting detailed as-built data of the entire site to facilitate the creation of survey base files and assist with engineering design efforts. A Leica C-10 HDS Scanner was used in the field effort to perform a terrestrial laser scanning survey of the existing hotel and casino infrastructure. Over 70 set-ups were utilized to obtain coverage over the extent of the building footprint. Point cloud data collected in the field effort was utilized by the survey and design team to create base maps of the as-built conditions of the site for accurate design needs. I-75/I-275 Construction Inspection Services FDOT District 7 Project Manager responsible for using 3D Laser Scanning to collect dense, accurate volumetric data for post construction raw material piles to evaluate client budget concerns. Once the data was collected in the field, Leica Geosystems Cyclone and Autodesk Civil 3D 2008 were utilized to create very detailed digital terrain models from the dense point cloud representing each pile. Using tools in Civil 3D, the volumetric difference between each actual pile and the floor was calculated. With the extreme amount of data that was captured, was able to calculate very precise volume quantities. I-75 at SR-70 Interchange Manatee County, FL The FDOT required modifications to the existing infrastructure at I-75 and SR-70 area in order to develop designs for an “S” type interchange. Served as Project Manager for the survey portion of this effort, utilizing Mobile LiDAR to safely collect topographic information along five miles of I-75 and one mile of SR-70. This information was integral to the design team and provided the level of detail necessary to model the proposed interchange improvements in GEOPAK 3D corridor Modeler. Celebrezze Federal Building HDS City of Cleveland, Cuyahoga County, OH Project Manager tasked with creating a high definition point cloud which detailed facility features and artifacts 1” in size or greater on the building. Provided time-of-flight laser scanning of the exterior of this 400’ tall federal building in downtown Cleveland for architectural resurfacing design. Leica Cyclone was used to perform cloud-to-cloud registration of the field scans, and to filter and eliminate noise to the extent that detail and quality of the subject building data was not negatively affected. This project was completed in three days by performing scans from adjacent building platforms surrounding the site and the raw point cloud datasets was delivered to the client to aid in the as-built design. Country Club of the South City of Johns Creek, Fulton County, GA Lead Surveyor responsible for performing and managing field work associated with HDS scanning of over 1,000 LF of the Country Club’s pro shop, building facades, and 18th hole. This project included 3D location of all building thresholds, walkways, building improvements, and a DTM of over 3 acres of property. Implemented HDS scanning techniques to locate topographic information of the club housed and 3-acre site in one day. To determine if the construction of these casing was accurately preformed, tasked with reducing all data associated with this survey to produce 3D modeled surfaces of the casings and provided the client with comparisons of the information to determine if the pumps will be functional based on the “verticality” of the constructed casings. The existing bridge consisted of a two-lane eastbound structure adjacent to a four-lane westbound structure, with shared mechanical and electrical components. Over time, this caused significant maintenance challenges for the client, and led to routine mechanical malfunctions.
