HomeMy WebLinkAboutReso 1997-0010 RESOLUTION NO. 97-10 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA ESTABLISHING CITIZENS COMMITTEES INCLUDING PUBLIC SAFETY, LONG RANGE PLANNING, BUDGET, CITY HALL, AND BUILDING AND ZONING FOR THE CITY OF SUNNY ISLES BEACH. WHEREAS, the City does not yet have a City Manager and many issues require immediate attention, and WHEREAS, the citizens of the City have indicated a desire and the Commission has agreed it would be appropriate and necessary to create such citizens' committees to assist the Commission. NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, as follows: Section 1. The following committees be and are hereby created by this Commission: a. Public Safety b. Long Range Planning c. Budget d. City Hall e. Building and Zoning f. Cultural Arts g. Landscaping h. Economic Development Section 2. In accordance with the Charter, Section 2.2, the Mayor shall appoint both a Chairperson who shall be a Commissioner and a Vice-chair who shall be a citizen appointee. In addition, each Commissioner shall appoint one member to each of the five MIAMI:F:\DoCS\LMD\ML\64764.1 :9/11/97 (9:55am) 1 committees within one month from the date of this resolution. Section 3. The Committees shall be subject to the sunshine laws and as such shall select a secretary who shall maintain the minutes of each meeting and who shall make sure proper notices have been published as to meeting date, time and location. Section 4. Each committee shall define and refine its mission and shall develop goals which shall then be reported to the Commission. Each committee shall also be responsible for reporting its progress to the Commission as and when appropriate. Suggested goals are attached to this resolution as Exhibit "A" and may be amended as aforesaid. Section 5. The appointments once made in writing shall become effective immediately upon each member filing with the Clerk of the City his/her acceptance and a financial disclosure (Form I-Statement of Financial Interest 1995) as required by law. Section 6. The provisions of this resolution authorizing the creation of these citizens'commitees shall become effective immediately upon adoption. MIAMI:F:\DoCS\LMD\ML\64764.1 :9/11/97 (9:55am) 2 City Attorney Moved by: Second by: lAUi IN J)(-6a p.,.\f..I~ uw..u.l1.1I ~ ~ -,-_ttJV't> MIAMI:F:\DoCS\LMD\ML\64764.1 :9/11/97 (9:55am) 3 Public Safety Committee The mission of the Public Safety Committee would be to develop information and make recommendations to the City Commission on the following areas, which areas may be supplemented over time: · Transition of police services from Metro Dade Police Department to City of Sunny Isles Beach Police Depa$nent. · Graffiti control, including prevention, response to graffiti and methods of investigation and punishment of perpetrators. · Improvement and development of Crime Watch. · Modern methods of suburban policing and crime control, including: · community policing concepts · New York City system for early targeting of crime spree locations · coordination and cooperation with home security companies · Vacation Watch and other procedures for protection of vacant premises · Systems for easy identification of residents. such as the Key Biscayne System for affixing stickers to the back of resident vehicles so that patrol officers recognize residents and non residents · proper allocation of patrol resources. MIAMI:F:\DOCS\LMDIML\64770.1 :8/12/97 (4:28pm) Building and Zoning Committee The mission of the Building and Zoning Committee would be to develop information and make recommendations to the City Commission on the following areas, which areas may be supplemented over time: · Review and make recommendations on revisions to the South Florida Building Code. · Review and make recommendations on revisions to the Sunny Isles Beach Zoning Code. · Work with City Manager on implementation of appropriate Code Enforcement System including: · prioritization of enforcement matters. · review and monitor complaint response procedure. · development of efficient and cost effective methods of promptly cleaning up vacant lot/nuisance code violations if owner fails or refuses to respond to reasonable requests. · Develop recommendations as to the need/desirability of a Zoning Appeals Board, including: · is it necessary · is it advisable, and, if so, why. MIAMI:F:\DOCS\LMD\ML\64770.1 :8/12/97 (4:28pm) Budget and Finance Committee The mission of the Budget and Finance Committee is to work with the City Manager to develop information and make recommendations to the City Commission on the following areas, which areas may be supplemented over time: · Develop revenue projections for a one, five and ten year period, · Develop data on basic expenditures to provide services versus discretionary expenditures. · Develop infonnation on available grants and other governmental assistance and methods of obtaining same. · Work with Manager to develop Budget for submission to' Commission as required by the Charter. · Work with Manager to develop and monitor financial controls for expenditures, with review of Income and expenditures between quarterly reports to the City' Commission. Until such time as a Manager is retained, help develop the Budget which must be submitted to the Commission no later than September 3, 1997 to participate in review of proposed First Budget by Commission and participate in Public Hearings on Budget to be scheduled for September 1997. MIAMI:F:\DOCS\LMD\ML\64770.1 :8/12/97 (4:28pm) Long Range Planning/Governmental Relations Committee The mission of the Long Range Planning/Governmental Relations Committee is to work with the Manager to develop information and make recommendations to the Commission on the following areas, which areas may be supplemented over time: · Develop a proposed Comprehensive Master Plan in accordance wit the requirements of State law. · Develop a list of governmental required plans, reports, forms and information which must be maintained, gathered or prepared by the City of Sunny Isles Beach for submission to or use by other governmental entities in compliance with law. · Develop time line for preparation of required reports, plans, etc. · Coordinate with Miami Dade Water and Sewer Authority re: plans for water and sewer development in the City. · Coordinate with Florida Power & Light re: plans for electrical service in the City of Sunny Isles Beach, and possibility of burying electric lines. · Coordinate with Southern Bell Telephone re: plans for telephone service in the City, and possibility of burying lines. · Develop five year Master Plan for landscaping main streets and avenues in the City and develop cost and timelines. · Establish and maintain relationship with Dade League of Cities. Florida League of Cities, Dade State Legislators and lobbyists, and monitor state and focal developments pertaining to the City as well as to municipalities generally. · Monitor and report on legal developments which may affect the City on proposed State laws and on trends in the law and in government which should be known by the City Commission. M1AMI:F:\DOCS\LMD\ML\64770.1 :8/12/97 (4:28pm) City Hall Committee The mission of the City Hall Committee would be to assist the Mayor and eventually the City Manager to create space for the City Hall, including: · Assisstance with the design of the interior space. · Assistance with the procurement of pricing. · Supervise construction. · Assistance in securing office equipment and furniture.
