A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, APPROVING THE RANKING OF
ARCHITECTURAL FIRMS PURSUANT TO ~287.005, F.S. (2000) AND
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN
AGREEMENT BY AND BETWEEN THE CITY OF SUNNY ISLES
BEACH AND SPILLIS CANDELA DMJM, FOR THE DESIGN OF CITY
HALL AND ACCESSORY STRUCTURE(S) RELATED TO THE CITY
HALL, AS WELL AS ANY OTHER GENERALIZED ARCHITECTURAL/
CONSULTANT SERVICE THAT MAY BE REQUESTED BY THE CITY;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE WITH THE
SECOND AND THIRD RANKED FIRMS SHOULD THE CITY BE
UNABLE TO NEGOTIATE A SATISFACTORY CONTRACT WITH
SPILLIS CANDELA DMJM THAT IS FAIR, COMPETITIVE AND
REASONABLE; AUTHORIZING THE CITY MANAGER TO TAKE ANY
AND ALL ACTION AS MAY BE NECESSARY TO EFFECTUATE THE
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach is in need of architectural services for the
design of City Hall and accessory structure(s) related to the City Hall as well as any other
generalized architectural/consultant services that may be requested by the City, and
WHEREAS, the City noticed Request for Qualifications No. 01-07-01 for qualified
Architectural Firm(s), which were opened on August 23, 2001, five firms responded, four firms
were selected and presented their proposals to a Selection Committee on September 18, 2001;
and
WHEREAS, the Selection Committee heard the presentations, reviewed materials
submitted and then, ranked the top three respondents in accordance with S 287.055, F.S. (2000)
as follows: 1) Spillis Candela DMJM; 2) Borrelli & Associates Architects Planners, P A; and 3)
Arquitectonica; and
WHEREAS, Spillis Candela DMJM, have been "qualified" by the City Commission to
perform architectural services for the design of City Hall and accessory structure(s) related to the
City Hall as well as, any other generalized architectural/consultant services that may be requested
by the City; and
WHEREAS, Borrelli & Associates Architects Planners, P A and Arquitectonica have
been "qualified" as the second and third ranked firms, respectively, by the City Commission to
perform architectural services for the design of City Hall and accessory structure(s) related to the
City Hall as well as, any other generalized architectural/consultant services that may be requested
by the City; and

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approving Rank Ordering. In accordance with S 287.055, F.S. (2000) the
Selection Committee's rank ordering of the landscape architectural firms is hereby approved as
follows: 1) Spillis Candela DMJM ("Spillis"), 2) Borrelli & Associates Architects Planners, P A,
and 3) Arquitectonica.
Section 2. Authorization of City Manager to Negotiate with Spillis. The City Manager is
hereby authorized to negotiate an agreement with Spillis for the provision of architectural
services for the design of City Hall and accessory structure(s) related to the City Hall as well as,
any other generalized architecturaVconsultant services that may be requested by the City, and do
all things necessary to effectuate the Resolution.
Section 3. Authorization for City Manager to Negotiate with Second and Third Ranked
Firms. Should the City be unable to negotiate a satisfactory contract with Spillis that is fair,
competitive and reasonable, such negotiations shall be formally terminated and the City Manager
is hereby authorized to undertake negotiations with the second ranked firm of Borrelli &
Associates Architects Planners, P A; and if not satisfactory, the third ranked firm of
Arquitectonica for the provision of architectural services for the design of City Hall and
accessory structure(s) related to the City Hall as well as, any other generalized
architectural/consultant services that may be requested by the City, and do all things necessary to
effectuate the Resolution.
Section 4.
Effective Date. This Resolution will become effective upon adoption.
