As part of the inlet management planning, Land & Sea Surveying completes a survey of the inlet biannually. The goal of this project is to examine long-term trends and shorter-term variability of the beach, shoreface and overall sand budget of Sebastian Inlet. The database is used to assemble, shoreline change data, volumetric data and morphologic data that is used in calculations and predictive models to quantify the littoral sand budget and predict the potential for impacts during severe storms. The database drives models to simulate the potential for morphologic changes in the barrier island shoreface and tidal inlet shoals. The survey is performed using a combination of methods and equipment: a singlebeam 200 kHz transducer with RTK GPS positioning, a multibeam system with a POS-MV motion reference unit, RTK GPS land surveying systems and conventional totalstations. Cross-sections are performed every 200 feet from the inlet mouth into the Intracoastal Waterway 100 feet to the north and south of the inlet. Beach profiles are surveyed using an RTK GPS and/or conventional totalstation starting at the top of dune and continuing offshore to a depth of 40 feet with the singlebeam and multibeam systems. Beach profiles are collected at every R-monument, approximately every 1,000 feet. The first 17,000 feet on the south side of the inlet is 5 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services surveyed using a Reson SeaBat 7125 multibeam system at 400 kHz (shown above) to provide a complete picture of the reefs in this area. The project consisted of 3.8 miles of the south reach between Indialantic Beach and Melbourne Beach and 7 miles of the north reach from Port Canaveral to Patrick Air Force Base. Land & Sea Surveying surveyed beach profiles from the top of dune out to the toe of the slope for before dredge and after dredge conditions. We provided daily monitoring surveys of the channel widening to confirm when design template was achieved. We have been in business since 1992, providing surveying services all over the state of Florida. We have the expertise, knowledge and capability to provide all manner of surveying services, both on land and over water. We provided services in accordance with the Monitoring Standard for Beach Erosion Control as published by the Florida Department of Environmental Protection Bureau of Beach and Coastal Systems. Our expert staff with over 100 years of combined experience is proficient in providing conventional, hydrographic, and GPS (static and RTK) surveying. Our team prides itself on our attention to detail and customer service while providing accurate and efficient products. Since our inception, we have completed thousands of surveys and worked for many governmental entities including Sebastian Inlet District, Jupiter Inlet District, US Army Corps of Engineers, St. Augustine Port, Waterway & Beach District, Canaveral Port Authority, City of Ft. Pierce, City of Miami, City of Gulfport, City of Cocoa, City of Melbourne, Indian River County, Brevard County and Martin County. The principal and founder, Tim Carlile, holds Professional Surveyor licenses in five states (Florida, Georgia, Mississippi, Louisiana, and Texas) and the US Virgin Islands. Since 2004, Land & Sea Surveying has provided profiles of the beach at Sebastian Inlet, 6 miles north and 6 miles south of the inlet. The data sets collected by Land & Sea Surveying for the Sebastian Inlet District is compiled in an interactive GIS and remote sensing database that is used to examine long-term trends and shorter-term variability of the beach, shoreface and overall sand budget of Sebastian Inlet. The Inlet’s plan and Land & Sea Surveying data collection methods were developed alongside the 1988 Florida Beach Management Act with the Florida Department of Environmental Protection, Bureau of Beaches and Coastal Systems. 9 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Land & Sea Surveying also responded to a request from the District to survey the south shoreline of the inlet for damages caused by Hurricane Sandy in 2012. The survey was used for submitting funding requests to FEMA for repairs and engineering design of the repairs. Land & Sea Surveying was additionally able to quickly mobilize in response to a request from Indian River County to survey the beaches on the south side of the inlet following Hurricanes Francis and Jeanne in 2004. Land & Sea Surveying surveyed the beach profiles within days following the hurricane to accurately capture the effects of the storm. Land & Sea Surveying is fully equipped to handle shoreline profile surveys in all conditions. In 2013, we mobilized with an ATV and a Jetski equipped with single-beam hydrographic system and RTK GPS to Parrot Cay in the Turks and Caicos Islands to survey the north and west shorelines for erosion monitoring and design of an erosion control system. 10 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services From November 2013 to May 2014, Land & Sea Surveying worked with Great Lakes Dredge & Dock on the beach renourishment project in Brevard County. Land & Sea Surveying crews were on site daily to monitor the fill process, providing reports of each profile before-dredge and after-dredge for quantity calculations 11 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services 20-foot MonArk caught on Sebastian Inlet WebCams and to confirm when design template was met. The project area was 3.3 miles on the south reach in the Indialantic/Melbourne Beach area and 7 miles of the north reach in the Cape Canaveral/Cocoa Beach area. Using RTK GPS with the wireless connection between the controller and the antenna/radio, the crews were able to walk out to the required depth without danger to personnel or equipment. In addition to the Jetski Survey Vessel, Land & Sea Surveying has five other hydrographic survey vessels: a 40-foot SeaArk aluminum research/survey vessel, a 20-foot MonArk Survey Vessel, a 20-foot pontoon barge for surveying and sample collection, a 20-foot Mako center console for surveying and dive operations, and an 18-foot Johnboat shallow water singlebeam survey vessel. We also have several GPS survey systems, including the latest from SpectraPrecision, the SP80, with GPS, GLONASS, BeiDou, Galileo, QZSS and SBAS capabilities. We have dedicated land-based systems and vessel-mounted systems for simultaneous onshore and offshore data collection. Brevard Beach Renourishment 12 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services APPROACH/METHODOLOGY All survey services will be provided in accordance with the “Monitoring Standards for Beach Erosion Control” as published by the Florida Department of Environmental Protection Bureau and Coastal Systems and to adhere to the FEMA Disaster Assistance Fact Sheet, DAP95808.8 in preforming surveys for funding assistance. Land & Sea Surveying will provide analysis of our data and data collected by Miami-Dade County both current and historic. We will also be available to present reports, attend meetings and participate in strategy sessions as needed by the Miami-Dade County. In supporting the City of Sunny Isles Beach ongoing beach management effort, Land & Sea surveying will provide topographic and hydrographic surveying services. Land & Sea Surveying will survey profiles at an interval as requested by the City’s engineers beginning from the top of dune and extend offshore to the requested depth. Upland data will be collected using an RTK GPS and/or conventional total station as determined by conditions at the time of survey. Offshore data can be collected along the profile lines with a singlebeam hydrographic system at 200 kHz frequency. Horizontal and vertical positioning will be acquired through RTK GPS. Land & Sea Surveying can also complete offshore bathymetric surveys utilizing a multi-beam bathymetric system. The multi-beam system provides 100% coverage for increased seafloor detail and highly accurate volumetric computation database. The multibeam system operates at 200 or 400 kHz frequency and incorporated an App Upland data surveyed utilizing conventional and GPS surveying systems will overlap the offshore data taken with bathymetric survey systems for quality control between methodologies. Survey data will be tied to a reference datum using a minimum of two published monuments at each project site. We do not rely simply on checking drawings and documents once they are complete. Quality Assurance begins before the first computer is turned on; this means we develop a clear understanding of the goals and objectives of the project with the client and the team members before we develop the final approach to the requested scope of work. His experience extends beyond the traditional surveying to using ROV, USBL, and CTD equipment for environmental surveys and Single beam, Multi-beam, Side Scan, Magnetometer, and Sub-bottom profiler for hydrographic surveys. Recent Project Experience Cocoa Beach Residential Canals Muck Removal Project – Project Manager/Professional Surveyor Land & Sea performed a pre-dredge survey with probes every 250 feet to quantify the amount of soft sediments (muck) to be removed from 6 canals in Cocoa Beach. Upon completion of the dredging, we will perform post-dredge surveys. 15 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Turkey Creek Dredging/Muck Removal Project – Project Manager/Professional Surveyor Having performed vibracore sampling for Brevard County for preparation of the bid documents, Land & Sea Surveying was very familiar with this project. We are now working with the dredger and completed the pre-dredge surveys and muck probes for quantity of material to be removed. Sebastian Inlet Semi Annual Survey – Project Manager/Professional Surveyor Land & Sea Surveying provides a full survey of the inlet including beach profiles for 6 miles to the north and south of the inlet and into the intra-coastal waterway every 6 months for the past 11 years. The project also includes a multi- beam survey of the reef area. The surveys are performed for monitoring of sand movement as well as sand budget calculations. Titusville Railroad Bridge Survey – Project Manager/Professional Surveyor Land & Sea performed a magnetometer, side scan sonar and bathymetric survey of this area surrounding the west landing of the bridge and supports to show any possible buried debris with a complete picture of existing conditions. State Road 405 Bridge Submerged Cable Location – Project Manager/Professional Surveyor Land & Sea Surveying located and marked the horizontal position of an existing submerged utility conduit. The location was achieved by sending an electric tone through the conduit from the landing on one side with a ground on the opposite side of the river. The resultant electromagnetic field was then located with a vessel-mounted receiver using HYPACK for positioning. Port Canaveral Channel Widening Project – Project Manager/Professional Surveyor Land & Sea Surveying is working with Dutra Group and GLF Construction on this project. Dutra is performing the dredging and GLF is performing the upland cut back the construction of a DMMA. Land & Sea Surveying is monitoring the dredging operations to confirm when the template depth is met. Surveys are being performed using single beam and multi-beam technologies. We have also surveyed the upland area to verify conformance with the design template. Mr. Carlile has calculated quantities and has been providing the dredger with HYPACK target files for high areas. Port Canaveral Cruise Terminal 6 – Hydrographic Surveyor Land & Sea Surveying provided a multi-beam survey of the CT-6 berth to determine existing conditions showing where ships propellers and side- thrusters create a washout area near the berth wall and created high spots of material reducing the minimum clearance under the ships. The survey was also used for bide document for the installation of scour mats at the berth. Her previous experience in banking, government and corporate accounting has provided a solid background for her role as Office Manager/ Accountant. As the Office Manager, Ms. Carlile’s primary responsibilities include all accounting functions, insurance policy administration, contract administration, researching and preparing proposals for all projects, scheduling of crews, and ensuring project deadlines are met. Suzanne also works as a field survey technician and CAD operator. She is proficient with the Ashtech/Magellan GPS survey systems and in operating both single beam and multi-beam hydrographic survey systems. She is likewise knowledgeable with MicroStation V8Ii, Terramodel 10.61, HYPACK 2014, and PDS2000 for data collection, post-processing and drafting. Hydrographic survey of Port Canaveral Channel Widening Project Multibeam survey of Cruise Terminal 6 in Port Canaveral, Florida. 17 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Recent Project Experience: Port Canaveral Channel Widening Project – Contract Administration Land & Sea Surveying is working with both Dutra Group and GLF Construction on this project. Dutra was awarded the dredging portion of the project and GLF was awarded the upland portion. The upland portion is from the -13 foot contour up. GLF hired Dutra to perform the dredging of their portion. Land & Sea Surveying is performing single beam and multi-beam surveys for both Dutra and GLF to clear dredging sections. Land & Sea Surveying is also providing data for progress reports to Canaveral Port Authority and the construction bond holder. Sebastian Inlet Semi-Annual Survey – Contract Administration The current survey consists of surveys performed with single beam, multi beam and upland RTK GPS systems. The surveys are performed in February and August of every year and the performance period is 45 days. We have met the deadlines on every survey and remained within the established budget. City of Fort Pierce City Marina Storm Protection – Contract Administration Land & Sea Surveying worked with the City of Fort Pierce and their engineers to construct a manmade breakwater in the Indian River adjacent to the marina for storm protection following near total destruction of the marina in the 2004 hurricane season. Land & Sea Surveying performed a pre-design bathymetric survey and the “time-zero” monitoring survey of the completed islands. We also completed a control survey to set 56 brass disk benchmarks and six iron rod and caps for monitoring the shrinkage or expansion of the islands. The following year, we completed the one-year monitoring survey of the islands and surrounding river bottom. Before Survey After Survey 18 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Brevard County South Reach and North Reach Beach Renourishment Land & Sea Surveying worked with the Great Lakes Dredge on this ACOE project to fill 3 miles of beach on the south reach and 7.5 miles on the north reach. Surveys were completed for before dredge and after dredge conditions to verify material quantities and conformance with template. After-dredge monitoring surveys were completed daily to notify the dredger as soon as a section was cleared and they could move on to the next section. He is well experienced in operation of ROV, field data collection, and dive operation planning. He is also familiar with hydrographic surveying procedures and equipment, as well as ArcGIS and other CAD software. Mr. Neumuller’s primary responsibility is field data collection on the following types of surveys; bathymetric surveys, magnetometer surveys, side scan sonar, ROV underwater site inspections, topographic surveys, as-built surveys, boundary surveys and construction services. Recent Project Experience: Sebastian Inlet Semi-annual Survey - Survey Technician Mr Neumuller worked on this project performing upland profile data collection and singlebeam hydrographic data collection. He also assisted with post- processing the hydrographic data. Port Lafiteau, Haiti – Hydrographic Survey Technician An interim inspection survey of the first berth of a new port in the county was performed. Land & Sea Surveying worked with the owner to perform hydrographic surveys of the berth to check for sufficient depth and width to allow for docking of their first cargo vessel. We will continue to work with the company to eventually reach depths and widths to allow for Panamax vessels. 19 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Key West Gas Pipeline Location, Key West, Florida Land & Sea Surveying located the submerged pipeline from Key West to Boca Chica. We located the horizontal alignment of the pipeline and the depth of burial. Our divers then inspected the line and took photographs of the exposed portions. Turkey Creek Dredging-Indian River Restoration Project, Palm Bay, Florida Land & Sea Surveying is working with Gator Dredging on this project for Brevard County. The project is part of the overall project to remove muck from the Indian River and restore the natural bottom. Land & Sea Surveying collected vibracore samples in 13 locations of the creek which were classified as to sediment size, color and consistency. The samples were used to determine the depth of muck to be removed. We are now performing bathymetric surveys to monitor the dredging progress as well as for progress payment submittals. A pre-dredge survey was completed of the entire dredge area and as sections are completed, we perform an interim survey with quantity calculations. Recent Project Experience: SpaceX Complex Rebuild – Survey Technician Land & Sea has worked with SpaceX since 2007 preforming survey services for construction projects at three of their facilities located on Kennedy Space Center and Cape Canaveral Air Station. Mr. Jenkins has worked on recent projects including the rebuild of Complex 39a to accommodate a new rocket and Landing Zone 1. Sebastian Inlet Semi-annual Survey, Indian River and Brevard Counties, Florida. Land & Sea Surveying utilizes multiple methods of data collection in performing this survey for the Sebastian Inlet District. The inlet is surveyed using a 200 kHz single-beam hydrographic system. The upland portion of the beach profiles are surveyed using land-based RTK GPS survey systems along the pre- determined azimuth lines at every FDEP R-monument. The lines are surveyed from the top of dune out to wading depth with this method. The line is continued with a 200 kHz single-beam system on the Jetski survey vessel with RTK GPS positioning out to a depth of 40 feet. If seas prohibit use of the Jetski, the lines are continued with our 20-foot MonArk. Submerged Utility Location at FEC Railroad Bridges, Stuart and Jupiter, Florida Land & Sea Surveying worked with the utility company to locate and mark their submerged lines at the railroad bridges in preparation of repairs on the bridge. Using the land side access points, we energize one end of the tracing wire with a ground at the other end to send tone along the wire. A sensor is carried onboard the survey vessel to detect the resultant electromagnetic field. We waymark the location of the return of the AC signal to the sensor with the hydrographic and GPS systems, crossing the pipeline from both directions for redundancy. We will need access to the shore landing on both sides to send tone and for a ground. City of Melbourne Subaqueous Crossing Inspections and Hydrographic Services - Hydrographic Technician Land & Sea Surveying team provided research and located the existing primary control monuments, located subaqueous pipelines, acquired hydrographic data and provided digital and hard-copy mapping products of the existing pipeline. She learned drafting on the DOS-based versions of Microstation and Terramodel. Recent Project Experience: Port Canaveral Channel Widening – CADD Manager Land & Sea Surveying is performing single beam and multi-beam surveys to monitor the dredging progress of this project to widen the channel in Port Canaveral harbor. Ms. Kerosotis has supervised staff in the processing of all data and creation of cross-sections. She has also assisted in providing reports to the dredger of cleared sections. FIND Maintenance Dredging Project in the Area of Ponce Inlet – CADD Specialist Land & Sea Surveying worked with the dredging contractor, Cavache, Inc., on this FIND project to dredge approximately 5 miles of the Intracoastal Waterway. For pre-dredge conditions, we performed a multi-beam survey and magnetometer survey. Post-dredge quantities were calculated using the pre- dredge conditions from the multi-beam bathymetric survey. With the magnetometer survey, Land & Sea Surveying was able to determine some possible hindrances to the dredging progress. This allowed the dredger to address these issues and prevented delays in the project. Sebastian Inlet Semi-annual Survey, Brevard and Indian River Counties, Florida Land & Sea Surveying has worked with the Sebastian Inlet District since 2004 performing semi-annual monitoring surveys of the inlet and beaches to the north and south of the inlet. The survey consists of the entire inlet from the outer jetties to the intracoastal waterway in the Indian River. Beach profiles are surveyed every 1,000 feet for 6 miles to the north and 6 miles to the south of the inlet. We also complete a multibeam survey of the reef south of the inlet. Port Canaveral Corner Cut-off Project, Cape Canaveral, Florida Land & Sea Surveying worked with Great Lakes Dredge and JP Donovan Construction on this project at Port Canaveral. The project was to widen the entrance to the West Turning Basin thus allowing the larger cruise ships to dock at Port Canaveral. JP Donovan Construction completed the upland portion and GLDD completed the dredging portion. Land & Sea Surveying completed hydrographic and topographic surveys to monitor progress. Coastal Systems experience is detailed in the following project descriptions: Sunny Isles Beach Management, Miami-Dade County, Florida, City of Sunny Isles Beach Coastal Systems conducted an analysis of coastal processes at Sunny Isles Beach to provide recommendations for future beach management as part of a Phase I - Shoreline Stabilization Study. The Study found that long term and storm-induced beach erosion along the 2.5 miles of City of Sunny Isles Beach requires frequent and costly maintenance with beach nourishment. Beach compatible sand sources in Florida are diminishing, and long term stabilization of hot spot areas and reduction in beach nourishment 29 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services event frequency overall may be beneficial in maintaining adequate beach width for shore protection and for recreational use. Coastal Systems conducted a comprehensive coastal engineering study for Sunny Isles to evaluate coastal processes along the shoreline of Sunny Isles. Detailed hydrographic surveys of two existing submerged breakwaters were conducted along with beach profiling to provide data for input into the numerical modeling software. Offshore wave statistics were prepared utilizing wave data from 1980-1999 to obtain annual conditions that influence sediment transport. Wave modeling was conducted by utilizing the Danish Hydraulics Institute (DHI) MIKE-21 Spectral Wave (SW) model to simulate offshore waves propagating onshore. This model was coupled with the MIKE-21 Hydrodynamic (HD) model to determine the littoral current generated by breaking waves. The resulting sediment transport was evaluated to identify erosion trends along the shoreline. The numerical modeling results indicated that the north segment is characterized with the highest degree of erosion, while the south section was mildly erosional, and the middle section was relatively stable. Two hot spots were identified in the northern section, and wave focusing results were evaluated. Beach management recommendations were prepared based on the coastal engineering results, and coastal structure concepts were prepared for shore stabilization. Additional beach management recommendations were provided as longer term solutions to reduce erosion rates, mitigate local hot spots, and to extend the life of beach nourishment projects. 30 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Coastal Systems conducted a review of completed or planned beach management projects in the Tri- County area to update the Phase I Study as part of the Phase II – Coastal Structures Feasibility Study. An evaluation of existing beach management projects incorporating coastal structures in the Tri-County area was completed as part of the Phase II Study. The history and performance of these structures showed that similar projects may be feasible to stabilize the shoreline in Sunny Isles Beach. The current status and regulatory challenges associated with obtaining environmental permits for these projects, as they relate to potential projects within Sunny Isles Beach, was performed and showed that coastal structures are permittable if the impacts of said structures are avoided and minimized. A beach performance evaluation was also completed as part of the Phase II Study to quantify shoreline changes and sediment transport between Port Everglades and Baker’s Haulover Inlet. The regional evaluation of sediment transport was completed to quantify the amount of sand movement along the beaches of Sunny Isles Beach, as well as along the updrift and downdrift beaches and adjacent to the Newport Pier. A review of innovative technologies for beach management was conducted to evaluate their effectiveness for the beaches of Sunny Isles Beach. A beach management strategy was developed which included beach nourishment, coastal structures, data collection, and outreach. Coastal Systems has also provided consulting services to the City of Sunny Isles Beach regarding evaluation of potential alternative sand sources for placement on the beach, including material excavated from upland development sites within a noncontiguous municipality. These services included sand compatibility review and permitting strategy. Coastal Systems conducted an underwater investigation of submerged breakwaters located offshore of the City of Sunny Isles Beach. The structural assessment evaluated the condition of the existing breakwaters, collected representative measurements of the existing structures, and summarized the findings in an Engineering Assessment Report. The results confirmed significant settlement and displacement of the armor stone had occurred likely reducing the effectiveness of the structures for shoreline stabilization. Hillsboro/Deerfield Beach Renourishment, Broward County, Florida, Town of Hillsboro Beach Coastal Systems has provided continuing beach management consulting services since 1996 for the Town of Hillsboro Beach. The 2011 Hillsboro/Deerfield beach nourishment project that was designed and permitted included approximately 375,000 cy of beach compatible fill placed on 7,175 ft. of shoreline in the northern mile of Hillsboro Beach and a portion of southern Deerfield Beach. Environmental permits were processed through the U.S. Army Corps of Engineers, Florida Department of Environmental Protection, and 31 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Broward County Environmental Protection and Growth Management Department. Extensive field work was completed by Coastal Systems that included marine resource surveys of nearshore and offshore reefs. A biological evaluation was completed for the federally listed threatened and endangered species including Acropora cervicornis and Acropora palmate, as well as swimming sea turtles that use the nearshore hardbottom as habitat. The mapped data was utilized to design the beach fill template and construction methodology to avoid impacts to hardbottom. Coastal Systems also managed the updated geological evaluation of the borrow area completed by SEA that included vibracoring. Construction plans and specifications were completed and the plans incorporated the use of float line connected to the submerged dredge discharge line to extend over the section of nearshore reef to avoid impacts. Furthermore, the project utilized rock screens on the dredge cutterhead and on the pipe discharge on the beach to screen the beach fill for ¾-inch rock. Coastal Systems assisted the Town through the bidding process. Site engineering services were provided throughout construction to ensure conformance with the plans, specifications, and permits. Coastal Systems is conducting biological and physical monitoring of the project performance for three years post construction, as required by the environmental permits. Coastal Systems has continuously provided consulting services relative to beach management as an extension of the Town of Hillsboro Beach’s staff. The following is a brief outline of some of the task orders assigned to Coastal Systems:  1997 Town of Hillsboro Beach Long Range Beach Management Plan – Coastal Systems developed the beach management plan for the Town. This plan outlined options for beach nourishment including offshore and truck haul sources of sand.  1998 Hillsboro/Deerfield Beach Nourishment– designed, permitted and managed construction of the first beach nourishment in the Town and Broward County Segment I beaches since the early 1970’s. The 550,000 cubic yard beach nourishment was completed within one year after permit applications were filed. Coastal Systems assisted the Town in the joint project with Deerfield Beach and secured 50% funding from the Florida DEP. 32 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services  1998 Beach Project Monitoring – Coastal Systems conducted the required physical and biological monitoring of the beach project for four years post-construction.  2002 Boca Inlet Technical Advisory Committee (TAC) – Coastal Systems represented the Town on this technical committee facilitated by the Florida DEP.  2004 & 2005 Hurricane Impact Assessments – Coastal Systems consulted with the Town to assess hurricane impacts to the beaches within the Town. In 2004, Coastal Systems secured approximately $3.1M in beach nourishment funding from FEMA. This funding was utilized for the design/permitting and construction of the 2011 beach nourishment project.  Broward County Segment III – Coastal Systems provided coastal engineering consulting on behalf of the Town relative to the use of borrow areas offshore of Hillsboro and Deerfield Beach by the County for the Segment III (south of Port Everglades) beach restoration project constructed by the County in 2005/2006.  2007 Truck Haul Nourishment – Coastal Systems assisted the Town with this “Project of Opportunity” to utilize excavated sand, in accordance with the Town’s ordinance, for a 5,000 cy maintenance project in the northern section of the Town. Coastal Systems designed, permitted, and did construction administration of the project.  2012 Coastal Structure Study – Coastal Systems conducted numerical modeling of coastal structural alternatives to address the downdrift erosion from the groin field in Deerfield Beach. Alternatives were addressed in terms of coastal engineering performance and environmental permit feasibility. A series of submerged breakwaters were determined to be feasible for the transition downdrift of the groin field 33 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Village of Key Biscayne Beach Nourishment, Key Biscayne, Florida Coastal Systems has provided beach management consulting services to the Village of Key Biscayne since 1996. Services have included coastal engineering, beach nourishment design/permitting, sea turtle lighting ordinance development, marine biology, and hydrographic surveying. Environmental permits for maintenance beach nourishment projects were processed through the Miami Dade County Department of Environmental Resources Management (DERM), Florida Department of Environmental Protection (DEP), and the U.S. Army Corps of Engineers for the 1.1-mile long beach to be nourished on an interval of 3 to 4 years. These permits are valid for multiple events, providing the Village with flexibility to manage the beach with upland sources of beach fill. The first event was constructed in June-July, 2012 with the placement of approximately 38,000 cubic yards of beach fill from the Ortona Mine in central Florida utilizing truck haul construction methods at a cost of $1.5M. The beach fill project was specifically designed based on two different modeling methodologies, as required by the regulatory agencies, to not impact adjacent nearshore seagrass. Coastal Systems assisted the Village with the bidding and managed the construction that included construction stake-out and pre/post construction beach profile surveys. Physical and biological monitoring in accordance with the environmental permits is ongoing. Coastal Systems also assisted the Village in securing FEMA funding from impacts to the beach from Hurricane Wilma in 2005. The beach is classified as an “Engineered Beach” due to the ongoing beach management program, and $1.3M in FEMA funding was obtained for a two phase project that included dune restoration in 2008 and the truck haul nourishment in 2012. The 2008 dune rehabilitation truck haul project was designed and permitted in 2007 to address severe erosion since Hurricane Wilma. This project 34 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services rebuilt the high dry beach, as well as dune resources that had been eroded. Coastal Systems administered construction of this project. Coastal Systems developed a long-range beach management plan in 1997 to address the Village of Key Biscayne’s erosional shoreline. In order to develop the plan, the engineering team analyzed the physical processes influencing the project such as winds, waves, tides and storm impacts. These processes were evaluated to determine the erosional patterns, design criteria, and design life. The resulting 2002 beach renourishment project expanded the beach and created a dune, which required approximately 120,000 cubic yards of sand obtained from an offshore borrow area. The newly constructed dune was vegetated with a variety of native dune species and now connects the dune systems of the state and county park north and south of the project site. Construction took place over the summer of 2002, during which Coastal Systems provided construction administration services. Annual monitoring survey and reports were conducted to document the performance for the following four (4) years. Coastal Systems completed the physical monitoring of the project which included the analysis of the project performance based on annual beach profile surveys. Volume calculations were completed and shoreline recession rates calculated. Monitoring reports were submitted and processed through the environmental agencies. 35 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services Hollywood Beach Management, Broward County, Florida, Hollywood Community Redevelopment Agency Coastal Systems has provided specialized strategic coastal consulting services to the City of Hollywood (City) and Hollywood Beach Community Redevelopment Agency (BCRA) relative to a variety of beach management initiatives over the past several years. Coastal Systems has provided a comprehensive range of services as described below. Coastal Systems has coordinated with the City in the context of other regional beach management initiatives to evaluate potential interim and supplemental means of stabilizing the City's beaches. The 2005 Broward County Segment III beach renourishment project provided restoration of the City's beaches; however, in some areas the sand placed under that project was substantially lost through erosion. As an interim beach management measure, Coastal Systems designed, permitted, and oversaw construction of a truck haul nourishment project to temporarily stabilize two eroded segments of the beach. Coastal Systems also coordinated the submittal of state beach funding applications for the interim beach nourishment project. Coastal Systems secured permits for the beach nourishment project that allow for multiple renourishment events using an upland source of sand over a ten year period of time. These permits enable the City to respond to storm events and protect their shoreline while Broward County evaluates their next Segment III project. Coastal Systems managed pre-construction biological resource surveys for Essential Fish Habitat, Acropora sp., and nearshore hardbottom edge delineation. The firm also oversaw pre-construction baseline survey to include installation of permanent biological monitoring transects and collection of quantitative and qualitative data. Biological monitoring included nearshore transect data (video, sediment depth, sand/hardbottom line intercept measurements, and permanent quadrat assessments), Acropora cervicornis health indices and sediment depth and artificial reef data (sediment accumulation and photographic documentation). Coastal Systems also managed all permit required post construction monitoring and associated reporting to include coordination with in house and external teams providing monitoring data. Coastal Systems also assisted the City with development of a Marine Turtle Protection Ordinance, which went into effect in 2011. This assistance included a comparative review of other local lighting ordinances for similar beach conditions in South Florida, assessment of biological and technological data, and consideration of other circumstances unique to Hollywood Beach. Coastal Systems also assisted the BCRA in securing state coastal construction permits to install Mobi Mats for Americans with Disabilities Act (ADA) compliant access out onto the recreational beach and also provided the City with an initial framework for evaluating the feasibility of a public Intracoastal Boardwalk. As a sub-consultant to Zyscovich, Inc., Coastal Systems evaluated current regulatory and physical conditions and recommended planning approaches to 36 | P a g e RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services address coastal storm and flood vulnerability of the oceanfront community as part of the updated BCRA Master Plan that was issued in 2007. Coastal Systems assisted the City of Hollywood with environmental permitting for the restoration and improvements to the historic oceanfront Broadwalk located between Sherman and Jefferson Street. At a length of approximately 11,000 feet, the project replaced the 22-foot-wide asphalt material of the existing Broadwalk with decorative pavers-on-sand. Coastal Systems worked closely with the Florida Department of Environmental Protection (DEP) Bureau of Beaches and Coastal Systems, as well as the Florida Fish and Wildlife Conservation Commission and the City of Hollywood in order to secure the required state and local approvals. Coastal Systems assisted the City in demonstrating to the DEP that the project location, materials, vegetation, and other elements would not impose an adverse impact to the beach-dune system. Extensive care was taken to replace existing pole lights that could disrupt nesting or hatchling endangered marine turtles on the adjacent beach with light fixtures that are specially shielded for turtle protection but also preserve the historic character of the Broadwalk and provide sufficient illumination to meet human safety requirements.
