HomeMy WebLinkAboutOrdinance 2009-325 ORDINANCE NO. 2009-~ AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AMENDING SECTION 256-14 OF THE VEHICLES AND TRAFFIC CODE RELATING TO RENTAL OF PARKING LOT SPACES FOR SPECIAL EVENTS; ESTABLISHING HOURL Y PARKING FEES AT VARIOUS PARKING METER LOCATIONS; ESTABLISHING APPLICATION RENEWAL; PROVIDING FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission has a desire to provide a location for residents to park their commercial/recreational vehicles; and WHEREAS, the City Commission wishes to amend the vehicle and traffic code relating to parking fees required per hour at the various parking meter locations. NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part by this Ordinance upon adoption hereof. Section 2. follows: Amendment. Section 256-14 of the Vehicles and Traffic is amended to read as ~ 256-14. Parking Meter Rates. A. The parking meter rates at the Ellen Wynne Beach Access and the William Lehman Overpass (Center Island) parking lots shall be $2 for each hour, with a minimum purchase of one hour and a maximum of 12 hours. The rental of the parking lot spaces for special events outside of the normal daily operation shall be: $50.00 per space for up to 12 hours and a deposit of$500.00 is required. B. The parking meter rates at the Pier Park, under the William Lehman Bridge, and at the Bella Vista Park, and at any other Municipal Parking Lot parking lots shall be as follows: (1) Flat rate fee of$6 during \vcekday hours Rate of $2.00 per hour with a maximum purchase of 12 hours. Weekdays shall begin at 12:00 Words added underlined, words stfi€keH deleted (ed) Page I of3 midnight on Monday and terminate at 11 :59 p.m. on the Friday that immediately follows. (2) Flat rate of $10 per day on weekends and City-observed holidays, with a maximum of 12 hours. Weekends shall begin at 11 :59 p.m. on Friday 12:00 midnight on Saturday and end at 11 :59 p.m. on Sunday for a 48- hour period. (3) The rental of the parking lot spaces for special events outside of the normal daily operation shall be: $50.00 per space for up to 12 hours and a deposit of $500.00 is required. Section 3. Severability. The provisions of this Ordinance are declared to be severable and if any section, sentence, clause or phrase of this Ordinance shall for any reason be held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining sections, sentences, clause, and phrases of this Ordinance but they shall remain in effect, it being the legislative intent that this Ordinance shall stand notwithstanding the invalidity of any part. Section 4. Inclusion in the Code. It is the intention of the Commission, and it is hereby ordained, that the provisions of this Ordinance shall become and be made a part of the code of the City of Sunny Isles Beach, Florida; and that the sections of this Ordinance may be renumbered or relettered to accomplish such intentions; and that the word "ordinance" shall be changed to "section" or other appropriate word, as required. Section 5. Repealer. All ordinances or part of ordinances in conflict herewith be and the same are hereby repealed. Section 6. Effective Date. This Ordinance shall be effective ten (10) days after adoption on second reading. PASSED and ADOPTED on first reading the ~IS.&- day of fY'lA'1' 2009. NARANJA LAKES COMMUNITY REDEVELOPMENT AGENCY MIAMI-DADE COUNTY, FLORIDA REQUEST FOR PROPOSALS FOR PROPERTY MANAGEMENT SERVICES The Naranja Lakes Community Redevelopment Agency (the "CRA") is solicrting Proposals from quamied persons and entities to provide property management services to the CRA for its Community Center located at 27555 SW 140 Avenue, Naranja, Florida. Inrtially, the Community Center is intended to be used by the CRA for its administrative purposes including holding its Board meetings and workshops. as well as serving the needs of its Board Members and staff from time to time. Depending upon policies yet to be adopted by the CRA, in the future the Community Center may be used on a more intensive basis by the CRA. Such uses may possibly require on-site personnel at the Community Center on an as-needed, part-time or even full-time basis with such needs yet to be determined. Accordingly, the Property Manager should be able to demonstrate that rt has the ability to provide such personnel it required by the CRA. Without limiting the foregoing, the Community Center may be used for a variety of purposes including houriy or daily rental of the facilities for special events for organ~ations and individuals. If the Community Cenler is used for such purposes or otherwise, the Property Manager may be tasked with the responsibility for the coordination of such activities inclUding. but not limited fo. necessary staffing, calendaring events, collecting fees. follow-up, etc. Further, the CRA is also contemplating entering into an agreement wrth the Miami-Dade Police Department ("MDPD") to allow the MDPD to use a portion of the Community Center as a work station, which mayor may not be staffed by MDPD on a 24 hour per day basis. The Community Center work station would not be a full service police station. but merely a location utilized by officers to write police reports and make phone calls. The Property Manager would be required to coordinate with and assist MDPD in connection with its use of the Community Center. The primary responsibilities of the selected Property Manager will be to provide property management services to the CRA for the Community Center including, but not limited to the following: maintenance and repairs: accounts payable: budgeting; reporting and record retention; and servicing of all inquires and complaints. Solera, Community Development Director DATE: 6/18/2009 RE: Amending Section 256-14 of the Vehicle and Traffic Code Relating to Rental of Parking Lot Spaces for Special Events; Establishing Hourly parking Fees at Various Parking Meter Locations RECOMMENDATION: Staff recommends that the City Commission adopt this Ordinance amending Section 256-14 (Vehicles and Traffic Code). REASONS: The Community Development Department in an effort to make it easy to manage the fees for all parking locations, is proposing to move from a flat rate fee towards a per hour fee at all locations. Some parking locations such as the Pier Park, William Lehman Causeway Bridge, Bella Vista Park and the future Municipal Parking Lot behind Walgreens, have a flat rate at this time. Therefore we want to add these locations, as well as all future parking locations In addition the Department will like to codify this per hour rate for special events outside of the normal operations at all of our parking locations. The Cultural and Human Services Department deals with any event related to filming, and most of the events require the use of parking spaces for staff and equipment. They have been collecting a flat rate of $50.00 per space with a maximum of 12 hours and a $500.00 deposit to offset any possible repair costs incurred by the City. ADDITIONAL INFORMATION: The Community Development Department would like to codify these fees for easy reference by outside agencies and vendors.
