RESOLUTION NO. 2000-~
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING AN
AGREEMENT BY AND BETWEEN THE CITY OF SUNNY ISLES
BEACH AND JRD AND ASSOCIATES, INC. ATTACHED
HERETO AS EXHIBIT "A", FOR CONSULTATION SERVICES;
AUTHORIZING THE CITY MANAGER TO TAKE ANY AND
ALL ACTION AS MAY BE NECESSARY TO EFFECTUATE THE
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Building Department has been operating with a part-time Building
Official since May 6, 1999; and
WHEREAS, the City Manager desires to have competent and expert advice review the
structure of the Building Department before the impending development, anticipated in the near
future; and
WHEREAS, JRD and Associates, Inc., has offered its services as outlined iri Exhibit "A"
attached hereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISsioN OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section1. Authorization of City Manager. The City Manager is hereby authorized to
negotiate said contract as outlined in Exhibit "A" attached hereto and do all things necessary to
effectuate the agreement.
Section 2.
Effective Date. This Resolution will become effective upon adoption.

Dear Mr. Neustadt:
It was a pleasure meeting with you again today. Per your request, I have
modified my project scope, which I submitted in my letter dated April 4, 2000, to
accomplish the following:
. A review of the Department's current organization structure with
recommended modifications, if necessary, to make it efficient and
consistent with similar well-managed departments;
. An analysis of historical and projected workload volumes (number of
permits, etc.) to determine appropriate staffing and classification levels;
. A review of the Department's current fee structure, along with a
comparative analysis of similar municipal building department fees, to
allow the Department to achieve self-sustainability.
The lump sum fee for this project, which can be commenced the week of April
24,2000 and completed by July 31, 2000, is $24,000.
Additionally, at your request, JRD & Associates, Inc. can perform the following:
· Assistance with the selection of a permanent Builc~ing Official and Building
Director;
. An analysis of current Department processes such as inspection requests,
plan reviews, code enforcement activities, etc., accompanied by a
comparison of industry best practices, with recommended modifications to
the Department's operations; .
· The development of workload standards for Department personnel to
achieve optimal employee performance.
· Assistance with determining the optimal layout of the Building Department
for the new City Hall building;

. Assistance with Department automation efforts currently being undertaken
by the City;
. Facilitating focus groups with customers to solicit input for Departmental
improvements.
