HomeMy WebLinkAboutReso 2001-406 RESOLUTION NO. 2001-$k A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AMENDING RESOLUTION NO. 2001-383; RENAMING THE COMMUNITY TRAFFIC SAFETY TEAM ADVISORY COMMITTEE TO THE COMMUNITY TRAFFIC SAFETY TEAM AND AMERICAN DISABILITY ACT ADVISORY COMMITTEE; PROVIDING FOR ADDITIONAL RESPONSIBILITIES; PROVIDING FOR ADDITIONAL MEMBERS AND ITS PURPOSE; PROVIDING FOR APPOINTMENT OF MEMBERS, TERMS AND SPECIFIC ADVISORY CAPACITY; PROVIDING FOR REMOVAL AND VACANCIES; PROVIDING FOR POWERS AND DUTIES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission wishes to encourage greater citizen participation in police and public safety affairs through the development of information, recommendations and general advice to the Commission in various areas; and WHEREAS, by Resolution 2001-366, the City entered into an Interlocal Agreement with Miami-Dade County regarding the allocation of disabled parking fine monies; and WHEREAS, pursuant to the Interlocal Agreement with the County, the City is required to create an advisory council to assist in the allocation of disabled parking fine monies received from the County; and WHEREAS, the City Commission recognizes that the creation of a Community Traffic Safety Team and American Disability Act Advisory Committee, with broad-based skills in public information, education and public safety could provide critical support for public safety and disabled programs; and WHEREAS, Section 2.2 of the City's Charter grants the Mayor the right to appoint standing committees at his/her discretion at any time: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Amending Resolution No. 2001-383. This Resolution amends Resolution No. 2001-383, which was adopted on October 16, 2001. Section 2. Renaming of Committee and Purpose. The Community Traffic Safety Team Advisory Committee is hereby renamed The Community Traffic Safety Team "CTST" and American Disability Act "ADA" Advisory Committee ("Committee"). The purpose of the Committee is to promote better traffic conditions, by advising and recommending to the Commission, and to promote, activities and programs for people with disabilities within the City of Sunny Isles Beach. Traffic Safety Committee LMD:ch 12/13/01 -- 6:07 PM 1 Section 3. Members and Terms. The Committee shall consist of seven (7) members, who shall serve without compensation, to be appointed as follows: a. All members of the Committee shall be residents of the City of Sunny Isles Beach. b. Each member of the City Commission shall appoint one member on the committee. The names shall be submitted to the City Clerk within fourteen (14) days from the date of this Resolution and the committee shall be constituted no later than one month from the date of this Resolution. The Mayor, with the approval of the City Commission, shall have the authority to appoint two (2) additional members to the Committee. The Committee shall consist of seven (7) members. c. The term of office of each member shall be three (3) official years, except that the initial appointments of three (3) members shall be for one (1) year; two members shall be for two (2) years and two (2) members shall be for three (3) years. d. Membership may consist of professionals in four disciplines; Law Enforcement, Engineering, Emergency Services and Education and members may possess the resources and skills to directly impact the traffic-safety problems of the City. Membership shall also be composed of at least two (2) persons with disabilities. Section 3. Appointment of Chair and Vice Chair. a. In accordance with Section 2.2 of the Charter of the City of Sunny Isles Beach, the Mayor shall appoint the Chair and Vice Chair of the Committee. Section 4. Meetings and Minutes. This Committee shall be subject to the Sunshine Laws and, as such shall maintain minutes of all meetings, showing the vote of each member on each question and shall give proper notice as to meeting times and dates. The meetings shall be held at the call of the Chairperson. Section 5. Powers and Duties. The Committee shall have the power to investigate existing traffic conditions and to make recommendations to the City Commission concerning traffic regulation, traffic laws, parking laws and all other matters relating to the flow of traffic. The Committee shall provide input as to the use of funds received from Miami-Dade County for disabled parking fines and assist in the preparation of public awareness programs for persons with disabilities. The Committee will undertake the development of projects and activities and serve as a resource to any and all communities, local, state and federal government agencies and roadway users in an effort to reduce traffic accidents, injuries and fatalities.
