The City of Sunny Isles requires a beach management plan to protect its ocean front asset. These plans are a requirement for the City of Sunny Isles to seek federal funds to help maintain their beaches. Included in the plans are beach monitoring surveys, which are performed twice per year, once in the spring prior to hurricane season and once in the winter. These surveys capture the current, existing conditions of the beach and are compared to previous surveys to help analyze the beach’s performance in terms of erosion and accretion, and to plan and predict maintenance and re-nourishment events. In the case of a storm event where significant loss of beach occurs, these surveys can be used to help secure emergency funding for restoration. Olin Hydrographic Solutions, Inc. understands the critically important need to maintain and mitigate against beach erosion along Florida’s Riviera. Like many municipalities on the east coast of Florida, the City of Sunny Isles is faced with an affordable sand source dilemma for the critical future renourishment projects that will be needed in the short term to protect against major storm events and hurricanes. With the costs of offshore sand source projects soaring, more municipalities are turning towards upland sources. Olin Hydrographic is uniquely qualified to assist the City with its endeavors in this regard. OHS played a critical role in the implementation of the largest upland sand source truck haul project in the state in Indian River County. OHS performed all of the surveying for the entire project including pre construction beach profiles of the entire county and volume estimates to time sensitive daily pre/ post storm volume calculations to final project As builts. OHS also served as the sand mine engineer which analyzed the available sediment at numerous mines and personally ensured each truckload of fill material met the strict DEP guidelines. Many feel the county is not doing enough to protect the beaches in north Miami. Unfortunately several truck haul projects have been implemented recently in Miami Dade County using inferior sand contaminated with construction debris, glass, and nails. OHS was recently contracted by Morgan and Ecklund to oversee the beach cleanup project and ensure all of the inferior sand was removed and mitigated. The added costs and bad press associated with mitigating a failed project demonstrate the need to use qualified professionals in performing the work. The actual project surveyor spend the most time on the beach and should be considered a critical link to the QA/QC process, surveying the stockpiled sand before it even leaves the mines. Also, it is imperative that the county projects are coordinated so that efforts are not duplicated. OHS has a great working relationship with DERM and the county staff currently involved in protecting Dade County’s Beaches. The substantial investment into prestigious beach-front property, tourism from around the globe and high net worth residents requires pristine usable beaches through-out the year. Sound shoreline environmental monitoring and a comprehensive beach management plan is critical to keeping the City of Sunny Isles as the premier holiday and property investment destination. Vision, Ideas & Methodology Olin Hydrographic Solutions, Inc. vision is to utilize the most effective survey methods available to deliver usable information for easy analysis and ultimately motivation for federal funding. Olin Hydrographic Solutions, Inc. staff has proven experience working on strict project deliverables for government agencies having performed numerous surveys for the JAX and Mobile district Army Corps of Engineers, Florida DEP, Dade County DERM, Port Canaveral, Port of Miami, and Broward County DPEP. Strict adherence to the specs is always maintained on these types of projects. In addition, Olin Hydrographic Solutions, Inc. has incorporated the Monitoring Standards outlined in the FDEP manual, as its standard practices operations manual for its private client surveys. Near Shore Hydrographic Surveys. Olin Hydrographic Solutions, Inc. staff has extensive experience performing hydrographic surveys using single beam and multibeam along sea shore and coastal waterways. Our staff has also performed extensive mapping work for offshore sand source borrow areas including sub bottom seismic profiling, side scan sonar, and underwater video mapping of marine resources. Our experience ranges from post hurricane hydrographic surveys to determine the amount of eroded sand to hydrographic surveys for the development and design of mega-yacht marinas and mining operations. Our staff has performed large scale hydrographic surveys for Miami Dade County, Broward County, Palm Beach County, Monroe County and most recently shoreline re-nourishment project surveys for Indian River County. Olin Hydrographic Solutions, Inc. utilizes HyPack hydrographic navigation software with Trimble RTK GPS real time positioning. OHS has three (3) survey vessels each equipped with fathometers, water samplers, underwater cameras, and other equipment as necessary to perform all aspects of hydrographic surveying. Each shoreline project contains sufficient overlap between the offshore and upland portions of the work to ensure the required accuracies. Upland Beach Monitoring Olin Hydrographic Solutions, Inc. and our partners McKim&Creed have extensive experience performing upland beach surveys using traditional beach profiling, airborne Lidar and UAS (Unmanned Aerial Systems) to provide accurate, high-resolution 3D models of coastlines, which can support planning, coastal engineering, disaster preparation and response. Olin Hydrographic, Inc. has performed upland beach surveys in 16 counties throughout Florida. Olin Hydrographic Solution, Inc. utilizes Trimble RTK GPS real time positioning equipment along with aerial support from McKim&Creed. Olin Hydrographic Solutions, Inc. has unparalled accuracy and response time. Our quick mobilisation allows rapid response to pre and post mapping of the coastline due to approaching storms or hurricanes. Our quick turnaround and close proximity will enable the information and calculations to be shared and compared with Miami-Dade County in-person resulting in a final presentation to the City of Sunny Isles for potential eligibility for FEMA funding. All methodologies conform to the “Monitoring Standards for Beach Erosion Control” as published by the Florida Department of Environmental Protection Bureau of Beach and Coastal Systems, Cutting Edge Technical Approach McKim & Creed understands the City’s need for quality, effective solutions to beach erosion, storm preparation/response, and other coastal issues. McKim & Creed takes an innovative approach to coastal mapping, utilizing cutting edge survey technology. In addition to all conventional hydrographic/ topographic services, our advanced methodologies include services such as aerial LiDAR and UAS-based mapping. A LiDAR system measures distances directly from the sensor to the objects being mapped using laser ranging. LiDAR is an abbreviated, industry-accepted term for “light detection and ranging,” and a LiDAR sensor can be mounted to a tripod (terrestrial LiDAR), vehicle (mobile LiDAR), or aircraft (aerial LiDAR). The result of a LiDAR survey is a complete 3D point cloud and accurate model of the area being scanned. A LiDAR survey provides value beyond that of a conventional survey. The laser has a narrow beam which, when using Multi Pulse in Air (MPIA) technology, means that it can penetrate gaps in the vegetation to reach ground or other detail typically not visible from other survey systems. This penetration allows for the accurate determination of ground levels in vegetated areas. The laser also reflects off above-ground objects, giving positions and heights of pipelines, power line conductors, vegetation, buildings, fences, and other features, and developing a rich three-dimensional picture of the survey area. In aerial LiDAR, a mirror oscillating in an elliptical pattern, perpendicular to the direction of flight, allows the LiDAR system to measure distances up to 20 degrees either side of nadir, resulting in a swath width equal to 70% of the flying height. The oblique scanner pattern allows the LiDAR to see objects from both sides and reduces the shadowing effect seen with scanning systems. The 50 megapixel Hasselblad DigiCAM digital camera captures high-resolution images during the flight. Position and altitude (roll, pitch and heading) data is captured during flight and processed into an accurate trajectory. The trajectory and laser ranges are then processed to produce the digital terrain model. The images are converted to digital ortho-photos. The value of this three-dimensional model is illustrated in the figures below. These figures include example screen shots from an aerial-LiDAR survey recently completed by McKim & Creed in Sea Bright, New Jersey. The survey supported the U.S. Army Corps of Engineers in their efforts to restore the beach to its condition prior to Hurricane Sandy. Results of a coastal aerial-LiDAR Survey. Another advanced methodology McKim & Creed offers is the use of unmanned aerial systems (UAS)—“drones”—for coastal mapping purposes. Having worked with industry leaders such as Esri (world’s largest geographic information system company) and 3DR (a North American leader in UAS development), McKim & Creed is on the cutting edge of this new technology. With UAS, we are now able to capture aerial photography at a higher-resolution than ever before (~1 cm resolution). Utilizing auto-correlation software, we are able to create accurate, georeferenced orthophotography. From the photography, we can further generate dense, accurate 3D point clouds with coordinates and elevations associated with each pixel. UAS mapping possesses the advantages providing high-resolution, 3D mapping with a system that is lightweight, portable, inexpensive, and can be rapidly deployed (post-storm). We recently teamed with Esri and 3DR to complete a proof of concept event that tested the feasibility of using UAS to perform coastal surveys. Results demonstrated that, in the right conditions, UAS can outperform conventional services by producing a more detailed digital elevation model (DEM) more quickly and at a lower cost. The results were recently presented at the 2016 Esri Imaging and Mapping Forum in San Diego. With advanced technologies like LiDAR and UAS mapping, McKim & Creed can provide the City with dense, full coverage survey data of the entire coastline. The density of this data and high- resolution photography, as compared to conventional beach profile lines can be invaluable for various coastal applications. Olin Hydrographic utilized its in house 38' Lagoon 380 live aboard sailing catamaran to tow their 24' aluminum work boat to the site from Florida. The crew utilized RTK GPS and a single beam fathometer on the aluminum work boat to map the project shoreline and surrounding shoals. Sand Probes were performed on adjacent shoals to determine the thickness and suitability of the readily available sandy material for use as beach fill. Samples were obtained for grain size analysis back in the US. A jet ski was utilized along with RTK GPS to cover the shallowest areas. The entire trip was accomplished with 8 hours prior notice and no advance funding to meet an in house Royal Caribbean deadline. Design Engineers performed field work including sediment probes, sand sampling and hydrographic surveys to identify a borrow area with suitable sand and opted to use next generation "Geotube" sand filled geotextile groins to stablilize the fill. The price for the geotextiie product was four times cheaper than the rock groin alternative and the structure could be painted to blend with the natural beach sand using uv protection. Strict environmental water quality requirements led the engineers to design a system of spillways to contain the turbid water and allow the fine particulates to settle out. This allowed the water returning to the sea to be clearer than the water where the 18" dredge was operating. These surveys capture the current, existing conditions of the beach and are compared to previous surveys to help analyze the beach's performance in terms of erosion and accretion, and to plan and predict maintenance and re -nourishment events. In the case of a storm event where significant loss of beach occurs, these surveys can be used to help secure emergency funding for restoration. The actual project surveyor spend the most time on the beach and should be considered a critical link to the QA/QC process, surveying the stockpiled sand before it even leaves the mines. Also, it is imperative that the county projects are coordinated so that efforts are not duplicated. In addition to all conventional hydrographic/ topographic services, our advanced methodologies include services such as aerial LiDAR and UAS-based mapping. A LiDAR system measures distances directly from the sensor to the objects being mapped using laser ranging. LiDAR is an abbreviated, industry -accepted term for "light detection and ranging," and a LiDAR sensor can be mounted to a tripod (terrestrial LiDAR), vehicle (mobile LiDAR), or aircraft (aerial LiDAR). The result of a LiDAR survey is a complete 3D point cloud and accurate model of the area being scanned. A LiDAR survey provides value beyond that of a conventional survey. The laser has a narrow beam which, when using Multi Pulse in Air (MPIA) technology, means that it can penetrate gaps in the vegetation to reach ground or other detail typically not visible from other survey systems. This penetration allows for the accurate determination of ground levels in vegetated areas. The laser also reflects off above -ground objects, giving positions and heights of pipelines, power line conductors, vegetation, buildings, fences, and other features, and developing a rich three-dimensional picture of the survey area. In aerial LiDAR, a mirror oscillating in an elliptical pattern, perpendicular to the direction of flight, allows the LiDAR system to measure distances up to 20 degrees either side of nadir, resulting in a swath width equal to 70% of the flying height. The oblique scanner pattern allows the LiDAR to see objects from both sides and reduces the shadowing effect seen with scanning systems. The 50 megapixel Hasselblad DigiCAM digital camera captures high-resolution images during the flight. Position and altitude (roll, pitch and heading) data is captured during flight and processed into an accurate trajectory. The trajectory and laser ranges are then processed to produce the digital terrain model. The images are converted to digital ortho-photos. The value of this three-dimensional model is illustrated in the figures below. These figures include example screen shots from an aerial-LiDAR survey recently completed by McKim & Creed in Sea Bright, New Jersey. Another advanced methodology McKim & Creed offers is the use of unmanned aerial systems (UAS)—"drones"—far coastal mapping purposes. Having worked with industry leaders such as Esri (world's largest geographic information system company) and 3DR (a North American leader in UAS development), McKim & Creed is on the cutting edge of this new technology. With UAS, we are now able to capture aerial photography at a higher -resolution than ever before (-1 cm resolution). Utilizing auto -correlation software, we are able to create accurate, georeferenced orthophotography. We recently teamed with Esri and 3DR to complete a proof of concept event that tested the feasibility of using UAS to perform coastal surveys. Results demonstrated that, in the right conditions, UAS can outperform conventional services by producing a more detailed digital elevation model (DEM) more quickly and at a lower cost. The results were recently presented at the 2016 Esri Imaging and Mapping Forum in San Diego. Part of the ATM project team that was able to mobilize and complete major portions of this mitigation project within six weeks of initial consultations and planning. Assembled and installed floating dock and associated hardware. Peanut Island Restoration Palm Beach County, FL - Served as project manager/superintendent from bidding through completion. This project involved construction of jetties and breakwaters, two small bridges, a large concrete pier, a floating dock and assorted other tasks. Coordinated with the USACE, Palm Beach County and the prime contractor on scheduling and environmental protection measures. The logistics of this island project were challenging. All equipment, materials and personnel had to be brought onsite by boat or barge. This technically and environmentally challenging project was completed on time. Anchor drag site, Dry Tortugas Marine Sanctuary- Provided dive support for caching and reattachment of corals displaced by a large ship anchor. St. Paul's School Shoreline Restoration, Largo FL - Served as project manager and superintendent for the restoration of a badly eroded shoreline in an environmentally sensitive area. Coordinated with state and local environmental agencies to develop a work plan and environmental protection plan. After shaping and stabilizing the shoreline with Armorflex mats, the area was filled with topsoil and the shoreline was planted with Spartina grass and mangroves and the upland planted with various native species. This project was completed ahead of time with all environmental protection measures in place during a period of record rainfall. Seagrass Restoration, Longboat Key, _FL — Served as project manager and superintendent working closely with state and local environmental agencies to designate the most productive donor and receiver sites. Designed, fabricated and utilized a new system for seagrass transplantation that proved to be extraordinarily successful. Emergency Ocean Outfall Repair, Hollywood, FL - Worked as a diver connecting articulated concrete erosion control mats together. Installed riprap and air release valves at manhole stations, laid out survey, supervised and executed installation of artificial reef as mitigation. Relocated corals within impact areas. Miami -Dade Central District Offshore Outfall Installation, Virginia Key, Miami, FL - Project consisted of installing 4400 feet of 124 -inch outfall pipe offshore of Virginia Key in Miami, FL. Duties included underwater surveying to identify seagrass and other environmentally important resources, diving support and assistance with administrative and land—based construction operations. Looe Key Reef Restoration, Florida Keys Marine Sanctuary FL - Participated in this high profile project from bidding through completion with primary responsibility for concrete production and barge operations as well as coral relocation. Project was featured in the August 1999 issue of Engineering News Record (ENR). The purpose of the project was to restore an area that had been damaged by the grounding of the Columbus Iselin, the University of Miami's research vessel. The area suffered not only destruction of the surface growth, but continued erosion due to fractures into the substrate of the reef. Boulders and 77 cubic yards of concrete were used to cap the area and provide a solid surface for new growth. Corals cached nearby were then transplanted back to the damaged area. The remote location, eight miles offshore, presented unique logistical challenges and required that a concrete batch plant be assembled on a barge and moored at the site for placement of a specialty non -separable underwater concrete. He holds a master's in geographic information technology and a graduate certificate in remote sensing from Northwestern University, and an extensive instruction in advanced LiDAR data processing and advanced production workflow from Penn State. By blending conventional, hydrographic and airborne LiDAR techniques, McKim & Creed mapped 145 beach profiles and performed detailed topographic surveys above and below the water surface for 29 stone groins and revetments. This project supports the repair and restoration of the largest beachfill project ever, by volume, and helps USACE return the beaches to their pre -storm condition and restore them to their full, original design level of protection. Landfill UAS Flight, Garrett & Moore, Inc., Raleigh, NC: Mr. Stallings conducted the UAS data collection, created the point cloud using dense image matching, produced an ortho photograh and created several derivative products. Gulf Intracoastal Waterway LiDAR Mapping and DTM, AECOM, Galveston, TX: Mr. Stallings served as photogrammetric technician. Scope included a LiDAR survey data of thirty-two placement areas at various locations along the Gulf Intracoastal Waterway in Texas. Hydrographic single beam and topographic survey data of five placement areas was collected and merged with the LIDAR survey data. The USACE Galveston District will utilize the survey data to determine the current topography and dredge material capacity of each placement area. This data will be used in the development of a Dredged Material Management Plan (DMMP) for the GIWW High Island to Brazos River project area. LiDAR and Orthophotography, Ayres Associates, Inc., Boulder, CO: Mr. Stallings served as survey project manager. LiDAR mapping services and digital color orthophotography were provided for approximately 138.3 square miles for the City of Boulder, CO. This data will be used in future floodplain and mitigation studies, vegetation and canopy analysis and urban planning studies. Roxboro Plant Aerial/Ground Surveys, Duke Energy, Semora, NC: McKim & Creed performed a topographic survey of approximately 400 acres at the Roxboro Duke Energy Plant. The topographic limits were on the northeast side of the plant. The preliminary task performed by McKim & Creed involved mobile scanning of approximately 300-500 feet for the purpose of roadway to bridge clearance calculations for the following intersection and side roads. The field team completed research and prepared materials necessary for the successful execution of the Mobile LiDAR mission. This included route and safety planning, GPS/data acquisition scheduling, weather reports, and site terrain research. The deliverable for this project was a 120 -foot wide corridor of design survey compliant with FDOT, CAiCE and Microstation standards. The design survey database was collected in less than four hours and was delivered in. one month from the time that feature extraction was started. Features in 3D such as pavement, curbing, ground breaklines, along with ground points at a 5 -foot interval were extracted to create a highly accurate DTM. Hydrographic survey crews utilized a 10 -foot Zego boat with a 25 horsepower engine as a platform to the bottom of the Halifax River on a 25 -foot grid. Daytona International Speedway Laser Scan, HNTB Corporation, Daytona Beach, FL: As LiDAR project manager, Mr. Grigsby was responsible for overseeing laser scanning of Daytona International speedway, including its main line track, pit road and turn 4 tunnels. OHS is a local miami based sbe certified survey, coastal engineering and permitting firm whose principals have surveyed the beaches of miami beach including sunny isles for the last 19 years. We specialize in shoreline investigations with specific expertise in beach re-nourishment and the mitigation of storm damage. Rather than utilize minimally trained survey equipment operators in the field to maximize profits, all OHS’ beach survey teams are led by a professional coastal engineer with a master’s degree. This added expertise includes successful FEMA funding projects with the Village of Key Biscayne and Town of Hillsboro/ City of Deerfield Beach. We also have a dedicated coastal permitting department with in house legal counsel.
