HomeMy WebLinkAboutReso 2001-383 RESOLUTION NO. 2001- :!{3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, CREATING A COMMUNITY TRAFFIC SAFETY TEAM ADVISORY COMMITTEE AND SETTING FORTH ITS PURPOSE; PROVIDING FOR APPOINTMENT OF MEMBERS, TERMS AND SPECIFIC ADVISORY CAPACITY; PROVIDING FOR THE APPOINTMENT OF A CHAIRMAN AND VICE- CHAIR; PROVIDING FOR POWERS AND DUTIES; PROVIDING FOR MEETINGS AND MINUTES SUBJECT TO THE SUNSHINE LAWS; PROVIDING FOR REQUIRED DISCLOSURES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission wishes to encourage greater citizen participation in police and public safety affairs through the development of information, recommendations and general advice to the Commission in various areas; and WHEREAS, the State of Florida has endorsed the development of community traffic safety programs and activities to reduce the number of traffic accidents, injuries and fatalities on local roadways and gather local knowledge of specific safety concerns; and WHEREAS, the City Commission recognizes that the creation of a Community Traffic Safety Team Advisory Committee, with broad-based skills in public information, education and public safety would provide critical support in programs, activities and exercises that would reduce the number of fatalities within the City of Sunny Isles Beach; and WHEREAS, Section 2.2 of the City's Charter grants the Mayor the right to appoint standing committees at his/her discretion at any time: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Creation and Purpose. The Traffic Safety Team Advisory Committee ("Committee") is hereby created, pursuant to Section 2.2 of the City's Charter. The purpose of the Committee is to promote better traffic conditions, by advising and recommending to the Commission, multi-disciplinary programs, activities and exercises that would reduce the number of fatalities within the City of Sunny Isles Beach and provide local knowledge of specific safety concerns. Section 2. Members and Terms. The Traffic Safety Team Advisory Committee shall consist of five (5) members, who shall serve without compensation, to be appointed as follows: Traffic Safety Committee LMD:ch 10/8/01 -- 4:09 PM 1 a. All members of the Committee shall be residents of the City of Sunny Isles Beach. b. Each City Commissioner shall submit one candidate thereby creating the five- member committee. The names shall be submitted within fourteen (14) days from the date of this Resolution and the committee shall be constituted no later than one month from the date of this Resolution. c. There should be a liason from the Police Department to the Committee who shall be designated by the Chief of Police. d. The term of office of each member shall be three (3) official years, except that the initial appointments of two (2) members shall be for one (1) year; one (1) member shall be for two (2) years and two (2) members shall be for three (3) years. Section 3. Appointment of Chair and Vice Chair. In accordance with Section 2.2 of the Charter of the City of Sunny Isles Beach, the Mayor shall appoint the Chair and Vice Chair of the Committee. Section 4. Powers and Duties. The Committee shall have the power to investigate existing traffic conditions and to make recommendations to the City Commission concerning traffic regulation, traffic laws, parking laws and all other matters relating to the flow of traffic. However, when the City Commission has under consideration a request for an amendment to the City's zoning code, rezoning of a site, site plan approval or subdivision approval, the consideration of the Traffic Safety Team Advisory Committee, which may affect such matter, shall be suspended. The Committee will undertake the development of projects and activities and serve as a resource within our community, and to any other local, state and federal government agencies and roadway users in an effort to reduce traffic accidents, injuries and fatalities. Sections 5. Meetings Subiect to Sunshine Laws. The meetings shall be held at the call of the Chairperson. This Committee shall be subject to the Sunshine Laws and, as such shall maintain minutes of all meetings, showing the vote of each member on each question and shall give proper notice as to meeting times and dates. The City Attorney may conduct a workshop to educate all members regarding public records, Sunshine laws and rules of procedure as adopted by the Commission prior to the convening of the Committee. Section 6. Required Disclosures. The appointments, once made in writing in accordance with Section 2 hereinabove shall become effective immediately upon the filing with the Clerk of Traffic Safety Committee LMD:ch 10/8/01 -- 4 :09 PM 2 the City of a citizen's acceptance and filing of a financial disclosure (Form1-Statement of Financial Interest-2000) as required by law. Section 7. Effective Date. This Resolution shall become effective upon adoption. PASSED AND ADOPTED this 16th day of October, 2001.
