WGI’s Land Design Services Division has had the
Continuing Services Contract for Capital Improvement
Projects with the City of Miramar since 2008. Recent
projects include Country Lakes Park and traffic analyses
for the Miramar City Center.
Country Lakes Park consists of 2 parks in western
Miramar that are adjacent to Everglades High and
Glades Middle School. The recreational design focused
around providing an open multi-purpose green space
with parking for the adjacent baseball fields on school
grounds. The first park provides a soccer field, 3
basketball courts, playgrounds, pavilions and a one
mile biking/walking trail, while the second park is a
combination of a dog park and a nature preserve with a
1.5 mile nature trail. Scope of services also included the
design phase for both parks.
WGI also holds a continuing services contract with the
city of miramar for DRC review which includes land
planning, landscape architecture, traffic and engineering
with the City of Miramar.

WGI’s Land Design Services Division worked with the
city of Wilton Manors, the Wilton Manors Chamber of
Commerce, the Parks and Recreation Department and
the Wilton Manor Main Street Group in the development
of a streetscape design for Wilton Drive.
The goals for this design went beyond providing only
visual enhancements. The final design created a unique
sense of place, which will encourage greater pedestrian
activity and economic development throughout Wilton
Drive, making it the focal point of the community.

Encompassing approximately 2,600 Acres of land
and 24 property owners WGI’s Land Design Services
Division worked together with Keith & Associates, Inc.
consulting engineers to develop a Master Plan for the
City of Parkland and the North Springs Improvement
District.
The purpose of the Master Plan was to create a vision for
the future development of the City of Parkland and the
multiple annexation parcels lying in the area commonly
referred to as “The Wedge”. The Master Plan design
promotes compatibility with the existing community,
assures adequate infrastructure for all future growth and
protects the health, safety, welfare of the residents of
the City of Parkland.
The team developed goals & objectives for the Master
Plan, conducted inventory and analysis studies of the
existing conditions, conducted stakeholder interviews
and public workshops to gather community input all
prior to the development of the Master Plan. Once a
final concept was completed recommendations for
implementation were provided and an examination of
the communities Level of Services (LOS) was completed.

The City of Parkland initiated the design of Barkland, its
first dog park, in the Fall of 2010. WGI’s Land Design
Services Division teamed up with Keith and Associates
to design and permit the 2 acre doggie playground. Our
firm was responsible for providing landscape drawings,
irrigation drawings, and equipment specifications for the
site furnishings and accessories. Land Design Services
also provided presentation graphics and elevation
renderings for representation before Parkland’s City
Council.
Barkland includes two separate fenced-in play areas,
one area for large dogs and one area for small dogs.
There are two large walking trails that loop through the
site to connect the park’s pavilions, benches, picnic
tables, and drinking fountains. There is also plenty of
room for man’s best friend to exercise on the play station
equipment or run free in the open grass fields. The park
opened for play in January 2012 and was immediately
successful. Barkland has become a great destination
place for a local community to gather and spend time
with their family pets.

WGI’s Land Design Services Division assisted the City
of Palm Beach Gardens in developing a Beautification
Grant Package for submittal to the Florida Department
of Transportations District 4. WGI performed all
the coordination with the FDOT District Landscape
Architect on behalf of the City. For the Grant Package,
WGI prepared conceptual landscape plans, graphic
renderings and conceptual landscape and irrigation
cost estimates. WGI also assisted the City in preparing
the grant write-up.

Bryant Park was originally planned and built by the City
of Lake Worth and is a gem in the City of Lake Worth
park system. The facilities include a concert band
shell with seating for over 125 guests, a castle-themed
playground, a one-mile heart trail, a boat ramp with four
launching pads, boat trailer parking facilities, horseshoe
pits and a fishing pier.
Land Design Services developed the master plan and
provided site planning services and the landscape and
hardscape design for the park renovation. Land Design
Services was involved as part of a team of designers
including Peacock & Lewis Architects. A series of three
public charettes were held to include public participation
in the design of the park. The final design included a
garden loggia as a visual feature which complements
the band shell and creates a picturesque park for the
residents and visitors to enjoy.

Under its continuing service contract with the City of
Coconut Creek for Urban Planning and Landscape
Architecture, WGI’s Land Design Services Division
created the park design for a new portion of Sabal
Pines Park, located in the City of Coconut Creek. Park
improvements include a t-ball field, coach pitch field,
and a multi-purpose field.
Scope of services includes preparation of landscape
plan, site plan, approval from regulatory agencies,
preparation of bid documents, and construction
management services. The project was completed in
February 2013.

Michael L. Davis, Senior Vice President, Principal-in-Charge
Michael has extensive program and project management experience and is directly responsible for the management
of the fi rm’s landscape architecture practice, as well as planning, civil engineering and environmental practices.
With over 36 years of high level experience in water resources, environmental policy, legislation and governmental
relations, including NEPA and the Army Corps of Engineers planning and regulatory process, Michael’s reputation
and recognition offers clients a profound resource, as well as policy and legislative consulting services. Michael has
extensive experience with numerous municipalities throughout Miami-Dade County and has been the Principal-
in-Charge for several continuing landscape architecture service contracts similar to this contract. Some of these
include the City of Ft. Lauderdale, the City of Miami, City of North Miami, Miami Gardens, FDOT District 4 and District 6 to name a few.
Cheryl Callender, RLA, LEED, Project Manager
Cheryl is a trilingual architect and landscape architect with over 16 years’ experience managing a wide variety of
large scale public and private projects in multiple countries across the world. With her vast experience in servicing
South Florida agencies like the City of Sunny Isles Beach, Cheryl manages the landscape division in WGI’s
Ft. Lauderdale Branch Offi ce. For the last 10 years, Cheryl has specialized in providing landscape architecture
services to numerous public agencies throughout South Florida. These have included the City of Miami, City of
Coconut Creek, City of Ft. Lauderdale, City of Pompano Beach, City of Miami Gardens, and the City of Tamarac to
name just a few. Cheryl was the landscape architect of record and project manager for the redevelopment of the
famous A1A Streetscape at Las Olas Blvd. in Ft. Lauderdale. Most recently, Cheryl provided park master planning services for two of
the City of Miami’s parks, Little Haiti Park and Simpson Park.
Jason Mihalovits, RLA, LEED AP, Deputy Project Manager
Jason is a registered landscape architect, a LEED accredited professional and an experienced irrigation designer
that has specialized in servicing public clients for the last 14 years. Most recently, Jason assisted the City of North
Miami in redeveloping their downtown corridor adjacent to the North Miami City Hall. Jason is also an experienced
park designer, having provided park master planning for six parks in the last fi ve years alone. He has provided City
gateway design and transportation corridor/streetscape design for numerous South Florida municipalities and is
an expert on FDOT design standards and criteria. Jason is currently the project manager for WGI’s District 6
districtwide landscape architecture consulting services contract and has been providing landscape architecture
services to FDOT District 6 and other districts for over a decade. He has been the lead designer and/or project manager for over $35
million dollars and 40 miles of landscape improvements along transportation corridors, many through municipalities like the City of Sunny
Isles Beach.
Brian Terry, RLA, LEED AP, Quality Assurance/Quality Control Manager
Brian brings more than 15 years of experience practicing landscape architecture and planning throughout Florida.
He has successfully provided continuing services with many local, municipal and state agencies including the City
of Orlando, the City of Apopka, Sumter County, St. Lucie County, Palm Beach County, Palm Beach County Water
Utilities, Florida Department of Transportation, the City of Miramar, the City of Parkland, the City of Coconut Creek,
Monroe County, Miami-Dade County and the City of Port St. Lucie to name a few.

HISTORY AND BACKGROUND
Founded in 1972 and incorporated as Wantman Group in 1991, WGI has been providing the highest quality consulting services for
over 40 years. In August 2014, WGI acquired Land Design South, Inc, one of the largest and most highly respected landscape
architecture fi rms in South Florida, and created WGI’s Land Design Services Division. With this acquisition, WGI became one of a
few consulting fi rms that specialize in landscape architecture, planning, and urban design, along with its already well-established
civil engineering, surveying and mapping, water resources, and environmental services. Capitalizing on this multidisciplinary
approach, WGI is fully capable of providing the services required for this contract, as well as a variety of additional support services
should the need arise. In 2015 WGI purchased Bridge Design Associates, a structural engineering fi rm with signifi cant experience in
pier design, bridge design, sea wall engineering and other structural engineering services. The addition of Bridge Design Associates to
our team further strengthens the resources necessary to complete the project scope. WGI and its professional staff have a long history
of successfully providing services for a multitude of agencies and municipalities
throughout Florida, including numerous cities and counties throughout Miami-Dade,
Broward and Palm Beach County. Some of these include Monroe County, the
Village of Wellington, City of West Palm Beach, City of Palm Beach Gardens, City
of Ft. Lauderdale, City of Boynton Beach, St. Lucie County, Palm Beach County,
South Florida Water Management District and all FDOT Districts, including District

Michael is a Principal and Senior Vice President of WGI and is responsible for the management of the firm's planning, landscape
architecture, civil engineering and environmental practices. With over 37 years of high level experience in water resources,
environmental policy, legislation and governmental relations, including NEPA and the Army Corps of Engineers planning and regulatory
process, Michael's reputation and recognition offers clients a profound resource for resolving planning and environmental issues, as
well as policy and legislative consulting services. Michael has served in a senior capacity in the Army Corps of Engineers, the White
House Council on Environmental Quality, the Environmental Protection Agency and the United States Department of the Interior. This

Senior Project Manager. Michael led a large multi-disciplinary team of environmental scientists, biologists, geologists, planners and
engineers to successfully complete the Environmental Impact Statement (EIS) and PD&E Study for the proposed extension of the
Crosstown Parkway across the North Fork of the St. Lucie River. The project involved extensive environmental evaluations, including
wetlands, river and listed species impact assessments and compensatory mitigation. The project was complex and controversial -
involving sensitive resources and state park lands. Through his leadership and extensive, regulatory, environmental science and policy
experience, the project was approved by FDOT and FHWA. In addition, federal and state regulatory and resources agencies signed
off of the project, including USACE, USFWS, NMFS, SFWMD and FDEP. He was the spokesperson for the project, conducting scores
of public presentations and media events, including radio and television

Senior Project Manager. Michael led the South Miami-Dade Watershed Study and Plan. This project was a $3 million scientifically-
based planning effort that provides the framework for making land use decisions for 371 square miles (half of Miami-Dade County)
over the next 50 years. He was responsible for assessing the effect of projected increases in population growth on water quality,
natural communities, including wetlands and remnant natural forests and Biscayne Bay, transportation, the economy and agriculture.
He was the spokesperson for the project, conducting scores of public presentations and media events. The project won the 2007
Award of Excellence from the Florida Chapter of the American Planning Association.

policy debate and litigation over their comprehensive plan policies and their land development regulations related to the Coastal
Barrier Resources Act. He analyzed lands within each coastal barrier resources unit in the Keys, identified these areas could be
protected from further development, drafted policy changes and made recommendations for changes to the land development code.
The County adopted the changes in its LDC.

and coordination for the improvements to this park. The project consisted of renovating an existing natural grass soccer
practice field into a synthetic turf multi-use practice field, and the re-alignment of the surrounding walking path to minimize
impacts to the existing vegetation. In addition to the associated amenities which included: a grouped exercise equipment station
package with a shade structure, a metal prefab storage building with a chilled drinking fountain, and the modifications to the
existing irrigation system and mitigation for the existing trees impacted by the new synthetic turf field area.

areas. As well as the coordination with the City of Fort Lauderdale, and FDOT’s in-house roadway designers. The project
improvements comprised the repair and restoration of the existing seawall and sidewalk damaged by Hurricane Sandy. It
incorporated roadway realignment, adding bike lanes and on street parking, hardscape treatments, ADA upgrades, landscape,
decorative lighting, signage and improved storm water drainage.

Project Manager. University Park is a 692 bed privately funded dormitory for students of Florida Atlantic University, located just
off campus in Boca Raton. WGI Land Design Services division worked closely with the client and design team, providing
planning, landscape architecture, environmental and transportation services to facilitate development of the site. The client had
a vision to develop a modern facility filled with amenities that would attract FAU students. WGI worked with the client to fist
develop the site plan and navigate through The City of Boca Raton’s site plan approval process. After finalizing the site plan,
the focus was shifted to designing the outdoor amenity spaces which included a central courtyard area complete with zero entry
pool, bar and grill, cabana structures, water/ fire feature, grand lawn, and pergola with hanging hammocks. Attention to detail
was critical in developing the client’s vision of a cutting edge facility that would attract students. Modern materials and design
themes were carried throughout the outdoor spaces to enhance the contemporary aesthetic style. The final project was the first
of its kind in South Florida and WGI was proud to be a part of the design team.

Landscape Architect and Planner. Encompassing approximately 2,600 Acres of land and 24 property owners WGI Land Design
Services worked as a subconsultant to develop a Master Plan for the City of Parkland and the North Springs Improvement
District. The purpose of the Master Plan was to create a vision for the future development of the City of Parkland and the
multiple annexation parcels lying in the area commonly referred to as “The Wedge”. The Master Plan design promotes
compatibility with the existing community, assures adequate infrastructure for all future growth and protects the health, safety,
and welfare of the residents of the City of Parkland. The team developed Goals & Objectives for the Master Plan, conducted
Inventory and Analysis studies of the existing conditions, conducted stakeholder interviews and public workshops to gather
community input all prior to the development of the Master Plan. Once a final concept was completed recommendations for
implementation were provided and an examination of the communities Level of Services (LOS) was completed.

Landscape Architect and Planner. The City of Parkland initiated the design of Barkland, its first dog park, in the Fall of 2010.
This project included the design and permitting of the 2-acre dog park. Services included landscape drawings, irrigation
drawings, and equipment specifications for the site furnishings and accessories. Presentation graphics and elevation
renderings for representation before Parkland’s City Council were also provided. Barkland includes two separate fenced in
areas, one area for large dogs and one area for small dogs. There are two large walking trails that loop through the site to
connect the park’s pavilions, benches, picnic tables, and drinking fountains. There is also plenty of room for man’s best friend to
exercise on the play station equipment or run free in the open grass fields. The park opened for play in January 2012 and was
immediately successful. Barkland has become a great destination place for the local community to gather and spend time with
their family pets.

Landscape Architect and Planner. The Continuing Care Retirement Community is located on a 29-acre portion of the Jewish
Federation of South Palm Beach County campus in Boca Raton, Florida. The site includes 45,000 square feet of administration
buildings and over 670,000 square feet of independent living, assisted living and support facilities. WGI is responsible for site
planning, landscape architecture, surveying, mapping and planning assistance, as well as design, permitting and construction
observation of the pavement, site grading, surface water management system, potable water distribution system and
wastewater collection system. Construction administration services included document management, submittal review,
construction and testing observations, attendance at progress meetings, utility service coordination, reviewing record drawings,
responses to requests for information, change order review and recommendation, and certifying construction completion.

Project Manager. Bryan oversaw all aspects of the project and client relationships. The Society of the Four Arts located on
Palm Beach Island offers a unique and quality cultural programming to the growing resort community of Palm Beach. The
campus is home to beautiful sculpture and botanical gardens, a library and children’s library, and a state-of-the art educational
facility. Each season, The Four Arts offers a dynamic lineup of cultural programing, including notable speakers, concerts, films,
educational programs, and art exhibitions. During the peak season there is a shortage of parking to support the patrons
attending the programs. WGI worked closely Conkling and Lewis Construction and the client to develop an innovative solution
to help alleviate the parking issues. The solution developed entailed modifications to the site to implement a stabilized sod
parking area on the existing green mall area in the center of the campus, utilized for valet purposes only during peak season.
This innovative solution alleviates the parking issues while maintaining the beauty of the existing mall space. WGI provided site
planning, civil engineering and landscape architecture. WGI prepared plans and provided support throughout the approval and

Project Manager. The Abacoa Town Center was developed approximately 15 years ago as the central commercial district to
support the overall Abacoa development. Over the years the Town Center has lost many of its tenants and has lost the life that
once filled the center. WGI was hired to develop an overall master plan and detailed concept plans for key areas throughout
the Town Center to help with the revitalization efforts. The overall design goal was to create a state of the art destination for
Abacoa communities and surrounding neighborhoods to experience local art, culture, music, fun and games in a safe,
educational and family friendly interactive environment which will reinvigorate life into the town center. The design process
began with client meetings and extensive research into successful downtown and town center developments. Ideas were
generated and the overall program was developed. The program was then refined into one overall master plan and several
detailed concept plans and renderings to convey the intent of the program and design. The final designs were incorporated into
an overall presentation. Now that this phase of the project is complete, the next step is developing the concepts into
construction documents and moving into the construction phase of the project.

into the South Florida market and began looking for sites in South Florida for their distribution center. After extensive site
selection reviews, Aldi chose a site in the Village of Royal Palm Beach for their regional distribution center. WGI was
responsible for processing land use, zoning, variances, waivers, site plans, master plans and landscape plans for the
development of the 800,000sf warehouse distribution center as well as for the 20,000sf flagship stand-alone store. WGI
represented the numerous application requests before the Technical Review Committee, the Planning & Zoning Board, the
Architectural and Aesthetic Review Committee and the Village Council. WGI worked with Village P&Z staff to re-write
development codes for the allowance of the large distribution center and applicable regulations for protection of natural
resources and surrounding residential communities.

Located on the Intracoastal Waterway, the site contained a shoreline of mangroves, sea grapes, and oysters. Using a 400-ft long
dock that paralleled the shoreline but extended into the Intracoastal Waterway, the result met the desired boat capacity, water
depths, Intracoastal Waterway setback requirements, and avoided the mangroves, thus minimizing environmental impacts and
streamlining the permitting process. As part of the grant application, John provided a project description and justification,

This site was developed by PBC Water Utilities as the very first created wetland in the County. The site was
originally 56 acres of percolation ponds from the main water treatment facility in the county. Land Design

Vilano Beach Town Center is located in the ocean front community of Vilano Beach. WGI provided all Master

Harsh environmental conditions at the ocean front property were a critical design consideration for this project.
Native plantings that were drought resistant and salt water tolerant were selected for the site. Gathering

The Abacoa Town Center was developed approximately 15 years ago as the central commercial district to
support the overall Abacoa development. Over the years, the Town Center has lost many of its tenants and
has lost the life that once filled the Center. WGI’s Land Design Services Division was hired to develop an
overall master plan and detailed concept plans for key areas throughout the Town Center to help with the
revitalization efforts. The overall design goal was to create a state of the art destination for Abacoa
communities and surrounding neighborhoods to experience local art, culture, music, fun and games in a safe,
educational and family-friendly interactive environment which will reinvigorate life into the Town Center. The
design process began with client meetings and extensive research into successful downtown and town center
developments. Ideas were generated and the overall program was developed. The program was then refined
into one overall master plan and several detailed concept plans and renderings to convey the intent of the
program and design.

Grassy Waters Preserve is a 20-square mile fresh water resource developed and operated by the City of
West Palm Beach. This facility provides fresh drinking water for over 320,000 residents. The development of

This truly unique LEED® collaborative is a partnership between the School District of Palm Beach County and
Florida Atlantic University.
WGI’s Land Design Services Division was provided an opportunity to partner with the center to provide
landscape architecture services for the design of an educational garden to be located within the grounds of
the Education Center. The goal of the design was to create a demonstration garden utilizing one hundred
percent native plant materials which will be used to educate the center’s users of the various methods in
which native plant material can be successfully incorporated into a residential landscape setting. In
correlation with the use of native plant materials, special attention was given to utilizing plant materials with
low water needs that would support a variety of native wildlife species. Through the use of these design
strategies a garden was created that not only compliments the culture of sustainability existing throughout the
center but also serves as an educational resource to the surrounding community.

The St. Lucie County Emergency Operations Center is a key public safety facility on the Treasure Coast. It
provides the Division of Emergency Management a coordinating point for the effective management of local
emergencies to catastrophic events in and around St. Lucie County. Recovery planning and financial
assistance from the State of Florida and FEMA are established through the Division’s emergency operations
center. The facility is a nuclear protected complex, designed to allow emergency communications and
operations to continue functioning in the event of a natural or man-made disaster.
The landscape design approach was to develop a plant palette that was drought tolerant and low

Located in the City of Fort Pierce, the Havert L. Fenn Center is a special needs hurricane shelter and
civic/recreation center that was built to sustain 180 mph hurricane winds and accommodate up to 500 special
needs patients. The 62,000 square foot facility has a full-range kitchen, water supply, showers and diesel fuel
storage. It is designed so that four cots can share one outlet, so that there is plenty of power for people inside
the shelter in time of natural disasters. The building also serves as a multi-purpose civic center and boasts a
large auditorium divided into three separate basketball courts and several multi-purpose rooms, which can be
used for meetings and conferences.
The building incorporates green building technology through the use of low-flow water fixtures with automatic
sink sensors, flooring and carpeting composed of recycled content, and high efficiency lighting throughout the
facility. The landscape for the project consists of native and drought tolerant plant material which contributes
to sustainability and the green building approach.

Renaissance Charter School is the first tuition-free public charter school serving students in grades K-8 who
reside to be built in Broward County. WGI’s Land Design Services Division played an integral role as the
Charter School’s landscape architect along side Gustavo Carbonell Architects. Our services included
landscape and irrigation design for the campus design of this charter school.
The proposed campus plans incorporate a colorful native and tropical blended plant palette. The planting
designs take into consideration Florida Friendly landscape guidelines while integrating the site’s overall
landscape requirements. As a result, this low maintenance, water friendly plant palette, provides the school
with a functional yet colorful landscape for the students to enjoy.
The project was completed on time for the school’s inaugural year in August of 2012.

To further strengthen the services that may be required for this contract, WGI has teamed with Smith Engineering Consultants,
Inc. (SEC) for all electrical related services. WGI has successfully worked with SEC on countless projects throughout the
State over the last 15 years. SEC shares WGI’s unequivocal commitment to meeting our client’s needs.
SEC is a multi-discipline Small Business Enterprise engineering fi rm with an in-depth knowledge of energy, water, wastewater,
telecommunications, transportation, and architectural projects. SEC has coordinated with every South Florida electrical
purveyor numerous times over the last two decades. Typical design services SEC has provided our landscape architects on
similar contracts to this have included electrical design for irrigation pump systems, landscape and decorative lighting, as well
as pedestrian and pathway lighting. SEC will be available to provide all electrical design services that may be required for this
contract.
