A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER TO
APPROPRIATE $325,000.00 FOR THE ENGAGEMENT OF
CONSULTANTS TO DEVELOP AND IMPLEMENT A CITY-
WIDE STREETSCAPE CONCEPT PLAN, A REVITALIZATION
STRATEGY PROCESS, A VISIONING STUDIES FOR THE
AREAS IDENTIFIED AS SUNNY ISLES BOULEVARD, THE
WEST SIDE OF COLLINS AVENUE AND NORTH BAY ROAD; A
PARK AND BEACHFRONT MASTER PLAN AND AN
ECONOMIC DEVELOPMENT STUDY; AND FUTHER
AUTHORIZING CITY COMMUNITY PLANNING AND
DEVELOPMENT DIRECTOR MARLA DUMAS AND CITY
ATTORNEY LYNN DANNHEISSER TO ENGAGE IN
NEGOTIATIONS WITH THOSE CONSULTANTS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, a number of basic planning studies must be undertaken in order to address
any of the working project identified by the Mayor and Commission, including a visioning
process for Sunny Isles Beach Boulevard including the City Hall site, the west side of Collins
Avenue and North Bay Road; and
WHEREAS, there is a need for highly technical types of studies which involve
engineers, landscape architects, surveyors and planners to formulate and develop these plans and
strategies; and
WHEREAS, the Director of Community Planning and Development has prepared an
outline of all such studies to be undertaken which is attached hereto and made a part hereof;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH AS FOLLOWS:
1. Appropriation authorized. The City Manager is hereby authorized to appropriate
$325,000.00 to engage the various consultants required to conduct the necessary studies
for development and redevelopment purposes.
2. Negotiations authorized. Community Planning and Development Director Marla Dumas
and the City Attorney Lynn Dannheisser are hereby authorized to enter into negotiations
with the necessary consultants for the development of the required master plan.
3. Effective Date. This Resolution shall become effective upon adoption.

It is recommended that the City Commission review the attached proposal from Marla
Dumas, Planning R Development Director.
REASONS
It represents the vision of Ms. Dumas as to what the City needs to undertake to move
forward with the redevelopment of the City.

With my consent, Ms. Dumas has met with individual members ofthe Commission to
discuss both their views and hers, as"to her needs to meet the goals of the Commission.

Subject: Overview of Community Planning and Development Needs for the City of
Sunny Isles Beach
In response to our conversation of November 3, 1999, and the memorandum from City
Attorney Lynn M. Dannheisser to me dated November 1, 1999, regarding working
projects, I have prepared the following information to address planning activities within
the City of Sunny Isles Beach. Currently, the only tasks that I am aware of that have
been undertaken to date, involve development of the State required Comprehensive. Plan
and the RU4A Zoning District.
Identification of Needs
There are a number of basic planning studies that should be undertaken in order to
properly address many of the working projects that have been identified to date. Based
on the following assignments listed in the above referenced memo: Master Plans for
Collins Avenue and North Bay Road, Undergrounding, Redevelopment of 163rd Street
(Sunny Isles Boulevard) and Collins Avenue south of 163`d Street, and City Parks; it is
necessary to develop a citywide streetscape concept plan. The concept plan would serve
as the basis for the Streetscape Master Plan that should also be developed.
Additionally, there needs to be a visioning process for the following: (1) Sunny Isles
Beach Boulevard including the City Hall site, (2) the west side of Collins Avenue and (3)
North Bay Road that would result in the development of a revitalization strategy for each
of the areas.
Furthermore, to address park and recreation needs for the entire City, a Beachfront and
Parks Master Plan should be developed. This type of plan would identify recreation
needs based on current and projected populations for residents and visitors, provide input
to the use of each recreation site currently identified, locate public beach access points
and develop a concession strategy, if so desired.

Furthermore, a study to identify economic development needs should be undertaken.
This could be as simple as a survey done by telephone to residents and visitors or a direct
mail survey to owners or management of retail and related service operations to help
identify level of current services and economic development needs that are not being
adequately addressed within the City of Sunny Isles Beach. The results of such a study
would have an impact upon the revitalization strategies that will be developed especially
for Sunny Isles Boulevard and the west side of Collins Avenue.
Purpose of the Studies
Streetscape
This is a highly technical type of study that involves engineers and landscape architects to
develop the appropriate standards. Implementation of a Citywide Streetscape Concept
Plan would address each -typical street and propose standards for sidewalks, planting
areas and materials, parking, traffic lanes, undergrounding of utilities, lighting, banners
and street furniture. This would guide the City in encouraging a pedestrian friendly
atmosphere while still recognizing traffic and transportation needs of the as built
environment as well as the projected growth.
From the development of this basic concept plan, a Streetscape Master Plan could be
developed. The goal of the Master Plan would be to refine and perfect the elements of
the concept plan and to eventually development construction documents that would be
followed to implement the recommended streetscape plans. Development of these types
of regulating plans would greatly assist the City in working with the various developers
that are undertaking projects within various locations of the City.
It should be noted that in order to prepare construction plans, surveys must be undertaken
for each street. This process can be phased based on a ranking of priorities.
Revitalization Strategies
To initiate the revitalization strategy process, visioning studies for the areas identified as
Sunny Isles Boulevard (including south of 163`d Street), west side of Collins and North
Bay Road should take place. A visioning session should be a community participatory
process for each area led by a facilitator. The purpose of this type of process is to bring
all stakeholders together to discuss the various issues that need to be addressed and to
ultimately develop a revitalization strategy based on consensus. Typically, this type of
visioning process is conducted by an outside consultant so that the consensus building
process is viewed as totally neutral by all participants.
Following the visioning process, the revitalization strategy can begin to be developed.
Normally, this type of process should continue to involve the stakeholders through a
series workshops or meetings where the participants have the opportunity to review the
plans and engage in a dialogue. Based on information received at these sessions,
refinements to the plan can be incorporated. Utilization of a consultant to formulate and
develop the revitalization strategy is the most effective and acceptable methodology as it
enables all stakeholders to play a crucial role in developing the plans and places City staff
in the role of facilitating implementation of the plans once they are developed.

Park and Beachfront Master Plan
The purpose of this study would be to develop a park and recreation plan that will address
current and future needs. As part of this effort, a master development plan for each park
site would be addressed. Though some parks have currently been planned and are under
development, the Park Master Plan would help address future plans and proposals for
these locations, as well as, address the sites that have been identified, but for which plans
have not been developed. Additionally, the Master Plan would help determine if
additional park land would be required and potential locations, if appropriate.
The use of a consultant who is a landscape architect and whose area of expertise can
address appropriate recreation standards, based on current demographics and projected
growth, ensures that the Park and Beachfront Master Plan will provide proper direction
for the present conditions -and future growth of the City. Additionally, the Master Plan
would address the various public beach access points and ways to enhance these
locations. If the City is desirous of developing a concession plan, the locations,
regulations and elements of the concession strategy would also be part of this study.
Economic Development Study
This type of study utilizing surveys as the initial methods of data collection, helps
identify economic development needs that are desired by the residential population,
developers, land owners and the tourists that frequent the area. Firms who specialize in
this type of services have the expertise to provide the needed survey instruments and
obtain a high level of responses so that the survey data is comprehensive and relevant to
the concerns being addressed. From the findings, an economic development plan to
attract the desired services and businesses can be developed. It is important that the
resulting plan be utilized and incorporated into the revitalization strategies that will be
developed.
Implementation and Probable Costs
Each of the studies identified above should be undertaken by a consultant who has a
demonstrated track record and expertise in the areas to be addressed. The selection of a
consultant can be undertaken in several different ways. For certain tasks it may be
possible to engage a consultant firm for an assignment with a fee of $10,000 or less. In
the case of studies that exceed that cost parameter, the selection of the consultant should
be based on a Request for Qualification (RFQ) process.
The RFQ process requires that we publish a notice and make available a prospectus of the
consultant services that are being requested. Normally, a three to four week time period
is permitted to allow responses. A Recommendation Committee is named. All responses
are reviewed and a short list of the most qualified proposers is determined by the
committee. Firms on the short list are invited in for presentations before the committee.
Members of the committee rank all presenters and recommend the preferred consultant.
Based on these results the City Manager can make a recommendation for approval to the
City Commission.

The rationale behind utilizing the above described process is to ensure that the most
highly qualified firm is engaged to undertake the assignment. Additionally, the
consultants tend to put together a team of firms or individuals that have the required
experience and expertise to meet the requirements called for in the notice to prospective
respondents.
Though, Miami -Dade County and the State of Florida may maintain lists of qualified
consultants for certain types of assignments, the specific nature of the studies needed in
the City of Sunny Isles Beach, necessitates undertaking an RFQ process.
With regard to costs, plesase note that the fees quoted below are approximations based on
some very informal discussions. It may be possible to engage a consultant to perform the
preliminary Streetscape Concept Plan for a fee of $10,000. The completion of a full
Streetscape Master Plan would cost in the range of $55,000 to $75,000, not including the
required surveys to produce construction documents. The surveying and construction
document phase would probably require an additional $60,000 to $70,000 to complete
citywide.
The various revitalization strategies will vary in cost based on the complexity of each of
the areas. In the case of North Bay Road, a study in the range of $20,000 to $25,000 may
be feasible. For Sunny Isles Boulevard including Collins Avenue south of 163`d Street
(including the City Hall site), a much more complicated area to address, a revitalization
study may require a fee in the $50,000 to $60,000 range. The west of Collins Avenue is
another very complex area and due to the need to address the numerous retail issues and
develop a zoning classification that would encourage the desired effects a fee as high as
$75,000 may be required.
With regard .to the economic development study, a firm may be engaged for a fee of
$10,000. This economic analysis will play a role in the preparation of the revitalization
strategies that will be developed.
My recommendation, due to the number of critical projects that are currently underway,
is that all of these studies need to occur during the current fiscal year. Based on the
estimates above, an initial appropriation in the range of $165,000 to $180,000 would be
necessary to initiate all of the studies. An additional appropriation of $115,000 to
$145,000 would be required in order to complete the studies as described above.
I look forward to the opportunity to discuss this information with you and to show you
some examples of the types of studies that can be obtained through these processes.
