HomeMy WebLinkAboutReso 98- 98RESOLUTION NO. 98-� A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH CREATING A FASHION, FILM, ENTERTAINMENT AND PRODUCTION COUNCIL; PROVIDING FOR ITS POWERS AND DUTIES TO BE SPECIFICALLY ADVISORY; RENDERING THE COUNCIL SUBJECT TO THE SUNSHINE LAWS; PROVIDING FOR APPOINTMENTS TO BE MADE IN WRITING EFFECTIVE IMMEDIATELY UPON SUBMISSION TO THE CITY CLERK BY HIS/HER ACCEPTANCE AND FILING OF A FINANCIAL DISCLOSURE FORM 1; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission wishes to encourage greater citizen participation in governmental affairs, and have citizens work with the Commission to develop information and recommendations in various areas; and WHEREAS, the City Commission has determined that it would be beneficial to our community to encourage, promote and maintain a positive environment for economic development of the fashion, film, radio, television, recording and production industries to work within Sunny Isles Beach; and WHEREAS, the City Commission has determined that the creation of a Fashion, Film, Entertainment and Production Council will better serve the interests of our community; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, AS FOLLOWS: Section 1. The Fashion, Film, Entertainment and Production Council is hereby created to consist of ten (10) members with the Mayor and Commissioners each making two (2) individual appointments. Members shall have knowledge, experience and or expertise in the fashion, film, radio, television, recording or production industries. Members shall serve without compensation. a. The names of individual appointees shall be submitted in writing to the City Manager within fourteen days from the date of this Resolution and the Council shall be constituted no later than one month from the date of this Resolution. b. The Director of the Miami -Dade Office of Film, Television and Print, as well as a representative from the State of Florida Entertainment Commission, shall be invited to be ex- officio members of the Council. c. A Chairperson and Vice Chairperson shall be elected by a majority vote of the Council members. Reso. Creating A Fashion, Film, Entertainment and Production Council Page 1 of 3 Section 2. The powers and duties of this Council shall be solely of an advisory nature to the City Commission, through Commissioner Connie Morrow as liaison, with respect to matters pertaining to the fashion, film, radio, television, recording and production industries. The purview of the Council's recommendations shall include: a. Recommendations on methods of promoting the growth, economic development and stability of these industries within Sunny Isles Beach. b. Recommendations relative to both the economic and non -economic needs of these industries, including how those needs might best be met. c. Recommendations and monitoring of proposed Local, State and Federal Laws and industry trends as they should be known to the City of Sunny Isles Beach. Section 3. This Council shall be subject to the Sunshine Laws and, as such shall maintain minutes of all meetings and give proper notice as to meeting times and dates. The City Attorney may conduct a workshop to educate all members regarding public records, sunshine laws and rules of procedure as adopted by the Commission prior to the convening of the Council. Section 4. The appointments once made in writing in accordance with Section 1 herein above shall become effective immediately upon the appointee filing with the Clerk of the City his/her acceptance and filing of a financial disclosure (Form 1-Statement of Financial Interest) as required by law. All appointments shall be made for a one (1) year term, commencing December 1, and expiring November 30 of the following year. Appointments to fill any vacancy on the Council shall be for the remainder of the unexpired term of office. Section 5. The provisions of this Resolution authorizing creation of this Council shall become effective immediately upon adoption. PASSED AND ADOPTED this 12"' day of November, 199 . Dannheisser Dear Mayor Samson and City Commissioners: City Attomey Please review the attached proposed resolution that I have prepared in an effort to better convey the concept of initiating a Fashion, Film, Entertainment and Production Council. Such a group would devote its efforts to advising the City Commission on ways of attracting, encouraging, promoting and maintaining a positive environment for economic development of the fashion, film, radio, television, recording and production industries to work within Sunny Isles Beach. We have seen the economic benefits which have followed these industries in communities that successfully used similar committees, such as Miami Beach, Ft. Lauderdale, Orlando, Palm Beach, Hollywood and others. Our City is an ideal location for film "shoots" as well as for use by casting agencies and production companies which will create jobs, and boost the economy through increased business in local shops, hotels, apartments and restaurants. Through professional contacts, I have already had conversations with several people in the motion picture and film production business, encouraging them to consider our city as a location for their next projects. Your thoughts and suggestions are welcome on this issue which could be of tremendous benefit to our entire community.
