HomeMy WebLinkAboutReso 98- 31 RESOLUTION NO. 98-31 A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, A WARDING TELEPHONE SYSTEM AND CABLING BID TO TELESYSTEMS OF SOUTH FLORIDA, IN THE AMOUNT OF $14,000.00 TO INSTALL A TELEPHONE SYSTEM, INCLUDING CABLING. WHEREAS, the City of Sunny Isles Beach, Florida, in need of a telephone system for City Hall, and WHEREAS, the City Manager legally advertised for bids and mailed an announcement to nine (9) potential bidders, in response to which two proposals were received, and WHEREAS, Telesystems was the lowest responsible responsive bidder; NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, that: Section 1. The City Manager is hereby authorized to enter into an agreement with Telesystems of Florida for the installation of the telephone system, including Cabling. Section 2. The City Manager is authorized to make such other material changes as may be necessary to secure contractual agreement from Telesystems. Section 3. REASONS The City is in need of a telephone system. Sunny Isles has legally advertised for bids and mailed an announcement to nine (9) potential bidders. Two proposals were received. Telesystems was the low bid. ADDITIONAL INFORMATION The telephone system the City specified, included providing all necessary cabling within City Hall. Apparently, a number of bidders did not wish to be responsible for both the cabling and telephone equipment. Both bidders (the other being Southern Bell) are known to have excellent equipment and services. Therefore, the low bid was recommended. Modifications to the Telesystems bid price of $14,342 ($10,842 for equipment, including a 5 year maintenance contract and $3,500 for voice mail) were negotiated. The computer cabling requirement was dropped as this item is being provided by another vendor. We have added four ceiling speakers and the capacity to increase services from the 8 (eight) lines specified to twelve (12) lines. While performing these functions from the PC, the telephone display and (. Vor each hour of the clay and each clay of the week, the system can select the least expensive available route and carrier for a given call to maximize cost savings on long distance calls. Every installation can implement LCR in a unique way. Privileged users can be allotted access to more expensive lines. Letter code (feature access The feature access codes programmed in the system reflect the feature name. For example, Background Music is operated by dialing JFEATUREl Jill IAII or 171121 161 on the dialpad. You can access features without committing the feature code to memory, simply by remembering the feature abbreviation. Alanager /secretary A manager with a private secretary or several managers sharing one secretary, can have all calls on their regular line ring at the secretary's telephone when the secretary is at her desk and have call ring directly at each manager's desk when the secretary is out of the office. The secretary's telephone can have a separate DN button for each manager so that she knows exactly whose calls she is answering. Each manager can have selected internal and external callers reach her directly, by using a private DN (See Multiple station appearance, below). Memory cartridge To enable simple configuration changes and system upgrades to the DIGITAL family of systems, all system programming is contained in a removable memory cartridge which is attached to the main processor card Message center option (PC attendant feature) See PC Attendant Features, in Section q, Terminal units, above. 46 • Branch routing (Networking digital systems) Calls can be routed among different systems, branches or departments of an organization at different locations • with the press of a button. This feature takes advantage of the sophisticated networking capabilities of the DIGITAL family of systems. Caller ID option (requires interface box) Where available from the local central office, when a station with a display, receives an incoming call on a trunk through a caller ID interface box and programmed with the Caller ID feature, a message will appear on the display, indicating the source of the incoming call. This feature also updates the ISAIDR database with the Caller ID information. Circuit Switched Data See Section 7, Data Applications, above. Class Of Service (COS) Extensions are assigned a Class of Service, through which access and restriction profiles to various system features and outside lines are progranuned. The Class of Service may be different for Day and Night operation. Also, the DIGITAL systems may be programmed to provide five global (system -wide) COSs which may be accessed by any user with the appropriate password. Users with the appropriate password may also take a Class of Service from one station and after entering the password use the COS at another station (see Travel Class of Service in the User features, below). Configuration backup and restore From either a local or remote location, a customer's configuration data can be uploaded from the system to a PC, for backing up onto disk, or restored (downloaded) from the PC to the system, to update a system configuration. DIGIAL Family Features CTI (Computer Telephone Integration) applications CTI applications, including Circuit Switched Data (CSD), PC -LINK and TelradLINK, enable Integration of your DIGITAL Family of telephone systems and your computer system. Day and night service For day and night modes, various call handling parameters for features (such as incoming ring routing and Class Of Service assignment) may be programmed. Day or night service mode is normally activated from the attendant position. Dial By Name (Automated Attendant DBN) - IVAI option See T'elradlVM System Features in Section S, TelradlVM : Voice Mail and Application Server, above. Digital stations The DIGITAL family of systems supports eight models of Telrad DIGITAL telephone sets. Direct In Lines (DIL) Incoming calls on lines in the DIGITAL systems can be programmed to terminate directly at an extension, without being transferred from an attendant position. Direct Inward Dialing (DID) Since the DIGITAL systems have the ability to translate incoming dialed digits, they will support Direct Inward Dialing from a Central Office. This enables outside callers to dial directly to a particular extension within the system without the intervention of an attendant. Direct Inward System Access (DISA) An outside caller may dial into the system, access system features and, on dialing a security password, may even dial out of the system on the lines of the DIGITAL system. To prevent unauthorized calls, DISH may be deactivated during night service. Reminder: On selecting an outside line and during an incoming and outgoing calls, a tone is heard as a reminder to enter an account code. Dialing is not conditional on the code being entered. Alarm clock Set the telephone alarm to ring at a specified time. Autonatic answer Answer an incoming call by going offhook without pressing the incoming line button. C- 1, Z, � Automatic redial (ARD) Automatically redial a busy number a preprogrammed number of times, at predefined intervals, until the ringback tone is reached, or a number of outside numbers can be automatically dialed in turn by the system, until each number is reached. Automatic redial can be canceled and reactivated at the touch of a button. Barge in When trying to call a busy extension, privileged users may barge into an existing call, if permitted by system programming. Callback (automatic) After receiving a busy tone from another extension, activate callback to request the system to ring back as soon as the other extension becomes idle. Call cost display (ISAIDR option) See Integrated Station Message Detail Recording (ISAIDR) in Section 9, Application Server Optional Features, above. Call forwarding Calls may be forwarded in several ways to individual extensions. All calls (Follow me): Select an extension to which all calls will be forwarded temporarily while away from your telephone. Busy: While your phone is in use, forward calls which ring at your extension to a programmed busy forward extension. No answer. Forward calls which ring at your extension, and are unanswered, to a programmed no answer forward extension. Fixed (DND forward): Forward calls to a programmed extension by activating the I)ND feature. Modem (internal and external) Online administration and maintenance procedures can be carried out from a remote site through an internal or external modem. From the remote site configurations can be backed up, restored, or changed, and the error message history file can be accessed. Multiple appearance of DNs (AIDN groups) A call directed to a group of extensions, represented by a single Directory Number (DN), may ring at up to 16 extensions and flash at an unlimited number of extensions, simultaneously. Any extension where the call rings or has an appearance, may answer the call by pressing the programmed AIDN button. Multiple attendant positions Up to four attendant positions may be configured for the system to provide a high attendant to user ratio, efficient call traffic management and /or up to four operative tenant exchanges. Multiple station appearance - AISA (Flex call) AISA configuration mode provides a second mode of operation for the telephone sets. Incoming calls for any extension can ring and flash or just flash at a number of different extensions. You may only place a call from a station when a DN button is available. Therefore, you may assign (he DNs of other stations to a telephone in an MSA group so that any station in the group can answer calls coming to the group, or can make outgoing calls using another station's DN, or you may assign a station a virtual DN to allow you to access an additional line. Each incoming or outgoing call will be assigned to a button. Depending on which extension the call is for, a different LED will light so that the person answering the call will known exactly which extension is being called. This will make it easy to program the system so that a secretary can screen calls (see Alanagerlserretary-, above) or a group of employees, for example a sales team, can cover for each other. Alusic on hold Callers placed on hold can be connected to an external or internal music source. North Atnerican Ntanbering Plan support The DIGITAL family of systems are compatible to the new version of the North .American Numbering Plan. Notes option (PC attendant feature) See PCAttendant Features in Section 4, Terminal units, above. Off premise extension (OPS) support Through the SLD - single line extension card, the DIGITAL systems can connect to other telephone systems in the same organization, thereby enabling Direct Dialing from the local DIGITAL systems to any extension in the remote systems. The SLD interface can also be used to connect distant SLT extensions to the system. Option modides Three option modules may be attached to each OCD w provide an internal modem, additional DTMF receivers, four Telradmi ports (AIIAI module) or external pages and door units. Page interface (external) Up to eight external page or public address systems may be connected to the system through the interfaces provided. You cannot, �M however, dial from both the PC and the telephone set at the same time. , Functions such as Hold, Transfer, Speed dial and Conference can only be performed from the telephone set. 6.3 INSTALLATION OF THE UNIVERSAL DATA INTERFACE (UDI) CARD For complete instructions on installing, configuring and operating the UDI card, refer to the Universal Data Card Manual, listed above in Applicable Documentation. In brief, to install the UDI card: 1. Disconnect the handset and line wires from the telephone set. 2. Remove the screws from the telephone set base and remove the base. 3. Remove the rectangular cutout from the rear of the telephone set base, using a utility knife. 4. Insert the UDI card (refer to specific instructions for each type of tele- phone set in Section 3 of the UDI Card Manual). 5. Replace the telephone set base and reconnect the handset and line wires. 6. Connect the adapters to the PC and to the telephone set and the cable to the adapters (refer to `specific instructions for each set in Section 3 of the UDI Card Manual). The current version of TAPI is included in the UDI card software version 4.05 and higher. II The UDI card has two operating modes: Circuit Switched Data and Circuit Switched Voice. " •_ TAPI /CSV is the default mode. You can change the mode, either from the PC or from the 1. telephone set, once the application is setup. To switch to TAPI /CSV mode using a terminal or PC Use the %AO command to switch modes. Continue pressing the key down for approximately five seconds - until the mode appears on the display - while at the same time cord. reinserting the line The UDI card switches to TAPI /CSV mode. The parameters in the profile are updated to the settings for TAPI /CSV mode. Once installed and configured, the UDI card works in synchronous and parallel to the telephone set. When you enter a command using the PC, it is the same as if you performed the same function on the telephone set. Private CO lines A single private trunk can be routed to ring at an extension. Calls arriving on this number may be optionally routed to recall at an attendant position. Programmable buttons During system configuration, programmable buttons are assigned a function on station maps such as Memory, Floating, Background Alusic, least Cost Routing, Trunk, Trunk Group, AIDN, LCR, etc. Recall Outside calls left on hold, or ringing at idle or busy extensions, automatically recall the same or other extensions, to prevent calls from being dropped. The recall type can be identified by the distinctive ring rate. Save /repeat dialing Save a dialed number under the save button for subsequent one touch dialing with save /repeat. the number is stored until it is replaced by another number. This feature is useful for storing a number that will be redialed a number of times on a specific day but is not dialed on a regular basis. So/Ikeys On the Attendant console and Executive station with expanded display, softkeys greatly simplify station rperation. The softkeys dynamically change their 'unction in the course of operation, offering a visual 'resentation of all the possibilities currently open to he user. 7eake rpl r on e /Han ds/'ree mcersaiions on Executive stations and the eakerphone set can be conducted handsfree via the 0i qualm built -in speakerphone. Speaker monitor You may listen to a conversation via the station's speaker while continuing to speak through the handset (i.e., the station's microphone renmins inoperative). Speed dial various methods of speed dialing, using buttons and codes, abbrevdate and simplify dialing. Chaining: At the press of one button, the system Performs a series of operations including activating features, pausing and dialing (e.g., selects an outside line, pauses to identify receipt of outside line dial tone and dials all Outside number). In this way, a speed dial button may be set to act as a feature button. Buttons: you may program speed dial buttons with Internall or external numbers for one button speed dialing of features or outside numbers. Personal: Up to 89 speed dial numbers per station are programmable for personal use. System: Users may be granted access to up to ten system speed dial directories containing up to 1000 speed dial codes. One station is assigned as the system speed dial programming station for each directory. Station -to- station call Intercom calls between specific extensions in the system can be totally restricted, or unrestricted, conditional on the status of the called extension. System pickup (one touch) With the press of a single button, any station can Pickup incoming calls to any other extension in the system to which it has authorized access. 0 DIGITAL Fangj,Features • 59 r Hunting groups Groups of extensions, such as those within a company department, can be assigned a single Directory Number (DN). Calls placed or routed to that DN will ring at all extensions within the group, in sequence, according to a predefined algorithm. Hybrid key /PBX configuration The system can function as either a key, PBX or hybrid key /PBX system, to match any customer application requirements. Incoming call routing Incoming calls can be routed, per trunk or trunk group, to specific extensions or groups of extensions. Up to 16 extensions may be programmed to ring for an incoming call. Integration of Automated Attendant and Voice Alai, (IVAI option) See Telradivm system Features in Section B, Telradim Voice Mail and Application Server, above. Intercom restriction Four hierarchical intercom groups can be defined in which extensions belonging to a specific group can dial other extensions in the same, or in a lower intercom group, but are restricted from dialing extensions belonging to intercom groups higher in the hierarchy. Internal page zones Up to eight internal page zones may be defined and each extension may be granted or denied access to each page zone. Announcements to internal page zones may be routed simultaneously to a public address system. KeyNLT support 1:q NEF is described in Section 7, Data Applications, obore. 48 DIGITAL FamilyFealues G Least Cost Routing (LCR) For each hour of the day and each day of the week, the system can select the least expensive available route and carrier for a given call to maximize cost savings on long distance calls. Every installation can implement LCR in a unique way. Privileged users can be allowed access to more expensive lines. Letter code feature access The feature access codes programmed in the system reflect the feature name. For example, Background Music is operated by dialing IFEATUREI IBI IAfI or 171121 161 on the dialpad. )'On can access features without committing the feature code to memory, simply by remembering the feature abbreviation. Alanager /secretary A manager with a private secretary or several managers sharing one secretary, can have all calls on their regular line ring at [lie secretary's telephone when the secretary is it her desk and have call ring directly at each manager's desk when the secretary is out of the office. I he secretary's telephone can have a separate DN button for each manager so that she knuws exactly whose calls she is answering. Each manager can have selected internal and external callers reach her directly, by using a private DN (See Multiple station appearance, below). Afeniory cartridge To enable simple configuration changes and sysienn upgrades to the DIGITAL family of systems, all system programming is contained in a removable memory • cartridge which is attached to the main processor card. Message center option (PC attendant feature) See PC Attendant Features, in Section 4, Terminal units, above. Aft access to all long distance and international calls or only to local or specific long distance or international numbers (for example, customers or your organization's branch offices) on a station -by- station basis. Tone and pulse telephones SLT extensions may be either impulse dial (type 500) or DTMF (type 2500). Dialing from pulse SLTs can be converted for outside dialing on DTMF trunks. Trunk groups Trunks defined in a group can be accessed by a single code or dedicated button on the DIGITAL telephone set Up to ten trunk groups can be defined in the DIGITAL KEY BX system, and up to 32 trunk groups can be defined in the DIGITAL 400 system. Trunks The following trunk related parameters apply to the system. Ground start: DIGITAL systems interface with ground or loop start type outside lines via a COG or TI card. Loop start: DIGITAL systems interface with loop start type outside lines via a COL, CHL, COG or TI card, or in the DIGITAL KEy' BX system four ports on the DIPD. TIE line interface: DIGITAL systems interface with TIE lines via an EMU card or a TI /El card. Direct Inward Dial (DID). DIGITAL systems translate incoming dialed digits to enable direct inward dialing to specific extensions. Open loop detection: If supported by the Central Office, DIGITAL systems recognize an open loop state when a call has been placed on hold, and it disconnects the line. Pulse or DTDfF: Each trunk in the DIGITAL systems can be programmed as a pulse or DTDIF trunk. Pulse to DTb1F conversion: When required by certain types of calls over a number of carriers, DIGITAL systems can dial (via LCR) both pulse and DTbIF for a single subscriber number. Pulse to DTMF conversion of 52 ' DIGITAL Family Features an outside line can also be included in all types of automatic dialing; that is, speed dial, redial, save /repeat, automatic redial, or on a memory button. Tone detection:'fo enable automatic redial, auto dialer (scanner) and speed dial chaining, DIGITAL systems have call progress tone detectors which can recognize dial tone, busy tone, reorder tone and ringback tone. Battery reverse detection: When connected to an inter- office trunk, DIGITAL systems can detect reverse polarity caused by a closed loop. Uniform call distribution (UCD) The volume of call traffic can be divided equally and fairly among system users to ensure uniform distribution of the call traffic load and quicker response for incoming callers. Voice mail See Voice tnail in Section B, TelradlVpl Voice Mail and Application Server, above. Nall mounting station To free desk space and for ease of operation, all DIGITAL stations are wall - mountable. 36 button Add -ot unit The 30 button Add -on unit provides one -touch dialing Of up to 128 Director Numbers and speed dial numbers. Up to four units may be chained together and attached to any Attendant, Executive station or Display Speakerphone set. Alternatively you can shift between the four button maps on a single Add -on unit. With the DIGITAL 400 system, up to eight button maps may be programmed with four assigned to each 36 button Add- on unit. Branch routing (Networking digital systems) Calls can be routed among different systems, branches • or departments of an organization at different locations • with the press of a button. This feature takes advantage of the sophisticated networking capabilities of the DIGITAL family of systems. Caller ID option (requires interface box) Where available from the local central office, when a station with a display, receives an incoming call on a trunk through a caller ID interface box and programmed with the Caller ID feature, a message will appear on the display, indicating the source of the incoming call. This feature also updates the ISNIDR database with the Caller ID information. Circuit Switched Data See Section i, Data Applications, above. Class Of Service (COS) Extensions are assigned a Class of Service, through which access and restriction profiles to various system features and outside lines are programmed. The Class of Service may be different for Dal, and Night operation. Also, the DIGITAL systems maybe programmed to provide five global (system -Aide) COSs which may be accessed by any user with the appropriate password. Users with the appropriate password may also take a Class of Service from one station and after entering the password use the COS at another station (see Travel Class of Service in the User features, below). Configuration backup and restore From either a local or remote location, a customer's configuration data can be uploaded from the system to a PC, for backing up onto disk, or restored (downloaded) from the PC to the system, to update a system configuration. i 46 • DIGITAL Family Features CTI (Computer Telephone Integration) applications CTI applications, including Circuit Switched Data (CSD), PC -LINK and TelradLlNK, enable Integration of your DIGITAL Family of telephone systems and your computer system.
