RESOLUTION NO. 2001- .3 7 D A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH ORDINANCE NO. 2001- 133, TO EXPEND $17,160.00 FROM POLICE IMPACT FEES, FOR THE PURCHASE/TRADE IN OF FIREARMS AS SET FORTH HEREIN; PROVIDING FOR AN EFECTIVE DATE. WHEREAS, in accordance with Ordinance No. 2001-133, adopted on July 24, 2001, providing for the imposition of a Police Facilities Impact Fee on all new residential and non- residential development, for police services and vehicles; and WHEREAS, the Chief of Police is requesting the total expenditure of $17,160.00 from Police Impact Fees of which $5160 is in cash and $12,000 is in trade in value of existing firearms, to Lou's Gunshop, the sole source vendor for Glock Manufacturing, for the approved purchase of capital equipment, in the form of 40 police firearms to replace the current outdated models; NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Authorization of Chief of Police. Based on the attached memorandum, the Chief of Police is hereby authorized to expend $5160.00 in cash and $12,000 in trade in value of existing firearms for a total of $17,160.00 from Police Impact Fees, to be utilized for the approved purchase of capital equipment in the form of forty (40) police firearms for the Police Department, from Lou's Gunshop, the sole source vendor for Glock Manufacturing. Recommendation: That the City Commission approve the expenditure of approximately $17,160.00 to Lou's gunshop, for the approved purchase of capital equipment for the police department from Impact Fees, in the form of 40 police firearms to replace our current outdated models. Reasons: The current weapon utilized is a 9MM Sig Sauro This weapon is basically, obsolete in almost all police agencies today. The recommended firearm, specifically by federal agencies including the FBI is the 40 caliber. This weapon provides more firepower (meaning additional rounds), the weapon is proven more accurate, maintenance is less and the weapon more durable providing a greater life expectancy for the weapon. The choice of manufacturer for our purchases is Glock and Sig Sauer Inc. In today's war against crime, it is a well-known fact that criminals have armed themselves with the most sophisticated weapons available to many cases, their arsenal has outclassed police agencies. '" t.Ll !Fretf!Maas Cfiiej of Police Additional Information: As the result of a buy back program on our existing weapons, the City would receive a credit of $300.00 for each weapon for a total of $12,000.00 which would reduce our costs. Our total for the exchange program and the purchase would then be $5,160.00 total. Approved procurement procedures have been utilized for the purchase of this equipment. The firearms are available only thru Lou's Gunshop sole source vendor for Glock Manufacturing. The manufacture price was actually higher then purchase thru Lou's Gunshop with no buy back program from the Glock Company Sincerely, ~G~ Fred A.
