A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY TO
PARTICIPATE IN THE "PARTNERSHIP IN EDUCATION" PROGRAM
SPONSORED BY THE COOPERATIVE PTA ORGANIZATIONS OF
VIRGINIA A. BOONE HIGHLAND OAKS ELEMENTARY SCHOOL
AND HIGHLAND OAKS MIDDLE SCHOOL TO RAISE FUNDS TO
DIRECTLY BENEFIT THE STUDENTS BY PROVIDING COMPUTERS
FOR A COMPUTER LAB AND PARA-PROFESSIONALS FOR
OVERCROWDED CLASSROOMS, IN THE AMOUNT OF ONE
THOUSAND DOLLARS ($1,000.00) FROM THE GENERAL FUND;
PROVIDING THE CITY MANAGER THE AUTHORITY TO DO ALL
THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the 'Partnership in Education' program of the Virgina A. Boone Highland
Oaks Elementary and Highland Oaks Middle PTA's was established to raise funds to benefit the
students directly; and
WHEREAS, the funds raised will be used to create and maintain a computer lab in the
middle school and to hire Para-professionals in the elementary school to help alleviate
overcrowding; and
WHEREAS, the two schools combined currently have 611 Sunny Isles Beach students
enrolled; and
WHEREAS, both schools are "A" rated schools and it is the desire of the program to
assist the schools in maintaining that level of success,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Participation. The City Commission hereby approves the city's
participation in the 'Partnership In Education' Program in the amount of One Thousand Dollars
($1,000,00).
Section 2, Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution,
Section 3.
Effective Date, This Resolution shall become effective upon adoption.

RE: PARTICIPATION IN"PARTNERSHIP IN EDUCATION" PROGRAM
RECOMMENDATION
Upon submission by the Mayor and recommendation by the Vice Mayor, the City Commission is
being requested to adopt the attached resolution authorizing the City to participate in the
"Partnership in Education" program, contributing a donation in the amount of One Thousand
Dollars($1,000.00).
REASONS
The PTA's of Virginia A. Boone Highland Oaks Elementary and Highland Oaks Middle
established the `Partnership in Education" program with the main objective of raising funds that
would be utilized for their students directly. They propose to create and maintain a computer lab
in the middle school and hire paraprofessionals in the elementary school to help alleviate
overcrowding. There are currently a total of 611 students from Sunny Isles Beach attending
these schools, 145 in the elementary school and 466 in the middle school.
ADDITIONAL INFORMATION
Virginia A. Boone Highland Oaks Elementary School was originally built for 600 students and
currently enrolls 1,076,with 26 to 38 students per classroom. Highland Oaks Middle School was
originally built for 1,250 and currently enrolls 2,048 with 37 to 42 students per classroom. These
numbers are expected to increase each year.
Additionally, both are "A" rated schools and it is the desire of the program to assist the schools
in maintaining that level of success. This program will directly benefit the students in these
schools.

Dear Mr. Samson:
As a leader in our community you know just how hard our kids work on the FCAT,and how they succeed under difficult
conditions to make both Virginia A.Boone Highland Oaks Elementary School and Highland Oaks Middle School"A"
rated schools. We are proud of them,of their teachers and administrators who motivated them to succeed in an environment
where so many other schools in our state have failed.
Now,we are asking you and the City of Sunny Isles,to join the "Partnership in Education"of the V A.B.H.O.E.and H.O.M.
PTA's. This is in an unorecedented effort of two schools joining to raise funds to benefit our combined 3 484 students
directly. Our first joint venture is a Silent Auction,but the Partnership In Education has the universal goal of holding annual
Rind-raising events and to ultimately include all of the schools in our feeder pattern
• How much money do we want to get? $75,000
• How are we planning to raise the money? Silent Auction,May 18, 2003,Aventura Mall
• How will we use the funds? To keep our children in "A"rated schools
• Virginia A. Boone Highland Oaks Ekmenmry will hire Para-professionals to assist teachers in classrooms to help
alleviate overcrowded conditions. With 1,076 students, in a school originally built for 600, and with a range of 26 to
38 students per classroom,our children deserve more attention and the teachers deserve the help.
• Highland Oaks Middle will concentrate on creating and maintaining a computer lab. Technology is the key to
our children's education; to succeed, they need more access. With over 2,408 students, in a school originally built
for 1,250 and a range of 37 to 42 children per classroom there are only 400 computers available to the children.
What can you, as a government leader do to help?
As much as you possibly can,for our children and your community
We kindly request that the City of Sunny Isles help sponsor the event. The Highland Oaks Elementary provides quality
education to 145 children from Sunny Isles. The Highland Oaks Middle School currently has 466 Sunny Isles residents
enrolled—the demographics show that this will continue to grow significantly.

The Schools' administrations together with the PTA's of both schools work hard on a daily basis to help improve the
conditions of our schools,our efforts,directly affect the overall quality of our community. Our property values are
increasing because the quality of our schools is convincing families and businesses alike to invest in our community. There
is a direct correlation between our schools and our positive progress. This alone brings value added to Sunny Isles and its
surrounding cities. We need your help to continue on this path to progress,both financially, as an advocate and supporter of
our cause.
As a community business leader you understand and recognize the value of having a wonderful education system
we hope we can rely on you to make this event a tremendous success. We believe that a donation of$10.00 per
student is a reasonable amount to donate towards our efforts to add much needed services to our two schools. We are
requesting the same of the cities of Aventura, Sunny Isles and Golden Beach.
We would also kindly request your public endorsement and promotion of the Partnership In Education and our first event, the
Silent Auction on May 186.
We thank you for your consideration in our request and feel confident that you and the City Management will help in this
great undertaking.
