A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AUTHORIZING THE MAYOR TO EXECUTE
RESOLUTION NUMBER 2001-001 OF THE COUNCIL OF COASTAL
MAYORS OF MIAMI-DADE COUNTY, FLORIDA, ADOPTING A LIST OF
LEGISLATIVE AND FUNDING PRIORITIES FOR MIAMI-DADE
COUNTY BEACH EROSION CONTROL, AND REQUESTING THE
MIAMI-DADE COUNTY CONGRESSIONAL DELEGATION TO
SUPPORT AND IMPLEMENT THE GOALS AND OBJECTIVES OF THE
ITEMS ON THE LIST OF PRIORITIES, AS SET FORTH IN THE
ATTACHED EXHIBIT "A"; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Sunny Isles Beach recognizes the
importance of the preserving Miami-Dade County's beaches as one of our most valuable natural
and economic resources, that are critical to the quality of life for residents and tourists; and
WHEREAS, the Council of Coastal Mayors are pursuing legislation to preserve Miami-
Dade County's beaches against erosion, and have identified a uniform set of beach erosion
control legislative and funding priorities, as set forth in Resolution 2001-001; attached hereto as
Exhibit "A" and have requested the support of our City; and
WHEREAS, the City of Sunny Isles Beach wishes to endorse the activities of the
Council of Coastal Mayors in preserving our coastline.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1.
The City Commission hereby authorizes the Mayor to execute Resolution Number
2001-001 ofthe Council of Coastal Mayors, attached hereto as Exhibit "A".
Section 2.
This Resolution shall become effective upon adoption.

lVllAMI-DADE COUNTY ADOPTING A LIST OF LEGISLATIVE
AND FUNDING PRIORITIES FOR MIAMI-DADE COUNTY
BEACH EROSION CONTROL, AND REQUESTING THE MlAMl-
D.IDE COUNTY CONGRESSIONAL DELEGATION TO
SUPPORT AND IMPLEMENT TO THE GREATEST EXTEl'll
POSSmLE THE GOALS AND OBJECTIVES OF THE ITEMS ON
THE LIST OF PRIORITIES.
WHEREAS, Miami-Dade County's beaches are one of its most valuable natural
and economic resources, and is critical to the local quality of life for residents and
tourists; and
WHEREAS, Miami-Dade's beaches provide critical storm protection to billions
of dollars worth of coastal development and infrastructure; and
WHEREAS, Miami-Dade County, as Local Sponsor of the federal shore
protection project implemented through the Army Corps of Engineers, has worked in
cooperation with the coastal milllicipalities to implement a highly successful program of
beach renourishment and maintenance over the past thirty years; and
WHEREAS, the immediate creation and implementation ofa comprehensive
beach renourishment and retention program is essential for the safety of coastal
communities and for the protection of life and property, and that in addition, such
creation and implementation will serve the objectives of efficiently employing public
resources and effectively managing critically important local, state, and national interests
and as sets; and
WHEREAS, a consensus of policy and direction has been achieved by the
Council of Coastal Mayors of Miami-Dade COilllty, with the input, participation and
agreement of representatives of Miami-Dade COilllty including members of the County
Commission, Administration, DERM, and Park and Recreation Department. confinning
the need for strong support for such a comprehensive renourishment and retention plan
from the Miami-Dade County Congressional Delegation in securing the necessary
authorizations, actions, and funding necessary to sustain the program; and
WHEREAS, immediate and concerted action on the part of federal, state, county,
and municipal agencies is necessary and all possible methods of expediting required pre-
implementation procedures, in light of the abillldance of studies and data already
available, in order to efficiently and effectively produce results that will serve to mitigate
long term costs and to provide timely protection from the potential consequences of
hurricanes and associated winds, waves, and flooding; and

WHEREAS~ the unanimous support of the Council of Coastal Mayors exists for
proceeding with prompt implementation of a sand retention system, employing
breakwaters and renourishments projects as an integrated system along the beaches of
Miami-Dade County; Bal Harbour, Key Biscayne, Miami Beach, Sunny Isles Beach and
Surfside; and
WHEREAS, the success of this program is based in large part on the strong
support and efforts of the Miami-Dade County Congressional delegation in securing the
necessary funds and legislative actions needed to sustain the program; and
WHEREAS, the identification of a uniform set of beach erosion control
legislative and funding priorities by Miami-Dade County and the coastal municipalities
will assist the Miami-Dade County Congressional delegation in the implementation of
those priorities.
NOW THEREFORE BE IT DULY RESOLVED BY THE COUNCIL OF
COASTAL MAYORS OF MIAMI-DADE COUNTY, FLORIDA, that the,following
list of beach erosion control legislative and funding priorities for the upcoming
Congressional session, is hereby adopted and authorized to be transmitted to the Miami-
Dade County Congressional delegation, and further, the Miami-Dade County
Congressional delegation is urged to support and implement to the greatest extent
possible the goals and objectives of the items on the list of priorities.
M.iami-Dade Beach Erosion Control Legislative and Funding Priorities:
1. Oppose proposed changes to existing federal cost-sharing percentages for shore-protection projects,
which would reduce the federal share to from 50% to 35%.
2. Direct the Corps to expedite the implementation of the Alternative Sand Test Beach Project, by
issuing a broad based solicitation for sand that would give preference to domestic sources but would
enable the acquisition of non-domestic sources to proceed, if no responsive bids are received from a
suitable domestic source.
3. Enact corrective legislation within the Energy and Water Appropriations Act, which will rescind the
Conference: Report language: in the 1998 Act, which blocked the federal acquisition of sand from non-
domestic sources.
4. Obtain a $2,000,000 appropriation from the Energy & Water Appropriations Act for further
implementation of the Miami Beach Innovative Erosion Control and Sand R.ecycling Demonstration
Project, authorized in Section 227 ofWRDA.
5. Direct the Corps to expedite the completion of the Miami-Dade County Design Modification
document.
6. Assist with the resolution of any federal issues identified by the Minerals Management Service
associated with the use of federal sand resources offshore of central Florida.
