A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,
AUTHORIZING AN AGREEMENT BY AND BETWEEN
THE CITY OF SUNNY ISLES BEACH AND TROPIC
LANDSCAPING & LAWN MAINTENANCE, INC.,
ATTACHED HERETO AS EXHIBIT "A", FOR THE
INSTALLATION OF NEW TREES IN THE PASSIVE PARK,
TRANSPLANTING OF FULLY MATURE TREES FROM
THE ACTIVE PARK SITE TO THE PASSIVE PARK, AND
PERFORMANCE OF DRAINAGE IMPROVEMENTS AS
SUGGESTED BY MIAMI-DADE COUNTY DEPARTMENT
OF ENVIRONMENTAL RESOURCES MANAGEMENT
(DERM) STORMWATER DIVISION, IN THE AMOUNT OF
$57,775.50; AND ALSO RATIFYING THE PRIOR
EXPENDITURE OF $78,761.00 PAID TO TROPIC
LANDSCAPING AND LAWN MAINTENANCE, INC. SINCE
FEBRUARY 2000; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, $78,761.00 has been paid to Tropic Landscaping & Lawn Maintenance,
Inc., landscape contractor for the Passive Park, as discussed at the February 10, 2000 City
Commission meeting, for the transportation of fill, leveling, resodding, and temporary tree
removal and storage, and
WHEREAS, the Miami -Dade County Department of Environmental Resources
Management (DERM) Stormwater Division refused to allow the City to utilize the proposed
stormwater system to alleviate water from the park, and suggested other alternatives for retaining
the required amount of stormwater on site; and
WHEREAS, the landscaping contractor and City environmental staff feel that previously
selected plant species were inappropriate for both the site and elevation, and, therefore, suffered
significantly, and
WHEREAS, the landscaping contractor and City environmental staff have selected trees
that will not only withstand the rigors of the barrier island system, but species and sizes that will
offer immediate impact through color, texture, and most importantly size.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Contract.
(A) The contract by and between the City of Sunny Isles Beach and Tropic
Landscaping & Lawn Maintenance, Inc. in the amount of $57,775.50,
attached hereto as Exhibit "A," be, and the same, is hereby approved.

(B) The prior expenditures totaling $78,761.00 to Tropic Landscaping & Lawn
Maintenance, Inc., attached hereto as Exhibit `B", are hereby ratified by this
after -the -fact resolution.
Section 2. Authorization of the City Manager. The City Manager is hereby authorized to
negotiate said contract as outline in Exhibit "A" attached hereto and do all things necessary to
effectuate the agreement.
Section 3. Effective Date. This Resolution will become effective upon adoption.

RE: $57,775,50 Passive Park Replanting and Drainage
RECONIMENDATION:
It is recommended that the City Commission adopt the attached resolution
authorizing the City Manager to expend funds on replanting and
preparation of recommended drainage for the Passive Park, in the amount
of S57,775.50.
REASON:
In response to citizen concerns about flooding in the Passive Park site at
North Bay Road and 1781h Street, as discussed at the February 10, 2000
Commission meeting, the Office of the City Manager expended
S78,761.00 for the transportation of fill, leveling, resodding, and
temporary tree removal and storage, in order to raise the elevation of the
park site. During the permitting phase for said activity, Miami -Dade
County Department of Environmental Resources Management (DERM)
Stormwater Division informed us that we would not be allowed to utilize
the planned City owned Stormwater System for drainage, and
recommended that we retain our stormwater within the park.
Subsequently, we have developed plans that should accommodate said
request, which involves an added expense.
Moreover, our landscape contractor Tropic Landscape & Lawn
Maintenance, Inc. and City environmental staff agreed that the trees
previously selected were both inappropriate for the site, due to
environmental constraints, and severely undersized for the scale of the
park and for the immediate impact desired by the citizenry. In response,
this landscape team has chosen the attached native species, size, and
quantity of trees for the passive park. In addition, we have proposed to
relocate three (3) or four (4) very large native short -leaf fie (Ficus
citrijolia) from the Active Park site, to aid in the immediate aesthetics and
shading of the passive park.
Briefly, the difference between the previous landscaping and the proposed
landscaping is the removal of 44 undersized suffering specimens, and
replacing them with 45 additional palms (five (5) different species), 78
additional trees (14 different species), and 165 shrubs (3 different species).
This is a total of 288 new plants for a grand total of 316 palms, trees, and
shrubs. That equals 244 more plants than previously installed, at an
average price of S130.00 per tree. Just as important as the massive
increase in number of specimens is the overall sizes. Previously, no tree
was over 12 feet tall. We are proposing numerous specimens at 20 feet or
taller with almost half of all of the new trees being 15 feet or greater.
We are very proud of the selection and variety and feel confident that this
landscaping will provide a healthy, strong, beautiful park environment for
decades to come.
ADDITIONAL INFORMATION:
It should be noted that David Santana, President of Tropic Landscaping
has worked very closely with staff to help with practical decisions and has
been very generous to offer us almost S8,000.00 in credit for the
exchanged trees, which is the original cost to the City. Moreover, the
additional funds requested for the Passive Park are reflective of what
would have been spent originally had the park been planned in this
fashion. The only money that the City has been unable to recoup is that
spent on seeding the park last year. We should bear in mind that a
reasonable cost for any park of this size is between $250,000.00 to
S500,000.00 for designs, engineering, fill, sod, landscaping, and perhaps
sidewalks.
The Office of the City Manager and the Recreation Department agree that
after the resodding and landscaping of this park, and the installation of a
tot lot, no further work should occur until final decisions are made about
the proposed stormwater system to be installed. Moreover, all future
improvements, such as sidewalks, sitting walks, and structures, should
coincide with the installation of said drainage system.
