A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, ESTABLISHING
A CITIZENS PLANNING ADVISORY COMMITTEE AND ITS
COMPOSITION; PROVIDING FOR ITS SPECIFIC
ADVISORY CAPACITY; RENDERING THE COMMITTEE
SUBJECT TO THE SUNSHINE LAWS; PROVIDING FOR
APPOINTMENTS TO BE MADE IN WRITING EFFECTIVE
IMMEDIATELY UPON SUBMISSION TO THE CITY CLERK
BY HIS/HER ACCEPTANCE AND FILING OF A FINANCIAL
DISCLOSURE FORM 1; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Mayor wishes to encourage greater citizen participation in governmental
affairs to work with the Commission to develop information and recommendations in various areas;
and
WHEREAS, Section 2.2 of the Charter gives the Mayor the right to appoint standing
committees at his/her discretion at any time;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, AS FOLLOWS:
Section 1. The Citizens Planning Advisory Committee be and the same is hereby created to
consist of fifteen members to be appointed as follows:
a. Each Commissioner shall submit a slate of five candidates from which the Mayor
shall select three thereby creating a fifteen member committee. The names shall be submitted within
fourteen days from the date of this Resolution and the committee shall be constituted no later than
one month from the date of this resolution.
b. In accordance with Section 2.2 of the Charter of the City of Sunny Isles Beach
the Mayor shall appoint both the Chair and the Vice Chair of the Committee.
Section 2. The powers and duties of this committee shall be solely of an advisory nature and the
purview of its lay recommendations shall include:
a. Recommendations relative to the preparation of the City's Comprehensive
Plan and subsequent land development regulations during the Comprehensive Planning Process.
b. Recommendations relative to the economic development and redevelopment
policies as they may relate to the Comprehensive Plan.

C. Recommendations and monitoring of proposed Local, State and Federal
Laws and trends in governments as they should be known to the City of Sunny Isles. Beach.
Section 3. This Committee shall be subject to the Sunshine Laws and, as such shall maintain
minutes of all meetings and give proper notice as to meeting times and dates, in the event any such
meetings are not held simultaneously when the Commission is sitting as the Local Planning Agency
during the Comprehensive Planning Process. The City Attorney may conduct a workshop to educate
all members regarding public records, sunshine laws and rules of procedure as adopted by the
Commission prior to the convening of the Committee.
Section 4. The appointments once made in writing in accordance with Section 1 hereinabove
shall become effective immediately upon the filing with the Clerk of the City his/her acceptance and
filing of a financial disclosure (Form 1-Statement of Financial Interest-1998) as required by law.
Section 5. The provisions of this Resolution authorizing creation of this committee shall
become effective immediately upon adoption. A

At the Mayor's request, I have drafted the proposed Resolution establishing a
Citizen's Planning Advisory Committee in order to encourage greater citizen
participation in governmental affairs. The committee is designed to work with the
Commission to develop information and recommendations in various areas.
Specifically, this advisory committee, is, by law, subject to the Sunshine laws, and
will be composed as follows:
Each Commissioner will submit a slate of five candidates within 14 days of the
passage of this Resolution. From each slate, no later than 30 days from the date of
this Resolution, the Mayor will select three of the five proposed members. Upon
acceptance in writing by such members and a submission to the City Clerk of the
required disclosure forms, the committee will be seated.
The committee's function will be threefold: to serve as a lay recommending body,
relative to the preparation of the City's comprehensive plan, its land development
regulations and to be responsible for following state, local and federal government
trends in which the City of Sunny Isles Beach might be interested.
The committee shall be governed by the same rules of procedure as adopted by this
Commission.
