(SDI) is a privately owned and operated multi-disciplinary surveying and mapping firm, specializing in coastal and offshore data acquisition, with fully -staffed and established offices in Delray Beach (Palm Beach County) and Melbourne (Brevard County). SDI was founded by William T. Sadler Jr., P.E., P.S.M., a long-time resident of Florida and graduate of Florida Atlantic University with a B.S. Degree in Ocean Engineering. SDI is a Small Business Enterprise, certified in the field of surveying and mapping by recognized government agencies such as FDOT, South Florida Water Management District, and Palm Beach County. Mr. Sadler maintains an active state license in surveying and mapping and, to fulfill his desire for diversity, holds a n active state license as a professional engineer and a building contractor. SDI was originally organized in 2004 to provide surveying and mapping services with a corporate objective to remain small and specialized yet diversified in order to best fulfill the needs of the industry. Coastal surveying and mapping is SDI’s specialty and their firm has supported numerous municipalities, counties, government agencies, coastal engineers and other private concerns with such services covering hundreds of miles of coastline within the State of Florida, other areas of the United States, the Caribbean and many foreign regions. Representative clients have included the U.S. Army Corps of Engineers (USACE), Florida Department of Environmental Protection (FDEP), Palm Beach County Department of Environmental Resources Management (PBCDERM), Miami-Dade County Department of Environmental Resources Management (M -DDERM), Lee County and Collier County Coastal Zone Management. Although SDI offers a wide range of survey services, the firm specializes in coastal and oceanographic data collection and mapping. SDI has conducted numerous beach and nearshore profile surveys throughout the State of Florida and has a complete understanding of State survey criteria including the Monitoring Standards for Beach Erosion Control Projects developed by the FDEP Bureau of Beaches and Coastal Systems (BBCS). Additionally, SDI has experience with sand search programs encompassing bathymetric data collection combined with side scan sonar sur veys for identification and mapping of exposed natural and manmade features on the seafloor; sub-bottom profile surveys for assessment and quantification of sand resources; magnetometer investigations for detection and mapping of buried features of ferrous composition including items that may be of cultural significance; and diver investigations for groundtruthing the results of the remote sensing operations. CADD work is compliant with the Architectural Engineering CADD (AEC) Standards. SDI has generated GIS products related to coastal flood zones, coastal monitoring programs, post-storm high water surveys, inland waterway and deep-sea cable route investigations, and the monitoring and maintenance of the Intracoastal Waterway from Jacksonville to Miami. SDI maintains a complete inventory of only the latest in technology for surveying and mapping, including a fleet of survey launches and land-based vehicles for access and operations in essentially any environment. (SDI) shall be conducted in accordance with the latest update of the Florida Department of Environmental Protection (FDEP) Bureau of Beaches and Coastal Systems (BBCS), Monitoring Standards for Beach Erosion Control Projects. All work shall be conducted to the highest level of industry standards and under the responsible charge of a Professional Surveyor and Mapper registered in the State of Florida. All work shall meet or exceed the Minimal Technical Standards set forth by the Florida Board of Professional Surveyors and Mappers in Chapter 61G17-6, Florida Administrative Code, pursuant to Section 472.027, Florida Statutes. In emergency situations, SDI has the knowledge and expertise with the Federal Emergency Management Agency (FEMA) Public Assistance Program for “emergency work” and “restoration of damaged facilities”. SDI has supported numerous “post-storm” survey events for government agencies and municipalities throughout the State of Florida, including pre- and post-construction beach profile surveys for emergency dune construction / temporary sand berms. In addition to post -storm beach profiles, SDI offers the state-of-the-art equipment and experience to survey sand-source areas such as low-tide beach (foreshore and nearshore zones) areas, Dredge Materials Management Area (DMMA) spoil sites, and/or upland sand sources / stockpiles for truck-haul projects. The following standards, set forth by FDEP BBCS and the Florida Board of Professional Surveyors and Mappers, are maintained by SDI on all coastal surveying and mapping project: Horizontal and Vertical Data Horizontal Data: Feet, relative to the Florida State Plane Coordinate System, East Zone, North American Datum (NAD), 83/90 Vertical Datum: Feet, relative to the North American Vertical Datum of 1988 (NAVD 88) or the National Geodetic Vertical Datum of 1929 (NGVD 29). Horizontal / Vertical Control Verification SDI will verify the horizontal and vertical position of all found and used monuments for the survey. Horizontal and vertical positions will be verified via Real-Time Kinematic (RTK) GPS procedures. In the event vertical obstructions prohibit the use of GPS, conventional methodologies will be employed. BBCS maintains and provides a data file (ASCII format), “BBCS RTAB”, describing the horizontal and vertical location of all reference monuments for the survey. Temporary control points (TBM’s) will be set in the event a monument cannot be readily found. As practical, the TBM will be set at the reference monument location. If the specified location is not practical, the TBM will be set at a more suitable location either landward or seaward along the specified profile azimuth. The BBCS shall be notified of any missing monument s and shall be provided with the horizontal and vertical position of all TBM’s. Profile Data Collection - Onshore In accordance with Standards, onshore data collection shall extend seaward to approximate wading depth (-6 feet NGVD or the NAVD equivalent) as required to overlap the offshore profile data. Data collection shall extend upland to the profile monument or approximately 150-feet landward of the vegetation line, whichever is most seaward. In the event there is a physical barrier on line betw een the beach and the monument, every reasonable attempt shall be made to extend the survey beyond the barrier to the reference monument position. It is understood that certain physical barriers may be considered impassible such as large buildings, private residences with difficult access, waterbodies, mangroves or other heavy vegetation requiring line clearing. At the discretion of the surveyor, data collection will be terminated at the first physical barrier if deemed impassible using practical means of extending the survey landward. Accuracy levels shall be in accordance with the BBCS Standards. Data points will be collected at a maximum interval of twenty-five (25) feet and at all grade breaks (exceeding one-foot) and material changes along the profile. In the event the FDEP monument is located more than three hundred (300) feet landward of the vegetation line, data points shall be extended to one hundred (100) foot intervals from two hundred (200) feet landward of the approximate vegetation line to the monument location. The reference monument shall be recorded as range 0.0 along the profile with positive ranges extending seaward of the monument and negative ranges extending landward of the monument. Digital Photography As required by FDEP BBCS Standards, during the course of field data collection, digital photographs shall be taken at approximate mid-beach along each profile line. Three (3) photographs shall be captured, one each shore-parallel north and south of the profile and one towards the monument location. An additional photograph of the monument or TBM shall be taken with sufficient clarity to read the monument stamping. Digital images shall be provided to the BBCS on CD or DVD media , in image (.Jpg) format at a minimum 640 x 480 resolution. Profile Data Collection - Offshore Offshore profile data shall be collected from a point that overlaps the seaward limits of onshore data seaward to a range prescribed by the Client. Difference in time between the offshore and onshore profile data collection shall not exceed seven (7) calendar days. Offshore profile d ata shall be collected using an automated hydrographic system comprised of a survey launch equipped with a marine grade sounder, differential global positioning system and computer-based navigation / data collection system. The sounder shall be calibrated via bar checks at the beginning and end of each survey day in accordance with U.S. Army Corps of Engineers Specifications. Vertical accuracy shall meet or exceed that published in the BBCS specifications. The offshore survey shall continue seaward, extending to a minimum of 3000 feet offshore (from the most landward offshore data point) or to –30 feet (NAVD 88), whichever is reached first. Bathymetric profile data shall be collected as close to high tide as practical and shall extend landward to a de pth that overlaps the onshore portion of the survey a minimum distance of one hundred (100) feet. Maximum wave height during the course of bathymetric data collection shall be three (3) feet. Prior to the start of the survey a tide staff will be establi shed in proximity to the project for recording water levels during the course of the data collection activities. The tide staff will be set relative to published control in the vicinity of the project. Alternatively, SDI may employ the use of RTK GPS, including “on-the-fly” methods for collecting vertical data. Magnetometer data can be used to identify and map features of ferrous composition that are either buried or projecting above the seafloor such as manmade debris, cables and pipelines and /or other submerged items that may be impede navigation or impact dredging operations. The survey is conducted using a cesium magnetometer with positioning and heading provided via integrated dual-antenna DGPS with heading accuracy of 0.5 degrees. Cultural resource investigations encompassing magnetometer surveys can be assigned to SDI with the assurance of years of experience that few firms in the United States can match. Florida’s coast is rich in cultural resources as a result of our maritime history, and it is often necessary to provide investigations of these areas to delineate potential historic sites. Sub-Bottom Profiling Geotechnical studies and pre-dredge planning and design projects often require the support of a sub-bottom profiling survey. Sub-bottom profile data is collected using an Edgetech Sub-Bottom Profile system operating at low frequency range (2-16 kHz) to maximize penetration into the surface sediments. The sub-bottom profile system will be a portable system that uses a full spectrum CHIRP technology that minimizes multipath and noise effects while achieving high definition image slices of the sub-bottom material characteristics. Depending on sediment characteristics, several meters of penetration should be achieved using this system As requested, SDI can deploy divers to physically expose, identify and investigate canal banks, seawalls, structures, and/or utilities for any scouring/undercut areas, utility locations or seawall damage in proximity to the bridges.
