RESOLUTION NO, 98-26
A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT TO BE ATTACHED AS EXHIBIT
"A" FOR PROFESSIONAL LEGISLATIVE RELATIONS
AND LOBBYING SERVICES BETWEEN THE CITY OF
SUNNY ISLES BEACH AND Ronald L. Book. Esq.
[LOBBYIST]; PROVIDING FOR AN EFFECTIVE DATE,
WHEREAS, the City of Sunny Isles Beach anticipates a number of issues that will come
before the Florida Legislature and possibly other legislative bodies that will directly affect the City
of Sunny Isles Beach and for which the City of Sunny Isles Beach may be eligible to receive
funding; and
WHEREAS, Ronald L. Book. Esq.. [lobbyist to be named by the Mayor and City
Manager] is a well known and recognized lobbyist who often represents municipalities for the
Florida Legislature; and
WHEREAS, the Mayor and the Manager have negotiated the terms of that representation
which are set forth in the agreement which is attached as Exhibit" A";
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
1. The City Manager is authorized to execute the contract attached as Exhibit" A"
for professional legislative relations and lobbying services between the City of Sunny Isles
Beach and Ronald L. Book. Esq. upon the terms and conditions set forth in Exhibit "A"
and made a part of this Resolution.
2. This Resolution shall become effective upon adoption.

CONTRACT FOR PROFESSIONAL SERVICES
THIS AGREEMENT is made and entered into this ~ day of J:muary: 1998, by and

THE PARTIES HERETO 00 COVENANT AND AGREEt AS FOLLOWS:
L PIJRPOSE
The purpose of this Agreement is to provide for the CITY to mtain the professional
services of BOOK for coordination of the CITY'S legislative relatiOIa and for lobbying
requirements, as described in paragraph II herein below.
n. SERVICES
BOOK shall provide aU ,necessary legislative relations and lob:1ying services in any
jurisdiction to the City of Sunny Isles Beach. Such services shall include work for 4he purpose of
securing funds and grants for various purposes :from State, Federal and ollie [' sourc~s, promoting
intergovernmental cooperation in achieving the CITY'S objectives, and securing funds and grants
for parks and recreation pmposes, crime prevention. economic development and O1her purposes.
BOOK shall regularly report the status of his efforts to the City Manager and/l)r the City Attorney.
m COMPENSATION:
For aU professional services provided by BOOK hereunder as d<:scribe,j in paragraph
II, the CITY shall pay BOOK armual compenMtion of Twenty Thousand and No/IOO

($20,000.00) Dollars, for the t1rstyear, Twenty-Five Thousand and No/I 00 ($:~S,OOO_ aO) Dollars for
the second year and Forty Thousand and NollOO ($40,000.00) Dollars for thf~ third year, payable
in equal monthly installments on or before the 2SU' day of each month ofthe term h;:reof.
IV. EFFRCfIVE DATE. DURATION
This Agreement shall be effective the ~ day of J annary, 19S'8, and shall be for a.n
initial term oftbree (3) years and shall be subject to renewal upon such terms a:: the puties mutually
agree.
v. TERMlNA nON
Either party hereto, at its discretion, may terminate this contract at any time, upon
thirty (30) days advance written notice to the other. In the event of such termi!nation, the City shall
only be obligated for costs incurred prior to the termination notice.
VI.. PRIORITY
BOOK s,ball not be prohibited from representing or providing the liie services to

which would create a conflict of interest, as determined by the City Attomel' and City :Manager,
Further, BOOK shall not take on any diem or matter which wouldjeopardiz:, BOOK'S ability to
devote the time, resources and effort necessary to fulfill his obligations to CITY hereunder.

.BOOK shall carry lawyer's professional malpractice insurar.'~e or other form, of
insurance, which shall provide coverage of not less than Fiver Hundred Tho'.Jsand ($500.000,00)
Dollars.

vm. PROCESSING OF COSTS
BOOK shall be reimbursed by CITY for reasonable costs, including travel expenses,
telephone, copying fees, federal express and postage. Such costs shall not ex;:eed 11tree Thousand
and Noll 00 ($3,000.00) Dollars on an annual basis, unles.~ approved by the Ci1)' Manager. If BOOK
is traveling on behalf of several clients the City shall be responsible for such costs on a pro-rated
and equal basis.
JX. NQT ASSIGNABLE
This Agreement shall not be subject to assignment by either party h~mo.
