(B&A) along with our partnering sub-consultants, is pleased to respond to the Request for Qualifications presented by the City of Sunny Isles Beach for Landscape Architect Services. B&A will be the Prime Consultant for this proposed contract and has assembled a team of exemplary professionals uniquely qualified to provide all of the services required in this RFQ. The inhouse professionals and sub-consultants we have assembled for these qualifications bring all of the necessary technical, management, and creative skills needed to execute the scope of work outlined in the RFQ. Our Team can achieve this in a manner that will provide the City of Sunny Isles Beach with superb design and planning skills while keeping within established budgets and meeting specific project schedules. The broad experience base, coupled with the unique composition of our Team, allows the City to work with one multidisciplinary group to achieve multiple successful projects. Mr. Luis Ajamil will be the Principal-in-Charge of this contract. His invaluable experience garnered throughout a career that spans more than 40 years of developing successful projects worldwide will be invaluable to the project’s success. I will be the project manager for this contract and will be the direct contact between our Team and the City of Sunny Isles Beach staff for the duration of the contract. As a Partner and Director of the Planning, Landscape Architecture, and Urban Design Department, I have overseen and managed many landscape architectural and planning improvement projects and bring the diversity of skills required of such assignments. I will be responsible for ensuring that the City’s needs are met on a daily basis. To date, approximately 30,000 trees have inventoried; E Sciences is currently preparing to conclude the City inventory with a final phase. The work was conducted using sub-meter accurate global positioning equipment. E Sciences provided the City with an ESRI ArcGIS shape file. The work included assessing each tree for its general condition and providing recommendations for maintenance. Greenspace Canopy Assessment: Using i-Tree Canopy and i- Tree Vue, E Sciences assessed the extent of the City’s urban forest canopy and the ecological services provided by the trees. E Sciences estimated the canopy coverage for the City’s entire urban forest, its parks and its rights of way using i-Tree Canopy. It also estimated the percentage of available space remaining within the City for additional tree planting. E Sciences used this information to estimate the carbon sequestration and storage, as well as pollutant removal being provided by the trees. E Sciences developed a brochure for public education documenting the information from the study. The Atlantic Ocean and the broad waters of the Lake Worth Lagoon form the City's east boundary and the beautiful fresh waters of Lake Osborne its west. Lake Worth’s tree canopy has been integral to the City’s identity since incorporation in 1919. In 2013, the City’s Public Services Department initiated a City-wide tree inventory, canopy coverage assessment and management plan project to provide a baseline status of the City’s canopy and to plan for the future. In 2014, E Sciences was awarded the tree inventory and management plan contract. We provided the following services: SA certified arborists conducted a city-wide tree inventory using a Trimble GPS data collector with a laser range finder improving accuracy, speed and efficiency. Observations were made during the tree inventory about the environmental context of the City’s trees including soils, encroachment by invasive species, and general trends in tree and plant health. A canopy assessment was conducted of the City’s urban forest canopy for three different time periods. The assessments provided canopy coverage percentages for each period with a standard error of less than 2 percent. Using this information, E Sciences was able to estimate the percent canopy lost during the hurricanes of 2004/2005 and the rejuvenation that has occurred since. The City’s code was analyzed to determine regulations on tree protection and landscape planting requirements. After all the data was collected, analyzed and discussed, E Sciences prepared a management plan that provided recommendations to manage public and private trees, an analysis of risks to the urban forest associated with plant pests, development, sea level rise and other climate change issues, and recommendations for adaptive management. The City was interested in providing bicycle access along southbound Bayshore Boulevard through the Florida Department of Transportation’s Local Agency Program. There were three phases of the project. Phase 1 was constructed in 2012. Phase 2 construction was conducted May 2015. E Sciences assisted the City of Tampa with review of the Phase 3 plans through a continuing arborist services contract. Initial Phase 3 plans included widening the pavement into the existing median on the east side of the southbound lanes. The City was concerned that trees in the median may be impacted by the proposed construction. E Sciences conducted an arborist assessment of trees within the Bayshore Boulevard right-of-way and determined that widening within the median would likely impact numerous mature live oak trees. E Sciences recommended a combination of lane narrowing and widening to the west to avoid impacts. E Sciences later reviewed revised plans for impacts associated with widening to the west. Devastation from Hurricanes Wilma and Katrina in 2005 wreaked havoc on the gardens and grounds, designed for Deering by the Columbian Landscape Architect Diego Suarez, resulting in debris and sedimentation blockages in the canal and tidal pond system that connects to Biscayne Bay. Nuisance and exotic species infestations, and declining water quality from a loss of tidal flushing resulted in a loss of fish and wading bird usage of the gardens and waterways. Rare coastal hammock hardwood forest habitat was also destroyed. E Sciences prepared a multi-disciplinary landscape architecture and environmental restoration plan for the waterways and tidal pool which balances ecological function with creative landscape aesthetics, recreational functions and values, and improvements to water quality, and planting designs based on historic flora inventories — including mangroves, native hardwood hammock and coastal scrub species. E Sciences developed design plans to dredge the south canal at Vizcaya. A collapsed retaining wall at the mouth of the south canal, in addition to encroachment of mangroves and other emergent wetland vegetation, through the deposition of organic material and the capturing of sediments by their roots, has resulted in interruptions to the intended tidal fluctuations with in the canal. E Sciences applied for a Class I Permit from Miami-Dade County Regulatory and Economic Resources Department, a permit exemption from the Florida Department of Environmental Protection and a Letter of Permission from the U.S. Army Corp of Engineers to conduct maintenance dredging activities involving the removal of approximately 1,410 cubic yards of silt and sediments from the bottom of the canal. The entire development of the Truman waterfront is envisioned as a water related, park-like environment where the City will enjoy revenue from various commercial components to assist in the expenses of maintaining a worldclass park. The park master plan incorporates a redesigned 50-foot-wide waterfront pedestrian promenade, a pedestrian bridge to span Admiral’s Cut, an open air amphitheater, a renovated Navy Generator Building to be reused as a restaurant, historical museum and public restrooms, an interactive water feature with two adjacent shaded playgrounds, an exercise trail with outdoor exercise stations, and a 35,000-SF recreation center with an adjacent synthetic turf multi-purpose athletic and event field. Although the existing park is secluded and poorly maintained, the City intends to incorporate the park into redevelopment of the waterfront and the City’s commercial core to the north. With a significant historical background, the site offers an opportunity to educate the residents about the history of their community. A primary goal of the park master plan will be to provide an interpretive program for visitors. The program for the revitalized park includes two playgrounds, restrooms, picnic shelters, an interactive water feature, a 15 foot wide waterfront promenade and a new stair tower to connect the site to the bridge leading over to the City’s beach front area. One of the primary goals for the park’s redevelopment was to increase public access to the water front. This is accomplished by allowing non interrupted waterfront access and incorporating a small marina and floating docks into the Master Plan. Through meetings with City staff and neighboring residents, a final concept design was selected and approved by the CRA. Due to the extensive coverage of existing trees and palms on the site, B&A developed a plan to relocate and preserve most of the existing trees. Large seagrapes were relocated onsite and create a dramatic impact to the new landscape design. (B&A) to develop a new public open space plan for the walkway and roadway areas adjacent to the retail development. The B&A landscape design for the two block area was coordinated with the new streetscape design for the frontage roadway and the redesign of the building architecture fronting the public open space. Although parking located along the rear of the retail area would have been preferred, after extensive meetings with store and property owners, the decision was made to retain parking in front of the buildings as well as enhanced the rear parking. Although the net result was less parking directly in front of each store, the result has been a significant transformation of the retail area. Working in close cooperation with the City’s Parks, Recreation and Cultural Arts Department, the B&A Team carried out a parks existing conditions analysis, a parks and recreation needs analysis, identified park and recreation improvements and new facility needs. All forty one City parks existing conditions were evaluated and recommendations for improvements were made. Based on the Recreation Needs Assessment, it was identified that there is a need for a new community center which will serve an existing community. An analysis of available sites for the location of the community center was carried out and a preferred site was recommended. Projects were prioritized. Early action projects included the new community center, the conversion of baseball fields to rectangular fields for soccer and football; and the expansion of McNair Park on the west side of the City of Pompano Beach. One of the principal goals for the project was to create value for both the Port and the City on the largest undeveloped waterfront property in the downtown area. A key element of the approved Master Plan was the introduction of a new six acre multi use public park which would connect Channelside Drive to the presently obscure waterfront.
