A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE MAYOR TO
EXECUTE RESOLUTION NUMBER 2000-003 OF THE COUNCIL OF
COASTAL MAYORS OF MIAMI-DADE COUNTY, FLORIDA,
REQUESTING THE MIAMI-DADE COUNTY MAYOR AND
COMMISSION TO INITIATE AND IMPLEMENT A PILOT PROJECT
FOR INSTALLATION AND MAINTENANCE OF MOORING BUOYS TO
PROTECT AND PRESERVE LIVING CORAL REEFS ALONG THE
COASTLINE OF DADE COUNTY, FLORIDA, AS MORE
SPECIFICALLY SET FORTH IN THE ATTACHED EXHIBIT "A";
PROVIDNG FOR AN EFFECTIVE DATE.
WHEREAS, the Mayor and the City Commission of the City of Sunny Isles Beach
recognizes the importance of the preservation of the living coral reefs along the coastline for the
benefit of the community; and
WHEREAS, the Council of Coastal Mayors are pursuing legislation to preserve Miami-
Dade County's living coral reefs as a natural barrier against beach erosion and to serve as a
natural habitat for fish and lobster hatcheries and hence, for the continued recreational benefits of
our residents and tourists as more specifically set forth in Resolution 2000-003; attached hereto
as Exhibit "A" and have requested the support of our City; and
WHEREAS, the City of Sunny Isles Beach wishes to endorse the activities of the
Council of Coastal Mayors in preserving our coastline;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
1. The City Commission hereby authorizes the Mayor to execute Resolution 2000-003
of the Council of Coastal Mayors attached hereto as Exhibit "A".
2. This Resolution shall become effective upon adoption.

A RESOLUTION OF THE COUNCIL OF COASTAL MA VORS OF MIAMI-DADE
COUNTY, FLORIDA, REQUESTING THE MIAMI-DADE COUNTY MAYOR AND
COMMISSION TO IN1TIATE AND IMPLEMENT A PILOT PROJECT FOR
INSTALLATION AND MAINTENANCE OF MOORING BUOYS TO PROTECT
AND PRESERVE LIVING CORAL REEFS ALONG THE COASTLINE OF DADE
COUNTY, FLORIDA.
WHEREAS, the livinfeoral reefs along Dade County's coastline serve;a<5l:natUral
barriers against beach erosion; and
WHEREAS, the living coral reefs along Dad~unty's coastline serve as natural
fish and lobster habitats and hatcheries; and comprise the foundation for future
commercial fishing; and
WHEREAS, the living coral reefs along Dade County's coastline are the only
natural resources for sport fishing, diving and snorkeling; and
WHEREAS, the living coral reefs along Dade County's coastline promote
tourism; and
WHEREAS, the living coral reefs along Dade County's coastline serve to filter
and thereby cleanse the marine waters as part of the natural life cycle of our ocean; and
WHEREAS. the living coral reefs along Dade County's coastline are being
irreparably damaged by anchors dropped on and/or dragged along the reefs; and
WHEREAS, the living coral reefs along Dade County's coastline should be
protected and preserved; and
WHEREAS, Broward County, Florida, has ~dy installed and is maintaining
mooring buoys to protect living reefs off its shoreline, and its project program has been
successful; and
WHEREAS, the estimated cost of installation of the mooring buoys is
approximately $500 per buoy (including materials); and
WHEREAS, the estimated cost of maintaining the buoys is approximately $250
annually per buoy (based upon Bro'Ward County's experience), and

WHEREAS, a group of citizens of Dade County, Florida (led by Dr. Ira Posner,
Brian Flynn, Henry Del Campo, Barry Snyder, Raymond O'Steen, Nelson Marti and
Gary Kresge) is advocating installation of mooring buoys and has brought this matter to
the attention of local officials, associations and to the Town of Golden Beach~
NOW THEREFORE, BE IT DULY RESOVRU BY THE COUNCIL OF
COASTAL MA~Q~ OF MIAMI-DADE COUNtY, FLORIDA~,r~T: . -/:.p,
1. The Council of Coastal Mayors of Miami-Dade County requests that the
Miami-Dade County Mayor and Commission recognize the value of the
living coral reefs and a natural resource by (a) implementing a project for
the installation of mooring buoys to protect and preserve said living reefs
and (b) by securing a source of dedicated funding to maintain the mooring
buoys after installation.
2. The Council of Coastal Mayors of Miami-Dade COtUlty requests that the
Miami-Dade County Mayor and Commission encourage DERM to
expedite the permitting process and assist in the selection of sites for the
installation of the mooring buoys.
3. The COlUlcil of Coastal Mayors ofMii1hi-Dade County requests that there
be an initial appropriation for the installation of the mooring buoys and
that they be maintained on an annual basis.
