(CGA) is pleased to submit our Statement of Qualifications to provide professional Landscape Architect services for the above­ referenced Request for Qualifications. We are a well-established, multi-disciplinary firm with offices headquartered in Fort Lauderdale and serving the South Florida Region with offices located in Miami-Dade, Broward, Palm Beach, and St. Lucie Counties. For over 79 years, our firm has been providing municipal consulting services, and has served the City of Sunny Isles Beach with outstanding services for over 15 years. Our experience, gained through long-standing relationships with local governments and agencies, and our diverse personnel, makes us uniquely qualified to deliver the required quality services stipulated in the RFQ's Scope of Services. If selected, CGA's Ft. Lauderdale office, at 1800 Eller Drive, Suite 600, Ft. Lauderdale, FL, will be the responsible office for this contract. I, Shelley Eichner, AICP, Senior Vice President, will serve as Principal-in-Charge and Tammy Cook-Weedon, RLA, ASLA, LEED-AP, will serve as Associate-in-Charge and Project Manager of the assembled team. EXPERIENCE THAT COUNTS. Mrs. Cook-Weedon leads the Landscape Architecture department, with over 30 years of experience and demonstrated strengths in managing projects to meet the needs of our municipal clients. She has successfully led numerous large scale projects encompassing design studies, planting designs, and the various intersecting professions and tasks necessary to manage projects through to completion and delivery. Additionally, she is a service-oriented and an award-winning Landscape Architect, having won several Awards of Excellence for her past experience. WHY THE CGA TEAM. The plan recommended the creation of twin public plazas on the northwest and southwest corners of the intersection to serve as a new neighborhood center and gathering place for the community as a whole. CGA designed the plaza on the Northwest corner which consists of landscape features and pedestrian amenities. The design also included colorful terrazzo and keystone pavers similar to the Libby Wesley Plaza (SW corner) of intersection, and includes four bronze emblems featuring fire rescue motifs. Green building elements such as permeable pavers and native vegetation were also incorporated into the project. The design will allow for seamless integration into the Atlantic Avenue corridor while still honoring the unique civic identity of the Fire Rescue Headquarters. Permits from FDOT and SFWMD were secured. Constructing the plaza areas out of permeable pavers helped to facilitate the drainage requiremnets of the permiting agenices. Enhanced by native trees and shrubs and carpeted by pervious pavers, the new public parking lot at S.W. 9th Avenue and 1st Street is resolving parking woes in the West Neighborhood CRA district of downtown Delray Beach. This design is also reducing pollution, energy costs and emission of greenhouse gases. The 44-space lot just a few lots South of Atlantic Avenue is a “green design,” consisting of pervious pavers, decorative LED lighting, and low-volume irrigation, according to the Delray Beach Community Redevelopment Agency (CRA) which built the lot. Delray Beach is on the cutting edge of sustainable solutions with building green parking lots to reduce water runoff and protect waterways from dirt and petroleum that come from standard water-shedding, heat-reflecting pavement lots. This site provides a tot lot for the local community and includes both adult fitness equipment and children’s play equipment. The design includes trash receptacles and a bike rack. This concept was designed to encourage close surveillance by the parents and neighbors. A roundabout is included in the right of way as a traffic calming method for the area. Parallel parking on the East side of the site has also been provided to further expand the parking count. Palm Avenue and 53rd Street Diversion Study- Consultant as part of a Continuing Traffic Engineering Services Contract completed a traffic diversion study associated with the closing/opening of the median at the intersection of Palm Avenue and SW 53rd Street. The purpose of the study was to evaluate the effects of opening or closing this median on the surrounding roadway network based on two (2) different performance measures: Volume and 85th Percentile Speed. The intersection of Palm Avenue and SW 53rd Street is an un-signalized T-intersection with a dedicated left-turn lane on the northbound approach and a dedicated U-Turn lane on the southbound approach of the intersection. Palm Avenue is a four-lane divided urban arterial with a posted speed limit of 40 MPH and bicycle lanes in both directions. The results of the evaluation showed that with the median open at the intersection Palm Avenue/SW 100th Avenue and SW 53rd Street, the overall surrounding roadway network experienced lower speeds and less cut-through traffic thus it was recommended that the median at the intersection of Palm Avenue/SW 100th Avenue and SW 53rd Street remain open. Town of Surfside Townwide Traffic Calming Study- Consultant as part of Continuing Traffic Engineering Services Contract completed a town-wide traffic analysis to determine appropriate neighborhood traffic mitigation measures. The analysis included conversion of two-way stop control intersections to four-way stop control, installation of speed tables and the conversion of two-way roadway segments to one-way operation. The analysis included the development of a comprehensive traffic flow model to determine the impacts of proposed traffic calming measures.
