A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER TO
EXECUTE A REVISED CONTRACT ATTACHED AS
EXHIBIT "A" FOR PROFESSIONAL LEGISLATIVE
RELATIONS AND LOBBYING SERVICES BETWEEN THE
CITY OF SUNNY ISLES BEACH, AND RONALD L. BOOK,
ESQ.; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach has had and continues to anticipate a number of
issues that will come before the Florida Legislature and possibly other legislative bodies that will
directly affect the City of Sunny Isles Beach and for which the City of Sunny Isles Beach may be
eligible to receive funding; and
WHEREAS, Ronald L. Book, Esq., has by contract, approved by Resolution 98-26, acted
as the City's lobbyist and has performed well; and
WHEREAS, the Mayor and the Manager have now renegotiated the terms of that
representation, which are set forth in the agreement which is attached as Exhibit "A";
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1.
Approval of Contract The City Manager is. authorized to execute the contract
attached as Exhibit "A" for professional legislative relations and lobbying services
between the City of Sunny Isles Beach and Ronald L. Book Esq. upon the terms and
conditions set forth in Exhibit "A" and made a part ofthis Resolution
Section 2.
Effective Date:
This Resolution shall become effective immediately upon
adoption.

CONTRACT FOR PROFESSIONAL SERVICES
THIS AGREEMENT was originally made and entered into on the Slll day of January 1998
and revised on March 11, 1999, by and between the City of Sunny Isles Beach, a Florida Municipal
cOll'oration ("CITY') and Ronald L. Book, Esq., ("BOOK"), an attorney and member of the Florida
B'Lr, doing business as Ronald L. Book. P.A.
THE PARTIES HERETO DO COVENANT AND AGREE, AS FOLLOWS;
I. PURPOSE
The purpose of this Agreement is to provide for the City to retain the professional
services of BOOK for coordination of the CITY'S legislative relations and for lobbyin~
requirements, as described in paragraph II herein below.
D. SERVICES
BOOK shall provide all necessary legislative relations and lobbying services in any
jurisdiction to the City of Sunny Isles Beach. Such seIVices shall include work for the purpose of
securing funds and grants for various purposes from State, Federal and other sources, promoting
int::rgovernmental cooperation in achieving the CITY's objectives, and securing funds and grants
for parks and recreation purposes, crime prevention, economic development and other purposes.
BOOK shall regularly report the status ofhis efforts to the City Manager and/or the City Attorney.
m. COMPENSATION
F or all professional services provided by BOOK hereunder as described in paragraph
II, the CITY shall pay BOOK annual compensation of Twenty Thousand ($20,000) for Calendar
Ye;:LI' 1998, at an annual rate of Twenty-Five Thousand and Noll 00 ($25,000.00) Dollars for January,
Fehruary and March 1999, at the annual rate of Forty Thousand and No/lOO ($40,000.00) Dollars

fo,. Apri11999 through December 1999, and at the annual rate of$SO,ooO.OO for calendar year 2000,
pa;lable in equal monthly installments on or before the 25m day of each month of the term hereof.
IV. EFFECTIVE .DATE. DURATION
This revised agreement shall be effective the 11lh day of March 1999, and shall be
effc:ctive through December 2000, subject to renewal upon such terms as the parties mutually agree.
V. TERMINATION
Either party hereto, at its discretion, may tenninate this contract at any time, upon thirty (30)
da;!S advance written notice to the other. In the event of such termination, the City shall only be
obhgated for costs incurred prior to the teImination notice,
VI. PRIORITY
BOOK shall not be prohibited from representing or providing the like services to
oth(:f persons and entities besides CITY. so long as BOOK shall avoid any representation or relation
wh ch would create a conflict of interest, as detennined by the City Attorney and City Manager.
Furrher, BOOK shall not take on any client or matter which would jeopardize BOOK's ability to
devl)te the time. resources and effort necessary to fulfill his obligations to CITY hereunder.
VII. MALPRACTICE INSURANCE
BOOK shall carry lawyer's professional malpractice insurance or other fonn of
insurance, which shall provide coverage or not less than Five Hundred Thousand ($500,000.00)

vn. PROCESSING OF COSn
BOOK shall be reimbursed by CITY for reasonable costs, including travel expenses,
tele:-,hone, copy fees, federal express and postage. Such costs shall not exceed Three Thousand and
Nolloo ($3,000.00) Dollars on an annual basis for Calender Year 1998, and Five Thousand and

Niloo ($5,000.00) each for calendar years 1999 and 2000 unless approved by the City Manager.
If BOOK is traveling on behalf of several clients the City shall be responsible for such costs on a
pn-rated and equal basis.
IX. NOT ASSIGNABLE
This Agreement shall not be subject to assignment by either party hereto.

RECOMMENDATION
It is recommended, by both the Mayor and Manager, that the City Commission
authorize, by resolution, a revised contract with City Lobbyist Ron Book, increasing
the fees paid.
REASONS
Ron Book has proven himself to be very effective in the process of obtaining grants.
These include $2,068,100 in Safe Neighborhood Parks Bond issue monies for the
beachfront park (received) and an additional $250,000 recommended by a
subcommittee for the North Bay Road Park (subjectto County Commission approval).
Other efforts relating to State grant monies are pending.
ADDITIONAL INFORMATION
The original contract provides for a three -year total of $85,000 in compensation and
up to $9,000 in costs, or $94,000. Under the revised agreement Mr. Book would
receive $106,250 in compensation, over three years, and up to $13,000 in fees or
$119,250 in total.
