HomeMy WebLinkAboutReso 2001-346 RESOLUTION NO. 2001- 31../~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, RESCINDING RESOLUTION NO. 2001-339, THAT HAD SUPPORTED A BABY TEETH STUDY KNOWN AS THE "TOOTH FAIRY PROJECT," RELATING TO RADIATION AND PUBLIC HEALTH; ESTABLISHING A CITY COMMISSION POLICY OF NOT ADOPTING ANY RESOLUTION THAT GOES BEYOND THE SCOPE OF MATTERS DIRECTLY AFFECTING THE HEALTH, SAFETY AND WELFARE OF THE RESIDENTS OF THE CITY OF SUNNY ISLES BEACH; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in May our City received a copy of Resolution No. 50-01-11198 from the City of South Miami, supporting a baby teeth study known as the "Tooth Fairy Project," relating to a study of levels of radiation and public health, including 16 pages of reports with supporting documentation; and WHEREAS, after reviewing the City of South Miami's Resolution on this topic, one of our City Commissioners requested that a similar resolution be placed on the City Commission agenda for consideration; and WHEREAS, on June 21, 2001 the City Commission unanimously voted to adopt Resolution No. 2001-339, supporting a baby teeth study known as the "Tooth Fairy Project" relating to a study of levels of radiation and public health; and WHEREAS, the City of Sunny Isles Beach has been asked to reconsider its adoption of Resolution No. 2001-339, based on the assertion that the supporting documentation which the City of South Miami and our City Commission relied upon was misleading; and WHEREAS, the City is not able to ascertain which facts accurately report the levels of in-body radioactivity, which might help to understand if additional studies should be performed to determine if there might be a link between environmental radiation and cancer, especially in young persons; and WHEREAS, the City Commission wishes to avoid incidents of confusion resulting from considering resolutions on topics that go beyond the scope of matters directly affecting the City of Sunny Isles Beach; and WHEREAS, the City Commission wishes to rescind Resolution No. 2001-339, that had supported a baby teeth study known as the "Tooth Fairy Project;" and WHEREAS, the City Commission wishes to establish a City Commission policy regarding the adoption of any future resolutions that go beyond the scope of matters directly affecting the City of Sunny Isles Beach. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, THAT: Clerk's Resolunon\R2001-_ Rescinding R2001-339, Tooth Fairy Project Amended Page 1 of 2 Section 1. The City Commission of the City of Sunny Isles Beach hereby rescinds Resolution No. 2001-339 that had supported a baby teeth study known as the "Tooth Fairy Project." Section 2. The City Commission hereby establishes a City Commission Policy of not adopting any resolution that goes beyond the scope of matters directly affecting the health, safety and welfare of the residents of the City of Sunny Isles Beach. Section 3. The City Clerk is directed to provide a copy of this Resolution to Florida Power and Light Company, the U.S. Nuclear Regulatory Commission, the Resource Director of RPHP - Tooth Fairy Project, the Miami-Dade County Municipalities, Miami-Dade County Mayor Alex Penelas, and the Dade League of Cities. WHEREAS, the Radiation and Public Health Project's (RPHP) Baby Teeth Study is the first to measure radioactivity in the bodies of human beings living near nuclear reactors, and it will help determine whether this radioactivity raises the risk of cancer in children and adults; and WHEREAS, the Baby Teeth Study measures levels of radioactive Strontium-90 (Sr-90), a cancer causing chemical released by nuclear reactors; and WHEREAS, Sr-90 is similar to calcium, and the human body deposits it in the bones and teeth; and WHEREAS, during pregnancy, Sr-90 is transferred from a mother to her fetus and is present in the baby's teeth and bones at birth; and WHEREAS, the "Tooth Fairy Project" may provide critical data on levels of in-body radioactivity, which will allow researchers to better understand a link between environmental radiation and cancer, especially in young persons; and WHEREAS, the "Tooth Fairy Project" is especially important in Southeastern Florida, which seems to have the highest levels of Sr-90 in baby teeth of any U.S. area analyzed to date, and where above average childhood cancer rates exist; and WHEREAS, it has been reported that in 1983-84, when the Turkey Point nuclear reactors were mostly closed for repairs, infant deaths in Broward and Miami-Dade Counties fell 19.1%, compared to a national decline of only 6.4%; and that in the following two years when Turkey Point returned to full power, the local infant death rate rose 1.2%. WHEREAS, it has been reported that in 1983-84, the first two years that the St. Lucie 2 nuclear reactor operated, infant deaths in St. Lucie County rose 35.3%; and WHEREAS, information on the radiation-cancer link should be considered when the U.S. Nuclear Regulatory Commission engages in environmental review of utility applications for renewal and extension of the licenses of aging nuclear power plants in Florida and across the United States. The City Commission of the City of Sunny Isles Beach supports the Baby Teeth Study known as the "Tooth Fairy Project," relating to a study of levels of radiation and public health. Section 2. The City Clerk is directed to provide a copy of this resolution to the Miami-Dade County municipalities, Miami-Dade County Mayor Alex Penelas, Dade League of Cities, U.S. Nuclear Regulatory Commission, and the Resource Director ofRPHP - Tooth Fairy Project.
