A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, RATIFYING
THE PURCHASE OF A NEW COMMUNITY SHUTTLE
BUS FROM FIRST CLASS COACH SALES
CORPORATION, IN AN AMOUNT NOT TO EXCEED
NINETY-THREE THOUSAND TWO HUNDRED NINETY
DOLLARS ($93,290.00), TO REPLACE AN EXISTING
SHUTTLE BUS; AUTHORIZING WAIVER OF
COMPETITIVE BIDDING PROCEDURES; AUTHORIZING
THE CITY MANAGER TO DO ALL THINGS NECESSARY
TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach ("City") desires to replace an existing shuttle
bus that is over five years old and is continuously in need of repair hampering the quality and
consistency of the service to our residents; and
WHEREAS, First Class Coach Sales Corporation submitted a quote of Ninety-Three
Thousand Two Hundred Ninety Dollars ($93,290.00) which is $5,000.00 less than the State
contract amount; and
WHEREAS, pursuant to Section 62-12 of the City's Procurement Code, the City
Manager has determined that it is in the best interest of the City to waive its formal competitive
bidding procedures due to time constraints and the urgent nature of the condition of the existing
bus and the savings to the City; and
WHEREAS, the City wishes to purchase the bus from First Class Coach Sales
Corporation in an amount not to exceed Ninety-Three Thousand Two Hundred Ninety Dollars
($93,290.00).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Waiver of Competitive Bidding Requirements. The Competitive Bidding
Requirements of Sunny Isles Beach Code Chapter 62 be, and the same, is hereby waived for the
purchase of the shuttle bus.
Section 2. Ratifying the Purchase. The City Commission hereby approves the purchase of
the shuttle bus from First Class Coach Sales Corporation, in an amount not to exceed Ninety-
Three Thousand Two Hundred Ninety Dollars ($93,290.00).
Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.

Effective Date. This Resolution shall become effective upon adoption.

RESOLUTION TO RATIFY THE PURCHASE OF A NEW
COMMUNITY SHUTTLE BUS
RECOMMENDATION:
It is recommended that the City Commission consider the attached resolution to ratify the
purchase of a new Community Shuttle Bus from First Class Coach Sales Corp. in an
amount not to exceed Ninety Three Thousand, Two Hundred, Ninety Dollars
($93,290.00).
REASONS:
The fleet of five Community Shuttle Buses is made up of two buses that are over 5 years
old that are in need of replacement. They are consistently out of service for repairs and
hamper the quality and consistency of the service as certain days, a minimum of 4 buses
are required to provide our standard service.
Although staff has been working with Miami-Dade County to purchase two replacement
buses utilizing the American Recovery Reinvestment Act (ARRA) funds, these buses
will not be available to the City until 2011.
ADDITIONAL INFORMATION:
As this quote came in less than the state contract amount, the City Manager exercised his
authority to waive the competitive bidding process in order to secure the purchase with a
$5,000 savings.
This is a ratification as there was a sense of urgency to secure this vehicle while it was
available and while this savings was available.

Community Shutde Bus Purchase Additional Information
The following is additional information as requested by the City Commission in regards to the
purchase of the new community shutde bus for the June 17, 2010 Commission agenda:
. The estimate to wrap the bus with decals and logos of the City of Sunny Isles
Beach is $3,440.
. The tag and tide transfer is estimated at less than $500.
. These two required items are not included the purchase price of $93,290 as they
are via different vendors.
. The total cost for acquiring the bus and getting it road ready is $97,230.
. The City intends to acquire 2 additional new buses through the ARRA program
through Miami-Dade County. This current purchase does not impact that grant.
. The current fleet of 5 buses is comprised of 2-2004 Chevy buses, 1-2004 Ford
bus, 1-2006 Ford bus and 1-2008 Ford bus.
. Ford currendy does not manufacture the engine large enough for the size of the
bus that we are purchasing. A quote was acquired for an International bus of the
same size and quality at $112,000.
. The original contract price for this bus was $103,865.58. It was fIrst discounted
to $98,630. A further $5,000 deduction was negotiated when it was suggested
that the purchase of the 2009 engine be considered for a fmal price of $93,290,
over $10,000 from the original state contract price.
. The last bus purchase in full was in 2006 in which we paid $79,690 for a 16
passenger, with 2 fold down seats for a total of 18 passengers. The purchase in
2008 was a partial due to the fIre of one of the 2006 buses. That replacement
bus with less options was $75,411. (Some options were salvaged and used on the
replacement bus to reduce the price.)
. The current bus is a full 20 passenger bus with 4 fold down seats for a total of 24
passengers with all of the same options as the current fleet.
