A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,
ESTABLISHING A COLLEGE SCHOLARSHIP PROGRAM
FOR HIGH SCHOOL STUDENTS FROM THE CITY OF
SUNNY ISLES BEACH AS PART OF A DRUG
PREVENTION AND SAFE NEIGHBORHOOD PROGRAM;
CREATING A FUNDING SOURCE FOR THE
SCHOLARSHIPS; CREATING A SCHOLARSHIP
COMMITTEE AND ESTABLISHING MINIMUM
REQUIREMENTS FOR THE SELECTION OF
SCHOLARSHIP RECIPIENTS; PROVIDING THE CITY
MANAGER AND THE CHIEF OF POLICE WITH THE
AUTHORITY TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission has made a strong commitment to provide
educational opportunities to the youth of the City of Sunny Isles Beach; and
WHEREAS, the City's commitment to education is demonstrated by the partnership
between the City and the School Board of Miami-Dade County to create the K-8 Sunny Isles
Beach Community School; and
WHEREAS, the City is committed to providing educational opportunities to the youth of
the City to discourage drug abuse and to promote a safe neighborhood; and
WHEREAS, the City Commission wishes to establish an annual scholarship program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Purpose of College Scholarship Program. The purpose of the College
Scholarship Program is to promote drug prevention and safe neighborhoods in the City of Sunny
Isles Beach. The program is designated to create educational opportunities for the youth in the
City to prevent delinquency among the youth in the City.
Section 2. Creation of a College Scholarship Program, The City Commission hereby
authorizes the creation of a College Scholarship Program. The Scholarships shall be awarded at a
Commission meeting no later than June of each year. A minimum of four (4) scholarships in the
amount of $5,000.00 shall be awarded on an annual basis. All of the recipients must have
graduated from a public school in Miami-Dade County.
Section 3. Funding. The Scholarships shall be funded from the interest from
forfeiture funds. The first scholarship shall be awarded in May of 2011 and thereafter on an
annual basis. The City shall pay the scholarship funds directly to the recipient's choice of college
or university. The City Manager and the Chief of Police are authorized to create a specific
funding source for the scholarship.
Section 4. Scholarship Committee. The City hereby creates a Scholarship
Committee to select scholarship recipients. The Scholarship Committee shall consist of the Chief
of Police or designee, the Principal of Alonzo and Tracy Mourning High School or designee, and
the Principal of the Sunny Isles Beach K-8 Community School or designee. The Scholarship
Committee is required to hold two (2) meetings annually. The Scholarship Committee shall
establish criteria to select scholarship recipients in addition to the following minimum criteria:
(1) Applicants must be a current resident of the City of Sunny Isles Beach for a
minimum of one year; and
(2) Applicants must be enrolled in a public school or an accredited private school
in Miami-Dade County; and
(3) Applicants must perform 20 hours of community service to promote drug
prevention in the City or law enforcement related activities; and
(4) Applicants shall write a 500 word essay on the topic of dangers of drug abuse
or creating a better community.
Section 5. Authority of the City Manager and the Chief of Police. The City
Manager and the Chief of Police are hereby authorized to do all things necessary to
effectuate this Resolution.
Section 6.
Effective Date. This Resolution shall become effective upon adoption.

RECOMMENDATION:
This Resolution is presented for your consideration.
REASONS:
The City Commission has a made a commitment to provide educational opportunities to our young
residents. This commitment was the driving force for the creation of the first public school in the
City - the Sunny Isles Beach K-8 Community School. This commission recently made a generous
contribution to the Alonzo and Tracy Mourning Senior High School to support academic programs.
By creating educational opportunities, the City is in essence creating a safer environment for our
kids. The City cannot control the problems that are associated with growing-up in the MTV
generation. These problems include but are not limited to drug abuse among teenagers. However,
the City can work diligently in preventing drug abuse among young people. In an effort to promote
safe neighborhood and drug prevention, I strongly recommend the creation of a College Scholarship
Program for high school students residing in the City. Specifically, the City via the assistance of the
Chief of Police will provide four (4) annual scholarships to college bound high school students, who
are residents of the City. The amount of each scholarship will be $5000.00. A committee, which
includes, the Chief of Police, Principals at Sunny Isles Beach K-8 Community School and the
Alonzo and Tracy Mourning High School will select the scholarship recipients. The first
scholarships will be awarded in May 2011.
The minimum qualifications for the scholarship are:
(1) Applicant must be a resident of the City of Sunny Isles Beach;
(2) Must be enrolled in a public school;
(3) Applicant must perform 20 hours of community service to promote drug prevention or
law enforcement related activities; and
