RESOLUTION NO. 2002- 42<;!
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,
REAPPOINTING MAURICE DONSKY AS SPECIAL MASTER
IN ACCORDANCE WITH ORDINANCE NO. 2001-141;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 4 of Ordinance No. 2001-141 provides that appointments of Special
Masters shall be made by the City Manager, as needed, on the basis of experience for a term of one
year; and
WHEREAS, said Ordinance provides that reappointments shall be submitted to the City
Commission for ratification; and
WHEREAS, Maurice Donsky was previously appointed last year, and has acted as Special
Master for other municipalities in Miami-Dade County;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Reappointment. The City Manager's reappointment of Maurice Donsky as Special
Master, for a period of one year, is hereby ratified by the City Commission, in accordance with Code
Enforcement Ordinance No. 2001-141.
Section 2.
Effective Date. This Resolution shall become effective upon passage.

Responsible for administrative determination of code enforcement violations in the City of
Coral Gables. Violations include the City Code, the City Zoning Code, Miami Dade
County Code, South Florida Building Code. The Ticket Hearing Officer is responsible for
holding the hearings and assess fines against violators.
Village of Pinecrest Special Master and Ticket Hearing 1999 -2001
Officer
Responsible for administmdve determination of code enforcement violations in the Village
of Pinecrest. In view of the fact that the Village of Pinecrest does not have a Code
Enforcement Board (CEB) the Special Master acts as a CEB. The Special Master hears all
code enforcement violations; Village of Pinecrest Ordinance, Miami Dade County Code and,
South Florida Building Code. The Special Master hears Code violations, orders Code
Compliance and issues fines for violations.

It is recommended that the City Commission reappoint Attorney Maurice Donsky as a Special
Master for the City of Sunny Isles Beach.
REASONS
As indicated in the attached resume, Mr. Donsky is extremely qualified for the position of
Special Master. In addition to serving Sunny Isles Beach for the past year, he has served as
Special Master for the Village of Pinecrest and the City of Coral Gables.
ADDITIONAL INFORMATION
Also, the Florida Supreme Court has certified Mr. Donsky as a mediator for civil lawsuits.
