WHEREAS, the City wishes to purchase a computer network upgrade and service maintenance in order to improve and enhance the efficiency of various departments of the City to better serve the citizens of Sunny Isles Beach; and WHEREAS, the City has duly advertised for Requests for Proposals which were received and reviewed by a Committee consisting of the City Manager and several staff members; and WHEREAS, the Committee has agreed to select the lowest responsible bidder that best fulfills the City's request; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: 1. Authorization to purchase. The City Manager, as chief purchasing agent and in accordance with the terms of Ordinance 97-10, is hereby authorized to purchase computer network upgrade equipment and service maintenance, according to the specifications attached hereto as Exhibit "A", in the amount of Twenty -One Thousand Eight Hundred and Twenty Two Dollars ($21,822.00) from VML Enterprises, Inc.. 2. Effective Date. This Resolution shall become effective upon adoption. These are not strict guidelines, but are intended to provide you with an idea of what is meant by "reasonable". Dannheisser Cin•Alrome}' RECOMMENDED , It is recommended that the City Commission, by motion, adopt the attached resolution authorizing computer related items totaling S21,537, from VML Enterprises, 825 Brickell Bay Drive, Suite 1847, Miami, Florida 33131. REASONS A Request For Proposals was legally advertised and competitive prices were obtained. VML Enterprises, Inc. was deemed the lowest responsible bidder, providing the necessary backup material for the proposal (one competitor's bid was lower, but determined to be incomplete). Other valid proposals were of higher costs. Having determined VML Enterprises, Inc. to be the lowest responsible bidder, the City (City Manager, Commander Nannette Murray, and Officer Mike Grandinetti) negotiated a lower price on several items. Located in the packet are the final results, which we feel to be a fairly priced package of substantial computer improvements. ADDITIONAL INFORMATION Approximately %2 of the cost of this proposal relates to a new server to run the 16 station City Hall computer network. Other costs include 14 copies of Microsoft Windows NT, a speed -scanning workstation system for copying and editing of large documents, and an additional secretarial workstation. Berkman, Building Official Date: 04/28/99 Re: Computer RFP Recommendation Recommendation: It is recommended that the City Commission accept the proposal of V.M.L. Enterprises, Inc. as revised with regard to items 1, 2, 4 and 5. This proposal was obtained in response to the City of Sunny Isles Beach RFP # 99-03-01. Reasons: V.M.L's proposal has been evaluated by staff as being the lowest cost proposal deemed to be fully responsive to the City's request. Each of the items are discussed individually below. Item 1: This item consists of the provision and installation of a secure server that has redundant capabilities so that the City will not loose mission critical computing ability simply due to the failure of a storage device or a power supply. Additionally, the computer specified meets the RAID 5 specification which will enable us to mirror all of the storage drives. Should any of the 3 internal storage drives on the machine fail, the remaining two have the capability of restoring the data from the defective drive to a new drive thus maintaining the integrity of the system and our critical public data. The proposed machine is scalable (i.e. we can add a second CPU unit to it) and fully expandable should we need to upgrade it in the future. The proposed machine should serve the City well for many years. Item 2: This item consists of the conversion of the operating systems on 14 existing City computers from Windows 95 to Windows NT Workstation. This is necessary to L GZ,4^ April 1999 J implement system security services and to improve the operational quality of the network as a whole. The Windows NT environment is more stable than either Windows 95 or Windows 98's and will provide us with far more flexible services than either of these other options. This will also bring all of the workstations into line with the server operating system. Item 4: The scanning workstation is designed to permit the automatic scanning and storage of large printed documents into the digital environment. The scanner is designed for high speed, high resolution scanning. It is proposed to fit it with an automatic document feeder which will enable the City to batch scan documents. This configuration will allow the City to save labor (both cost and time) in the scanning of large documents as an employee will not have to be dedicated to performing the task of inserting each page individually. The labor savings on a 250 page document would be approximately 8 man hours. This purchase will undoubtedly increase organizational efficiency. Item 5: This is a workstation necessary for the expanded general administrative services staff. Harrison From: OR. M. Grandinetti 'L'L--� Ref: VML Enterprises, Computer Quote At the request of the City Manager and with your permission I contacted Mr. Michael Volovitz of VML Enterprises. I negotiated and attempted to clarify a few items within the proposed computer quote. Below are the four issues that were discussed and the agreements made, pending the City's acceptance of their proposal. It was negotiated that VML Enterprises will upgrade the processor in the proposed Scanning workstation from an Intel Pentium II 350 MHz to a 400 MHz processor at no additional charge. It was agreed that VML Enterprises would utilize a reputable brand name motherboard with dual processor capabilities in the "Server" computer. This motherboard will support an Intel Pentium II or Pentium III processor for future upgrades. VML Enterprises has agreed to add the second (PII 400 MHz) processor to the server computer for a minimal cost of S 285.00 if desired.
