A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER TO APPLY FOR, RECEIVE AND EXPEND ADDITIONAL
FUNDING FOR LAW ENFORCEMENT POSITIONS UNDER A
COMMUNITY ORIENTED POLICING SERVICES ("COPS")
PROGRAM, SPONSORED BY THE UNITED STATES DEPARTMENT
OF JUSTICE; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach has an active and growing policing funit that
is seeking to protect the health, safety and welfare of its residents; and
WHEREAS, the Chief of Police has determined that there is a need to hire three
additional officers to increase community safety; and
WHEREAS, the United States Department of Justice has additional funding available for
the hiring of law enforcement officers under a community policing program and has invited the
City to apply for the additional funding; and
WHEREAS, the Police Department intends to use the funding to hire three additional
officers to expand its community policing unit.
NOW THEREFORE, BE IT RESOL VEn BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authorization of City Manager. The City Manager is hereby authorized to
apply for, receive and expend funds for the hiring of three additional police officers under the
United States Department of Justice Community Oriented Policing Program.
Section 2. Salary Requirements and Retention Plan. For the first three years, the
Department of Justice will pay a maximum of Twenty-Five Thousand Dollars ($25,000.00) or
Seventy-Five Percent (75%) of the three officers' salaries and the City will pay the remaining
twenty-five percent (25%). The City Commission commits to paying the full salaries of the
three officers after the end ofthe three-year grant period.
Section 3.
Effective Date.
This Resolution shall become effective upon adoption.

COPS Universal Hiring Program (UHP) grantees are able to request additional grant dollars for new officers by
answering the questions below. Future grant awards will be based on the infonnation provided in this document only; submitting
another UHP application packet is not necessary. All grant recipients must develop a written plan to retain their COPS
funded officer positions after Federal funding has ended. This plan must be submitted to the COPS Office with your
application. Departments are also required to submit the attached Assurances and Certifications with each additional
officer request
A request for a waiver review of the local matching requirement cannot be considered unless supporting information is
attached to this Additional Officer Request F onn. The supporting evidence, at least one typewritten page in length. must include.
(I) a satisfactory and documented demonstration of severe fiscal distress, and (2) a description of the link between a locality's
showing of severe fiscal distress and how that distress impacts the area's law enforcement agency. Please refer to your COPS
UHP Grant Owner's Manual for information related to the waiver requirements.
Please complete this fonn and return to the COPS Office in the envelop provided. Unreturned, blank and/or
incomplete forms will be treated as though no officen have been requested. We have also included blank budget forms for
your use, in case your department's budget has changed since your last award. Ifnew budget figures are not included with your
request, COPS will use the most recent figures that are on me. We would like to receive the form by May 1,2000. In any case,
the final deadline will be receipt or postmark by May 31, 2000. This deadline is necessary due to the limited funding available.

Several provisions of Federal law and policy apply to all grant programs. We (the Office of Community Oriented Policing Services) need. to
secure your assurance that you (the applicant> will comply with these provisions. If you would like further information about any of
the matters on which we seek your assurance. please contact us.
By your authorized representative's signature. you assure us and certify to us that you will comply with all legal and administrative require-
ments that govern the applicant for acceptance and use of Federal grant funds. In particular. you assure us that:
1. You have been legally and officially authorized by the appropriate
governing body (for example, mayor or dty coundl) to apply for this
grant and that the persons signing the application and these assur-
ances on your behalf are authorized to do so and to act on your
behalf with respect to any issues that may arise during processing of
this application.
2. You will comply with the provisions of Federal law which limit
certain political activities of your employees whose prindpal em-
ployment is in connection with an activity financed in whole or in
part with this grant. These restrictions are set forth in 5 US.c. 9 1501.
et seq.
3. You will comply with the minimum wage and maximum hours

grant; with the program guidelines; with the requirements of OMB
Circulars A-87 (governing <Dst calculations) and A-128 or A-l33 (gov-
erning audits); with the applicable provisions of the Omnibus Crime
Control and Safe Streets Act of 1968. as amended; with 28 CFR Part
66 (Uniform Administrative Requirements); with the provisions of
the current edition of the appropriate COPS grant owner's manual;
and with all other applicable laws, orders. regulations or circulars.
7. You will. to the extent practicable and consistent with applicable
law, seek. reauit and hire qualified members of radal and ethnic
minority groups and qualified women in order to further effective
law enforcement by inaeasing their ranks within the sworn posi-
tions in your agency.
8. You will not, on the ground of race. <Dlor. religion. national origin.

ipation in, deny the benefits of or employment to any person. or sub-
ject any person to disaimination in connection with any programs

require you to maintain a Plan on file in your office. you will do

Although the Department of Justice has made every effort to simplify the application process. other provisions of Federal law
require us to seek your certification regarding certain matters. Applicants should read the regulations cited below and the
instructions for certification included in the regulations to tmderstand the requirements and whether they apply to a particular
applicant. Signature of this fonn provides for compliance with certification requirements under 28 CFR Part 69, "New
Restrictions on lobbying," and 28 CFR Part 67, "Government-wide Debannent and Suspension (Nonproc:urement) and
Government-wide Requirements for Drog-Free Workplace (Grants),':.and the coordination and non-supplanting requirements
of the Public Safety Partnership and Community Policing Act of 1994. The certifications shall be treated as a material represen-

1. Lobbying
As required by Section 1352, TItle 31 of the US. Code, and imple-
mented at 28 CFR Part 69, for persons entering into a grant or coop-
erative agreement over 5100,000, as defined at 28 CFR Part 69, the
applicant certifies that:
A. No Federal appropriated funds have been paid or will be
paid. by or on behalf of the Wldersigned, to any person for influ-
encing or attempting to influence an officer or employee of any
agency, a Member of Congress, an officer or employee of
Congress, or an employee of a Member of Congress in connection
with the making of any Federal grant; the entering into of any
cooperative agreement; and the extension, continuation, renewal,
amendment or modification of any Federal grant or cooperative
agreement;
B. If any funds other than Federal appropriated funds have been
paid or will be paid to any person for influencing or attempting
to influence an officer or employee of any agency, a Member of
Congress, an officer or employee of Congress, or an employee of
a Member of Congress in connection with this Federal grant" or
cooperative agreement, the Wldersigned shall complete and sub-
mit Standard Form - LLL, ''Disclosure of Lobbying Activities," in
accordanC2 with its instIUctions;
C. The Wldersigned shall require that the language of this certifi-
cation be included in the award documents for all subawards at
all tiers (including subgrants. contracts Wlder grants and coopera-
tive agreements, and subcontracts) and that all sub-recipients

2. Debannent, Suspension and Other Responsibility Matters

and implemented at 28 CFR Part 67, for prospective participants in
primary covered transactions, as defined at 28 CFR Part 67, Section
67.510 -
A. The applicant certifies that it and its principals:
(i) Are not presently debarred. suspended, proposed for
debarment, declared ineligible, sentenced to a denial of
Federal benefits by a state or Federal court, or volWltarily
excluded from covered transactions by any Federal depart-
ment or agency;
(ii) Have not within a three-year period preceding this appli-
cation been convicted of or had a civil judgment rendered
against them for commission of fraud or a aiminal offense in
connection with obtaining, attempting to obtain, or perlorm-

3. Drug-Free W orkplac:e (Grantees Other Than Individuals)
As required by the Drug-Free Workplace Act of 1988, and imple-
mented at 28 CFR Part 67, Subpart F, for grantees. as defined at 28
CFR Part 67, Sections 67.615 and 67.620-
A. The applicant certifies that it will, or will continue to, provide
a drug-free workplace by:
(i) Publishing a statement notifying employees that the
unlawful manufacture, distribution, dispensing, possession or
use 01 a controlIed substance is prohibited in the grantee's
workplace and specifying the actions that will be taken against
employees for violation of such prohibition;

Dear Chief Harrison:
I am writing to invite you to apply for additional funding for law enforcement officer positions under the
Office of Community Oriented Policing Services' Universal Hiring Program (UHP). As you are aware, the
COPS Office is committed to assisting law enforcement agencies in securing additional funding to add
officers to the streets to engage in community policing. With the help of thousands of agencies from across
the nation, we reached our initial goal of funding 100,000 officers and deputies on May 12, 1999.
In Fiscal Year 2000, the COPS Office was authorized additional funding under the Universal Hiring Program
to assist law enforcement agencies in increasing community safety through adding officers "to the beat"
Unlike in previous years, however, the COPS Office has less funding available. As a result, it is important to
submit requests as early as possible and before funding is exhausted.
We encourage you to assess your interest in additional grant funding at this time. If you are interested in
applying for additional officer positions through the COPS UHP program in Fiscal Year 2000, please submit.
the attached Application Verification Form (A VF) along with a written retention plan, certifications,
assurances and budget forms if your department's budget has changed since your last award. We would like
to receive your A VF by May 1, 2000. This deadline is necessary due to the limited funding available.
Because funding is limited, we encourage you to apply as early as possible. In any case, the final deadline
will be receipt or postmark by May 31, 2000. Applications not funded will be carried over for consideration
