As a sub consultant to Aerial Cartographics of America, Inc. (ACA), Bowman Consulting provided survey services for this 5.5 mile
design survey project for the Florida Department of Transportation (FDOT) District IV. Our surveying services included the following
tasks.
The BLC and BM points from project network control sheets along the project were verified utilizing RTK-GPS surveying procedures
and re-established where necessary. Horizontal control was established on the 27 aerial and 102 mobile LiDAR targets required. Vertical
control was established thru the 102 mobile LiDAR targets from a closed level run utilizing the Trimble DiNi digital level and the existing
project network control. Cross-sections of the road pavement along CR 510 were taken to verify the mobile LiDAR obtained by ACA. A
DTM/topographic survey was performed utilizing RTK-GPS and traditional surveying procedures. A drainage survey throughout the
project was performed utilizing traditional surveying procedures by obtaining invert elevations and pipe information on all the drainage
structures.
The project was deliverables included Microstation .dgn files, a signed and sealed surveyors report, and updated project network control
sheets.

Under a districtwide surveying and mapping contract the Florida Department of Transportation, Bowman Consulting (formerly Creech
Engineers, Inc.) provided surveying and mapping services on eleven (11) drainage outfall ditches in Indian River County.
The scope of services for this project included calculating a baseline for each ditch with stationing starting at 30+00.00. Bowman staked
the ditch baselines (or baseline offsets) every 100’ for clearing, cross sections and environmental personnel, and set a minimum of two
control points with xyz per ditch. Bowman provided cross sections at 100’ intervals from right-of-way to right-of-way, located encroach-
ments and improvements (horizontal position only), and utilize the FPRN VRS Network for horizontal control xy positioning. Bowman
also located wetland delineation flags, provided the Mean High Water Line elevation at each ditch and/or Indian River intersection on
the final survey.
Our team provided a GPK and TIN model for each ditch, as well as eleven (11) 24”x36” specific purpose surveys at 1” = 20’ scale, showing
baselines, right-of-way lines, horizontal/ vertical control, monumentation, topography and improvements.
Deliverables included Microstation critical files, 24”x36” specific purpose surveys, Geopak project .gpk with .tin & .dat files, and a sur-
veyor’s report.

The purpose of this project was to carry out Indian River County’s plan add to and strengthen its existing published vertical control for
FEMA National Flood Insurance Program Community Rating System (CRS) credits. To accomplish this task, Bowman Consulting (for-
merly Creech Engineers, Inc.) performed professional surveying and mapping services to level and Blue Book a maximum of twenty-six
(26) monuments. All Twenty-six (26) of the monuments were of aluminum alloy rod construction. The monuments were required to
meet NGS Class “B” stability. The resulting vertical control network was Blue Booked and submitted to the National Geodetic Survey
(NGS) for inclusion into the National Spatial Reference System (NSRS).
Bowman Consulting prepared a map that will show the proposed level routes for all proposed benchmarks, and through coordination
with Sunshine One Call, underground locates were performed for each location assuring clearance of underground utilities of conflicts
prior to any excavations. Bowman Consulting then recovered published control and determined suitable locations for newly established
benchmarks to be Blue Booked. Bowman established 26 new monuments of sufficient stability to be Blue Booked in the vertical network.
All new benchmarks were referenced with three (3) or more witness monuments, and a flexible survey witness post.
Our team used digital leveling methods to create a closed level network. This network had sufficient redundancy to achieve the required
project accuracy of a minimum of Second order, Class 2 as stated in the FGCS publication Specifications and Procedures to Incorporate
Electronic Digital/ Bar-Code Leveling System version 4.1 5/27/2004. Vertical measurements were performed using a Trimble Dini 22
Digital Level and two (2) Invar type rods.
Bowman Consulting performed computations and adjustments necessary for proper Quality Control / Quality Assurance as they related
to the required accuracies. Blue Book digital files, field documentation, and reports were prepared for submittal to, and eventual publi-
cation by NGS according to the latest NGS Blue Book specifications: Input Formats and Specifications of the National Geodetic Survey
Data Base VOL. I, dated 1994 and 1998.
Final deliverables included a signed and sealed survey report relating the methods used during the survey, accuracy achieved, and a list
of final coordinates in accordance with the “Minimum Technical Standards” for surveying and mapping in the State of Florida, as well as
raw data reports of observations and adjustments, copies of field notes, and a final work product for use by the County.

Bowman Consulting (formerly Creech Engineers, Inc.) performed land surveying services in support of Indian River County’s effort to
add to and strengthen the existing published geodetic control in and around the County for surveying and GIS purposes. To accomplish
this task, the County requested professional surveying and mapping services to Blue Book two (2) Indian River County continuous oper-
ating Antenna Base Stations. The two (2) base stations were included within the Geodetic Control Densification Network were submitted
to the National Geodetic Survey (NGS) for inclusion into the National Spatial Reference System (NSRS).
To accomplish this task, Bowman Consulting included the two (2) existing Continuous Operating Base Stations within the proposed
2007 Geodetic Control Network to be submitted to the National Geodetic Survey (NGS) for Blue Booking purposes. Bowman took
digital pictures, prepared “Go To” descriptions, and submitted additional information provided by the County to NGS as a part of the
proposed 2007 Geodetic Control Network. The two (2) Continuous Operating Base Stations positions were published on the 2007 NGS
adjustment. The position was based upon the bracket or threaded bolt that holds the antenna.

Bowman Consulting Group is currently contracted by District IV for districtwide right-of-way surveying and mapping services, and has
provided similar services this District in the past. Bowman Consulting’s staff is very familiar with existing roadway conditions, traffic
volumes, and signalization in this District. The scope of services for this district-wide contract includes right-of-way monumentation,
right-of-way control surveys, genesis maps, right-of-way monumentation maps, project network control surveys, digital terrain models,
Low Altitude Mapping projects (LAMP), route surveys, wetland delineations, boundary surveys, topographic surveys, right-of-way in-
tervals, monumentation, control structures, photos, utilizing GPS RTK and EFB procedures.

baseline of survey, including subdivision calculations and approval of the baseline of survey for Johnson Street.
FDOT PD&E SR-A1A North Bridge over ICWW; Bridge Replacement
St. Lucie County, Florida
Surveying services on this 1 mile design survey project and 2.5 mile control survey project
included setting horizontal and vertical control; running a Bench Level Circuit in the field
and post processing in the office; locating improvements in the field, ground shots and
cross sections along the road corridor; scanning the bridge utilizing the C10 scanner and
preparing 3D models of the east and west ends of the bridge. Bowman merged survey data
and hydrographic survey data to produce a Digital Terrain Model of the roadway corridor
and riverbed. The project also involved the development of an existing right-of-way corri-
dor and baseline of survey, including subdivision calculations and approval of the baseline
of survey for SR A1A.

As a part of the effort to densify Martin County’s NAVD88 vertical control network and help strengthen the county’s FEMA rating our
team coordinated with county staff to layout and plan bench runs throughout two large areas of the county. After staff approval a field
reconnaissance of each area took place to identify potential structures for placement of new benchmarks and also to locate existing mon-
uments suitable for inclusion in the densification effort. Monuments by other agencies such as South Florida Water Management District
and Florida Department of Transportation were located and incorporated where deemed sufficient by the client.
Our team then set additional monuments per the county developed program standards and additionally poured concrete collars for
added stability on benchmarks in the more rural areas where hard surfaces were not readily available. All level runs began and ended on
existing NGS published monuments and included other published monuments as intermediate checks. Level runs were performed using
necessary procedures to meet or exceed the Florida “Standards of Practice” for vertical control surveys as well as the program require-
ments. Field crews utilized digital levels and achieved second order, or higher, accuracy standards. There were 77 miles of digital level
runs which were post-processed and adjusted using Trimble Business Center software.
Horizontal coordinates were established on all benchmarks utilized for the project. This involved multiple occupations of each point
during different sessions on the Trimble VRS Now network. These sessions were all processed and reviewed in the office using the Trim-
ble Business Center software. Where the variance was found to be out of tolerance the sessions were calibrated and the checks were per-
formed again to reevaluate the precisions achieved. If still found to be out of tolerance, additional sessions were performed to eliminate
the poor precision data and ensure the final deliverable had quality data.
In total, 141 benchmarks were certified by our team and delivered in a compatible format to be published into the County’s in-house GIS.
The deliverables received minimal comments from the county’s review process thanks to our internal QA/QC program which involved
mapping/parsing the data in multiple software platforms as well as an internal peer review by professionals who hadn’t participated in the
project. The QA/QC program is designed to maintain the highest of professional standards and at the same time save clients’ time and
money on their projects.

Specific Experience
Mr. Richard Barnes, PSM, the Project Manager for this contract, was previously employed at the South Florida Water Management Dis-
trict for 38 years as Section Administrator of the Survey and Mapping Section. During that time Mr. Barnes completed a vast number of
hydrographic and topographic surveys along lakes, canals and various other water bodies. Although this work did not take place along
tidal coast lines there are many similarities with the types of equipment being employed and the methodologies. These surveys included
Lake Okeechobee, the Kissimmee River, the Kissimmee Chain of Lakes and the thousands of miles of canals and levees within the 16
counties that make up the South Florida Water Management District. An Oden Hydro-Trac Fathometer with Hypack software was used
to collect all offshore data and Topcon GPS equipment was used to collect all dry and marsh land data. The survey data was dispersed to
the United States Army Corps of Engineers.
Bowman Consulting has surveyed Bathtub Beach located in Martin County, Florida on multiple occasions. This project involves 1,200
feet of beach re-nourishment. The scope of this project is to document beach conditions pre-, post- and during construction for Martin
County. Bowman used laser scanning technology, a very accurate platform to capture the required data, and the beach proved to be an
ideal situation for this technology.
Bowman recently teamed with the Florida Oceanographic Society to map artificially created oyster beds along the Indian River in Martin
County. This is a continuing project that will take place once a year and will document the growth of the oyster beds over time. This en-
compassed approximately 200 feet of reef. The timing had to be right for the tides to remain low for the reef to be exposed to optimize the
laser scanner capabilities. The submerged part of the oyster bed was captured utilizing RTK GPS technology. The Florida Oceanographic
Society was delivered a 3-dimensional point cloud along with sand volume tabulations.
Joining Bowman on this contract is Whidden Surveying and Mapping, Inc. (WSM). WSM has an Indefinite Delivery Contract with the
United States Army Corps of Engineers (USACE) and has performed several Beach Erosion Control Projects for the USACE, the Florida
Department of Environmental Protection (FDEP) and several other governmental entities. WSM has all the off shore equipment neces-
sary to perform the offshore portion of the surveys and will be utilized to do such for this solicitation. Their boat is outfitted and equipped
to USACE standards. A sampling of WSM Beach Erosion Control projects can be found on the following pages.
WSM has an extensive array of experience conducting surveys within 3,000 feet of the shoreline and offshore coastal bathymetry. Such
projects have been conducted for the U.S. Army Corps of Engineers as well as other public and private concerns such as Brevard County,
Miami-Dade County, Palm Beach County, FPL and the Sebastian Inlet District. These projects include all facets of surveying, from field
data collection through data reduction, preparation of final charts and analysis of the data. On all of these projects WSM was able to
launch their 24-foot survey vessel with cabin at the closest boat ramp to the project site.
As evidenced by the experience listed above Bowman together with WSM far exceeds the minimum qualifications for this solicitation
guaranteeing a successful project outcome.

As part of an on-call contract with Martin County, Bowman Consulting per-
formed a specific purpose survey at Bathtub Beach. Bowman’s survey crews set
control every 400’ and located control with GPS.
Control points were set every 200-250. Bowman performed medium resolu-
tion scans with photos using the internal Leica C10 camera. A second scan was
taken using a Cannon external camera. The scan data gathered vertically at -45
degrees to 180 and horizontally at 360 degrees. Challenges with this project
included obstructions from on-site construction equipment. Water also pre-
sented a challenge because its return is a void or a scattering of data points.
Bowman Consulting is contracted to conduct additional surveys at Bathtub
Beach utilizing the eBee Unmanned Aerial System (UAS) platform to docu-
ment beach improvements. This survey will result in producing high resolu-
tion digital imagery, a 3 dimensional point cloud, ground contours and asso-
ciated digital files. Bowman has been granted an exemption from the FAA to
commercially operate a UAS in the National Airspace. In addition to the ex-
emption Bowman applied to the FAA for a special Certificate of Authorization
to operate within a 5-mile radius of the airport. Once authorized, this portion
of the project will include setting survey control, setting aerial targets, data
collection utilizing the UAS, data testing and classification, data processing,
and a surveyor’s report.

Whidden Surveying & Mapping, Inc. (WSM) was assigned this task as part of the Indefinite Delivery Contract with the US Army Corps
of Engineers.
This survey required data to be collected to provide 66 beach profiles. Profile lines were extended 150-feet landward and extended sea-
ward from the most landward offshore data point a distance of no less than 3,000 feet. Spot elevations were collected on 10-foot ranges
with all breaks in grade greater than 1-foot vertically, and recorded for all monuments recovered in good condition. Soundings were
performed at 12.5-foot ranges along the profile. RTK was utilized for horizontal and vertical positioning of all hydrographic data acquisi-
tion. All data was collected during acceptable sea conditions. Structures along each survey profile were located along with above ground
utility indicators. The maximum allowable distance between topographic and hydrographic data points was 25 feet. Motion sensing
compensation (Heave, Pitch, Roll) was used for all data acquired with a Teledyne (DMS 10). Barchecks were completed at the beginning
and end of every field day.
Positions were referenced to NAD 1983. Elevations were referenced to NAVD 1988. For all Real Time Kinematic surveys, the base station
only occupied NGS monuments. FDEP monuments are not acceptable.
WSM provided weekly progress reports containing information on daily site work, manpower scheduling and all required final delivera-
bles in the required formats including ASCII files, metadata, field books, GPS network plans, Quality control report, and survey reports
(digital and hard copy).

Brevard County beach and borrow areas for approximately 140 profiles. The first part
of this survey required data to be collected to provide beach profiles. Profile lines were
extended 150-feet landward and extended seaward from the most landward offshore data
point a distance of no less than 3,000 feet. Spot elevations were collected on 10-foot rang-
es with all breaks in grade greater than 1-foot vertically, and recorded for all monuments
recovered in good condition. Soundings were performed at 12.5-foot ranges along the
profile. RTK was utilized for horizontal and vertical positioning of all hydrographic data
acquisition. All data was collected during acceptable sea conditions. Structures along
each survey profile were located along with above ground utility indicators. Vehicular
access points to the beach were noted. Motion sensing compensation (Heave, Pitch, Roll)
was used for all data acquired with a Teledyne (DMS 10). Barchecks were completed at
the beginning and end of every field day.
The second part of the survey collected sounding data for the borrow areas. Single beam
bathymetry was used. Survey lines were spaced 100 feet apart and oriented shore perpen-
dicular with three shore parallel cross-tie lines spanning the entire length of the survey
area. Soundings were collected a minimum of 300 feet beyond the boundary of the bor-
row areas with a maximum distance of 12.5 feet between soundings on each line.
All surveying and mapping products waere in compliance with requirements of the State of Florida, Department of Environmental Pro-
tection, and Bureau of Beaches and Coastal Systems. Positions were referenced to NAD 1983, State Plane Florida East, and US Survey
Feet. Elevations were referenced to NAVD 1988. For all Real Time Kinematic surveys, the base station only occupied NGS monuments.
WSM provided weekly progress reports containing information on daily site work, manpower scheduling and all required final delivera-
bles in the required formats including ASCII files, metadata, field books, GPS network plans, Quality control report, and survey reports
(digital and hard copy).

Project Understanding & Approach
Project Understanding
It is Bowman’s understanding that the City of Sunny Isle Beach (the City) is soliciting qualified surveying and mapping firms to provide
topographic and hydrographic surveys to document the loss or gain of beach sand along the approximately four (4) miles of Atlantic
Ocean coast line that lies within or adjacent to the cities jurisdictional boundaries with special attention being given to the area adjacent
to the Newport Pier. The survey work will be conducted in accordance with the “Monitoring Standards for Beach Erosion Control”
(the Standards) as published by the Florida Department of Environmental Protection, Bureau of Beach and Coastal Systems (FDEP),
the FEMA Disaster Assistance Fact Sheet DAP9580.8 entitled “Eligible Sand Replacement on Public Beaches” and Chapter 5J-17 of the
Florida Statutes “Standards of Practice for Surveys.” The goal of the City is to be able to secure FEMA funding for areas of the beach that
qualify for emergency or long term permanent repairs. Bowman’s objective is to provide Hydrographic and Topographic Survey data to
the City that exceeds the Standards as published by FDEP. It is also our objective to prepare reports, presentations and/ or exhibits to
be submitted to FDEP, FEMA and/or other governmental entities and in addition preparing material for a lay person to comprehend in
public meetings.
Project Approach
Bowman Consulting will be responsible for overseeing, managing and conducting all surveying activities for the City of Sunny Isles
Beach. Our meticulous project management procedures will ensure that all tasks assigned by the City will be successfully delivered on
time and within budget. Our team is consistently relied upon by public and private sector clients to provide all types of surveys. Our focus
is to provide our clients with timely, cost appropriate solutions based on historical information, field evidence and principles and practice
of the surveying profession. The idea is not to meet the Standards of Practice but to exceed them and the expectations of our clients.
The Bowman Consulting team understands that being awarded this contract brings the responsibility of carefully and judiciously car-
rying out tasks with the ultimate goal of maximizing the City’s return on precious taxpayer dollars. We strive to conduct business every
single day with the context of efficiency and cost effectiveness in mind. Each project and task was approached with thought and consid-
eration for the governing entity’s budget, timeline and end goal. Our firm has a long history of delivering projects on time and on budget,
without delay or interference. On occasions where projects have encountered unexpected setbacks, the Bowman Consulting team has
always worked together with the governing agency to find the most cost-effective and timely solution.
Responsiveness and being readily available to our clients have become key components of the firm’s success in a challenging economy.
For this contract, we will work diligently to develop a schedule that maximizes the survey crew’s time on site, and minimizes time spent
on the road, adding virtually no cost to the project. Our resource sharing program allows us to share staff, including field crews and office
staff, based on project needs.
Methodologies
The Bowman Consulting team, along with WSM, proposes the following approach to complete the required surveys.
The survey will consist of collecting upland data (dry land), shallow water data (1’ to 2.5’ depths) and deep water data (2.5’ to 35’ depths).
The datum for the data collection will be NAVD88 vertical and HARN NAD83/90 horizontal.
Prior to commencing the data collection phase a well thought out plan will be devised and implemented the frame work for the plan is
as follows:
Meeting with the City
A good plan always begins with a clear understanding of the scope of services. Bowman Consulting proposes a “kick off” meeting to
discuss concerns with the city including an on-site inspection. This meeting should be attended by the proper City staff along with the

Research and Reconnaissance
An online search of the FDEP web site (http://www.dep.state.fl.us/beaches/data/coastmon.htm) will be made for a current listing of the
Range Monuments as defined in the latest addition of the RTBA listing. A records search for survey control will also be made for FDEP
“A” monuments and/or National Geodetic Survey (NGS) 2nd order or higher marks. The values for this control can be found on the FDEP
web site labins.org.
Next, a site visit will be conducted and the range monuments and survey control will be searched for and located, the monument informa-
tion reporting will commence. Any missing range monuments will be coordinated and accounted for. The azimuths for the profile lines
will be computed, plotted on aerial imagery and loaded into the field data collection devices.
Establish Control
On-site control marks will be established from the found survey control. This on-site control controls the survey by occupying these
marks with base station. The on-site marks will be included in the monument information report. The monuments will be constructed in
a manner that keeps them safe from damage and can be relied upon throughout the life of the contract. All established control will exceed
the Geospatial Positioning Accuracy Standards.
Topographic Survey to be Completed by Bowman
The survey will be completed by RTK GPS procedures. A base station will occupy a control mark that is within 1000’ of the profile line.
Elevations and positions will be collected at 10’ to 20’ intervals, at all grade changes and topographic features (such as: vegetation lines,
pavement, utility crossings etc.). Profile lines will be established at the range monuments on the published azimuths. The profiles will ex-
tend seaward to a depth sufficient enough to have a 25’ overlap with the hydrographic survey data and landward to the Range monument
or 150’ landward of the vegetation line which ever one is more landward. If there is an impassable obstruction the profile will terminate at
that point and be noted accordingly. An independent check will be made on the survey control before and after each profile. Additional
profile lines will l be established in the area of the Newport Pier to address those special concerns. All landward profiles will be completed
during low tide to expose as much beach as possible and to ensure a sufficient overlap with the hydrographic portion of the survey. All
the collected data will be stored in a data collector and documented in field books as outlined in the Standards.
Additional Technologies to Consider
• Bowman Consulting recommends performing a 3D laser scan of the beach area in the vicinity of the Newport Pier. This scan would
produce a 3-dimensional point cloud and model that depicts the beach and the Newport Pier. Accurate measurements could then be
made for comparisons between a series of scans completed over time.
• Bowman recommends collecting additional data between the profiles. This task could be accomplished by mounting a GPS rover
unit on to an ATV and set the unit to continually collect data. This task would identify areas of concern that may have been missed
by the profiles. Once identified, additional profiles would be established. Also, a digital terrain model could be developed for the
entire beach.
• The entire beach area could be flown with Bowman’s survey and mapping grade fixed wing UAS. The UAS is not the typical drone; it
is strictly a surveying and mapping tool that takes high resolution still imagery. The flight is preprogramed into a computer and the
aircraft flies a specific mission and returns without an operator. Bowman has had excellent results utilizing this technology. The final
product is a 3-dimensional point cloud that can be used for a digital terrain model or generating contours.
Hydrographic Survey to be Completed by WSM
Soundings will be collected using Odom CV-100 single or dual frequency fathometers interfaced to a DMS-10 Motion Sensor System.
For horizontal vessel positioning, Trimble-based real-time Kinematic Global Positioning Systems (RTK) are utilized exclusively. For ves-
sel navigation and data collection/storage, the Coastal Oceanographics “Hypack” system is used. This powerful computer based system
effectively applies horizontal positioning to sounding data allowing real-time review of profile data in either plan view or cross section
format. Profile surveys, encompassing automated hydrographic survey techniques will be conducted to meet or exceed the requirements
outlined in the manuals published by the US Army Corps of Engineers, National Ocean Survey and the “Monitoring Standards for Beach
Erosion Control” as published by the Florida Department of Environmental Protection, Bureau of Beach and Coastal Systems.

WSM will continue the profiles from the landward side to seaward side. The hydrographic survey will be completed during high tide and
calm seas to ensure a 25’ overlap with the topographic data and the profile will continue seaward to an elevation of -30.0’ or a distance
from shore of 3000’ (whichever comes first). Hydrographic data collection will be collected at 1 foot intervals to ensure nothing is missed
along the ocean floor. WSM is positioned to gather additional data to blend in with the Additional Technologies to Consider as detailed
above. Bar-checks shall be performed at the beginning and end of each day.
Data Processing and Deliverables
The Topographic data will be processed using Trimble’ Business Center Software. The hydrographic data will be processed using Hypack
Software. The two data sets will be merged together to create one final data set. The data will be formatted as required by the Standards.
A detailed signed and sealed Surveyor’s Report will be completed by the Bowman Project Manager certifying to the accuracy of the data,
the adherence to the Standards and in accordance with the Standards of Practice for Surveys. Additionally, drawings and exhibits can be
generated from the data if requested.
Equipment
Together, Bowman and WSM have the necessary equipment and staffing to efficiently complete the project. This equipment includes: GPS
equipment, ATVs, a USACE certified hydrographic boat, 3D laser scanner, trucks, trailers and data collection devices.
Scheduling Methodology
Projected Timeline/Schedule
Bowman Consulting understands that responsiveness is a key component of a project’s success. We recognize the importance of keeping
projects on schedule and within budget to enable the staff to meet milestones tied to funding and complete critical City projects. Our team
will work diligently to develop a schedule that maximizes the survey crew’s time on site and minimizes time spent on the road. Upon
receipt of a task order proposal request from the City the Project Manager, Mr. Richard Barnes, PSM, will prepare a response proposal and
submit to the City within five (5) business days. Once the proposal is reviewed and accepted, a purchase order will be issued to perform the
work. Before work is scheduled to begin, Mr. Barnes will hold a project kick-off meeting. It is standard practice for Bowman Consulting’s
Project Manager to meet and discuss with the client to understand the end use of the deliverable and requirements for every survey assign-
ment. Mr. Barnes will communicate with the City Project Manager on the status of the project progress as scheduled.
Time and Budget Considerations
Bowman Consulting will be responsible for overseeing, managing and conducting all surveying activities for the City of Sunny Isles Beach.
Our meticulous project management procedures will ensure that all tasks assigned by the City will be successfully delivered on time and
within budget. Mr. Barnes will ensure that time and budget requirements are met; he will meet with the proper City representatives when
a task order is issued, collect information from the City, visit the site as needed to get a complete understanding of the project extents and
restraints, and prepare a lump sum proposal based on the agreed-to hourly rates.
Wherever possible, the Bowman Consulting team will utilize existing documents, surveys and other information to streamline tasks and
reduce the cost to the City. Our experience in Florida, from the Panhandle to the Keys, has provided us the opportunity to access statewide
data sets consistently saving our clients time and money on their projects. We utilize all online and open-source resources for geospatial
information including Florida Department of Revenue (GIS Shapefiles), FDEP Land Document Search (TIITF historical records), LABINS
(survey control, PLSS records and water boundary information), Florida Geographic Data Library (FGDL), City Land Records, ArcGIS
and Google Earth PRO. When modern technology fails, Bowman still succeeds for our clients. We bring extensive experience with in-per-
son records research (City courthouses, DOT District Offices & Water Management offices).
Mr. Barnes will work together with the City’s Project Manager to ensure that this proposal is prepared according to the City’s needs and
requirements. Once the proposal is reviewed and accepted, a purchase order will be issued to perform the work. We will employ a quality
assurance/quality control (QA/QC) system to every task to ensure the quality of work and documents prepared for each project.

Technological Capabilities
Bowman Consulting offers the most advanced experience and methodology to 3D laser scanning and unmanned aircraft systems (UAS)
mapping allowing our team to deliver the most detailed and precise data to our clients. By using scanning and UAS mapping techniques,
we can minimize the field time and costs of your project, create interactive models which can be reviewed, assessed and planned for fu-
ture development, and collect and archive data for future use and reference. Bowman Consulting has invested in best-in-class equipment
while building a team of the most seasoned professionals who are experts in their field.
3D Laser Scanning
Our 3D scanning team offers the following services: 3D modeling and 2D plans; Building Information Modeling (BIM); historic architec-
ture as-builts; building facade inspection services; highway, bridge and railroad as-builts; pre- and post-construction condition surveys;
and volumetric surveys.
UAS Mapping
Our UAS mapping services include standard ortho imagery, near-infrared sensing capabilities, 3D terrain extraction, and monitoring
applications. For tasks assigned on this project, Bowman Consulting would be able use these technologies to collect topography whenever
possible. Bowman Consulting Group currently holds a Federal Aviation Administration (FAA) Section 333 Authorization, allowing us
to operate a UAS to conduct survey and mapping applications. In addition, Bowman has a Licensed Pilot on staff to conduct all its aerial
missions and to operate the UAS.
Utilizing 3D scanning and UAS mapping techniques creates a safer environment for our field crews by keeping them out of the roadways
or other dangerous environments, and subsequently reduces risk or injury or hazard. In addition, our team uses this technology to scan
buildings or other structures that are adjacent to construction projects, and where there is concern for the prevention of damage to those
adjacent structures. Data capture of this nature could be a onetime occurrence, and kept as a record of existing conditions pre-construc-
tion. Alternatively, this technology could also be used to monitor specific points on a structure and report variation of time, if any.

Quality Assurance / Quality Control
The Bowman Consulting team has a QA/QC system in place for all of our projects to ensure the quality of work and documents prepared
for each project. The QA/QC Manager will be responsible for overseeing and managing the Bowman Consulting Quality Assurance
System. This system ensures that the needs and requirements of the client and governing agencies are met, and that a well thought
out and cost effective solution is produced. QA/QC is a continuous mindset that runs the course of the project and cannot be inserted
intermittently or added at the end. Based on the scope of work, standards checklists are tailored to exactly match the needs of each
project, and for each individual involved with the project. Field crews, CADD Technicians, Licensed Surveyors and Project Managers are
each responsible for verifying that the work they supervise is in accordance with project requirements and Standards of Practice. Through
this system, we conduct kick-off meetings, perform QA/QC on field data and office computation, CADD drawings, and final QC and post

Resource Sharing Program

road, adding virtually no cost to the project. Our resource sharing philosophy allows us to share staff, including field crews and office staff,
based on project needs. This strategy gives us the advantage of being able to pull manpower to handle larger projects on very short notice,
allowing us the resources to complete each project on time. Our field crews do not need to report to our offices in order to coordinate with

the Project Manager; all of our field crew trucks are equipped with laptops, a scanner/printer, mobile phones and Wifi to ensure that our
field crews are easily reachable. Our crews can send and receive email, even in the field. This technology gives us the ability to send our
crews data and drawings for stakeout or locating additional information for a survey, and allows the crews to promptly send results back
to the office for processing. As a result, our team has the ability to update drawings with additional information or to produce and send
cut sheets to our client faster than our competitors. Each of our field crews is also equipped with digital cameras, robotic instruments and
GPS base station and rover. The survey crews are remote and can dispatch from any location including their place of residence. Mobile
technology and communications allows our team to report directly to the project site every day, where they can meet with the Project
Manager if needed, thus saving travel time and expense.
The Bowman Consulting team is prepared to handle any task assigned to us by the County. We have staffed our team with the most ca-
pable and experienced land surveying professionals, and have designated additional resources to support their efforts in making every
task successful.
Safety Program
Safety is a top priority for the Bowman Consulting team; therefore we will fully comply with the established project specific safety plan
for our surveyors working on County projects. We take a proactive approach to safety. As part of our Project Manager procedures, we
inventory all personnel and vehicle safety equipment, and use our Job Safety Analysis (JSA) forms to assess and eliminate, to the best of
our ability, all job hazards. JSAs are completed and submitted daily to our Safety Manager, Mr. Tom Workman. All of our surveyors are
certified in First Aid and CPR, and have received OSHA 10 Hour Safety Training. Mr. Workman will also conduct weekly “toolbox talks”
with our team and our subcontractors for planning projects with a regard to the elements of safety. These safety measures will ensure that
every task is carried out safely, and every project completed successfully. Bowman Consulting takes pride in the fact that we have never
had any fatalities, OSHA citations or fines.

The EMR (Experience Modification Rating) is an industry safety rating, and a company with an EMR below 1.00 is considered to have a
very good safety record. Bowman Consulting is pleased to state that effective October 6, 2015 our EMR is 0.68. This rating shows positive

Mr. Barnes has 38 years of surveying experience including boundary surveys,
topographic surveys, hydrographic surveys, as-built surveys, control surveys, right of
way surveying and mapping and preparing legal descriptions. Prior to joining Bowman
Consulting, Mr. Barnes was employed at the South Florida Water Management District
(SWFMD) for 38 years managing the Survey and Mapping Section. During his time at
SFWMD Mr. Barnes was ultimately responsible for surveying the entire SFWMD’s 16
counties of responsibility.
SFWMD Vertical Datum Upgrade Project
Mr. Barnes was responsible for project oversight and coordination on this project. He
was also the project sponsor for converting the SFWMD from NGVD 29 to NAVD
88 Datum. The project included establishing NAVD 88 values at approximately 2,200
water staging sites, the installation of staff gauges and the recalibration of the sensors
at each site. Extensive coordination with the United States Geological Survey and the
United States Army Corps of Engineers was required.
SFWMD Kissimmee River Revitalization Project
Mr. Barnes was responsible for project oversight and coordination on this project. He
completed boundary, topographic and hydrographic surveys to locate acquisition lines
based storm events throughout the Kissimmee River Valley and the Kissimmee Chain
of Lakes. He generated legal descriptions and sketches to be used for title transfer, and
also provided expert witness testimony for condemnation hearings.

The Moorings Club (formerly Hawks Nest Golf Club), Vero Beach, Florida
While with a previous firm, Mr. Brickley prepared an ALTA survey of this approximately
200 acre private golf course and facilities within the Indian River Farms Company
Subdivision, including title review and attorney coordination. The boundary survey
required resolution of Old Dixie Highway, FEC railroad right-of-way and the North
Relief Canal and Lateral G rights-of-way (Indian River Farms WCD).
Farmer’s Market Road Culvert Replacement, St. Lucie County, Florida
Mr. Brickley was the Project Manager for this project for the design and construction of
new drainage improvements, including the replacement of an existing deteriorated 36”
culvert with approximately 60 lineal feet of box culvert. The exiting culvert ran from
the 7th Street ditch south underneath Farmre’s Market Road to to the south right-of-
way line. Bowman Consulting performed a topographic survey, base mapping, right-
of-way locations, utility locations, and easement preparation.
Florida Department of Transportation District IV Projects, Various Locations,

Bowman Consulting Group is currently contracted by District IV for districtwide
right-of-way surveying and mapping services, and has provided similar services this
District in the past. The scope of services for this district-wide contract includes
right-of-way monumentation, right-of-way control surveys, genesis maps, right-of-

low altitude papping projects (LAMP), route surveys, wetland delineations, boundary

Vertical Control Densification Projects, Martin County, Florida
As a part of the effort to densify the County’s NAVD88 vertical control network and
help strengthen the county’s FEMA rating our team performed multiple vertical
control surveys using digital levels and second order, or higher accuracy standards.
There were 77 miles of adjusted digital level runs and 141 benchmarks certified by our
team, delivered in format to be published into the County’s GIS.

Mr. Bush is a licensed professional surveyor with over 35 years of experience in
photogrammetric mapping and surveying. He has experience in all phases of
photogrammetric mapping including project management, flight planning, film
processing, precision film scanning, stereo compilation, and ortho generation. He is
experineced in Subsurface Utility Engineering (SUE). Mr. Bush has worked extensively
with the development of aerial data base maps for GIS applications, as well as use in
photo interpolation for environmental issues. In 2001 Mr. Bush was appointed by the
Govenor to sit on the Florida Regulatory Board Board of Surveyors and Mappers,
holding the only photogrammetric seat on the board. He served for a total of eight
years before reaching term limits. Currently he serves on the Florida Regulatory Board
for Geologist and the Probable Cause Panel for the Florida Regulatory Board for

Subsurface Utility Engineering & Cartographhic Mapping, Pinellas County, Florida
While employed at previous firm, Mr. Bush performed surveying services for this
initiative approach to identifying and cartographic mapping both the horizontal
and vertical location of underground utilities within the county right-of-ways. This
data was designed to be superimposed onto digital orthophotography. The three
dimensional location of the utilities allow Pinellas County to design around utilities

While employed at previous firm, Mr. Bush performed surveying services for these
projects. Typical projects were topographic mapping at 1”= 200’, with 2’ contours and
digital images. We were responsible for ground control as well as mapping.
Department Of Interior PM/Terrestrial LiDAR, Washington, DC
While employed at previous firm, Mr. Bush performed surveying services on this
project. The project scope included the creation of an as-built model of the open space
to be renovated into the new cafateria used by the Department of Interior. Multiple
scan locations were required during the demolition phase of the project. Project was
completed and delivered with two weeks.
U.S. Supreme Court House PM/Terrestrial LiDAR, Washington, DC
While employed at previous firm, Mr. Bush performed surveying services on this
project. Due to the high security within the building this project had to be completed
on site. No information was allowed to the leave the complex. The project consisted
of two areas of interest, one within an attic space and one in a sub-floor which had
not been cleared for entrance due to the presence of asbestos materials. We were able
to scan the sub-floor by raising the sensor through a series of hatches. The job was
completed and delivered to the Architect of the Capital within seven working days.

Mr. Dao was the Project Manager for this 1 mile design survey and 2.5 mile control
survey project. The project involved locating improvements in the field, ground shots
and cross sections along the road corridor, and locating and processed data connecting
underground utilities over the 2 mile project boundary.
SFWMD C-23 Canal Boundary and Topographic Survey, St. Lucie & Martin Counties,
Florida
Mr. Dao was the Project Manager for this project, which included recovering the orig-
inal FCE and right-of-way monuments to establish the original USACE baseline align-
ment. The project also involved retracing the original government section corners,
establishing the I-95 right-of-way and delineating the County boundary between Mar-
tin and St. Lucie Counties. In addition, the project include poured-in-place SFWMD
monuments set at 500’ intervals along the right-of-way lines.
FDOT SR 5 & Orange Ave Intersection Survey, St. Lucie County
Mr. Dao was the Project Surveyor for this 0.2 mile design surveyi project. Mr. Dao was

Florida’s Turnpike, Widening from Atlantic Avenue to Lantana Toll Plaza, Palm
Beach County, Florida
Mr. Ditman was the Project Surveyor on this project. The project invovled survey con-
trol and layout for approximately seven (7) miles of Florida’s Turnpike mainline for
widening to six lanes. This project included field layout for all drainage, bridge im-

This project included a topographic and right-of-way survey of 10 lateral ditches for
the purposes of clearing and maintenance, performing calculations of right-of-way
maps, solving right-of-way lines, topographic data collection, processing of RTK base-
lines and a final specific purpose survey map and survey report. Bowman Consulting
calculated and staked the historic drainage easements that run for the existing right-of
way of US-1 to the Indian River, over a twelve mile corridor. The existing mangroves
had completely overgrown the easements and had created new canals and pathways
over the course of 50 years.
Horizontal Geodetic Control GPS Blue Booking Projects, Indian River County, Florida
Mr. Regling served as a Survey Party Chief for this densification project. The project
included building and referencing 51 new NGS monuments, performing static GPS
observations, post processing of baselines, and submittal of project to the National
Geodetic Survey, for publication. Three continuous operating base stations were in-
cluded within the project and published by NGS.
Vertical Control Project, Indian River County, Florida
Mr. Regling served as a Survey Party Chief for this densification project. Mr. Regling
was in charge of overseeing the building and referencing of 26 deep rod monuments of
sufficient stability to be Blue Booked in the vertical network, processing and adjusting
level runs of 100 miles of second order class II level runs, and submittal of project to the
National Geodetic Survey, for publication. Mr. Regling prepared GIS project in ArcGIS
version 10.0, including existing NGS first order published monuments and additional
new monuments.
Sarno Road Topographic Survey, Brevard County, Florida
Bowman Consulting performed surveying services on this project including preparing
a topographic survey and locating sidewalks, roadways, above-ground utilities, im-
provements, and sanitary sewer structures within the right-of-way of residential streets
in the Garfield neighborhood. Bowman obtained rim and invert elevations, and pipe
sizes of sanitary sewer manholes, as well approximately twelve (12) drainage struc-
tures. Mr. Regling was a Project Surveyor on this project.

Florida Fish & Wildlife Commission South West Regional Office Site Renovations,
Polk County, Florida
Bowman Consulting provided surveying services at the South West Regional Office for
site renovations. The survey served to investigate site conditions and design drainage
improvements within the existing limits of the facility. Bowman Consulting performed
a topographic survey of the existing improvements and limited cross section informa-
tion within the low lying, or wetland, area on the east site of the property. Ms. Lang-
behn was a CADD Technician on this project.
Cove Road, Martin County, Florida
Ms. Langbehn was the lead CADD Technician for the resolution of this historic baseline
alignment within the Hanson Grant and St. Lucie Inlet Farms record plat. This project in-
cluded TIFF deeds, state right-of-way maps, platted dedications, and section retracement.
Salerno Road, Martin County, Florida
Ms. Langbehn was the CADD Technician for this right-of-way mapping project. The proj-
ect involved mapping along a five mile corridor alignment from SR 76 to US Highway 1.
Florida Fish & Wildlife Commission MECCA Farms Tract Boundary Survey, Palm
Beach, Florida
Bowman Consulting provided surveying services located within a portion of the Palm
Beach County Biotechnology Research Park. The project involved a boundary survey
of the proposed 150-acre shooting range property for submittal to Palm Beach Coun-
ty. Services included: providing an updated title commitment, reviewing survey legal
descriptions, tying surveying information into State Plane coordinates, depicting the
location of all existing buildings, and tree locations. Ms. Langbehn was the CADD
Technician on this project.
J.W. Corbett Wildlife Management Area Levee, Tracts 23116-035 and 23116-044,
Palm Beach County, Florida
Bowman Consulting performed a boundary survey and provided sketch of descrip-
tions for a land exchange between the South Florida Water Management District and
the U.S. Fish and Wildlife Commission for the design and construction of a reinforce-
ment levee. Survey crews established control in the projects remote location, locat-
ed existing boundary monumentation, recovered section corners, prepared updated
certified corner records, monument project boundary and locate improvements. Ms.

Safety Manager
Mr. Workman is the Safety Manager for Bowman Consulting. He has been in the
Construction Industry for more than 32 years. His expertise includes construction
surveying, project management and Health, Safety and Environment (HSE). He has
overseen the construction surveying of multiple projects including the installation of
underground utilities, site work and new building construction. He has served as
Project Manager for public municipality projects including VDOT, Prince William
Service Authority, The Town of Leesburg, Fairfax County Water and Sewer Authority
projects. Mr. Workman has also served as Project Manager on projects for Richmond
American Homes as well as other major building contractors.
The Safety Manager’s sole responsibility is dedicated to the safety and well-being of
each Bowman Consulting employee as well as monitoring the safety requirements of
our subcontractors. Mr. Workman has been in the HSE Industry for the past 15 years.
Mr. Workman conducts monthly safety meetings as well as weekly “toolbox talks” with
our employees and many of our current and past subcontractors. Bowman Consulting
currently has a 14-member Safety Committee that meets monthly. Mr. Workman
conducts monthly field audits for Bowman Consulting crews as well as subcontractor
crews.
Mr. Workman oversees our Worker’s Compensation claims and procedures and record
keeping. He is very proactively involved to help control these claims. His commitment
to safety, in-depth training, and strict adherence to protocol is nothing short of
paramount. This is evidenced by the fact that Bowman Consulting currently has an
Experience Modification Rate (EMR) of 0.88. This EMR reflects an all-time low for
Bowman Consulting and is among the industry’s best records of accomplishment with
regard to safety.
Mr. Workman also oversees our OSHA record keeping (OSHA 300, 300A Logs).
Bowman Consulting has seen a great improvement over the past years in regards to
this. Bowman Consulting’s 2013 TRIR is 0.38 which reflects another all-time safety
record low for the firm.
Mr. Workman implemented a policy that all of our field crews and subcontractors are
required to fill out Job Safety Analysis forms daily. They are emailed to him directly
each day. This has been a very useful tool in helping to reduce accidents/incidents. We
have seen a steady decline in injuries and accidents since implementing this policy.
Mr. Workman implemented our Drug and Alcohol policy that meets strict PHMSA
guidelines. This policy also meets the strict Mining Industry requirements as well. Mr.
Workman maintains all related testing documentation as well as oversees all policy
compliance.
All Bowman Consulting employees and subcontractors are required strict adherence
to our safety policy as well as our employee handbook and consequently reward safe
behavior and safety compliance. We feel that it can be a great enhancement to

Mr. Whidden began his survey and mapping career at the age of 18. He began work as
a rodman at Gee & Jenson while attending evening surveying classes. During his 13
years of employment with Gee & Jenson he learned all the fundamentals of surveying.
During his six years of employment at the South Florida Water Management District,
he obtained his Professional Surveyors license and was responsible for performing all
types of surveying, including hydrographic, topographic and boundary surveys. His
responsibilities included management of survey crews, analyzing survey data, and
assisting in the day to day operations of the survey department. For the past six years,
Mr. Whidden has focused on building a successful, honest, reliable business. He has
taken great strides to set up his business to be able to perform any surveying need that
may arise. During the past six years, he has focused on specializing in hydrographic
surveying utilizing the latest methods in Global Positioning Systems (GPS).
Fort Piece Beach Monitoring, St. Lucie County, Florida
Mr. Whidden served as the Surveyor in Responsible Charge for this project which
consisted of performing a hydrographic and topographic surveys of the existing beach
conditions. This survey was conducted per the instructions in the USACE manual
for hydrographic surveying. Mr. Whidden prepared daily volume reports to the US-
ACE for pay estimates, and also conducted a post construction multi-beam survey of
Capron Shoal, the offshore borrow area.
Miami-Dade County Monitoring Survey, Miami-Dade County, Florida
Mr. Whidden served as the Surveyor in Responsible Charge under a sub-consultant
agreement with AMEC Foster Wheeler, Inc. The project involved collecting topo-
graphic and hydrographic data from North Miami Beach to South of Haulover Inlet on
All of the R monuments within that stretch. This effort was in support of the Florida
department of Environmental Protection’s annual beach monitoring program.
Miami-Dade County Hot Spot Surveys, Miami-Dade County, Florida
Mr. Whidden served as Project Manager for this project that consisted of horizontal,
vertical control, hydrographic and topographic surveys for four specific beach sites in
Miami-Dade County. These sites were considered to be eroding faster than the sur-
rounding coastline. The deliverable to the US Army Corps of Engineers consisted of
Hypack and GPS and terrestrial project files along with supporting documentation.
Venice Beach, Florida Beach Monitoring Survey, Sarasota, Florida
Mr. Whidden served as Surveyor in Responsible Charge of this project. He performed
hydrographic and topographic surveys of Venice Beach and the adjacent areas totaling
approximately three miles of Gulf Coastline. The profiles were taken along the FDEP
Range lines from 3000 feet offshore to 200’ landward of the R monument.
Smathers Beach, Monroe County, Florida
Mr. Whidden provided construction support for a stretch of beach on the South side
of Key West. Grade stakes were set, numbered and cataloged per the USACE beach re-
nourishment instruction. Weekly volume calculations were provided to the contractor
for quantity reports and payment.

Mr. Lindstedt served as Field Manager for this project which consisted of 71 profiles
extending 3,000 feet off shore and 150 feet landward of the monument stations provid-
ed. The final deliverable to the US Army Corps of Engineers consisted of Hypack and
GPS project raw and edited files along with supporting documentation.
Jupiter/Carlin Beach Renourishment, Palm Beach County, Florida
Mr. Lindstedt served as Project Manager for this project that consisted of performing
daily beach cross section volume calculations to assist the USACE to make fair pay
estimates to the dredge contractor.
Palm Beach County Topographic and Hydrographic Survey, from Ocean Ridge to
Boca Raton, Florida
Mr. Lindstedt served as Field Manager for this project that consisted of 71 profiles
extending 3000 feet off shore and 150 feet landward of the monument stations provid-
ed. The final deliverable to the US Army Corps of Engineers consisted of Hypack and
GPS project raw and edited files along with supporting documentation In addition the
monitoring survey, there were three specific beaches which required renourishment
and daily volume reports were supplied to the USACE on a daily basis.
Brevard County Topographic & Hydrographic Survey, Brevard County, Florida
Mr. Lindstedt served as Field Manager for this project that consisted of 140 profiles ex-
tending 3,000 feet off shore and 150 feet landward of the monument stations provided.
The final deliverable to the US Army Corps of Engineers consisted of Hypack and GPS
project raw and edited files along with supporting documentation.
Survey 12-155, Tamiami Trail Modifications Project Construction, Support Topo-
graphic Survey, Miami-Dade County, Florida
Mr. Lindstedt served as Project Surveyor for this project that consisted of horizontal,
vertical control, hydrograhic and as-built surveys for 11 miles. The deliverable to the
US Army Corps of Engineers consisted of Hypack and GPS and terrestrial project files
along with supporting documentation. The project is currently still in progress.
Mr. Lindstedt has over 20 years of experience in the land surveying industry. His areas
of expertise include hydrpgraphic surveys, topographic surveys, and beach
renourishment surveys.

Captiva SPP Topographic and Hydrographic Survey, Lee County, Florida
Mr. Smith served as Party Chief for this project that consisted of 66 profiles extending
3,000 feet off shore and 150 feet landward of the monument stations provided. The final
deliverable to the US Army Corps of Engineers consisted of Hypack and GPS project
raw and edited files along with supporting documentation.
Bathymetric Surveys of Sebastain Inlet, Indian River County, Florida
Mr. Smith served as Party Chief on this project, responsible for performing bathymet-
ric surveys for both the Inlet and connecting portions of Indian River. He a utilized
dual frequency echo sounder in conjunction with GPS navigation and positioning sys-
tems to develop bottom profiles and sediment thickness maps for subsequent scientific
and construction activities. A 3-mile section of the beach was also surveyed from 3,000
feet offshore to the top of the dune to aid in the planning for spoil disposal from pro-
posed inlet dredging.
