HomeMy WebLinkAboutReso 2001-318 RESOLUTION NO. 2001-3J 8 A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT BY AND BETWEEN SIEMON & LARSEN, P.A. AND THE CITY OF SUNNY ISLES BEACH FOR PROFESSIONAL CONSULTING SERVICES WITH RESPECT TO THE REDEVELOPMENT OF SUNNY ISLES BOULEVARD BASED ON THE PROPOSAL ATTACHED HERETO AS EXHIBIT "A"; FURTHER DIRECTING THE CITY MANAGER AND CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS PROPOSAL; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach has performed a number of studies in connection with the overall redevelopment within the City of Sunny Isles Beach; and WHEREAS, there are very specific issues that must be addressed on Sunny Isles Boulevard based on the data collected thus far for the entire City; and WHEREAS, the City Manager and City Attorney have interviewed this firm and are convinced this consultant has the necessary expertise and experience to accomplish redevelopment of the entryway to the City and therefore would urge the Commission to employ this professional association for the provision of consultation services, in accordance with the proposal attached hereto as Exhibit "A". NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Authorization of and Direction to the City Manager and City Attorney. The City Manager is hereby authorized to negotiate and execute a contract by and between Siemon & Larsen, P.A. and the City of Sunny Isles Beach for professional consulting services with respect to the redevelopment of Sunny Isles Boulevard, in accordance with and based on the proposal attached hereto as Exhibit "A" and directs the City Attorney and City Manager to do all things necessary to effectuate this proposal. Russo City Manager City of Sunny Isles Beach 17070 Collins Avenue, Suite 250 Sunny Isles Beach, FL 33160 Dear Mr. Russo: It was a pleasure meeting with you and Lynn Dannheisser to discuss the City's redevelopment aspirations for the Sunny Isles Boulevard area between the Intracoastal and Collins Avenue. We also enjoyed our preliminary reconnaissance visit with you and your staff. As we discussed, community revitalization is a focal point of our practice, and we are very interested in working with you and the City on what is a complicated but exciting challenge. We propose an initial work effort - what we refer to as a "due diligence" investigation. Our experience tells us that the first questions the City should answer are: what are the realistic, market- supported opportunities; what are the constraints which must be overcome and how can the City achieve its objectives? \V orking with existing information we would: 1. conduct a general field assessment of the study area and its environs; 2. conduct a discrete set of interviews with key public officials and private interests; 3. assemble the relevant information in a meaningful narrative and graphic form; 4. identify opportunities and constraints; 5. prepare a preliminary redevelopment/revitalization strategy; Mr. Christopher J. Russo City Manager 2 6. prepare a preliminary action plan to achieve the City's redevelopment objectives including necessary steps and order of magnitude costs of implementation; and 7. prepare a "due diligence" report incorporating all of the work that has been completed in a duplication-ready format. We propose to perform this due diligence effort for a fixed fee of fifteen thousand dollars ($15,000.00), plus reasonable out-of-pocket expenses for copying, printing and other production costs. In addition, we would like to reserve an opportunity to request up to an additional three thousand dollars ($3,000.00) for a specific subject market data survey if we are not satisfied with the information that the City has available. Weare prepared to commence work immediately and expect that the work could be completed within forty-five (45) days of your direction to proceed. We propose that our fee be paid in two (2) installments of seven thousand five hundred dollars ($7,500.00) each, with the first installment due upon completion of fifty percent (50%) of the work and the second payment, plus qualifYing expenses, upon the delivery ofthe due diligence report to the City. In anticipation of proceeding, we have identified a number of documents which we would like to obtain from the City: 1. Any correspondence with the County in regard to the possible formation of a CRA. 2. Ad valorem property tax assessment data for the study area, including property ownership. 3. Aerial photography in the possession of the City, planar or oblique views. 4. City's Annual Budget. 5. A list of key individuals who should be interviewed. 6. A color copy of the City's logo. 7. A description of code enforcement activity in the Study Area. 8. Data in regard to traffic accidents at the intersection of Sunny Isles Boulevard and Collins A venue, as well as any available crime data for the Study Area. Mr. Christopher J.
