A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES
BEACH, FLORIDA, AUTHORIZING THE MAYOR TO EXECUTE RESOLUTION
NUMBER 2001-002 OF THE COUNCIL OF COASTAL MAYORS OF MIAMI-DADE
COUNTY, FLORIDA, REQUESTING THE MIAMI-DADE COUNTY MAYOR AND
COMMISSION TO DIRECT THE DEPARTMENT OF ENVIRONMENTAL
RESOURCES MANAGEMENT TO EXPEDITIOUSLY IMPLEMENT THE
INNOVATIVE EROSION CONTROL AND SAND RECYCLING SYSTEM
DEMONSTRATION PROJECT DEVELOPED FOR THE CRITICALLY ERODED
BEACHES ALONG THE CITY OF MIAMI BEACH, THE TOWN OF SURFSIDE AND
THE VILLAGE OF BAL HARBOUR, AS MORE SPECIFICALLY SET FORTH IN THE
ATTACHED EXHIBIT "A"; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Sunny Isles Beach recognizes the great
importance of preserving Miami-Dade County's beaches as a valuable natural and economic
resource contributing to public safety and quality of life for our communities, while providing
aesthetic, environmental, hurricane mitigation and recreational benefits for our residents and
tourists; and
WHEREAS, the Council of Coastal Mayors seek to preserve MiamiDade County's
beaches against beach erosion, and are formally requesting that the Department of Environmental
Resources Management expeditiously implement the innovative erosion control and sand
recycling system demonstration project developed for Miami-Dade County's critically eroded
beaches, as set forth in Resolution Number 2001-002; attached hereto as Exhibit "A"; and
WHEREAS, the City of Sunny Isles Beach wishes to endorse these activities and goals
of the Council of Coastal Mayors in preserving our County beaches.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. The City Commission of the City of Sunny Isles Beach hereby authorizes the
Mayor to execute Resolution 2001-002 of the Council of Coastal Mayors attached hereto as
Exhibit "A".
Section 2.
This Resolution shall become effective upon adoption.

A RESOLUTION OF THE COUNCIL OF COASTAL MAYORS OF MIAMI-DADE
COUNTY, FLORIDA, REQUESTING THE MIAMI-DADE COUNTY MAYOR AND
COMMISSION TO DIRECT THE DEPARTMENT OF ENVIRONMENTAL
RESOURCES MANAGEMENT TO EXPEDmOUSLY IMPLEMENT THE
INNOVATIVE EROSION CONTROL AND SAND RECYCLING SYSTEM
DEMONSTRATION PROJECT DEVELOPED FOR THE CRITICALLY ERODED
BEACHES ALONG THE CITY OF MIAMI BEACH, THE TOWN OF SURFSIDE AND
THE VILLAGE OF BAL HARBOUR.
WHEREAS, Miami-Dade County's beaches are an important part of the public safety and quality of
life of this community, providing aesthetic, environmental, hurricane mitigation and recreational benefits for
our residents and tourists; and
WHEREAS, beaches continue to be the region's number one tourist attraction and are thus vital to
our economic well-being; and
WHEREAS, beach erosion continues to be a major problem in Miami-Dade County; and
WHEREAS, the sources of sand traditionally used for renourishing the County's beaches have been
virtually exhausted; and
WHEREAS, the sand for future beach renourisbment projects will have to be imported from outside
of South Florida at a much higher cost; and
WHEREAS, continuing to pump sand on to our beaches without addressing the underlying causes
ofthe erosion, will leave us in an endless cycle of needing more, increasingly expensive sand; and
WHEREAS, the Miami Beach hmovative Erosion Control and Sand Recycling Demonstration Project
authorized in the U.S. Water Resources Development Act of 1999 was developed to provide for the
construction of a series of erosion control breakwaters in key areas along the shoreline, to widen the beaches
and slow the beach erosion process; and
-wHEREAS, the Miami Beach Innovative Erosion Control and Sand R.ecycling Demonstration Project
also includes the periodic recycling of the excess sand that accumulates at the southern end of the beach
system, back to the eroded beaches at the north end; and
WHEREAS, this Erosion Control and Sand Recycling System, if successful, will allow for more
effective maintenance of our beaches, reduce the demand for new sand, and offer substantial financial and
enviromnental benefits; and
WHEREAS, the cost for implementation of the. Miami Beach Innovative Erosion Control and Sand
Recycling Demonstration Project has been estimated at approximately $6,000,000; and
WHEREAS, under the terms of the existing Proj ect Cooperation Agreement (peA) betw'een the
County and the federal government, and the provisions of the U.S. Water Resources Development Act, the
County should be eligible for reimbursement of the share of the implementation cost of the Erosion Control
Program; and

'WHEREAS, the financial losses that will be incurred following the impact of even a minimal
hurricane on these critically eroded shoreline areas will by far over-shadow the implementation cost of the
Erosion Control Program; and
WHEREAS, the Miami~Dade County Commission has historically demonstrated a commitment to
the preservation of the Region's beaches, and now must recognize the critical public safety, environmental
and economic need to identify the necessary funds to ensure there is no delay in the restoration and
maintenance of our beaches of Miami-Dade County's Coastal Municipalities~ Bal Harbour, Key Biscayne,
Miami Beach, Sunny Isles and Surfside.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE COUNCIL OF COASTAL MAYORS
OF MLUfi~DADE COUNTY, that the Miami-Dade County Mayor and Commission are requested to direct
the Department of Environmental Resources Management to expeditiously implement the innovative erosion
control and sand recycling system demonstration project developed for the County's critically eroded beaches
including:
1. The immediate expansion of the Miami Beach Innovative Erosion Control and Sand Recycling
Demonstration Project to provide similar erosion protection measures for the sandy beaches along
Sunny Isles Beach, Key Biscayne and Virginia Key.
2_ The submission of a Project Implementation Plan, Project Completion Schedule and a Project Budget
Recommendation to the Mayor and Board of County Commissioners for review and approval by July
2001.
3. Completion of the Consultant selection process for the performance of the required coastal engineering
and permitting services required for the development of the Project and September 2001.
4. Negotiations with the Army Corps of Engineers to obtain reimbursement for the Federal share of the
Proj ect implementation costs.
5. The submission of Project Status Reports, on a quarterly basis, to the Mayor and Board of County
Commissioners and the Council of Coastal Mayors of Miami-Dade County.
6. The Council of Coastal Mayors requests that the Miami-Dade County Commission identify the
necessary funds to implement a comprehensive renourishment and retention program for the beaches
ofMiami~Dade County's Coastal Municipalities; Bal Harbour, Key Biscayne. Miami Beach, Sunny
Isles and Surfside.
