RESOLUTION NO. 2003- 543
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, RESCINDING RESOLUTION
NO. 2001-382, ESTABLISHING THE CITY MANAGER'S
FINANCIAL ADVISORY COMMITTEE; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission adopted Resolution No. 2001-382 on October 16,
2001, to establish the City Manager's Financial Advisory Committee; and
WHEREAS, the Committee is structured as an informal panel of financial experts who
assist the City Manager with various decisions that have a fiscal impact on the City but they do
not make formal recommendations, nor do they make decisions for the City Manager; and
WHEREAS, from time to time the need arises to schedule a meeting on short notice and
it is not feasible to meet standard notice requirements for meetings of this nature; and
WHEREAS, the City Commission wishes to rescind Resolution No, 2001-382
dissolving the formal appointment of the Committee, allowing it to become an informal
Committee to allow the City Manager to appoint Committee members, including a member of
the City Commission, and allowing the Committee to continue to function as it currently does.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Rescind Resolution No, 2001-382. Resolution No, 2001-382 establishing the
City Manager's Financial Advisory Committee is hereby rescinded.
Section 2. Dissolve Committee. The City Commission hereby dissolves the formal
Committee allowing it to become an informal Committee to allow the City Manager to appoint
Committee members, including a member of the City Commission, and allowing the Committee
to continue to function as it currently does.
Section 3.
Effective Date. This resolution will become effective upon adoption.

RE: RESCINDING OF RESOLUTION ESTABLISHING CITY MANAGER'S
FINANCIAL ADVISORY COMMITTEE
RECOMMENDATION
It is recommended that the City Commission approve the attached resolution rescinding
Resolution No. 2001-382, which established the City Manager's Financial Advisory Committee
("Committee") and approved the appointment of three members.
REASONS
The Committee is structured as an informal panel of financial experts who assist the Manager
with various decisions that have a fiscal impact on the City. They do not make formal
recommendations,nor do they make decision for the Manager.
Sometimes the need arrives with short notice to meet and deliberate over various issues. It is not
feasible to meet standard notice requirements for meetings of this nature. The Office of the City
Attorney has informed us that because the Commission officially appointed this informal
committee, it is subject to requirements of the Sunshine Law that we simply cannot meet.
Therefore, the request is to dissolve the formal appointment of the Committee and allow the
Manager to appoint these residents administratively.
ADDITIONAL INFORMATION
The City Manager's Financial Advisory will still exist; however, it will not be a Commission
appointed committee, which will alleviate the need to notice each and every meeting. The
Manager will appoint the Committee members, inclusive of a member of the City Commission,
and it will continue to function as it currently does.
