A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AWARDING BID NO. 01-11-01 TO
AETNA US HEAL THCARE AS SUBMITTED BY BROWN & BROWN,
INC., FOR EMPLOYEE HEALTH INSURANCE SERVICES AS
OUTLINED IN THE SCOPE OF SERVICES ATTACHED HERETO AS
EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT FOR SUCH BID AND TO DO ALL OTHER THINGS
NECESSARY TO EFFECTUATE THE INTENT OF THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach issued Request for Proposals No. 01-11-01
for the provision of health insurance to its employees and their families, and
WHEREAS, three (3) brokers submitted bid proposals for five different health care
providers, each with various health plan options; and
WHEREAS, a health insurance committee, comprised of City Hall and Police
Department employees, has reviewed all bids received and has made a recommendation to the
City Manager that the Aetna US Healthcare proposal submitted by Brown & Brown, Inc.,
attached hereto as Exhibit "A", offers the broadest scope of services and the most competitive
pricing of all proposals received, offering a duel option HMO/POS plan.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Award of Bid. Bid No. 01-11-01 is hereby awarded to Brown & Brown, Inc.
representing Aetna US Healthcare for health insurance services as outlined in Exhibit "A"
attached hereto.
Section 2. Authorization of City Manager. Provided the Aetna US Healthcare contract is
approved as to form and legal sufficiency by the City Attorney, the City Manager is hereby
authorized to execute same and to do all other things necessary to effectuate the intent of this
resolution.
Section 3.
Effective Date. This Resolution shall become effective upon adoption

On December 10, 2001, after a formal RFP process, the City opened bids submitted for City
Employee Health Insurance. Three brokers submitted bid proposals for five different health care
providers (each with various health plan options):
1) Axa, Inc.; Neighborhood Health Partnership, Inc.
2) Brown & Brown, Inc.; Aetna, Blue Cross -Blue Shield, Cigna, Humana
3) Resource One, Inc.; Aetna
RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolution accepting the employee
health insurance bid from the Aetna Insurance Company submitted by the broker Brown & Brown,
Inc.
REASONS:
The City will remain with Aetna which will allow employees to retain their current Aetna doctors
albeit in a less rich, and less costly (to the City), health care plan. The plan is a "duel option"
HMO /POS plan; an HMO plan paid by the City (100% employee cost and 50% dependent cost)
and an optional "pay up" POS plan (the difference in cost is paid by the employee).
