A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, REPEALING RESOLUTION NO. 99-150, AND
RECONSTITUTING A NEW CITIZENS' PLANNING ADVISORY
COMMITTEE, TO PROVIDE FOR THE CONTINUATION OF EXISTENCE
FOR ONE YEAR FROM THE CREATION AND EACH YEAR
THEREAFTER AT THE DISCRETION OF THE MAYOR; TO PROVIDE
FOR THE APPOINTMENT OF FIFTEEN MEMBERS TO THE
COMMITTEE AND THE APPOINTMENT OF THE CHAIR AND VICE
CHAIR; PROVIDING FOR ITS SPECIFIC ADVISORY CAPACITY AND
DELINEATING POWERS AND DUTIES; RENDERING THE COMMITTEE
SUBJECT TO THE SUNSHINE LAWS; PROVIDING FOR APPOINTMENTS
AND REAPPOINTMENTS TO BE MADE IN WRITING EFFECTIVE UPON
THE ONE YEAR EXPIRATION OF THE COMMITTEE FORMATION
DATE AND UPON SUBMISSION TO THE CITY CLERK OF HIS/HER
ACCEPTANCE AND FILING OF A FINANCIAL DISCLOSURE FORM 1;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, by Resolution No. 99-150 adopted on July 15, 1999, the City Commission of
the City of Sunny Isles Beach amended Resolutions No. 98-80 and 98-107 which established a
Citizens' Planning Advisory Committee to encourage greater citizen participation in governmental
affairs and to work with the Commission to develop information and recommendations in various
areas; and
WHEREAS, the Commission wishes to reconstitute the Citizens' Planning Advisory
Committee which pursuant to Resolution No. 99-150 would terminate in July, 2000;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1.
Resolution No. 99-150 is hereby repealed.
Section 2. A Citizens' Planning Advisory Committee shall be reconstituted and shall continue to
exist for one year from the date of the adoption of this Resolution and may be renewed upon the
expiration of one year from the original creation and each year thereafter at the discretion of the
Mayor. The membership to be appointed as follows:
a. Each Commissioner shall appoint three members for the composition of a fifteen (15)
member Citizens' Planning Advisory Committee. Each Commissioner may re-
appoint current members or appoint new members as they deem fit. The names shall
be submitted to the City Clerk within fourteen (14) days from the date of this
Resolution and the Committee shall be constituted no later than July 1,2000.

b. In accordance with Section 2.2 of the Charter ofthe City of Sunny Isles Beach the
Mayor shall appoint both the chair and vice-chair of the committee.
Section 3, The powers and duties of this committee shall be solely of an advisory nature and the
purview of its lay recommendations shall include:
a. Recommendations relative to the preparation of the City's Comprehensive
Plan and subsequent land development regulations during the Comprehensive
Planning Process.
b. Monitoring and evaluation ofthe Comprehensive Plan, following approval.
c. Recommendations regarding other specific tasks assigned by the City Manger
and/or the Community Planning and Development Director.
Section 4. This Committee shall be subject to the Sunshine Laws and, as such shall maintain
minutes of all meetings and give proper notice as to meeting times and dates. Meetings shall be
called at such times and at such dates as the Chair shall determine. In no event shall such meetings
be held simultaneously when the Commission is sitting as the Local Planning Agency during the
Comprehensive Planning Process. The City Attorney may conduct a workshop to educate all
members regarding public records, sunshine laws and rules of procedure as adopted by the
Commission prior to the convening of the Committee.
Section 5. The appointments once made in writing in accordance with Section 2 hereinabove
shall become effective immediately upon the appointee filing with the City Clerk his/her acceptance
and a financial disclosure Form 1 (Statement of Financial Interest-1999) as required by law.
Section 6. Members who miss three consecutive meetings will be removed by the City Clerk
and the City Clerk shall notify the appropriate Commissioner so that a replacement appointment
shall be made.
Section 7. The provisions ofthis Resolution authorizing recreation of this committee on the
foregoing terms and conditions shall become effective immediately. pon adoption.
