HomeMy WebLinkAboutReso 2003-518RESOLUTION NO. 2003- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING CONSTRUCTION CHANGE DIRECTIVE NO. 4 IN THE AMOUNT NOT TO EXCEED $9,547.00 BETWEEN THE CITY AND THE WEITZ COMPANY FOR PILE INSTALLATION MONOTORING SERVICES, COMPREHENSIVE CONCRETE STRENGTH MONOTORING AND TESTING SERVICES ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE WHEREAS, by Resolution No. 2002 -478, the City Commission approved a construction agreement between the City and the Weitz Company for the construction of the new Tony Roma's restaurant; and WHEREAS, certain services for the construction of Tony Roma's restaurant are not performed by the Weitz Company and are needed to be contract out and approved separately by City Commission; and WHEREAS, the City Commission wishes to proceed on schedule with the construction of Tony Roma's restaurant and has issued a Construction Change Directive to the Weitz Company to contract the services of Mactec Engineering and Consulting Inc. for pile installation monitoring and Professional Engineering & Inspection for the comprehensive concrete strength monitoring and testing services and; WHEREAS, the Construction Change Directive will constitute an amendment to the guaranteed maximum price for the construction contract. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Construction Change Directive. The City Commission hereby approves the Construction Change Directive between the City and Weitz Company in the amount not to exceed $9,547.00 for pile installation consultant services provide by Mactec Engineering and Consulting Inc. and comprehensive concrete strength monitoring and testing services provided by Professional Engineering & Inspection, attached hereto as Exhibit "A ". Section 2. Authori , of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. This Resolution shall become effective upon adoption. We understand that a total of 120 piles approximately 30 to 40 feet in depth will be installed. Scope of Services • Compensation Authorization SCOPE OF SERVICES Based on our experience from ira pecting the installation of the production piles on this project and on other similar projects, the following is an outline of the scope of engineering services we are prepared to provide for the production pile installation: 1. No. 40700-0-M Phare it Make grout cubes. • Observe the drilling process and noting any relevant irregularities. • Approve the pile augering termination criteria and recording the pile up elevation prior to pumping. • Observe and document the grouting procedure, noting the depth of the auger tip during and delays in grouting, and the time of any delay during pumping. • Record the total autriber of pump strokes for the determination of the actual grout volume pumped into each pile. Calculate theoretical pile volume and grout factor. • Periodically record the grout pressure during pumping and the rate of withdrawal of the auger. • Monitor the setting process of the fresh grout based on actual samples taken at the time of arrival on site. Grout, which reaches its initial set, should not be used. • Observe fresh- grouted piles to determme whether any settling or grout subsidence occurs. • Monitor the installation of reinforcing steel in the piles. 2. Grout Testing Perform compressive strength testing on grout cubes prepared during production pile installation. 3. Final Report Provide a final report documenting the production pile inanllations. We will provide field representatives to conduct field monitoring and sampling. The final report of field results will be signed and scaled by a State of Florida Registered Professional Engineer, Our work does not include supervision of direction of the actual work of the contractor. Neither the presence of our field representarive, nor the observation and testing by our firm, shall excuse The contractar in any way for defects discovered in his work. Dannheisser, City Attorney Jane Hines,Acting City Clerk Staff recommends approval of the construction change directive for the construction of Tony Romas Restaurant in the City Hall complex. REASONS There are some construction services that have not been included in the contract with the Weitz Company for the construction of the Tony Romas Restaurant. The services are a part of construction, but they are performed through a separate company and contracted by the City. The services include but not limited to, monitoring of piles, the testing of the concrete, inspections and reports from engineers of the findings which are then sent to the City's building department. There will be times that these services will require to be contracted before they are heard and approved by the City Commission. In such cases and after a review of the additional charges for the required services, the City will be giving the Weitz Company a Construction Change Directive to proceed with the services and contract with these companies. These changes are not modifying the Guaranteed Maximum Price that the Gty Commission has already approved. The changes will only occur when such a change cannot be brought before the City Commission on a timely manner and would cause delays in the construction schedule.
