Home My WebLink AboutReso 2000-220 RESOLUTION NO. 2000- Z. -"'0 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING AN AGREEMENT BY AND BETWEEN THE CITY OF SUNNY ISLES BEACH AND CIVIL WORKS, INC., ATTACHED HERETO AS EXHIBIT "A", FOR ENGINEERING SERVICES; AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTION AS MAY BE NECESSARY TO EFFECTUATE THE RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City has been negotiating with the Florida Department of Transportation (FDOT) for the use of the parcels owned by FDOT, located east and west of the future City Hall Complex; and WHEREAS, in conjunction with that effort the City is required to provide alternative stormwater drainage for the area; and WHEREAS, Civil Works, Inc. has been "qualified" by the City Commission to perform engineering services for the City of Sunny Isles Beach; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section1. Authorization of City Manager. The City Manager is hereby authorized to negotiate said contract as outlined in Exhibit "A" attached hereto and do all things necessary to effectuate the agreement. (CWI) appreciates this opportunity to provide the City of Sunny Isles Beach (the City) with this proposal for engineering services to develop drainage plans for the above project This letter, along with the attached schedule oftenns and conditions, will constitute our agreement. Our agreement to provide services is based on the previous City selection of CWI as a General Engineering Consultant to the City of Sunny Isles Beach. We understand that the City wishes to develop the land between Sunny Isles Blvd eastbound and west bound roadways and build the new City Hall Complex. This development including the City Hall Building, a plaza and parking lot will make the existing ponds constructed by FOOT inoperative. CWI will design and prepare construction documents for a new pumping station which will collect the runoff from the four adjacent drainage systems. This preliminary drainage concept was outlined in an F:lorida Department of Transportation (FDOT) memo dated August 26, 1999. Based on our conversations and previous meetings, the following tasks would be provided for these services: . TASK 1 . DATA COLLECTION AND DESIGN ANALYSIS REPORT This task will include researching and obta.ining copies of the previous design documents from the City, FOOT and the other city consultants. This research will include obtaining the surrounding areas drainage plans, the City Hall site plan, preliminary landscape plans. any other plans associated'Witb this area and identifying the drainage permitting requirements. Once the data has been sollected, CWI will review the previous calculations and drainage basins. The various types of pumping systems will be compared for initial costs and operational costs. The pump station and drainage design analysis will be based on various factors including the previously estimated flows, the allowable total head flowing to each of the proposed drainage wells and the constraints of tbe proposed City Hall site plan. A drainage report with conceptual drainage plans will be prepared in an 8- l/2"x II" format. The report will include recommendations for a preferred pumping system which best fits the needs of the City. The drainage concepts will be reviewed with the permitting agencies for consistency with the latest drainage requirements. This report will be presented to the City for approval. This task will also include assisting the City with the FOOT modifications to the Drainage pond listed as Pond UX" at the intersection ofSR AlA and Sunny Isles Blvd. We understand the City's desire to modUy this pond in order to show a positive image when entering the City. We will work with the FOOT to replace the standing water with a temporazy solution until the pump station is operational. TASK 2 - FINAL DESIGN PLANS Upon the City's approval of the Design Report and the pumping system, CWI will finalize the design plans from the conceptual report developed in Task 1 above. This task will include development offinal construction plans, pmnp station location plans, drainage collection system modifications. drainage well details, detail sheets, electrical plans, drainage calculations and any other criteria along with the specifications for construction. The plans will be prepared in 11 "x 17" fonnat similar to mOT, at a scale , which is legible for printing. Under this task, final plans and technical specifications will be prepared fur the City's review. The City will provide the Ufront end" con1ract documents to CWI to be included in the bidding documents. It is anticipated that the storm water pump station will be located under the Sunny Isles bridge and therefore no architectural plans are included in this project If architectural plans are required., eWI will be pleased to work with any architect already under contract to the City. If preferred, we will provide a separate price quotation for this work, if needed. TASK 3 - PERMIT PROCESSING Under.this task, CWI will process the drainage design. Based on past experience, the permitting will include a preliminaty dry-run application and :final application from Miami-Dade County Department of Environmental Management (DERM), a drainage well pennit from the Department of Environmental Protection (DEP), an FDOT Special Permit for the modifications and connection to the existing FDOT systems, and approval by the City for City w~rk. The drainage permitting usually is a very lengthy process which can take several months to complete. This process will be started as early as possible in order to complete the drainage system in a timely manner. ;" TASK 4 - CONSTRUCTION OBSERVATION Under this task, CWI will assist the City with bidding the proposed drainage project, reviewing the contractors' bids ~d provide the City with a recommendation to award. In addition, CWI will assist the City with coD81ruction observation based on weekly visits to the site, review of contractor's questions and pay requestB. In additioDl eWI will perform a final job site visit, develop a punch list for the contractor and perfonn a final project closeout inspection. This worle will be performed on an hourly basis and billed at the hourly rates shown below. A budgeted amount has been provided for this work based upon an anticipated constroction time of six months. Schedule: We undc:rst:and that the City would like to have the pump station operational before 1uly 2001 in order to open City Hall in November 2001. Once the existing data has been collected, the Analysis Report would be submitted within six to eightweeks. When the final recommendation for the pump station configuration and location has been approved by the City, the constnwtion plans will be prepared. We anticipate three months to prepare the final plans after approvals have been received. This would allow two months for bidding and six months for construction. If you concur with the contents of this agreement, please sign and date both copies of this letter and the attached Professional Service Request. In addition, please initial and date the bottom of page 2 and 3 of the Professional Service Request Please return one signed copy of this letter along with the signed professional service agreement to our office.
