A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE MAYOR
TO EXECUTE RESOLUTION NUMBER 2000-001 OF THE
COUNCIL OF COASTAL MAYORS OF MIAMI-DADE COUNTY,
FLORIDA, REQUESTING THE MIAMI-DADE COUNTY MAYOR
AND COMMISSION TO PROVIDE ADEQUATE FUNDING TO
FULFILL THE COUNTY'S MATCHING FUND OBLIGATIONS
FOR PLANNED SHORE PROTECTION AND BEACH
RENOURISHMENT PROJECTS FOR YEARS 2000 THROUGH
2003; AND TO RECOGNIZE THE CRITICAL NEED FOR
ESTABLISHING A LONG-TERM DEDICATED FUNDING
SOURCE, AS DETAILED IN THE ATTACHED EXHIBIT "A" AND
ALSO AUTHORIZING THE MAYOR TO EXECUTE
RESOLUTION NUMBER 2000-002 OF THE COUNCIL OF
COASTAL MAYORS OF MIAMI-DADE COUNTY REQUESTING
THE MIAMI-DADE COUNTY MAYOR AND COMMISSION TO:
DECLARE A STATE OF EMERGENCY FOR THE CRITICALLY
ERODED BEACHFRONT AREA IN NORTHERN MIAMI BEACH
AND OTHER REQUESTS AS SPECIFIED IN THE ATTACHED
EXHIBIT "B"; PROVIDNG FOR AN EFFECTIVE DATE.
WHEREAS, the Mayor and the City Commission of the City of Sunny Isles Beach
recognizes the importance of the preservation of our beaches for the benefit of the community;
and
WHEREAS, the Council of Coastal Mayors are pursuing legislation to preserve Miami-
Dade County's beaches for the aesthetic, environmental hurricane mitigation and recreational
benefits of our residents and tourists as more specifically stated in the attached Resolutions 2000-
001 and 2000-02; and have requested the support of our City; and
WHEREAS, the City of Sunny Isles Beach wishes to endorse the activities of the
Council of Coastal Mayors in preserving our beaches;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
1. The City Commission hereby authorizes the Mayor to execute Resolution 2000-001
and 2000-002 of the Council of Coastal Mayors attached hereto as Exhibit "A".
2. This Resolution shall become effective upon adoption.

A RESOLUTION OF THE COUNCIL OF COASTAL MAYORS OF MIAMI-
DADE COUNTY, FLORIDA, REQUESTING THE MIAMI-DADE COUNlY
MAYOR AND COMMISSION TO PROVIDE ADEQUATE FUNDING TO
FULFILL THE COUNTY'S MATCHING FUND OBLIGATIONS FOR
PLANNED SHORE PROTECTION AND BEACH RENOURISHMENT
PROJECTS FOR YEARS 2000 THROUGH 2003; AND TO RECOGNIZE
THE CRITICAL NEED FOR ESTABLISHING A LONG-TERM DEDICATED
FUNDING SOURCE.
WHEREAS, South Florida's beaches are an important part of the quality of I,fe of
this community, providing aesthetic, environmental, hurricane mitigation and recreational
benefits for our residents and tourists; and
WHEREAS, beaches continue to be Florida's number one tourist attraction anGi are
thus vital to our economic well-being, generating over $9 billion in beach-related sales
annually and contributing to a ripple effect to the Florida economy of over $16 billion~ and
WHEREAS, the Council of Coastal Mayors of Miami-Dade County recognize that
severe beach erosion continues to be a major problem in Miami-Dade County; and
WHEREAS, the Federal and State Legislatures have appropriated their proportional
share of funds to continue the Miami-Dade County Beach Erosion Control Program;: and
WHEREAS, Miami-Dade County currently has a deficit of approximately
$10,000,000 in its share of funds for beach management projects scheduled for 2000
through 2003; and
WHEREAS,the Miami-Dade County Commission has historically demonstrated a
commitment to the preservation of Region's beaches, and now must recognize the critical
environmental and economic need to identify the necessary funds to ensure there Is no
delay in the restoration and maintenance of our beaches.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE COUNCIL OF COAsTAL
MAYORS OF MIAMI-DADE COUNTY, FLORIDA, THAT:
1. The Council of Coastal Mayors requests that the Miami-Dade County Mayor! and
Commission provide adequate annual funding to carry out a County Wide
Comprehensive Beach Management Program to protect and restore the County's
beaches, and consider the Department of Environmental Resources Managem~nt's
2000-01 budget request of $6.416 million. I
2. The Council of Coastal Mayors requests that the Miami-Dade County Mayor and
Commission give serious consideration to the identification and dedication of ~ fair
and stable source of long-term funding to fully implement a County wide Beach
Management Program for preserving and restoring Miami-Dade's threatened sandy
beaches. .

A RESOLUTION OF THE COUNCIL OF COASTAL MAYORS OF MIAMI-
DADE COUNTY, FLORIDA, REQUESTING THE MIAMI-DADE COUNTY
MAYOR AND COMMISSION TO; 1) DECLARE A STATE OF EMERGENCY
FOR THE CRITICALLY ERODED BEACHFRONT AREA IN NORTHERN
MIAMI BEACH; 2) REQUEST EMERGENCY ACTION FROM THE UNITED
STATES CONGRESS AND THE ARMY CORPS OF ENGINEERS TO
BRING IMMEDIATE RELIEF TO THIS MOST VULNERABLE AREA; 3)
ENCOURAGE THE ARMY CORPS OF ENGINEERS TO EXPEDITE THEIR
SEARCH FOR SUITABLE, LONG-TERM SOURCES OF SAND FOR THE
CONTINUED MAINTENANCE OF MIAMI-DADE COUNTY'S SANDY
BEACHES; 4) REQUEST FURTHER DEFINITION OF THE
AUTHORIZATION OF THE MIAMI BEACH INNOVATIVE EROSION
CONTROL AND SAND RECYCLING PROJECT IN THE WATER
RESOURCES DEVELOPMENT ACT OF 2000; AND 5) REQUEST A
$10,300,000 APPROPRIATION FROM THE ENERGY AND WATER
APPROPRIATIONS ACT OF 2000 FOR IMPLEMENTATION OF THE MIAMI
BEACH INNOVATIVE EROSION CONTROL AND SAND RECYCLING
PROJECT AND FOR ON-GOING SHORE PROTECTION PROJECTS
COUNTYW1DE.
WHEREAS, South Florida's beaches are an important part of the quality of li~e of
this community, providing aesthetic, environmental, hurricane mitigation and recreational
benefits for our residents and tourists; and
WHEREAS, beaches continue to be the region's number one tourist attraction and
are thus vital to our economic well-being; and
and
WHEREAS, beach erosion continues to be a major problem in Miami-Dade County;
WHEREAS, the ero5ion of the beachfront area in the northern Miami Beach
(approximately from 60th Street north to 75th Street) has reached a critical stage where
emergency and public access have been lost, most of the protective dunes are gone and
upland property losses are eminent; and
WHEREAS, emergency steps must be taken to provide temporary relief to this most
critically eroded section of beach to provide some degree of Storm Protection for this
currently unshielded areal as well as, to help prevent upland flooding and the loss of
coastal infrastructure, until such time as a complete renourishment can be completed.
WHEREAS, the sources of sand traditionally used for renourishing the Co~nty's
beaches have been virtually exhausted and new sources of beach compatible sand must
be located to provide for the long-term maintenance of the County's beaches: and .
WHEREAS,the Army Corps of Engineers has initiated a search for suitable, long-
term sand sources, and
WHEREAS, limited quantities of beach compatible sand have been identified ~jthjn
potential, non-conventional sources such as the Peanut Island or Virginia Key Maintenance
Dredge Spoil Disposal Areas; and
WHEREAS, the authorization of the Miami Beach Innovative Erosion Control!and
Sand Recycling Project contained in the Water Resources Development Act of 1999 needs

to be better defined to provide the Local Sponsor greater autonomy over the beach
management process; and
WHEREAS, an initial appropriation of $2.3 million from the Energy and ~ater
Appropriations Act of 2000 is needed to implement the Miami Beach Innovative Ero~ion
Control and Sand Recycling Project; and
WHEREAS, an appropriation of $8.0 million from the Energy and Vl(ater
Appropriations Act of 2000 is needed to fund the County's on-going shore protecttion
projects for 2000 - 2001.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE COUNCIL OF COASrrAL
MAYORS OF MIAMI-DADE COUNTY, FLORIDA, THAT:
1. The Council of Coastal Mayors requests that the Miami-Dade County Mayor!and
Commission declare a State of Emergency for the critically eroded beachfront area
in northern Miami Beach.
2_ The Council of Coastal Mayors requests that the Miami-Dade County Mayol and
Commission request emergency action from the United States Congress and the
Army Corps of Engineers to bring immediate relief to this most vulnerable ar~a.
3. The Council of Coastal Mayors requests that the Miami-Dade County Mayoriand
Commission encourage the Army Corps of Engineers to expedite their search for
suitable. long-term sources of sand for the continued maintenance of Miami-Pade
County's sandy beaches.
4. The Council of Coastal Mayors requests that the Miami-Dade County Mayor and
Commission establish the further definition of the authorization of the Miami Beach
Innovative Erosion Control and Sand Recycling Project in the Water Resources
Development Act of 2000 as a legislative priority for Miami-Dade County.
5. The Council of Coastal Mayors requests that the Miami-Dade County Mayoriand
Commission request a $10,300,000 appropriation from the Energy and Water
Appropriations Act of 2000 for implementation of the Miami Beach Innovative
Erosion Control and Sand Recycling Project and for the County's on-going shore
protection projce~ for 2000 - 2001. '
