A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING A CONTRACT BY AND
BETWEEN RONALD L. BOOK, ESQ. AND THE CITY OF
SUNNY ISLES BEACH FOR PROFESSIONAL LEGISLATIVE
RELATIONS AND LOBBYING SERVICES; AUTHORIZING
THE CITY MANAGER TO EXECUTE A CONTRACT
ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach has had and continues to anticipate a number of
issues that will come before the Florida Legislature and possibly other legislative bodies that will
directly affect the City of Sunny Isles Beach and for which the City of Sunny Isles Beach may be
eligible to receive funding; and
WHEREAS, by Sunny Isles Beach Resolution 98-26, the City contracted Ronald L. Book,
Esq. for the provision of professional legislative and lobbyist services; and
WHEREAS, Mr. Book has performed well overall, assisting the City in securing grant
monies from State and County agencies; and
WHEREAS, the City and Mr. Book desire to continue their professional association for the
provision oflegislative relations and lobbyist services, in accordance with the Professional Services
Agreement attached hereto as Exhibit "A".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Contract. The contract by and between the City of Sunny Isles Beach and
Ronald L. Book, P.A. for professional services, attached hereto as Exhibit "A", be, and the same, is
hereby approved.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to execute
said contract and do all things necessary to effectuate the agreement.
Section 3.
Effective Date. This Resolution shall become effective upo adoption.

CITY OF SUNNY ISLES BEACH
CONTRACT FOR PROFESSIONAL SERVICES
THIS AGREEMENT was originally made and entered into on the 8th day of January, 1998 and
revised on March 11, 1999 and revised again on December 21, 2000, by and between the City of
Sunny Isles Beach, a Florida municipal corporation ("CITY") and Ronald L. Book, Esq.,
("BOOK"), an attorney and member ofthe Florida Bar, doing business a Ronald L. Book, P.A.
THE PARTIES HERETO DO COVENANT AND AGREE AS FOLLOWS:
I. PURPOSE
The purpose of this Agreement is to provide for the City to retain the professional services of
BOOK for coordination of the City's legislative relations and for lobbying requirements, as
described in paragraph II herein below.
II. SERVICES
BOOK shall provide all necessary legislative relations and lobbying services in any jurisdiction
to the City of Sunny Isles Beach, including advising the City Attorney of any new legislation that
may affect the City. Such services shall include work for the purposes of securing funds and
grants for various purposes from State, Federal and other sources, promoting intergovernmental
cooperation in achieving the CITY's objective, securing funds and grants for parks and
recreation purposes, crime prevention, economic development, tourism, beautification, traffic
and streetscape improvement, beach renourishment and other purposes. BOOK shall regularly
report the status of his efforts to the City Manager and/or City Attorney.
III. COMPENSATION
For all professional services provided by BOOK hereunder as described in paragraph II, the
CITY shall pay BOOK annual compensation of Twenty Thousand and No/lOO ($20,000.00)
Dollars for calendar year 1998, at an annual rate of Twenty-Five Thousand and NoI100
($25,000.00) Dollars for January, February and March, 1999, at the annual rate of Forty
Thousand and NollOO ($40,000.00) Dollars for April 1999 though December 1999, and at the
annual rate of Fifty Thousand and NoI100 ($50,000.00) through September 30, 2002, at an
annual rate of Fifty-Five Thousand and NoI100 ($55,000.00) for October 1, 2002 through
September 30, 2003.

IV. EFFECTIVE DATE, DURATION
This revised agreement shall be effective the 21 st day of December 2000, and shall be effective
through December 2003, subject to renewal upon such terms as the parties mutually agree.
V. TERMINATION
Either party hereto, at its discretion, may terminate this contract at any time, upon thirty (30)
days advance written notice to the other. In the event of such termination, the CITY shall be
obligated for costs incurred prior to the termination notice.
VI. PRIORITY
BOOK shall not be prohibited from representing or providing the like services to other persons
and entities besides CITY, so long as BOOK shall avoid any representation or relation which
would create a conflict of interest, as determined by the City Attorney and City manager.
Further, BOOK shall not take on any client or matter that would jeopardize BOOK's ability to
devote time, resources and effort necessary to fulfill to CITY hereunder.
VII. MALPRACTICE INSURANCE
BOOK shall carry lawyer's professional malpractice insurance or other form of insurance, which
shall provide coverage of not less than Five Hundred Thousand and NoI100 ($500,000.00)
Dollars.
VIII. PROCESSING OF COSTS
BOOK shall be reimbursed by CITY for reasonable costs, including travel expenses, telephone,
copy fees, federal express and postage. Such costs shall not exceed Three Thousand and Noll 00
($3000.00) Dollars on an annual basis for calendar year 1998, and Five Thousand and NolI 00
($5,000.00) each for calendar years 1999 and 2000, and Seven Thousand Five Hundred and
NoI100 ($7,500.00) for calendar years 2001-2003, unless approved by the City Manager. If
BOOK is traveling on behalf of several clients, the City shall be responsible for such costs on a
pro-rated and equal basis.
IX. NOT ASSIGNABLE
This Agreement shall not be subject to assignment by either party hereto.
