AS A SOLE SOURCE VENDOR OF THE DESIRED LIGHTNING PREDICTION AND WARNING SYSTEM; APPROVING THE PURCHASE AND INSTALLATION OF FOUR (4) SYSTEMS FROM THOR GUARD, INC. FOR PELICAN COMMUNITY P ARK, SENATOR GWEN MARGOLIS PARK, TOWN CENTER PARK, AND SAMSON OCEANFRONT PARK, IN AN AMOUNT NOT TO EXCEED THIRTY- SIX THOUSAND THREE HUNDRED TEN DOLLARS ($36,310.00); AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach desires to purchase and install a Lightning Prediction and Warning System in certain City Parks for the safety and welfare of its residents and visitors; and WHEREAS, Thor Guard, Inc. has been identified by the Administration as a "sole source" vendor to provide the Lightning Prediction and Warning System desired by the City of Sunny Isles Beach; and WHEREAS, in conjunction with that effort the City wishes to purchase four (4) Lightning Prediction Systems for Pelican Community Park, Senator Gwen Margolis Park, Town Center Park, and Samson Oceanfront Park from Thor Guard, Inc., in an amount not to exceed Thirty-Six Thousand Three Hundred Ten Dollars ($36,310.00), as per the Vendor Agreement attached as Exhibit "A", waiving the competitive bidding process as sole source. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Designation as Sole Source. Thor Guard, Inc. is hereby designated as sole source vendor of the desired Lightning Prediction and Warning Systems. Section 2. Authorization of City Manager. The City Manager is hereby authorized to purchase the Lightning Prediction and Warning Systems, from Thor Guard, Inc., in an amount not to exceed Thirty-Six Thousand Three Hundred Ten Dollars ($36,310.00), and do all things necessary to effectuate this resolution. Keeping your THOR GUARD lightning prediction and warning system operating properly is critical. Tills equipment needs to be maintained on a regular basis. The primary purpose of this maintenance program is to perfonn a complete and thorough system analysis fotlr to six times alUluaIly, frequency defined by the environmental conditions in your geographic arca. The following service procedures will be perfonned as part of this service agreement. }> Thorough cleaning of hyper static sensor (located on roof) }> Diagnostic test of base system to ensure proper working order }> Diagnostic test of remote horn locations }> Battery load test at base and all remote locations }> Compression check and horn test at all locations }> Transmitter and receiver check }> Up-grade system to new & improved circuit board chip if necessary to improve performance }> Provide additional training, if needed ONE YEAR MAINTENANCE FEE: $ 600.00 $ 600.00 $ 650.00 $ 700.00 $ 750.00 $ Site/Facility with a THORGUARDIAN Site/Facility with Base Driver Site/Facility with 1 Remote SiteIFacility 2-4 Remotes Site/Facility 5+ Remotes Additional visits or more than 8 Remotes will require site review. If locnted in Florida please add the applicable Florida sales tax. if not exempt Please note that the primary purpose of tlus agreement is to ensure that all aspects of your lightning prediction and warning system are operating properly on the day of each service call. The customer, however, is responsible for daily, routine maintenance of their Thor Guard system in order to guarantee that it is operating properly on an every-day basis. Neither Thor Guard nor the Service Agent is responsible for any disruption of service due to normal wear and tear after this maintenance service agreement is completed. Keeping your THOR GUARD lightning prediction and warning system operating properly is critical. This equipment needs to be maintained on a regular basis. The primary purpose of this maintenance program is to perform. a complete and thorough system analysis four to six times annually, frequency defined by the environmental conditions in your geographic area. REASONS: Pelican Community Park, Senator Gwen Margolis Park, Samson Oceanfront Park and Town Center Park are all host to many youth programs including summer camp, soccer, baseball, after school care, and junior lifeguard camp to name a few. Additionally, Pelican Community Park is used by the Sunny Isles Beach Community School for the Physical Education Program and daily recess. With all of this activity, it is necessary to have advance warning of a possible lightning strike at these parks. The Thor Guard system being proposed is a unique lightning prediction system that monitors the electricity in the air (atmospheric electrostatic analysis) to predict the probability of a lightning strike at the location before lightning strikes in the area. This system comes complete with the prediction hardware and software, monitors, horns and strobe lights to predict, notify, and send the all clear when it is safe to return as well as a Preventative Maintenance Agreement. ADDITIONAL INFORMATION: This system is used in schools, parks, golf courses, airports and other outdoor locations nationwide including our neighbors in Aventura, Bal Harbour and Miami-Dade County Parks. Thor Guard is a sole source vendor of this prediction system. The quote is based on government pricing through GSA Contract # GS-07F-0576T as also off~3t~'l~.IOB 'tlafe4/ r)/201 tr 39 City of Coral Springs and other government entities. The same Thor Guard system as being proposed here will be installed in all future new parks as they are developed. FUNDING SOURCE: The entire system will be covered with Police Forfeiture Funds through the Department of Justice account number 60.52 I .5599 for Community Policing.
