HomeMy WebLinkAboutReso 98- 62RESOLUTION NO.98-�j2i A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, SELECTING THE FIRM OF ROSENBERG DESIGN GROUP, INC., TO SERVE AS THE CITY'S LANDSCAPE ARCHITECT; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE THE AGREEMENT ATTACHED AS EXHIBIT "A"; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on May 7,1998, the City of Sunny Isles Beach issued a Request For Proposals for a landscape architect; and WHEREAS, proposals were received and reviewed by a committee assembled by the City Manager, consisting of the Building Official, the Zoning & Code Administrator, the Public Works Superintendent and the City Manager; and WHEREAS, presentations were made to the committee by the firms having submitted proposals; and WHEREAS, on June 1 lth the City Commission by motion authorized the City Manager to negotiate terms of a potential agreement by and between the Rosenberg Design Group, Inc., and the City of Sunny Isles Beach; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. That the firm of the Rosenberg Design Group, Inc., in hereby selected to serve as the comprehensive master plan consultant for the City as per proposal dated June 25, 1998. Section 2. The City Manager is hereby authorized to execute the Agreement attached hereto as Exhibit "A." landscape architect Res. —1— Section 3. The Resolution shall take effect immediately upon adoption. SCOPE OF SERVICES RDG is pleased to submit a proposal for professional landscape architectural services for the City of Sunny Isles Beach. We can offer the following services for you to select from, as we jointly determine the need, based on citizen input, the City Commission's goals, and coordination with your Comprehensive Master Plan consultant, Walter H. Keller. A. Prepare a City-wide Landscape Development Master Plan which will: - identify landscape enhancement opportunities along public open spaces - suggest strategies for public -private cooperation - provide input to Walter Keller in the preparation of a landscape ordinance - provide input to Walter Keller in the preparation of the Community Design Elements of the Comprehensive Plan - aid in the establishment of priorities for specific projects B. If specifically requested by the City Manager in writing, provide traffic analysis and planning services through our consultant, Marlin Engineering, to assess opportunities on a case by case basis for pedestrian safety enhancement, traffic calming, adjusting travel lanes and parking configurations to develop opportunities for landscape beautification, etc. This would not be a duplication of overall concepts being developed by Walter Keller, but a more detailed study on selected streets. Entry feature designs for the main entrances to the City, including signage, lighting and landscaping. D. Park planning, design, and construction plans for any existing or proposed parks and open spaces. E. Prepare street tree landscape plans for specific corridors, including contract documents for bidding, review of bids, and provision of construction administration services. F. Aid in the preparation of maintenance specifications for landscaping and irrigation for use by City staff or contractors for general application or for specific projects. G. Analysis of bike path or bike lane opportunities throughout the City. H. Prepare cost estimate for any recommended designs as an aid to budgeting for work to be done. I. Survey opportunities for matching funds through FDOT, the State of Florida, other federal and private grant programs and prepare applications. J. Attend public workshops, meetings with businessmen's groups, homeowner's associations, and public hearings as required. K. Any other landscape architecture -related services required. The City Manager shall designate a representative authorized to act in the City's behalf with respect to any Project. The City's Project Coordinator shall examine the documents submitted by the Consultant and shall transmit written decisions pertaining thereto promptly, to avoid unreasonable delay in the progress of the Consultant's services. The City shall observe the procedure of issuing orders to its contractors only through Consultant. B. If the City observes or otherwise becomes aware of any fault or defect in the Project or nonconformance with the contract documents, prompt written notice thereof shall be given by the City to the Consultant. C. The City shall furnish required information and services and render approvals and decisions in writing as expeditiously as necessary for the orderly progress of the Consultant's services and of the Work. No approvals required by City during the various phases of the Project shall be unreasonably delayed or withheld; provided that City shall at all times have the right to approve or reject the proposed submission of Consultant on any reasonable basis. III. FEES A. Fees shall be either billed hourly or on a lump sum basis, depending on the type of project, to be determined when fee is negotiated. Our hourly rates, and those of our engineering consultant, Marlin Engineers, are included herein. B. For projects billed on an hourly basis, a maximum allowable fee will be established, and will not be exceeded unless agreed to by the City. The first increase will occur January 1, 2000. C. Time spent coordinating activities with Walter Keller will not be billed. D. Reimbursable expenses shall be billed at actual cost for plan -reproduction, photographs, postage and handling, long-distance calls and any out-of-town travelling expenses connected with the project. There will be no out-of-town travel without prior approval by the City. IV. TERMINATION This agreement may be terminated by either party upon seven (7) days written notice. In the event of termination, RDG shall be paid its compensation for service performed to the termination date including reimbursable expenses then due. Dannhe;sser RECOMMENDATION City Auomey It is recommended that the City Commission approve, by resolution, the attached agreement with Rosenberg Design Group relating to landscaping design services for public right-of-way areas and City parks. REASONS At its regular meeting of June 11, 1998, the City Commission approved of a staff recommendation and ranked Rosenberg Design Group as most qualified. Accordingly, we have negotiated a contract acceptable to both parties, for consideration by the City Commission. ADDITIONAL INFORMATION We have requested that Bill Rosenberg, or a representative of the firm, attend tonight's meeting to respond to any questions the City Commission may have.
